This idea was floated as a joke somewhere. California took it seriously:
- The city of Sacramento is setting aside $1.5 million dollars of taxpayers money to pay gang members to stop killing people.
The city council unanimously approved the “Advance Peace” program in an attempt to address their ongoing problem with violent crime, according to Fox News.
The program pays gang members to graduate school and stop shooting at people. If a gang member wants to start killing people, they’ll be forfeiting their taxpayer-funded payday.
The city has chosen "50 men who are suspected of killing people, but there’s not enough evidence to prosecute them" to receive $30,000 each in order to not kill people.
This is by far the stupidest idea to come out of California in a long time - and that's saying something from a state that elected Jerry Brown how many times now?
Has anyone thought about what happens if the 50 designated recipients want a raise? Wouldn't it just be cheaper to hire someone to kill the 50 assholes and see who takes their places?

While I think this is a deplorable policy, it is actually from the terrorists play book, or the stopping terrorists play book. Actually this stupid idea didn't come out of Left Coast California. It originated here in our Chicago. You take 50 guys who you already KNOW are criminals, up to and including murder, and you get them to sign up for a program where they agree to turn over their weapons, stop their criminal activity, stop hanging around with their banger friends, agree to finish school, agree to report in to the authorities on a regular basis, etc., all in return for a payment at the end of the program of $1,000 - $1,500 - a fraction of what they currently earn in an HOUR of running drugs. Exactly HOW is this any kind of an incentive? Plus, the people who exploded all over my Facebook page also pointed out that this program has been a huge success in two other cities in California, (yeah, right) and that if I wasn't such a tight-assed conservative I would have more faith in my fellow man...er, gangbanger.

It is with a heavy heart that we report that Officer Bernie Domagala passed away after suffering for twenty-nine years from the devastating injuries he sustained when shot while he was on duty on July 14, 1988. Bernie was the father of three boys, Erik, Craig and Adam, and husband to Denise. Despite the many challenges his life held for him since being injured, he never lost his love for the two most important things in his life: his family and the Chicago Police Department.
Born and raised in Chicago, it was always Bernie’s professional dream to become a Chicago Police officer. Six years after taking the test, his dream came true, and in 1981 he proudly became PO Bernard W. Domagala, Star #8996. It was one of the two most important things in his life. The other was his family. He loved his job as he knew he would, and always said “every day is something different, a new challenge.” While on the job two challenges he enjoyed were being assigned to the Gang Crimes South Unit and becoming a member of the Hostage, Barricade, and Terrorist Unit (HBT).
Shortly before his shift was over on the afternoon of July 14th 1988, Bernie responded to a hostage situation at 7237 S. Stony Island Avenue. Officers surrounded the property, and Bernie had taken a defensive position at the corner of the garage. He looked around the corner at the house, and in that split second the offender shot his gun hitting Bernie above his eye in the forehead. He was transported to Michael Reese Hospital where he underwent 6 hours of surgery to remove a bullet from his brain. Bernie was 37 years old at the time, with a young family of three sons: Erik was 4, and twins Craig and Adam were 4 months old.
Through it all, and thanks to the constant love and support from Denise, Erik, Craig and Adam, Bernie never lost his smile. We will remember him as a true hero. We will NEVER FORGET Chicago Police Officer Bernie Domagala.

They did it in Richmond, CA and the murder rate dropped dramatically the next year. Of course I don't have to explain to you coppers that causation does not equal correlation. For all we know people could have moved away, died, or gotten locked up that caused the murder rate to drop in Richmond, CA.

I totally understand. My kid was in the exact same boat. She did qualify for a scholarship except for one thing, her skin was not dark enough. But hey we are the problem.
What do you think they teach at cps.

I don't like it anyway, but think how this would work with Chicago's homicide clearance rate ... you'd have guys committing murder and getting their $30k anyway because no one could pin it on them.
