Have you ever noticed that the people supposedly "in charge" don't seem to have any idea of what warning signs are?
Cops hate change. Routine is comfortable. If you have a bunch of coppers and supervisors putting in PAR forms to leave a District or a Unit, there might be an underlying reason somewhere.

- At one point in our careers, a certain south side District had fifty or more officers detailed out and over a dozen sergeants working anywhere but their Unit of Assignment.
- A well known west side District under the regime of an especially incompetent Captain lost four lieutenants, a dozen sergeants and over eighty cops in just six months. A contact of ours in Personnel related that the number of PAR forms to leave averaged over seventy-five per month.
And downtown did nothing - they didn't recognize the signs of incompetent leadership. It's currently happening again in 002 with almost half of the lieutenants putting in PAR forms, half-a-dozen sergeants successfully moving out and officers filing nearly four dozen requests to move.

Noone cared or did anything when officers left 005 because of CW or 007 because of MR

Who could possibly replace her noble leadership? Fenner or Ward? Boyd or Spradley? No matter what, the Deuce, um I mean the Second District is NOT the place to be.
No problem, just hire some of the 30 or so homeless that sleep in the lobby, doorway and sidewalk to help with the shortage.
Heard that Captain M (once Sgt Watts supervisor) is kind of an unNOBLE jerk too.
The CO is a total embarrassment like most of the current brass.
Plus the building stinks, has bedbugs, giant water bugs, and a high rate of cancer reported from retire officers that worked in the shithole.

Just today the 002 Commander herself, a Captain and the occasional copper stood in the lot admiring one of them Dodge Demon cars. They were out there eatin bags of chips as if it was a school field trip. I couldn’t get over the hair-do on the Commander...i’m sure the blonde is her natural color. Punk rocker.

005 went thru this years ago when Capt C-Dub was assigned there.
Let me give you a hint:

If you were "someone", you'd be in a unit or a good spot. Not in Patrol, and more importantly, not in some shitty south or west side district.
There were about 60 PAR forms a period to leave 005 when C-Dub came there. "They" made her a Capt, and they got to put here somewhere. "They" (knowing here reputation) put her in 005.
Why?
Because she cant fuck up a place that's already fucked up. 005 used to be a great place to work... until she got there. Again, they wont send her to a district that matters: 001/018 are out of the question. 008,009? too many cops live there. They wont send her north. Do you want here in 004 or 022?
So they sent her to 005, and the downward spiral began. A ton of great cops left because of 1 person.
You think someone would care? oh hell no... She turned the whole Dist into shit. And downtown let her. Because no one gives a fuck about a shitty south or west side district.

You have to have a brain to see a pattern, remember these are all merit people you talking about. Without clout they would be on the back of a garbage truck somewhere. No that takes clout also, safe to say without the clout they would not be working in any meaningful job at all. But alas they are clouted clueless CPD administrative people. The exempts in question maybe jagbags, but newly minted white shirts who reside on the north side will do anything to get away from the SouthSide, it’s commute, and it’s “community”. Infantile, moronic commanders are the last consideration.

You have to also remember this.... The same incompetent leadership at the district level makes up the same incompetent leadership at the top of police headquarters.

I'm a Sgt in 002. The Commander and Captain are part of the reason of the mass exodus. The Commander nit picks nonsense and lets major things go. She doesn't know how to work the streets. That being said and earlier poster had part of the equation. The majority of the Supervisors who leave 002 are white. Birds of a feather flock together. The Black Commander, Captain, and Tact Lt are not going to to do anything for somebody white. A huge chunk of the white Supervisors also live on the northside. They want a shorter drive to work. Another part of the equation is to look at who comes to 002 as a new Sgt. Does 002 get anyone who didn't come from a unit or the dicks???? I've been in 002 for quite some time. We loose Sgts on a regular basis to the Units the Sgt came from as a PO. Another big chunk of Sgts are leaving again for greener pastures. That doesn't include those Sgts who could get out but the Commander is blocking. I've worked for worse bosses than CKS but, the place is run like a banana republic.
This reminds me of when a shuttle from AREA 51 dropped off LT J Andrews (aka JA) at the 011 District door, and he was then assigned to the 2nd watch. He attempted to reinvent the wheel's of Policing with his mind boggling ideas. He was known for berating and humiliating Female PO's, until they were in tears. He attempted to pull this BS on a few male PO's and they told him to F.O and lets take it in the parking lot. Of course he was a taken back by this and simply went into the WC office and closed the door like a COWARD! Typical Bully Boss trying to act tough in his white shirt.
The best scene was when CO G Evans ignored his Jibba Jabber at a staff meeting, and finally handed him a par form. Needless to say JA filled it out and fled to 008.
JA was so well like that at a Christmas party after being introduced by a former commander, only 1 FOOL(RB) clapped for him. The look on his face was priceless! Only a FOOL decks out his personal car and motorcycle to resemble a Police Vehicle. Thankfully this Bully Boss retired.

What next will CPD drop the 2nd grade entrance exam? Might as well they make most promotions "merit" why not the entrance process? The alderman could make more cash,as it stands now if your exempt the minimum payment is $10,000 and your required yearly to "give back" promotional merit exams fluctuate. I work in 002. I cringe every time I hear or see her. She’s such an embarrassment with her misinformation, stupid hairdo, and bending over backwards to kiss the aldermens ass. There is no sense of priority. Everything is a knee jerk reaction. She contradicts her own orders within her long lectures. And once compstat gets close, she really gets crazy. I can’t stand her too bad she just turned 61 so we’ll be stuck with her for 2 more years. The only ones she takes care of are the noble members. They get away with murder.
Just like in 022! Terrible supervisors, they have openings but no one submits a PAR. Micromanaged to no end. No time off, I’ll rather go to 002 then 022.

For the new Sgt’s sentenced to 002, make sure you log something every 45 minuets. The camel actually adds up the time and rejects your log if you are at 46 minuets. What a waste of everyone’s time.

There are good bosses, ok ones, not that bad, bad, real bad then as bad as it gets. The deuce has been as bad as it gets for oh about a year and a half now. Being incompetent or corrupt was never a criteria for losing one's command position. The only criteria is clout, who you know, who is backing you, who you are related to, etc. This rule usually holds true unless you really step on yourself and pose great embarrassment to city hall. Anyone who thinks that the superintendent actually makes most of these command changes is either stupid, lying or just stupid.Morale was never a concern for the democratic party.If not for the unions which gave some degree of bidding, it would be much, much worse.
