Well This is Bullshit
- The Chicago Police Department filed several charges against officer Robert Rialmo Wednesday, recommending the embattled officer be fired from the CPD for his role in the fatal shooting of Bettie Jones and Quintonio LeGrier in December 2015.
The charges against Rialmo allege these violations: action or conduct impeding department efforts to achieve its policy and goals or bringing discredit upon the department; disobeying an order or directive; inattention to duty; incompetency or inefficiency in the performance of duty; and unlawful or unnecessary use or display of a weapon.
How does that jibe with this?
- The Civilian Office of Police Accountability found that the shooting of Jones and LeGrier was not within CPD policy and recommended that Chicago Police Supt. Eddie Johnson refer Rialmo, 29, for termination.
Johnson, however, disagreed with COPA and said Rialmo’s actions were “justified and within department policy.”
So Special Ed declared the shooting "justified" before he was told it was "unjustified." Let's look at a bit of Rahm's Mr. Fenner's reasoning:
- “....without justification, used force likely to cause death or great bodily harm without a reasonable belief that such force was necessary when he fired his weapon one or more times in the direction of Bettie Jones, hitting Ms. Jones and causing her death,” Johnson wrote.
Um, he was being charged at with a fucking baseball bat. The only people disputing that are the untrained COPA investigators who have been deemed unqualified to be lead investigators on police involved shootings. And once again, Mrs. Jones death was a tragic accident. The officer didn't go there intending to kill anyone, least of all, Mrs. Jones. The city compensated the family for the actions of their employee and he should be subject to retraining.
- The department also cited Rialmo for “inattention to duty” and “incompetency or inefficiency in the performance of duty” for not being certified to carry a stun gun for nearly two years before the shooting.
This a crap charge and a poor excuse for the incompetency in training procedures. There were years when there weren't enough Taser cartridges to qualify individuals so officers were sent away from the Ranges being told, "We'll call you back for training later" and then never called. Not to mention that numerous experts testified a Taser wouldn't have been appropriate and the Use of Force Model, then and now, required Deadly Force (a bat) to be met with Deadly Force (a gun).
We already addressed the "inefficiency" being a training issue over an accidental death and as far as it being "unnecessary," perhaps Special Ed could dispatch some of his stellar exempt staff - or maybe his Wheezie - to ride along on every mental disturbance call and coach officers as to the exact moment a gun should be drawn from the holster in time to protect one's life from a bat attack?

I read in the Tribune, of course about four paragraphs in, where Guglielmi said this type of action is required and automatic when a termination recommendation is sent to the full police board. That doesn’t sound right. But why would Guglielmi say that when asked for a comment? Johnson’s contention the shooting was justified is documented. How can the Department start termination proceedings when the Department has already declared the actions of the officer justified? Anyone know for sure if what Guglielmi said is true? Haven’t seen the Guglielmi quote on SunTimes web site story.

Hey asshole, if the taser is so important then why have tasers never, NEVER, been issue to officers working VRI? Especially when we had VRI on the south and west sides. And the same goes for the BWC. I am a former Johnson County Texas swat team officer, only reason I left the job is my dad got sick and my mom needed help caring for him. Reading this blog and seeing the local news I am glad I did not try to get on a department here in the Illinois area. Seeing what my fellow brothers in blue have to deal with on a daily basis and how they are thrown under the bus any chance their department has just makes me want to violently vomit. It is an unfortunate accident the female victim if you want to call her a victim got shot, but if she would have stayed in her residence instead of being nosy she wouldnt have been shot. I dont care what the city, state or county say.... someone coming at you with a baseball bat is a deadly threat and needs to be stopped with the same type of force, which is deadly force. a baseball bat can kill someone just as dead as a firearm can, and worse yet a baseball bat could in all likely hood leave you a cripple for the rest of your life. once again if the scumbag would have complied with the legal commands of the officers, none of this would have happened. now this poor officer has his life turned upside down, and facing who knows what now. There are not that many “mental” calls per night. I think the new general order should state that when they are confronted by a mental who is armed with a weapon they should be required to retreat until a lieutenant arrives on scene to give the officer direction in how to proceed.

By the Superintendent recommending his firing, this ONLY PROVES THAT THE SUPERINTENDENT IS A PUPPIT ON A STGRING. He was promoted to the position because he is black and could be controlled by the mayor. Plan and simple.

Ed rightfully disagreed. 1 member of the police board decided the whole board should hear the case. By ordinance Ed has to file charges as the employer since he lost vs. Copa. I don't think he changed his mind, just how this crappy system works.
It took me 18 months to be able to get trained on the new TASER, no classes even offered for a year after the initial training. I ended up taking the training with recruits in the Academy.

If the Officer is being fired for not getting TASER training that is not even readily available, to cover your ass, ever district officer should at their next tour or duty, fill out the proper paperwork to obtain the training.
If it is in the CLEAR system or CHRIS system file ASAP. EVERYONE.
If it is not online, then a To-From demanding training at the earliest possible date to your commander.
I am sure someone can, in a few minutes, make a former up and run off a few copies for everyone.

Did he kill her with missed shots, or did he kill her with shots that went through asshole with the bat? That makes the difference. Missing completely and killing an innocent would get you fired on any police department in the nation. Basic firearm rules the NRA preaches says you should know whats's in the background before firing. Killing an innocent brings discredit to any police department. He's gonna lose this battle.
Another instance where the majority of police do not know the rules/ laws that effect us. Daly changed the ordinance the Supt. Use to have the final say in cases where the Supt. and IPRA/COPA disagreed on cases. Now in instances where there is a disagreement one member of the Police Board decides if the case goes to the board or not. The Supt. Has no choice if the decision is to go to the board. You guys better start learning things that affect you.
I just have one question. When was the last time Ed was on the street, and had to make a split second decision?
Johnson supported the shooting as justified (until a few days ago). Le Grier's own father was upstairs, barricaded in his bedroom as Le Grier was so psycho that he was even threatening the father with the metal bat. Rialmo had seconds to react as Le Grier came down the stairs swinging at him.
A jury all signed a statement that Rialmo had justified reason to fear for his own life and that of his partner. The judge, following rule of law, negated a million dollar payout to Le Grier's family and no award was given. There was no dispute over whether bullets had gone through Le Grier and hit Jones or not. Her estate settled that for $16 million in a seperate case. Rialmo hit him with 7 bullets in a little over 1 second.
The best thing Rialmo did was fire the city hacks and hire his own attorney. Brodsky will slap the city of Chicago and others with a multimillion dollar lawsuit, and Bob Rialmo stands a good chance of winning his own version of the ghetto lottery.
CPS math students just don't understand. Bottom line is this. You will all be scrambling to establish a second career once the city and state file bankruptcy. No way to avoid it. Too many BILLIONS behind for both itsy and state. You might get by substantially raising taxes and fees across the board and cutting spending drastically. But since the state and city are controlled by tax and spend Democrats that will never happen. The increases need to be big increases not a few nickel and dime increases. But what happens when the taxpayer exodus increases to the point that despite the tax increase not enough taxpayers left to overcome problem? Answer city and state bankruptcy. That is when you will need to implement your plan B second career choice. Wake up and start that planning because the wolf is already at the door.
Lets see what a no confidence vote means? Do you really think anyone will pay attention to that? If so why? No one cares that the police are jammed up. So my advice is simple if you can't stand the hate get out of the city squad car. If you can't or won't do the smart thing then do NOTHING. NOTHING,NOTHING,NOTHING. Got that, FETAL is the order of the day. Ten years or less walk away ASAP with your pride and dignity. Ten to fifteen years look hard for a situation where you years might count then get out too.
