Dogs Dogs Dogs

  • Across the city, 700 dogs have been shot or shot at since 2008 by police officers who later said they feared for the safety of themselves or others. And even in cases in which the courts have found the dogs were wrongly killed and the city was ordered to pay damages to their owners, not one of those shootings has resulted in a recommendation of discipline against an officer, city records reviewed by the Chicago Sun-Times show.

    Animal-rights activists say too many dogs are shot by the police. They say that, with proper training, officers can learn how to approach a seemingly aggressive dog safely and not have to resort to deadly force.

    Juries have been sending a similar message to City Hall, with hefty judgments like the award given Lady’s owners in the lawsuit they filed against the city.
So instead of increasing the number of Animal Care and Control trucks on the street, ticketing irresponsible pet owners and confiscating unlicensed dogs, the City sends coppers out untrained and then acts surprised when the only tool at Officers disposal to stop a dog is....a gun.

Do you know there is seldom more than a single ACC van on the streets at any given time? And 90% of the time, it's on the west or south side? Try asking for an ETA on ACC personnel when you have a stray cornered that's been chasing kids in the neighborhood.

And now they want us to do this?
  • How many times have you seen a dog yelping to get out of a parked car with the doors locked and the windows closed on a hot or sub-zero day and felt helpless to do anything about it?

    Dog-loving Ald. Gilbert Villegas (36th) has seen too much of it – and he has finally done something about it.

    On Monday, Villegas convinced the City Council’s Finance Committee to approve a watered-down ordinance that would empower animal control officers or police officers to “enter a motor vehicle by any reasonable means under the circumstances” when a dog is locked inside.
And when the dog leaps out of the car, we certainly hope no one shoots it.

Cops could use their tasers. Just make sure that the dog is not moving away from you or positioned in a manner in which it may fall and become injured. And also, if the dog is holding a baseball bat and fixin' to swing it at you, keep in mind deadly force is still forbidden.

I will agree that it appears to be a hatchet job on the Police, thanks to Frank Main. But when you actually read the article...for officers to 'hit the wrong house' and shoot the dog is pretty fucked up, no matter how you slice it.
SCC, you make a very good point, it is almost impossible to obtain an animal control vehicle in a location where it is needed in under 90 minutes, and most of the time, we just ain't got that kind of time when it comes to an animal that is threatening innocent people, or us.

(510 ILCS 70/7.1) (from Ch. 8, par. 707.1)
Sec. 7.1. Confinement in motor vehicle. No owner or person shall confine any animal in a motor vehicle in such a manner that places it in a life or health threatening situation by exposure to a prolonged period of extreme heat or cold, without proper ventilation or other protection from such heat or cold. In order to protect the health and safety of an animal, an animal control officer, law enforcement officer, or Department investigator who has probable cause to believe that this Section is being violated shall have authority to enter such motor vehicle by any reasonable means under the circumstances after making a reasonable effort to locate the owner or other person responsible.
A person convicted of violating this Section is guilty of a Class C misdemeanor. A second or subsequent violation is a Class B misdemeanor.

If a dog is locked in a hot car during summer, near death and the owner isn't around and we've made all reasonable attempts to contact them, are they saying we should 19P let the dog die? No. Break the fucking window, document in a case report for animal abuse, then take the dog to animal control where they will give you a inventory number. Who will fault you for saving a dog's life?

In the mid 1970's there were packs of wild dogs roaming the city streets. We all were given handfuls of 38 wadcutters and were told to take care of the problem. It took all summer but problem solved.

Over thirty years ago I found a stray in Humboldt Park and brought her in to 014. My wife and I had been talking about getting a dog. We had her for about fourteen years. Maybe a German Shepherd/Collie mix. Have had five dogs since then but she was the smartest.

Like a poster above said, coppers are always adopting dogs they find. I bet the number of dogs adopted is greater than the number turned over to ACC.

It seems that within the last several years more and more dog owners refuse to put their dog on a leash. For whatever reason the owners will have a leash in hand but not attached to the dog. I’ve noticed this citywide on Public way and in parks. When you talk to the owners and relate that the dog should be on a leash (1) it’s the law and (2) it’s for their own safety. Owners reply always, oh no my dog is trained and listens. Until they go after another dog or small child!

^guy in my district made the next det class. He was forced to come back to the watch but he’s still limping. He told us IOD/Medical status are skipped over.

I have an "American Fox Hound." From: http://www.petguide.com/breeds/dog/american-foxhound/ there's this: "Separation anxiety is an issue with the American Foxhound...." In other words, when the owner leaves, they cry, about a minute.

The dog goes everywhere with me. In proper weather, she sits in the car after barking a minute or so. She sleeps after a while (in the driver's seat as that's where I sit.)
This is during shopping, Mass, etc.

The dog has more sense than a few AlderCreatues. Common sense.

What CPD puts up with!

Personally, I believe that anyone who owns and imprisons a dog in an urban environment for their "entertainment" is committing an act of animal cruelty. But that is just my take. It is a free country.

I can kill or cripple a dog by breaking one front leg with my hands upon attack. I have been attacked by dogs at large while jogging and have warned "owners" to control their animal, or I will.

These dog control skills are taught to airborne personnel in anticipation of sentry dogs, etc. Why not do the same in our academy? Officers would then have an option to use less than lethal force and the public eould have what they seek. A more viable option.

Multiple shifts of Animal Control Officers are available to respond and resolve the issues at hand for the callers.

Tricky way of hiding how many vans are rolling at any one time. You can say 'one van per shift' and likely be be closer to reality.

I do have to say that the one time I had to call ACC in the last ten years the van was there in under three hours, so, if one crew is totally staffed, that one guy hustles

Has the city or the media ever look at the training that officers receive on animal control? It is a complete joke. Numerous agencies have offered to help but were rejected. Recruits are lucky to receive 4 hrs on animal control. Again the academy and lack of training. I would love to see a reporter interview Calloway about animal training? Lack of training.

I recall reading, maybe in one of Connie Fletcher's books, that back in the 60s and 70s the overnight shift would gather for roll call, and if the stray dog population had gotten out of hand the commander would issue a standing order that all unattended, unleashed dogs found out on the street overnight were to be shot and just left there.

Now that's animal control.

I like dogs better than most people but even my family dog gets spooked by my uniform. I usually carry some dog treats and a leash with my stuff and working in 022 we have the animal shelter on s/w highway. But I do understand the need to put a dog down on occasion.

I am a 30-year CPD veteran and a dog lover. I've shot and killed three dogs in unrelated incidents. The common denominator in all three separate situations, the poor dog was mortally struck by a vehicle and was whining in extreme pain in his death throes. As an act of mercy, I put the dog out of his pain.

I agree with Will Rogers: "If there are no dogs in heaven, when I die, I want to go where they went.". I believe that anyone who tortures and/or kills "man's best friend" should be charged with a Class 2 felony.

I accidentally hit a dog that darted into traffic back in ‘92. I put him in the back of the wagon and took him to the lumber yard and shot him in the head. Felt bad, but had to do it.

In my long career as a street cop I got bit twice by dogs and once by a damn raccoon. I couldn't shoot any of them because of people close around them. Shoot 'em if the owners can't control the beasts.

Then there was the P.O. I warned not to go into a backyard. He ignored me. He got sprayed by a skunk and had to walk back to the station.

Always keep a set of skin out set of clothes in your locker.

Cheers to you and I feel the same way. I’ve seen some awful shit involving dogs ripped apart, neglected or hit by cars. If you abuse or neglect animals, you’re a punk. I would love to return the treatment if it didn’t mean my job. Glad to hear an old timer with this mentality. I wanted to do that as well, put a poor dog out of its misery but obviously couldn’t in today’s environment. I feel absolutely nothing for the shitheads I see shot or dead. Let’s be honest, they’re predators and evil, fuck em, goodnight motherfucker. Anyways, hope you enjoy your well-deserved retirement!

Back in the mid-80's there was a midnight crew shooting stray dogs for sport. The dead dogs were pilling up and smelling, the community folks didn't know who the dog killers were and asked for more police patrols on midnights. Does anyone remember the killing fields on the south side????

Retired now and living in the country far away from the peoples republic of Illinois, the liberal idiot, who lives down the road, had their dog get loose and kill a couple of my chickens, I have spoken to them before about their dogs getting loose and chasing my animals. Called the Sheriff and showed him the video of the event, the deputy went over and shot the dog as state law requires him to put the dog down after it kills livestock or poultry of another. There is no such thing as a bad dog just bad owners.

Whats gonna happen when dogs are locked in a hybrid vehicle that has electric Air-Conditioning, and the temp inside is a cool 70 degrees, but there is no engine noise or sound, because the gas engine isnt running, only the electric engine, and the interior of the car is totally cool ? Happens all the time, but surely the Einsteins of the City and CPD have not thought about that. Stupid Democrats finding solutions to non-existent or minor problems, all the time.

I think the Sun Times ought to FOIA the locations of the ACC van(s)for the last several months. If they are in fact mostly on the south and west sides, I feel that is racist, and they should call on the alderman to have the van spend more time on the north side of the city. We don't want to have ACC accused of profiling, do we? Maybe they should fill out a contact card or some such, and have that entered into a database for the ACLU to look at. Don't want the community to feel ACC is spending too much time bothering them, do we?
