Another Great Idea
- Mayor Rahm Emanuel plans to go after more cars parked illegally on weekends in busy areas of the city as part of his 2018 budget.
Emanuel’s financial team told aldermen Monday they would expand from the downtown area to other neighborhoods a program to pay parking enforcement workers overtime to work weekends, hoping to take in an extra $4 million.
That amount is a pittance in the context of the mayor’s proposed $8.6 billion budget, but it’s a move that could anger Chicago drivers already smarting from red light and speeding camera ticket programs.
And it shows the lengths to which Emanuel will go to try to balance the city’s books without resorting to more broad tax increases that are proving increasingly politically perilous.
We aren't seeing any promises to make government more efficient, except in one way:
- City Comptroller Erin Keane said the city will look to bring in a firm to provide parking enforcement workers with up-to-date “data analytics” about areas where business owners and others are complaining about cars parking in metered spots without paying. And the city will buy the workers new mobile ticket equipment so they can issue the violations faster.
This way, tourists will be sure to remember their trip to the Windy City and tell all their friends what a great time they had. If they make it out alive in the first place.

Wow... this is getting more pathetic by the day... matter a fact I am going to write amazon president a letter as to why he should move his HQ to Chicago and I will send Rham a copy of the letter too. So all that we have to do is complain about the illegal parking in Englewood, and the city will dispatch a parking enforcement aide [wearing a bulletproof vest] to write parkers on the community that will surely pay up immediately as soon as they realize the error of their ways, thus solving tiny dancer's budget hole. Hey, don't laugh, it could happen... here in Rahministian, where dreams can come true. Where any failed ballet student can forget to load the little women's wedding dress on the moving van when they move out of state, then offer that as proof they never left.
Why would you have to pay them overtime? Do they only work Monday through Friday? Why not have rotating shifts starting on different days of the week to cover each day. Sort of like you guys do.
Why not pound the tourists?

Ever been to Downtown Milwaukee, Third Ward? Free parking nights & weekends, lots of bars & restaurants, a SAFE river walk. Sure, the mayor is democrat but he's not as big of an ASSHOLE like 9.5.
Sock it to them tourists. Make them pay through the nose for visiting our beautiful city. All the wonderful things that Chicago offers the visitor, and most are free or almost free. It is time to make all tourists and visitors pay their fair share.
The police don't get OT for working weekends why is the city paying OT to meter maids (stupid) And we don't need to pay an outside company (more political paybacks and pork) to help us find illegal parkers

I can't believe anyone would get a RLC ticket nowadays. After getting 4 over the years I am so anal when approaching each intersection and now with all the apps like Waze and Cobra apps that warn you it's crazy to think anyone in 2018 would get a single ticket.
Evergreen Park and Oak Lawn scrapped their RLCs. So much for that!
How about all the vehicles parked on streets with no city stickers! Cars overnight should be ticketed. A lot of people have their vehicles register out of city but still live in city!

A lot of nice places around Northwest Hwy. and Oliphant, stopped going there years ago because of the BS parking boxes. Now I go a mile West into Park Ridge, lots a nice restaurants and no BS parking boxes. And I don't feed the Ballerina's insatiable tax appetite. ♠️

Want to make the city more efficient? How about getting the unionized driver that transports city workers to job sites to actually get out of the truck and do some actual manual labor?
We pay the streets and san, water dept., forestry dept., sewer dept. , transportation dept. etc. truck drivers to do noting more then drive to a job site, then literally sit in the cab until it's time to clock out.
I'm not anti-union, and I'm sure these political hacks who get these $100,000.00 a year jobs with pensions think they won the lottery, but this is still insane in this day and age of never ending tax increases !

Somewhat would be the net gain after all the overtime to get another 4 million in fines? Given the CPS math skills the overtime would probably be 5 million to write 4 million in tickets. Makes sense to me, since the workers are being brined to keep these bozos in office. This also opens another patronage opportunity to hire more to try and collect the 4 million in parking tickets. Again more democratic votes locked in.
Good idea on rotating shifts. That would mean hiring additional bodies. They are lining up alderman offices with brine money for job as I write.
This is just a ploy to get the parking enforcement employees into the six figure income column. With over 30% of city employees earning those six figure incomes this group has been left behind. Only in Chicago would this level of income for over 30% of all city workers (using the term workers lightly) be possible. Nice to know the tax dollars are being spent so carefully.
County operated Red Light cameras going up everywhere (spotted two news ones this week alone), but that camera hanging from the light pole hasn't nabbed a single suspect across from the shopping plaza it pretends to guard.

Bringing an outside firm to provide analytical statistics. Another way of saying someone connected will be getting their turn at the trough of public money. Lets see overtime pay, new equipment and outside form to write 4 million in parking tickets. This joke should only cost the city a cool 6-7 million to get the 4 million. CPS math at it's finest. Guess that this validates the articles yesterday about math being racist. Those doing the calculating have to have been educated in the CPS system, spend 6 to get 4. By the way good luck collecting from the tourists.

Sock it to the tourists? They just throw the tickets away. There is no reciprocity with other states so they never pay the tickets. It's just a waste of manpower writing out of towners tickets that will never get paid

All is true except for safe.milwaukee is a shit hole with similar problems in downtown area.
Time to cut city counsel 50%. One useless alderman per police district. Millions saved every year from now on and no taxpayers money wasted on outside agencies(connected crooks) for ticket writing data plus no taxpayers money wasted on overtime for ticket writers.

That would be a lie, I live in South Shore and cars get booted there constantly. I was with a friend who got booted at 5pm on a damn Friday. I love it when people come on this board and proclaim that if you are black you get free shit and do not have to work. My goodness, have you ever been on the south side except when you see drug dealers or murders? There are thousands of people that work everyday, school, etc.
said it before.... many cars in bucktown have Michigan- Wisconsin- Indiana plates. They claim this is their second home. They have no city stickers and pay less insurance .

While your post is well intended, please try to wrap your head around these FACTS:
1. Wards must be off EQUAL POPULATION. This would make it impossible to make each police district into a ward. Some districts have a population of only about 60,000 people. However the 8th District has a population of about 250,000 (A QUARTER MILLION). This would make 008 the second largest city in Illinois.
2. Based on per capita city council representation in the nation's ten most populous cities, excluding Chicago, Chicago should have no more than SEVENTEEN (17) wards/aldercreatures.

Used to be. Not anymore in most places. Meter company wants to get paid 7 days a week. Also hours are later than before sometimes up to midnight

Start with all churches and Sat and Sun. Then flood different areas everyday around the schools where they pull up to drop off and then double park to converse with another mother about what took place on facebook .
Start mandating an ice-cube tax. It'll hit every restaurant, fast food outlet, convenient store (but certain 'people' won't be penalized.) If you don't like the penny an ounce soda tax or the 7 cents plastic bag tax - pay for your ice! Think Lake Michigan water is free?

Dept of Finance Parking Enforcement Aides Only work a Monday thru Friday shift. Per CBA, of course a Saturday or Sunday shift would be overtime. At the Time plus 1/2 rate for a 10 1/2 Hour paid or comp Time ratio. We don’t get Double Time rates for a Sunday shift. We are also not being offered OT on the City Approved Day off with Pay for any Federal/State holidays that would normally get a City Employee a day off with pay. And they don’t offer OT on Easter.
OT for PEA’ is on a Seniority Rotation. Can’t work every weekend OT shift as such and the majority are only getting OT 1 day a month, Maybe 2 days if the next in rotation people decline the weekend due to “reason.”
Weened OT is also only currently authorized for DOF PEAs on a weather permitting basis, unlike the Ser Co contractors that are expected to work Sat/Sun no matter what the weather is like. Also, currently the OT shifts are a day shift and no PRAs are on duty late after 4pm on the weekends.
I’ve been doing the OT as a PEA since Oct ‘16, and I’ve been averaging around 215 tickets per shift. Usually in 024, and occasionally in 014/017. I won’t take an OT shift in 016.
Back to the original question:
Why do other departments get to have OT if they are getting the job done but not Us?
I know that no one likes to get a ticket even if it’s “justified,” but we make less than 60k a year doing this job. We need the OT to be available if for not other reason than to earn comp time or for extra cash for the holidays.

As every Cop knows, Police work is not a Monday thru Friday fixed schedule job.
Hell, even the City Booters don’t work on Sundays (I bet that will change though).
You guys and gals in the CPD have the RDO. We have a fixed 35 Hour a week schedule.

That would take a Ordinance to implement, so if you’re a Cop, you should know that already.
As for part 2 of your comment, the only vehicles that can be ticketed for parking on aResidential Street without a City Sticker is a Pickup Truck or a Van. Ordinance 9-64-170A. Look it up.

Unpaid Parker’s eventually end up at a collection agency and the vehicle will eventually end up on the Boot List and probably get caught the next time they come to Chicago.
The ticket writers are getting desperate, giving out meter tickets in loading zones to business trucks.

There are new loading zones popping up that actually require payment to the meters. The ticket for those meter boxes is $140.00, so read every damn sign if you park in a loading zone in and around the Loop.
IG pulls 3 fines from 9.5 connections. GEE I wonder why? It's not like the city needs money. Bring me more parking tickets.
Sophia Kings husband skated on an ethics violation as sleazy Steve Berlin and Rahm ass kisser William conlon let him slide. The kings are friends of the Obamas so I guess they could do anything. Ferguson refuses to investigate kings interference in heneghan construction environmental tickets. As soon as they were ticketed, they donated to king along with power, and the Essex hotel. The case was thrown out by the ALJ even though there were 14 color pictures. City is appealing after complaints from me but Ferguson still refuses to investigate. Time for the fbi.

OT heads up....
Heard from a bird at City Hall that there is a shake up in the way Finance zones the city for their Enforcement staff to be rolled out in the next 3/4 weeks.
Word is greater concentration of Meter maids, new ticket computers and more hiring to get staff up to 218 MM’s. New detail out of Jeffery’s/95th and another one out of the Addison Finance site off of Western.
Another rumor is that the OT they have been getting will be a permanent thing and the Department isn’t going to go to a RDO schedule to be able to dump the contractors that work nights.
Note the jagoffs who protest over every fucking thing, Just to get their fat ugly faces on TV.
