Clean Up Our Constituents Mess!
This is representative of a sizable portion of the neighborhood that the Dan Ryan runs though:
- A pair of South Side aldermen demanded Monday that the Illinois Department of Transportation clean up the embarassing mess left behind on the shoulder of the Dan Ryan Expy. by motorists who cavalierly toss their trash out the window.
Ald. Mike Zalewski (23rd) and Ald. Matt O’Shea (19th) said the southbound Ryan in particular is a pigpen that provides an ugly impression of Chicago, even though the city is powerless to stop it. That’s because the expressway is IDOT’s jurisdiction and the state’s responsibility to keep clean.
“Southbound all the way from the Loop to 95th Street, there is just an excess amount of debris on the road,” Zalewski said.
“It’s not the Department of Streets and Sanitation’s or the city’s responsibility. It’s more the (Illinois) Department of Transportation’s responsibility. But the perception is you’re in the city and there’s garbage out there. People don’t know the difference.”
They should have seen it ten and twenty years ago. You would have to run a couple of snowplows down the Ryan to clean up around Taylor and Stateway stretches were rocking.

- Five years ago, South Side Ald. Howard Brookins (21st) proposed stiff fines and vehicle impoundment for Chicago motorists who open their car and SUV windows, dump their trash and turn Chicago streets into a dumping ground.
Brookins was promptly accused of giving police “another tool to demonize, imprison and punish black men.”
Mayor Rahm Emanuel subsequently got behind the crackdown, but only after Brookins watered it down considerably.

The City should talk...You wont see a speck of any type of litter/garbage in tiny dancers miracle mile but you wont have to go far and look in the neighborhoods who pay high taxes and get poor city service. Why dont we do what the suburbs do...post a sign on our block and every Tuesday get our streets cleaned! City expect us to keep the curbs and streets clean. I understand the ghetto neighborhoods dont give a shit and just throw their junk in the street or sidewalk like its their bedroom...if they want to live in stink thats fine but the rest of us should get weekly street and alley cleanings. - McDonalds bags & associated food wrappers/beverage containers
- assorted chip type bags

- empty Hawaiian Punch, Faygo and other assorted fruity flavored pop bottles
- those red and white checkered cardboard food trays commonly found at ghetto fast food joints
- shitty diapers

It's not just on the expressways; I live in a south suburb ruined by CHA's dumping of residents into it...garbage all over the place. Have watched kids and adults WALK PAST alley garbage cans and throw trash on the ground; also watched someone throw trash out the car window and PARK at a neighbor's house (they couldn't put it in the house's trash??). Then you have neighbors who ignore trash in front of their homes for weeks until it blows away (usually onto my property, of course).

Howard was a nice guy, but mostly interested in hustling traffic and selling bodies to funeral parlors to finance his day classes at a school learning to be an undertaker. He left the department a few years later after he bought a funeral parlor. He started a campaign to stop wagon men from taking money from undertakers, and went into politics. You made me chuckle, but I cannot do it even where the inhabitants do it all the time. My Dad would have made me go back for it and put it in the refuse can. I think of him every time I don't toss it out the car window.

My rifle club keeps a rural road clean, or tries to. The sad truth is that the more we clean it up, the more the dumpers will dump.

Street clean-ups should be apart of juvenile and jail members community service while they sit in county and wait for trial. Its a plausible solution. The south and west side is just less cared about. Its not that the people throw more trash out in those areas, but in an effort to keep the City clean make criminals do the job, or those who have court mandated community service hours to complete.
The new appropriate slogan for this segment of society should be, don't pollute or you'll be pulled over and caught driving dirty. Gots to appeal to their self preservation mode, after all they don't want to get locked up and I bonded, that would take a few hours out of their busy day.

Street clean-ups should be apart of juvenile and jail members community service while they sit in county and wait for trial. Its a plausible solution. The south and west side is just less cared about. Its not that the people throw more trash out in those areas, but in an effort to keep the City clean make criminals do the job, or those who have court mandated community service hours to complete.
Yes, they do throw out more trash in those areas. That litter didn't get there by itself. The projects were always trash-strewn, and apartments were destroyed from the inside out. But you do have a point that the south and west sides are less cared about- by the residents who live there.

- By your response I can tell that you never lived in these neighborhood. They are neglected by the city. You have to BEG the city to come empty trash bins near bus stops before they spill over into the street, OR the wind carries the trash down the block. Don't speak on a reality you never lived.
