"High Tech" Only Helps Some

  • At the halfway mark of 2018, shootings in Chicago overall have fallen by double-digit numbers for a second consecutive year, while homicides have dropped even further — a contrast to 2016 when violence hit levels unseen for two decades. But the violence is still outpacing 2015 and 2014 levels as some communities scattered mostly through the West and Southwest sides continue to struggle to make headway.
First up, a startling admission (pointed out here often) that although homicides are down compared to 2016 and 2017, they still outpace 2014, 2015. The trend line is unmistakably upward looking at the long term. Could it change? Sure. Anything can happen, but touting short term gains over long term trends is foolish at best.

Now for the experiment portion:
  • The West Side’s Harrison and South Side’s Englewood police districts were the first in the city early last year to be equipped with nerve centers designed to help officers better predict where shootings might occur and respond more quickly to gunfire.

Through July 1, shooting incidents have plunged in the Englewood District to 77, a 29 percent decline from 108 a year earlier, according to the Police Department. Homicides fell to 23, a 26 percent drop from 31.

But the Harrison District, which includes the East Garfield Park neighborhood where Curtis Britt Jr. was fatally shot on June 8, leads the city in homicides at 36, two more than at the halfway point of 2017. Shooting incidents totaled 154, a 7 percent drop from 165 a year earlier.

In a joint interview, Kenneth Johnson and his twin brother, Kevin, the commanders of the two districts, couldn’t say why Harrison hasn’t been able to make the same strides as Englewood.
So two districts, similar in population make-up, saturated with police officers, inundated with a full (plus) compliment of supervision, flooded with overtime opportunities, jammed packed with enough electronic gizmos to cause six different types of cancer in lab rats, AND commanded by twin brothers with all but identical DNA....

.....and two completely different results. Any ideas?

Kedzie and Harrison districts are saturated with child sex traffickers and human trafficking. Car thefts are the rule rather than the exception and thieves run wild with a "if it ain't me, I don't care" altitude. That's the difference. The hoodlums now spend MIS if their time on the near West side terrorizing but the difference is there are decent, intelligent employed citizens who are contributing to society not trying to rib and steal si the hoodlums are not having as much luck there.

Drive around Englewood and look at all the abandon houses. All of the row houses on 711’s beat have been bought by the railroad and demolished.

But I’m sure that has nothing to do with it.

District index crime statistics compiled by the CPD have been posted for the first half of this year. The leading districts in all categories are listed above in order.
Aside from leading all districts in all violent crime categories plus shooting incidents, 011 was the only district where violent crimes (858) surpassed property crimes (796). One in seven city-wide murders occurred in 011.

District 008 led all districts in total index crime. Considering the fact that the 008 population would qualify it as the second most populous city in Illinois, it should be split into two districts.

Also note the high combined sexual assaults for adjoining districts 018 and 019.

The adjoining downtown districts 018, 001 and 012 logically lead the city in thefts.

Hey SCC,

You're correct, the long-term, upward trend is still intact.

Jan 1 - June 30:
2018: 265 killed, 1,168 wounded
2017: 342 killed, 1,459 wounded
2016: 340 killed, 1,669 wounded
2015: 225 killed, 1,087 wounded
2014: 196 killed, 950 wounded

2013 was even less than 2014 but we don't have a complete data set to confirm.

The West Side has always been nasty. Even nastier than Englewood. I'm old enough to remember when Roseland was beautiful, like an oasis in the desert. About ten years ago, I asked an elderly black Roseland resident what happened here. She was one of the first African Americans to move into the neighborhood. Her answer was short and simple, "West Side people moved in". Nothing that happens in the West Side will ever surprise me. One things certain, the West Side ain't the best side. Never was, and never will be.

Residents within the boundaries of the 011th district can be required to wear both a fit bit wrist band and carry a bowling ball tethered to their ankle. That would provide observable metrics in breathing and heart rates near reported incidents of violent crime. Felons, parolees and others projected by crystal ball computerized methods to have a higher propensity for violent behaviour can have a chunk of concrete attached as well as the standard minimum bowling ball. For the sake of humane considerations a shopping cart would be provided to carry the deterrent equipment assigned.

Sears left and that fucked the West Side up. When you take well paying jobs away, it hurts the neighborhood. Period. I have relatives who retired from Sears, bought homes and raised children.

No "stranger danger", huh? Bullshit! Virtually all the sexual assaults in 018 and 019 are perpetrated by strangers who crib elsewhere. Your statement implies that "date rape" is endemic.. WRONG! "Stranger Danger". Ask the vics.

19:29 AM:

SORRY! Both 007 and 011 are about 6 square miles with comparable populations. Both have plenty of abandoned buildings and vacant lots. Fillmore has been a violent crime infested shithole and riot site for half a century. The 15th District, runner-up for murder and shooting incidents is far behind what lies east of Cicero Ave. "Harrison" is such a vapid nondescript name. Call 011 "Garfield Park" which lies in the geographical center of the most violent district within the CPD. Also, radio Zone 10 covering Dists. 010 and 011 is the most violent radio zone territory within the CPD.

Maybe the city should use the high tech to elevate the city college's graduation rate. 23% and they call that a success?! A two year college and you can't get over a 25% passing rate?

Once when the 3rd District. was located at 71st and Maryland, there was a federal program called Urban Renewal, that knocked down buildings and relocated poor people. An unofficial Gentrification program. 3rd District Commander Raleigh Mathis took credit for reducing crime. Some things never change, though 007 won’t be gentrified anytime soon.

Or it could be that a significant enough number of bangers shot each other and their ranks need to recover. This sort of thing happens in nature all the time - a species population expands beyond capacity, then collapses due to starvation and epidemics.
