Sgt Class Coming

"Merit" letters are in and the theater has begun. The only question remaining is how big is the class going to be? 

We've heard 50 to 60, we've heard up to 115.

We've also been told the sergeant manpower is only down a few dozen, unless you go by Rahm's imaginary "I hired 1,000 cops" and then he'd need the higher supervisor numbers.

The unnaturally high number of "merit" picks solicited from each exempt leads ups to believe this new "merit list" might be around for a while and might hint at a larger than normal class.

Sgt budget is 1272. Currently just under 1200 listed as 9171. Class will be 70-75. Devry (loc of last class) cant hold a bigger group and no room at the academy for the class. Congrats to the new sgts.

Google me has a pick in this race. I saw him standing next to Ed today at the City Club press conference. He looked like he was having a stroke or something. That’s when I knew. He’s stacking the deck at CPD and bringing in Hurk and McNulty from The Baltimore PD.

On that note, if you know you’re going to be around Google me, please carry a wooden spoon. If you see his eyes cross and cock back the way I did today, know that he might zonk out and bite his tongue off.

In order to bring the department’s span of control to anywhere near the level that is considered to be the industry standard (seven po’s to one sgt), the city will need to make a significant amount of sgts. That is of course if 9.5 and ole kidney disease are to be believed in regards to hiring more officers, as well as trying to reform the agency through improved supervision.

The rumor I'm hearing is that the department is going to define 'merit' this class. That definition will accompany the names of the sponsors as well as the resumes and work histories of the suckasses who successfully bogarted their way into chevrons.









Nah... I'm just fuckin' around. It'll be business as usual: the disproportionate number of representatives hailing from "specialized" units, the detective division, the academy and those 'Noble' in nature.

OT- Uh Oh....Supremes rule in favor of U of Arizona cop shooting a woman armed with a knife and not complying with verbal commands, it sounds like she didn't even charge at the officer with the blade up. Does this apply to JVD trial? I'm guessing, yes it does! This will generate a whole new re-calibration of legal theories in the case. Look for the trial to be pushed back yet again. I don't know how flush his defense fund is but I think he has a real chance to beat the case. That is unless Dan Herbert makes an ass of himself with that big mouth in court.

Why do we need all of these sgts. Short a few dozen? We need more Patrolmen ON THE STREETS. NEW HIRES!! WTF! Right now there are enough feeble company men/women sgts who don't know shit about working the streets on the friggin streets. Now we need more? No we don't. Get more PO's on the street to at least deter crime. Our presence in most cases is effective to the very least. More PO's on the street keep people safe.

OMG, do you all remember our own CPD detective who has 2 arrests for shoplifting, 1 in Louisiana where she failed to inform this job that she got locked up, and the other at whole foods her while she was assigned to the FBI task force. Well she now has a baby and strong rumours are that she will be fired, but wait now comes word that her clout wants her to be one of the new Sergeants. YOU GO GIRL, JUST WHAT WE NEED, A NUT CASE AS A SUPERVISOR

According to PBPA newsletter they are only down 71 Sargeants under the current budget. But the class of 115 might happen. I emailed Bernsteins competitor, according to them first part of new test end of this year or early 2019. They anticipate opening their online prep class in June. They both had ads in the last FOP. newsletter. I don't see it, 2020 would be the 6 year mark for the list. I wonder where there at, span of control wise in the districts.

Sgts and above who opt for the 55 & out cannot go before May 1 and only have to give a 30 days heads up. By the time they come up with a promotion list, they should have a good idea of who’s going May 1st or 15th

They were supposed to "up" the number of sgt to 112 from the budgeted amount of 1190. The new budgeted amount would be 1302. There are currently 1197 sgt's minus the 9 in LT school. So if my math is correct then they're down 114. Also, May there will be more retirements coming up. That 115 sounds about right. Congrats to all who will make it by SCORE!!

According to the order put out in February, this list can be up for a while yet. First class was from April of ‘15, that gives the department up to three years of play until they need a new list. I can’t imagine them putting that order out and not taking advantage of the time it affords them to wait before they have to conduct another Sgt exam.

Sergeants and Lieutenants can start retiring 01 May with the "55 year old and out" union rule, so expect a lot of people to go as of 15 May. In my District, we have 1/3rd of our supervisors going this year.

Because of this requirement to have 60 hours of college credit back in the early 2000’s the closes I’ll get to being a sergeant is my low star number. Hope they don’t ask me to give it up. Wouldn’t that be a kick in the croch.

Safe to say there will be a lot of new cars in the CPD ranks and city hall due to the recent Merit payoffs. They didn't get there on there because of their good work ethic. Someone should follow the money trails should not be hard to find as the payers and payees are not sharpest tacks in box.

What you should all be worried about is not the number promoted but the quality of those promoted. More merit hacks will mean more problems you in field. Bet a large number will be from HQ with no street experience but are politically or financially connected.

(OT) Just an fyi I live by 53rd and Narragansett not the police, but just to let the officers know last night 7:55 PM my neighbor called me about a guy in my alley going through garbage cans, so went out there with neighbor and behind my home was the guy driving an old red Toyota corolla with a license plate type that I looked up turns out to be this type

I have the plate number but don't want to put on here it is a 3 letter plate, I talked to the guy he said he was just dropping a guy off "my guy" on the next block and was looking for something, he was a male hispanic about 35 gray jacket,black pants gray/black cap he showed me a card that said he was an "investigator" he was decently dressed did not look like a gang banger type, but looking into garbage can. my thought was maybe just maybe looking in the blue bin for thrown out paperwork, possibly looking for paperwork for id theft! No I did not call police,because I thought he may work for the police talked to neighbor who is a Chicago officer he told me "it was probably nothing!" What is your opinion?

I’m hearing that merit picks won’t be included in the May class. They’re only selecting the people who were given the actual test to study 1st. Then the very few people who were lucky enough to score high on their own!

The budgeted positions for Sergeant is 1275. There are just under 1200 Sergeants currently. I would guess a class of 50-75. Ive heard similar numbers talked at 35th Street.

Second thing for sure. Federal consent decree says CPD needs more supervion so we are going to get more supervisors whether they are needed or not. They actually believe that is the answer

OT- 015 needs help, someone please tell Earnest Cato III how to run a district. We all know he is a meritorious promoted hack who has not done much in his career. He has more designated parking spots in the police parking lot for his office staff, fucking up the radio room beyond belief with his micro management "style". Has more radios assigned to do nothing staff ,barely have enough to go around for the watches. Having tact locking people up for criminal trespass when individuals have had no previous orders not to "trespass". Worried about police vehicles being 2 feet past the bus stop zone that is in front of the station. Just move the bus stop to the other side of the lot entrance, problem solved. Constantly on the radio when he is in the district, even when he's not in the district calling the station to make sure traffic missions are being pulled etc... Just another person promoted beyond their capabilities and on a power trip trying to change the world. Just wait Cato the temps are rising and the bodies will be dropping you'll have more shit on your plate then you'll know what to do with. Your NOT going to change anything, prioritize and your life will be much easier.

Will just make even more people distrust cops. Another shooting that did not have to be, even if arguably legal.

The more that average law abiding people see there is no recourse for this kind of thing, the less trust there will be.

At some point I fear the bonds of trust will be broken in ways that cannot be readily repaired. We are already starting to see that in many areas, and not just in criminal areas.

Missed? How about they promote ONLY RANK ORDER PEOPLE FIRST. That way the city can have their merit ppl make it eventually but not in front of people who rank better. Last class of every list will be merit only. That way those people can be promoted and everyone will know the list is dead after.merits get theirs.

they already did when they made the MS13 CLASS. (" merit sgt 13 class only") which included a guy who ranked / scored around 3000(PT) who I believe was assigned ro 007 and may still be there.

Off topic, more on hospitals. Word is that Rush and Little Company of Mary Hospital have called off merger talks. LCMH is reported to be thought to be in heavy debt, due to state delays in Medicare/Medicaid payments. Also Rush did not want to completely comply with LCMH Catholic pro-life policies as the Cardinal has demanded. Good time for UC trauma unit to open.

I understand the department needs to make merit picks... whatever, we can argue about it for days. But I think if you are gonna do it, then do it this way. The city should only promote people off the list first. Usually they know how many total they are gonna make of each list. So all of your classes on the front are all rank order from the list, no merit. So lets say the department says we are going to make 600 from this test. 30 percent of 600 is 180 merit which means 420 from the list.. pretty close to the numbers last test, 416 came off the list, the rest merit. So anyways, they make 420 off the list first. then the last two or three classes they make all merit. That way the 420 who made it by score get to be promoted first and get at least the seniority from the merit picks. This way people making it off the list don't suffer from merit picks stealing seniority and the city gets its picks. If someone wants to be merit bad enough, then they should be fine with making it at the end of the list.. at least they will still be making it. Any thoughts on this??? I hate the merit system (not saying all merit pics are bad, just saying I don't like the system) but I also know the reality is that its here to stay. How about tweaking it like this. Everyone gets their way then even though numbers 421-600 would be pretty pissed but either way its all the same except those that make it get seniority over the merits.

I saw Chief Barbara West and Chief Lewin at graduation the other day and I seen they both have 4 of those stars you use to show you got multiple DCs but on the attendance award ribbon. How much police work must you have not done in your career to put stars on that ribbon against the general order.

He went to the tow lot got into a beef with them threatened them with his weapon was arrested all on tape.The tape was all over the tv news in Jan of 2003. Trust goes both ways - the Copper doesn't know who this person is, all they know is the person has a weapon and can do the Copper, other Coppers, and other citizens harm. This isn't a time to say "awww, gee, maybe she had a tough childhood...." - it's time for direct, to-the-point commands that need to be complied with to ensure the safety of all the law-abiding citizens in the vicinity (including the cops).

The criminals need to be able to trust that they're going to get shot if they don't obey lawful commands w/o any fucking around. That one got shot because she didn't obey, and the Supremes found that lawful is just what's needed after 8 yrs of "If I had a son..." emboldening every J/O to egg cops on.

He exited his vehicle and started firing and continued firing while Macdonald laid incapacitated on the street. He was attempting to reload when his partner intervened.

OT- 015 needs help, someone please tell Earnest Cato III how to run a district. We all know he is a meritorious promoted hack who has not done much in his career. He has more designated parking spots in the police parking lot for his office staff, fucking up the radio room beyond belief with his micro management "style". Has more radios assigned to do nothing staff ,barely have enough to go around for the watches. Having tact locking people up for criminal trespass when individuals have had no previous orders not to "trespass". Worried about police vehicles being 2 feet past the bus stop zone that is in front of the station. Just move the bus stop to the other side of the lot entrance, problem solved. Constantly on the radio when he is in the district, even when he's not in the district calling the station to make sure traffic missions are being pulled etc... Just another person promoted beyond their capabilities and on a power trip trying to change the world. Just wait Cato the temps are rising and the bodies will be dropping you'll have more shit on your plate then you'll know what to do with. Your NOT going to change anything, prioritize and your life will be much easier.

Missed? How about they promote ONLY RANK ORDER PEOPLE FIRST. That way the city can have their merit ppl make it eventually but not in front of people who rank better. Last class of every list will be merit only. That way those people can be promoted and everyone will know the list is dead after.merits get theirs.

they already did when they made the MS13 CLASS. (" merit sgt 13 class only") which included a guy who ranked / scored around 3000(PT) who I believe was assigned ro 007 and may still be there.

So true. All Cr’s should be handled by Sgt’s at iAd. Don’t fish out the busy work Cr’s to the district. Even a simple bogus Cr is about 15-18 pages with attachments. Why does SDSC room need a Sgt ? With GPS and Car cams, body cams etc. the problem is, once new Sgt’s come out, many of the incumbents (some who just made it the class before - always seem to disappear / most distrcis NEVER reach full complement of Sgt’s to do it right. When I came on, you had a10,20,30 and even a 40 or 50 Sgt. And most were in same sector everyday - and you wanted to work for the good ones and get a car in that sector.

Ah there a lot closer to 370 off the list. FOP has the numbers. Call and ask Pat Murray if your close. It’s a shame that the department plays these games. No one knows how many sergeants are to be made and when the class is starting. Everything is a big secret. People have lives, families babysitting issues. They create stress and anxiety where there is no reason. I really can’t wait to leave this department.

FOP we need 20 years and out with insurance! City will save money getting higher salaies off the books. The job has changed, burnout occurs at a younger age. They need to get the average age way down. Reduce maximum age to 57. These guys staying until 60+ got to go. A lot of them are in supervisory roles and this is the reason nothing changes.

When you get your chance to take it make sure you score in the top 200 and be ready to see how the dept screws guys w their merit BS. The actual is is at like 360 currently and the others that were promoted were all merit. How do you think the guys from 360-450 feel knowing they should have been promoted long ago but those spots were filled by phone call hacks? If you score in the top 10% you should be promoted but in this fucked up dept that’s not the case

CATO was mad that regular pos had decent parking areas in the public walk through lot. So he moved the signs to were pos once parked. Then insult to injury...he locked the pos out from entering through the back because blm neighbors complained about noise coming from beat cars supposedly. Can u believe he deactived our scan cards! Safety issue much? He definitely changed from LT. He is a dictator or warden now who smiles at you in greeting but then crushes you through the radio and work performance (micro manager). I heard that 015 has spot light missions lol. According to PBPA newsletter they are only down 71 Sargeants under the current budget. But the class of 115 might happen. I emailed Bernsteins competitor, according to them first part of new test end of this year or early 2019. They anticipate opening their online prep class in June. They both had ads in the last FOP. newsletter. I don't see it, 2020 would be the 6 year mark for the list. I wonder where there at, span of control wise in the districts.

There needs to be a rank standard for the merits. For example, to be considered for merit you need to be in the top 1000 or 1500 in rank. Those in the 3000s were to fucken lazy to study or just plain dumb. What other profession promotes the lazy, dumb, and incompetent. No wonder the sdsc dork in 007 wants a shot at a sgt promotion, he sees idiots like PT getting promoted.

No matter how many times I read that post, I can't find anything that even remotely hints at racism in it. Just because someone doesn't like a black commander, doesn't mean they're racist. Claiming racism for every little thing just makes you look ignorant, while also diminishing the impact of actual instances of racism. If everything is considered racist to you, including things that are obviously not related to race in any way, you hurt your argument for racism in actual cases of racism. Pick your battles instead of pretending everything is a battle, and maybe you'll actually make a difference. I'm sure you'll just consider this to be racist, so I'll stop now.

I saw Chief Barbara West and Chief Lewin at graduation the other day and I seen they both have 4 of those stars you use to show you got multiple DCs but on the attendance award ribbon. How much police work must you have not done in your career to put stars on that ribbon against the general order.

CATO was mad that regular pos had decent parking areas in the public walk through lot. So he moved the signs to were pos once parked. Drove me nuts in 011 a few years ago. Front office dollies got reserved upfront covered parking in the police lot. Guys in the beat cars hard to park up top and it was no fun in winter when the snow was coming or the lot was full of snow, but the front office wasn’t worried, they had there reserved spots. And when the lot was full pos could park across the streets with the defendants going to court. Yea that is how they took car of the beat men

It is mathematically impossible for bosses kids to become high ranking cpd bosses from generation upon generation. sgt and lietenants exams are rigged, period, higher ranks are all politics. Today 30% are merit, 30 to 40% cheat with secret study groups and subject matter experts who pass the test questions amongst each other. Ah what cover up??? The FBI looked at the video and said it wasn’t tampered with. The detective may have cut and paste one version of what happened into his report for several witness/officers, lazy stupid but not uncommon. This is clearly a witch hunt. This recent Supreme Court ruling will guarantee JVD’s vindication. Then we can all make massive OT watching the city burn from rioters that have been fed fake news for years. MAGA!!!

This is a Chicago thing, but the fact that commanders are putting in people who have no business being a supervisor is a whole lot of bs. There are officers/ftos who work there butt off and get passed over. It’s getting real tiresome. The merit picks should be taken away from the commanders and done a different way. The merit for Ftos should be gaged on performance, ppos reviews and supervisors who interact with them. There has to be a better way.

30-40 percent??? Hey, I’ve had family members who are bosses in the past and I took Bernstein. I did decent enough to get promoted. Does that automatically mean I cheated and in the 30-40 percent? What a putz you are. If you passed the test it would be 100 percent legit. If you don’t do good but 500 others do enough to ET prompted then it’s rigged. It’s the typical cop ego. If I can’t pass nobody should because you’re the smartest cop you know. The ego won’t allow you to blame yourself so you blame the people who actually studied and the system. Hey, the system isn’t perfect but sometimes you gotta look in the mirror. According to you 70 percent of the promotions are illegitimate. Gimme a break you mush.

What makes you legit, because you scored decent on a test that you had the luxury to sit around on the desk or in your car reading general orders instead of answering calls or doing actual police work? Because you memorized some orders written by jagoffs? Tell me douchebag, how does that make you "legit" or a better sgt than someone who made it merit? The whole culture of "making it legit off the score" is a joke. One way or the other is not any more or less legit. How about this tool bag, evaluate the copper as a sgt, not how they got there. Let me explain it to you as if you were a twelve year old. The Dept announces a test some people study on their own, some people pay to be in a public study group, some people get "invited" to a private study group and others don't study at all. The dept administers the two part test. The dept magically after months ranks everyone in order lets say 1-3000.

The Dept decides to promote 100 Sergeants, 30 merit 70 off the list, roughly. Now comes the fun and games. See you have son's and daughter's of supervisors who feel they deserve a promotion because hell they're connected and and have been treated like royalty since they entered the academy so they put in for merit. Then you have the inside suck asses that have been doing the bosses dirty work and believed they are owed a promotion so they put in for merit. Then you have the boyfriends/girlfriends who, well you know what they all do for a merit spot and it sure ain't police work. Then you may have a couple of deserving guys and gals that are told to put in.

Here's the problem. Let's say they make 500 Sergeants off the list which would mean 150 merit, roughly. That means 500-650 didn't get promoted. Some of these 500-650 could really use a promotion, kids, tuition change of work environment after 15 or 20 years. But it's way more important that the 10 year clouted officers get the merit bump rather then those that should have been promoted off the list.

What makes it worse is most of these merit hacks come to districts or areas and act like god's gift to police work like this shit is all legit and we need to bring in activity to make their clout look good or wait for it, work on there next merit bump. Yep all legit. Luckily most of these merit hacks don't last long in the districts because that's too much like police work which most of them have never really done before, so they end up in a cushy spot or a nice unit with plenty of OT and a take home car. Yep all legit.

But hey keep telling yourself that after 8,9 or ten years you deserve to get promoted merit and screw the 20 plus year guys and gals. This should work out well for you.

For the "screw the 20 plus crow" Really? So everyone that is currently employed with the exception of a handful has worked under the current promotional system. You have to know going in that 30% is tacked on to whatever you do, and that should be your motivation to study. If you want to cloud your thought process with how everyone else is doing or who is going to get promoted you have already shot yourself in the foot. Yeah, it is flawed, no sane person can argue otherwise. The test is NOT a definitive means of picking the best and brightest and clearly neither is merit. Both systems have been abused in some shape or another and it will never fail that some undeserving souls will benefit. A promotion isn't owed to a 20 year person anymore than a 10 year person because they want a change or scenery or money, that logic is as bad as a wasted merit pick. If you have 20 or so you have also had about 3 chances now to take that test and at least 2-3 for detective among others, at some point you have to do something for yourself and stop feeling owed. Saying everyone that makes it on Merit is automatically bad is stupid. Some house mouse in an unknown cubicle in HQ studies all day and lands in the top 100 and that is just "legit" right? Wouldn't know handcuffs if they were placed on them, but they "scored really good!"

I have to disagree with you in that most officers with 20 plus years who want to be a sergeant and have taken the test are more qualified then the 10 year “ tact wonder” that brings in the one bagger every day and goes home early. These 20’year guys probably have done tact teams for a bit maybe worked the desk or a lock up for a bit and responded to hundred if not thousands of more jobs. It’s just simple math more years more experience, better suited to be a supervisor. Not to mention they’re not kissing the bosses ass either.

Yeah, I never said that. I was saying you can't throw out everything in either case. There will be good and bad from both lines of promotions, has been and will always be the case. Some people just don't want to read and keep a preconceived idea in their head no matter what logic is put in front of them. Great, studying and knowing orders inside and out is terrific, but that doesn't mean they are the one you want when the shit hits the fan. The same can clearly be said about the slick sleeve that coasts through on a last name or a favor. Like I said, you will get good and bad from both approaches and the only thing you can do is give them a chance.
