No Victim, No Crime

  • A 911 call was made at 11:09 p.m. on October 15, 2015, to report a battery incident involving a relatively minor use of force. Police arrived nearly a half-hour later, found no evidence of a crime having occurred, and went on their way.

    The reality of the situation, however, was quite different, according to a report on the incident later published by The New Orleans Advocate. In actuality, a car had blown through a stop sign just after 11 p.m. in the popular Marigny neighborhood of New Orleans. A 64-year-old man visiting from San Diego was nearly hit by the car and exchanged angry words with the driver, who a witness says subsequently assaulted the tourist. The victim was ultimately paralyzed.

    According to an EMS report provided to the Times of San Diego, the emergency medical service arrived at 11:22 p.m., 13 minutes after the 911 call was placed. The ambulance left with the injured tourist at 11:30 p.m., eight minutes before a police officer reached the scene. Finding no victim, the officer marked the call “unfounded” — meaning that he or she found no crime had occurred — in the police department’s Calls for Service database.1

    This incident is a particularly egregious example of the effect that lengthy police response times2 can have on a city’s crime totals. Over the course of the hundreds of thousands of incidents that take place each year, long response times can lead to officers recording fewer incidents as crimes, which in turn can hurt the reliability of crime totals tallied by the FBI when the agency compiles national statistics. And ultimately, these delays can erode public confidence in the police.
We've recently seen a few comments that the Inspection Division is gigging cars for not hitting the "en route" and "on scene" buttons on the PDT's because there is some audit (or an FOIA) going on that makes response times look bad.

Anyone have info?

I remember many years ago, when I first came on the job , hearing a job dispatched. I was excited because I was literally right around the corner. I pulled up seconds after hearing the call and the victim yelled at me... what took so long, I called 5 minutes ago.
It Is still that way today almost 20 years later.

What if your PDT doesn't work or you don't even have one in the car ! I remember some bright spark a while back telling us that we needed to go over the air when en route and on-scene, good luck doing that on Zone 10 ! Nothing but clowns coming up with this shit in this department ! Oh well better get me another positive community interaction event # !

Sorry, a bit OT. So LAZ sent some of their parking whores over to 001 last nite and they wrote coppers cars for any little thing they could find. This wasn’t all that hard because finding a legit parking spot is next to impossible when you’re sharing a small lot with 001, traffic, major accidents, CTA, saturation, the mass arrest vans and the ongoing construction of the new school which takes up a large chunk of police parking. They even wrote a car that one of the tac teams brought in on a UUW charge for impoundment. Best make sure your employees are also following city ordinances LAZ.

Leave it to the stopwatch engineers to destroy
morale and divide the workforce.
We don't know how far that unit in New Orleans
had to travel or the traffic conditions or the number
of inebriated tourists wandering in the middle of the
road, all factors that could contribute to a 30 minute
response time.
Let the armchair cops pull a shift and see if they can
do better.

Speaking of rumors, the feds took down a gang team. Rumor has it that they had been on their radar for awhile and set them up which led to a search warrant on at least 2 of them. At least one PO has been charged and that might not be the end of it. It'll be all over the news in the morning.

Sorry Francis, you get no sympathy from me. Get up early enough to find legit parking. bike it to work. Heck, ride public trans to 001. I biked it or rode the train to the 0ld 018 many years back. Our parking at the old 018 was even worse than what you're dealing with in 001 today.

man trying to break into a home in the North Side’s Lincoln Square area was shot dead late Tuesday by a man attempting to carrying out the home invasion with him, authorities said.

The pair encountered residents at the front door of the home in 2400 block of West Eastwood Avenue about 9:50 p.m., prompting one of the offenders to start shooting at the front porch.

A 43-year-old offender was fatally shot in the head and pronounced dead on scene, police said. Several police officers stood in a semi-circle around his body as detectives investigated.

No one who lived at the home was hurt, police said.

With police being called for anything from a clogged up toilet to the cable tv being out, and who ate the last rib bone, plus being short handed. They can't be everywhere! Remember a few years ago when one of the dispatchers took a 9-11 call then spent the next 15 in the shitter? You can't go to a job that hasn't been dispatched!

As reported on Facebook in Chicago yesterday: This morning we were traveling north on LSD (somewhere between Irving Park and Montrose) when a car came speeding out of nowhere, pulled up alongside of us, and proceeded to smash into our car three times before pulling ahead and speeding out of sight. Fortunately no one was hurt, but passenger side of our car is a mess along the entire length. We called 911, but cops never came. Finally drove to a police station and filed a report. The perpetrator's car was old, white with black hatchback, maybe a Honda Civic or similar. Partial license plate: 5961. There were 3-4 males in the car.

When we called 911, they took all the information and seemed concerned. They took a detailed statement about our location and said a cop would be there shortly. But then no one came, and when we went to the police station, they were not particularly interested, although took the information down.

The response is “we don’t have one.” So she sends some information to another car that was on scene. Same response, “yeah we don’t have one either.” She responds, sighs and asks if anyone has a computer on this department any more, lol.

My car's PDT signal is so low that it stays in red circle most of the time especially when driving. Once parked for 2-3 minutes then it goes back in green. I guess I'll have to park the car for 2-3 minutes to ACK the job. Then another 2-3 minutes park time for the ENROUTE and when I arrive ONSCENE, I'll have to sit in a car for another 2-3 minutes to make sure it was send successfully. I guess the victim/complainant will have to wait about 10 minutes longer so that I don't get gigged by inspector.

Inspectors check the PCAD database from their warm office and write up the infractions. Shooting trout in a barrel.
And as for the PDT itself... very slow mobile service, probably from an overloaded Cricket of Boost shared community network ever since Ameritech went AT&T Digital.

Cutting edge 21st Century Chicago technology...another Ron Huberman accomplishment.
Still waiting for JFed to re-prioritize the 9-1-1 calls down at OEMC too.
He may be more likely to get it done before Jugghead will.
