Officer Cleared

Appearing on the FOP blog as the weekend began:
  • An attorney representing an officer accused of an unjustified fatal shooting in 2015 says Superintendent Eddie Johnson has ruled the shooting justified.

    Joel Brodsky, attorney for Robert Rialmo, who shot a bat-wielding youth after responding to a domestic disturbance call, said Johnson “totally rejected COPA’s findings and has stated that Officer Rialmo was justified in shooting Quintonio LeGrier in self-defense.”
Seeing as how COPA paid for one, possibly two outside consultants with taxpayer money, then refused to release the findings to the public or the Superintendent, an intelligent person can only conclude that their "finding" was a railroad job from start to finish.

The FOP ought to be looking into legal options to reduce or eliminate cooperation with COPA as it has proven itself to be a thoroughly corrupt organization.

Wow, Johnson deserves some recognition here. I know, I know -- we shouldn't be congratulating our superintendant for making such an obvious decision; but with such a hotly contesting shooting, it's a political landmine no matter how he approached it. Rule in favor of the officer and now you've "undermined police reform," "perputuated the code of silence," and "embarrassed Rhan by ruling against the agency he created." Ruling against the officer, he may as well resign because it proves he has lost all objectiveness. Politically, he's a hero of reform; but now he's the pariah of the department.

Unfortunately, the battle for Rialmo os far from over. Next step is going before the police board, and with Lightfoor at the helm it's all but assured he'll be fired.

On the otherhand, if Chicago had that same "community policing officer" program as its neighboring suburbs Oak Park and River Forest, said mentally-ill acting-out young adult would've been approached by the trained community-service police officer, and "talked-down", to be taken to police station for another talk and a potential visit to ER for mental health evaluation, but not likely shot. Nor innocent bystander/neighbor shot. I think this particular case flags the bigger issue with CPD's organization and staffing: FAR TOO MUCH "FEATHERBEDDING" of CLOUTED PROTECTED SO-CALLED DESK-JOB POLICE OFFICERS, NOT ENOUGH POLICE IN NEIGHBORHOODS. Why even comply with a COPA investigator, they use outside consultant(s) and no one can see what was concluded. I thought, investigating a deadly force case(s), transparency is part of the process. What happened to the FOP putting in a Freedom of Information Request against COPA to acquire the consultants reports. This is a no brainer, we payed for the it, putting in the public domain. This is not the usual FBI bullshit, its a secret document and all the items are redacted.

And lastly, what exactly is the authority of this COPA Group; there should be a form give to an investigator prior to us being interviewed. It should state, the one being interviewed has the right to know who COPA is using as part of their investigation, a complete transparency of where and how they are using your information. Simple QUESTION, why the fuck not................ ??????

I don't know--- either way Rialma will get it-- if not now then down the road. Honestly if I were him, and if I get got fired and the dildo to the stomach. I would do the whole court thing and get paid.. then I would cut my losses and go back to college or do something else. Correct. Recently, a police shooting from 2012 was found by Johnson to be justified; but a "randomly selected police board member" believed Johnson failed to overcome the burden of IPRA's ruling. So it went before the board, which still hasn't made their decision.

You can bet your ass he's going before the police board, and they will reference COPA's report frequently.

Can COPA now be charged with a crime much the same way Detective DM was charged ? Seems to me their investigation relied on their interpretation of reports, interviews and photos of the crime scene which we know was wrong. So they all got together and arrived at the same wrong conclusion. Sounds like a conspiracy

Damn straight it was justified. I'm not a cop, just a citizen who knows right from wrong. You come at a cop with a bat, you should expect to get shot.

I feel for Officer Rialmo and donated to his fund. He was forced to take a life to defend his own and accidentally hit an innocent bystander. I'm certain that the trauma from this incident weighs heavily on him. Had it not been for the bat wielding assailant, none of this would have occurred, the blame rests with him.

Superintendent Eddie Johnson made the right choice. The people at COPA are a far left lynch mob and the entire office should be disbanded and fumigated.

Johnson ruled in favor of RR. Unfortunately it’s not over for him. Next step is he’ll be 30 pending, which means he’ll be suspended. It’ll take anywhere from 6-8 months for his case to even get to the police board. Once there, it’ll be another 1-2 months of hearings and continuances before it’s concluded. And finally another 1-3 months before the board releases it’s decision. I suggest everyone visit the board’s site and educate yourselves on how the process works. Read some of the cases so you get an understanding. Cuz if you’re waiting for the FOP to explain it all to you, well good luck boys and girls. Do your own research and learn the process, not that it’s correct, but so you know the rules and what you’re up against when, God forbid it’s you in this position. Take it from me, I just went thru this hell.

It is amazing the misinformation that goes on within our department . The only reason that the Boston Lieutenant was discovered was because of a Foia request by Fop attorneys , Bob Bartlett and Tim Grace . Rialmo’s Attorney was selected by him but this case may have turned out differently without the hard work from members of the Fop. On a daily basis the Fop represents police officers from Copa attempting to terminate their employment . Thank God we finally have members who care !
