Self Inflicted Wound
- Chicago is one of the few big cities without a police SWAT team that responds to emergencies around-the-clock. Now, WGN Investigates has reviewed a draft memo from CPD’s SWAT team commander announcing the team will be staffed 24/7.
The change comes after WGN Investigates reported gaps in staffing that lead to long response times. In one case cited in a union safety complaint, a suspect was able to break through a perimeter and take his own life before SWAT fully deployed. The department relies on overtime to cover some overnight shifts as well as calling-in SWAT team members who are off-duty. In protest, some SWAT operators have been refusing to answer calls during their off-hours.
A Chicago police spokesperson confirmed the department is moving to 24/7 SWAT coverage but said details are still being worked out. The draft memo said changes would take effect Nov. 11 and stated SWAT operators who are on-call should not consume alcoholic beverages and must be able to respond within one hour. The Fraternal Order of Police has argued “on-call” time should be paid. A CPD spokesperson said other units in the department are not compensated for being on-call, only if they are requested to respond to an incident.
So the comments about Carter not having the balls to pull the trigger on this re-vamp may have been mistaken. We guess there might be economic (and personnel) considerations as well.
We'll be just as surprised if Special Ed finds the testicular fortitude to sign the final paperwork.

SWAT may be highly trained, but rarely ever use that training during dynamic situations while on duty in the city.
They definitely over-estimated their bargaining power. Should have simply answered your phones, or not taken the SWAT test in the first place.

Well the end game of what they want to do is make it all by shift. The department wants to have days, afternoon and midnights just like a district watch goes. Early start, late start etc. swat used the media to embarrass the city now they should prepare for the consequences. Life is going to get a lot harder.
Looks like a good deal of over time until they fill those teams.
They are going to be in for a shock when the entire team is non operational due to falling certain tests.

The cities solution is to put a number of off duty officers on call. Smart move, but by devaluing your greatest resources, your people, you’ll lose in the long run.

Really simple go back to sort cars, with heavy weapons all 3 watches, a couple north,south,west,east oh and throw that asshole sergeant who thinks he is a Navy SEAL that busts up coppers that are trying out out on his punk ass!

Las Vegas SWAT does over 500 High Risk Search Warrants a year. They have one of the best trained and talented teams in the country. The entire team works afternoons. Why? Because statistically, that's when they do most of their work. Everyone does a year to 2 years of OJT before becoming deployable and they all answer their phones. They work hard to get there and they work hard to stay.
Chicago SWAT has become a popularity contest, judged by super stars. Far too many capable and talented people have been denied their chance because a select few individuals didn't like them. The cliques are dangerous and piling on meaningless tasks to appease the Ivory Tower and gain that next promotional rank is selfish and arrogant. The only way to fix the problem is to start over and build a TEAM of capable people who are dedicated to the cause, not themselves.
SWAT guys say “We don’t need Eddie to protect us”.

The Cook County Sheriffs Police Bomb Guys went thru that oncall/without pay nonsense and filed a lawsuit.
And they won-plus big bucks in back pay!

Wait till the out side “experts” are brought in to evaluate and proctor procedures and testing.

NOT A RUMOUR. This is true.
Certain amount of Swat Officers are going back to the district wearing regular CPD uniform. Skelton crew will be left behind. Training will be conducted monthly like old HBT. Unit 153 will be left alone to maintain trucks and equipment.

Chicagos swat team DOES respond to swat jobs around the clock, but it was doing so by way of callouts between the hours of 2am and 5am

It's crazy for people who have failed the test or otherwise feel some kind of way to continually refer to them as cloudbabies or wannabes, when you have no clue. Most of the guys on the team work their asses off. And the skill set is definitely there, despite training being canceled constantly.
Chess match indeed. Only the CO, aptly named the Blonde, is in way over his head. He doesn't realize that the NOBLE hierarchy is setting him up as the scape goat. Other major cities have a different approach to SWAT. They are actually trained by professionals outside of their departments. Ours can’t even find a right house let alone make 500 search warrants a year. Their training is as lame as the rest of ours. We are not trained to respond to any major incident. Now that there seem to be an increase of these active shooter incidents how many officers can really say they feel confident on how to respond to one in minutes notice? CPD does not invest in training it’s officers and it only shows how little the leadership thinks of them. However they expect you to run into a activie shooting situation prepared. Fuck that. Look what happened to the Sgt in California. He was firs to enter the bar in his regular gear only to be faced with a military shooter with extended clip. It is moronic to expect anyone to do that unless they have extra gear and are highly trained for the situation. I’d rather be a Zero than a dead Hero.

Highly trained? Please you have no idea how bad we suck balls. We are in bad bad shape. Next tragedy will be us shooting each other, and I don’t mean in training. Recently we were suppose to be dry firing and one of our “operators” let a round go off. Shhhh.

The crooked training Sgt took whoever he wanted. The Asian kid failed the treading water swim test and he passed. In the swat school that that same Asian kid Tongue shot plenty of no shoots. How about the Ranger who had an AD with the simms rifle? Great cover up RC. Should I go on? Let’s not forget the 69.9 Sgt, who now brags about being here for the overtime. Went to an OT large scale active shooter drill at Willis Tower a couple of weeks ago. Mostly district cops with fire dept guys. Was pretty good training, starting with a rehash presentation of active shooter response for both police and paramedics. Guess who were the only participants not in the room - right - SWAT guys. But during the drill they were running around in the smoke filled rooms screaming orders like madmen. You could feel an elite arrogance in their attitude. I wasn't impressed.

Artie is not that bad. He’s a middle of the road guy, doesn’t make waves. He wants to move up so he looks after himself. Nothing wrong with that.

You don’t say? Is that so? Well, can you explain:
- two guys who own CrossFit gyms allowing swat guys discounts/free use before getting on “the team?” Oh, one of them, by many accounts, failed the swim and had to be pulled to the side. The other didn’t follow the rules in swat school and didn’t answer calls and may have been the source of complaint from other SWAT dorks
- guys going through swat school shooting no-shoots getting in while others who didn’t don’t.
- Mr. ND who shot a wall as a SGT after training and who has a history of NDs prior to being SWAT
- all the phone calls by many.
It’s like any other spot on this job, a few make it legit, many denied for personal reasons or accepted on whack. To say otherwise just shows how dumb you truly are.

Airsoft/CPD SWAT....what’s the difference? I’m not being funny. This is a serious question.
If the SWAT team Sgt.JH is who I think it is, I hope its not. I worked with a JH the District and remember him to be a tough kid, a good cop, and someone I DID trust my life to when I worked with him. Please don't let it be who I think it is. JH, I only hope you didn't sell your soul to this clusterfuck of an organization who WILL sell YOU down the river and laugh about it all along the way. JH, I remember you as a good man. I hope you still are and haven't given in to money, no matter how good it seemed. You were raised better, I KNOW. I remember your father and know you came from good people. I hope this place hasn't changed that in you. Unfortunately, I only know one JH. I hope its not you. I had FAR more respect for you. I hope I still can.
It's not about clout, it's about horrible leadership by Lt Lamb. He is easily swayed by phone calls by people who he thinks can help him get another undeserved promotion. He also wants to increase the number of bodies in swat so he can continue the look how great I am with all the swat guys doing security for everything and anything. It is his desire for promotion that drives all his ridiculous decisions, he was terrible at tactics and couldn't shoot to save his own life. He always had to have a private weapons qualifications, with dim lights, scented candles, and soothing music because he can't shoot under stress. He, like Hroma fled from training because they were terrible, and in order not to have it displayed every month they just stopped training. They are what is wrong with the team. If someone else was in charge do you think any of this would be happening? That's a question the exempts have to ask themselves.

That’s exactly who they are talking about. Selfish individual who cares about making merit LT. Made 248k last year. Doesn’t train or care about the team.
The lawyers are salivating. They smell city money in the waters, bad decisions by ignorant merit morons.
And to put JH in charge of training is one of the worst decisions that could be made for SWAT. When you have someone as self serving and greedy as this arrogant individual, the destruction of decent functioning teams will continue...
