More Rumors

Also from our occasional contact with the plausible rumors - additional cameras?
  • CPD made contact with 3 vendors that do dash cams, asking for insight and quotes for over 1,500 dash cameras that are aimed INSIDE the squad at officers. They stipulated that the cams have to be 4K, have the ability to be live streamed, and have a microphone for audio recording. Watch every patrol squad have a camera and mic on you for your entire tour, every day, 24/7. Every joke, every comment, conversation, burb, fart, sip of coffee.... all being recorded. It’s coming.
 Contracts and discipline?
  • If Preckwinkle gets in, you’re all fucked. She controls the county board and by extension, the budget for county. I’ve seen how she negotiates contracts. Think Iron Fist.... “Yes or no. I’ll allow or I won’t. You’ll get it or you won’t. This is the number you’re allowed, figure out how you want to divvy up the raises/bonuses/perks within that framework.” It’ll be hell. If she is in, look for an overtime/VRI reduction. Instead of $200m in overtime? Think $40 million. Your contracts will focus on reducing the 24hr window for statements after a shooting, to 8hrs. Raises will be smaller but bonuses will go up. She will push for power test incentives, longevity bonuses, annual bonuses and so on.
Don't think the firefighters are immune from "improvements" either if Prickwrinkle gets in:
  • As for firefighters, look for 12-hour shifts. Not everywhere, but a “pilot” in 2 or 3 houses and it’ll expand more after that. This will be a reality. Also, manning will be fought HARD by her and she will close houses. Somewhere between 3-5 over 2 years.
Change is coming - how much and how bad is still up in the air.

CFD here — It’s always thrown around as a rumor during contracts, but for 12 hour shifts to work they’d have to hire thousands firefighters to cover shifts. Why do you think it hasn’t happened yet? It doesn’t save money. Closing a few fire houses won’t accomplish that.

Some trucking companies have had cameras on the drivers for a while.
You're basically an animal in the zoo.
Have you noticed those camera's on the gimble in the roll call rooms? Once someone turned them to face the wall. The next day they were back in the original position. The clock on the same wall has been stopped at 4:17 for 2 months.

If I were ever going and thinking of becoming CPD, this would end it for me. Can you imagine your every word and movement being recorded ? Half the pleasure of being a cop was to be able to talk about your day , share a joke or amusing anecdote , or just pull over to take a break to rehash a call you just handled with a partner you trusted . Not to mention grabbing a bite on the run or having to race to an emergency bathroom break . This is an awful idea and it’s big brother watching on steroids . Unreal.

Put the cameras in the squad cars, best idea ever. Then citizens can listen to the dispatcher all night looking for cars they don't have to send on priority jobs. They can listen to all the jobs pending being broadcast on the zone in a rap every day. Listen to cars calling for back up and nobody coming up because everybody is tied up. No beat integrity, no chance to do anything proactive or follow up on something. Just show the public what it's like to work here, like a ping pong ball at a ping pong tournament.

It's clear that CFD hasn't seen that they will be expected to work every day for 12 hours here. 12 on, 12 off for the entire work week, however long that may be...Welcome to the New Order...

As for cameras...the city has to pay for them, have them installed, and maintain them. And then some has to watch the 1500 more cameras in addition to the cameras nobody is watching now. I'm calling BS on this one. They may have put out some feelers for cameras but I don't see it happening. Should this come to pass...there will be a loto video of an empty squad car outside Dunkin Donuts until a radio job comes in.

This is probably true. The R Men have had a dash cam pointing in on them for years now. Some of their people were stealing parts from the truck and got caught. Now they all are punished.

Every city-county-worker and their family need to seriously get behind ONE candidate, and ONLY one candidate......
There are so many social justice warriors on this ballot this time that each one tries to outdo the next with outrageous demands
and promises to "da community" that its beginning to get really scary.

If we don't at least try to get in the "least worst of the bunch", we are all screwed. The worker bees who pay the taxes, pick up the garbage, man the firehouses, patrol the streets, have to find a way to get our voices heard over those that for 5 generations have been on the dole, or the new "sanctuary city" set of "citizens" with their b.s. ID's - we at least have to TRY to unite behind one person.

To do less is like basically throwing in the towel and saying "We're Done!"

Several years ago there was a study of fireman going on 12 hours shifts and having every other day off. The study concluded that the city would have to hire several thousand more people to cover the city. This would cost the city MILLIONS OF DOLLARS for this shift. It is not going to happen. The city brings this up every contract time simple as that. Not going to happen!!!!!!!!!!!!!!!!!!

Doubtful. The city had this in the 70s as did many police departments. In the 80s the Supreme Court deemed the practice unconstitutional and entrapment for criminal prosecutions. If used it can only be used administratively.

Retired CFD. I remember a time when CPD came to the firehouse for a meal or cup of coffee, they were always welcome and I would guess they still are. I don’t understand the current resentment. Firemen and paramedics don’t decide what to respond to the 9-1-1 center does the dispatching. As fars cuts the, the Current contract does not allow any reduction in manpower. As far as closing firehouses the current contract guarantees the number of engines, truck companies, squads, battalion chiefs as well as most other units. I have always had the utmost respect for police and would never wish for reduced benefits for them. With that said and understanding of what firemen do seams to elude you. If you think 5 firemen on a rig is a luxury then you have never seen what they really do . I would never understand the risk of being a police officer and you have no concept of being a fireman.
One more think about the firefighters contract. I see so much said here about merit promotions in the CPD. The CFD negotiated the number of merit promotions and administrative transfers. There has not been a merit promotion on the CFD in over 10 years and administrative transfers almost never happen. One last thing the CFD has trouble filling exempt positions because they’re is no pension for those positions. All exempts have a pension based on their career service rank.

In my line of work we have a pretty good camera system made by a company called IDRIVE. The cameras can be viewed by employers at anytime and in real-time. Double-sided camera watches the operator operating the motor vehicle or machinery and on the reverse side watches the view of the street in the direction of travel. There is an ongoing fight over this with the Ball-less Union we have. Basically here a cam there a cam. The company originally made the claim that the cameras were for liability purposes only Incase of accidents etc.. and that the cameras would not be used against employees and they are their for our protection as well as the company’s. That’s not the case they are using it against employees and it’s an ongoing dispute now. This is what this world has come down to. No Privacy anywhere!

The UTU, which is the collective bargaining body for railroad engineers, conductors etc, has successfully fought off the federal government, which wanted to install in-cab cameras in addition to the already mandated data recorder equipment. The UTU claimed that cameras and voice recording stifled privileged union communications among members.

It's been many years since I followed that story. Don't know how it turned out.

The need to hire “thousands” has been proven to be false. The city has already crunched those numbers and because the 48 hours off would be gone, the numbers as they are would be sufficient with very little hiring required.

I largely support the use of body cameras, but the rest of this shit has gotten out of hand. Something to point out however, was the camera of that Mokena copper that made the news after he nearly got bulldozed by that METRA train. Notice the field of vision on the video.

Great Situational Awareness on the coppers part though. METRA failed to protect the motorists and nearly got someone killed. Hope someone burns for that.

True, the FF's do not refuse an assignment, but the CFD does refuse calls via written directions given to the OEMC fire dispatch. Once fire dispatch refuses, then CPD gets assigned as a "scout" for the CFD because the CPD cannot refuse a call for service, while CFD via an OEMC dispatcher can just flatly refuse.

Retired CFD. I remember a time when CPD came to the firehouse for a meal or cup of coffee, they were always welcome and I would guess they still are. I don’t understand the current resentment. Firemen and paramedics don’t decide what to respond to the 9-1-1 center does the dispatching. As fars cuts the, the Current contract does not allow any reduction in manpower. As far as closing firehouses the current contract guarantees the number of engines, truck companies, squads, battalion chiefs as well as most other units. I have always had the utmost respect for police and would never wish for reduced benefits for them. With that said and understanding of what firemen do seams to elude you. If you think 5 firemen on a rig is a luxury then you have never seen what they really do . I would never understand the risk of being a police officer and you have no concept of being a fireman.
One more think about the firefighters contract. I see so much said here about merit promotions in the CPD. The CFD negotiated the number of merit promotions and administrative transfers. There has not been a merit promotion on the CFD in over 10 years and administrative transfers almost never happen. One last thing the CFD has trouble filling exempt positions because they’re is no pension for those positions. All exempts have a pension based on their career service rank.

I would not want to be called out even one time a year, when it’s below freezing and spend hours spraying water on a raging fire. (I have seen the frozen beards and mustaches). Try not to be so quick to judge. Rail employees deal with many of the same issues you do. We've had inboard outboard cameras for over two years now.

Then prove it. I’ll explain to you through knowledge of past studies conducted by CFD and the city during contract negotiations how it’s not financially feasible. To say there’s very little hiring required, you’d need to accept the following:

Not only one less FF per apparatus, but TWO.
Close down atleast 25% of all houses.

The city even conceeded that for 12 hour days, there’s a minimum 1000 hires needed to make up for an extra shift (12 hours require 4 different shifts, 24 hours require 3) and the likelihood of mass retirements. It won’t all happen unless there are major concessions for the city

I’ll never get the hatred towards CFD. I’ve never heard someone on CFD wish the worst for CPD on their contract.

Your statement is incorrect. Dispatch protocol is determined by the Chicago EMS Medical Directors Consortium. Firefighters and paramedics are not part of that consortium and have no voice in defining protocol.In respect to hours Firefighters work an average of 43 1/2 hours per week with out overtime. Any change in hours Would have to be negotiated. That is never going to happen, and an arbitrator will never change the hours based on past practices. Even if an arbitrator did change the work schedule he would have to reduce the work hours to 40 per week in accordance with the FLSA. The cost of reducing hours based on the current manpower requirement would create a huge OT expense.

A couple of times, my partners and I even drove sick or injured Cabrini tenants to NWMH because Fire had refused to respond.I don't know if they can refuse calls for service today, but it used to occur in the mid-1990s.

Agreed. Every CFD guy who I’ve ran into on a job has been a stand up guy who is always on the same team as us. First of all no matter who wins for mayor, if the contract does not move forward soon there will be an arbitration filing by the fop. No matter what all the negative folks say, they are on their game of at negotiations sessions. The group that represents us has a lot of good hard working coppers who have very good skills in giving the city side the breakdown of whats really up!! So even if the new mayor says give then zero and taker their protections, no arbitrator will concur. The arbitrator compares departments in cities that are large as we are. So conspiracy theories can be laid to rest here guys/gals!!
This job has been a good one for me and probably most of us. It will continue to be just that with alterations to the way we have to operate thats all. Lets not forget the tickets when the grass is too high or too many weeds. $150 bucks. I really do not know if this is being enforced city wide, but I do know it is enforced in white areas. Then, I got a ticket for a building that I have never owned or have ever been associated with, along with past water bills. I had to go to court and then spend 4 hours trying to get the water bills erased from my record. There is a police lieutenant, female, who runs the unit that writes these tickets. She would not even talk to me on the phone. I finally found out that they got my name because someone with a similar name paid the property taxes at one point, did not own the property, just paid the taxes. The city is hard up for money. Even the judge shook his head when I testified. And, I do not live in the city and have not for almost 20 years.

I am a retired Lt from CPD and I dont understand the animosity between fireman and police officers. The strike was 38 yrs ago. I was there when it happened and yes some bad things happened but it is time to move on. Most people on the job werent even born when that happened let alone on the job. Many things happened 38 yrs ago that we have moved on from! Get over it. I get that you may have had a relative that was on the job and had thier tender feelings hurt by something that happended then. (The same could be said for relatives of slaves). Dumb argument!Again, Get over it.

The sooner both sides learn that if we ALL stick together we can be an entity that the city needs to recognize. Until then we are not a threat to politicians. Lately it has been heart warming to see CFD and CPD showing mutual respect to each other. It is a long time overdue. Both jobs have positive and negatives as do ALL occupations It is a waste of time and energy to discredit each department. Good natured ribbing is fine and encouraged but ignorance toward each department only hurts our cause as first responders.

As many cops say, "If you hate cops so much, next time someone is breaking into your house call your junkie friend" keep in mind that the"next time your house is on fire or a loved one is having a heart attack, call that same junkie friend". It goes both ways. I dont know about you but I'd much rather have a professional first responder show up to my house. Push that rock you have been living under off your head and realize that we SHOULD be in this together.

One more think about the firefighters contract. I see so much said here about merit promotions in the CPD. The CFD negotiated the number of merit promotions and administrative transfers. There has not been a merit promotion on the CFD in over 10 years and administrative transfers almost never happen. One last thing the CFD has trouble filling exempt positions because they’re is no pension for those positions. All exempts have a pension based on their career service rank.

They don’t have trouble filling the exempt positions unless the exempts are near retirements. You are right about the pension and benefits. Just recently a pretty large group of CFD exempts gave up their exempt spots and reverted to career service rank to get the better pension package and the free healthcare. But nothing really happened because they still stayed in those exempt positions all were nearing retirement so they would have been gone soon anyway

The individual firemen and paramedics in the house aren’t deciding they don’t want to go because they need a nap. Outside of ourselves, the men and women on CFD are the best friends, maybe the only ones, we have in this city. You may need that paramedic one day, desperately, and here you are calling for them to be cut and to sick the IG on them. I needed them one day, they saved my fucking life. So shut up rookie, go educate yourself at least a little before you start making asshole statements like that about the people who may one day save your life.

This reminds me of when my illegal neighbor was doing illegal and still is illegally building without permits and he went crying to deb Mel’s office and she actually came over to ask me to remove my cameras on my house be cause of his children. I stand I don’t need a camera to look at his fat ass or any of his fat ass kids and girl friend. I then said I’ll remove one camera for every 200 the remove around the city followed up so what are you taking in return to ignore his illegal activity? She huffed and puffed away. So, you believe it's necessary to have POLICE( in a city where crime is overflowing and not enough officers or cars) to respond to an intoxicated elderly Male on the sidewalk. Dispatch " fires not rolling". What type of medical attention will an officer give the guy. Calls like these are all over the board. Then the police have to request CFD anyway, then dupe it to them. Meanwhile, throughout a tour each car will handle several jobs like that, being held down while victims wait for police, while crime in progress occurs, while citizens complain of not seeing the police. I just tell them that we're doing CFDs job, social worker's job, the job of a mental health specialist, baby sitter, counselor for relationships, medical tech etc.

So, chew on your on bull about CFD not refusing jobs. Oh and take your "fire returned to quarters" too.

Some districts have back up-DIO’s, CompStat Officers, etc. they run various reports, track the top 10 SSL, gun arrests, etc., using various statistical applications. The OIG must have already asked the city IT department to run a query by PC number/employee number for all employee civilian and sworn to audit Department Email account use, database access (CHRIS/ClearDW/WIRE/AIRA/Etc.), they already monitor your internet use and track websites that are visited and logged into daily, when necessary the IT guys pull log reports and hard drives on the those big fancy Networked Canon Printers. Everything anyone does on this department is recorded, tracked and stored. Most of the time the IG will overlook small stuff, but when it comes to accessing and sending out classified intel on sensitive data like gang members and criminal intel without department authorization, then it becomes a bid deal. The DIOs are all on the radar of the IG, and they have been for a long time. It’s just that some people think they are clout heavy and untouchable. If the IG is calling district level DIO’s, etc. the next I line will be who else was backing up the DIO’s and who else was pulling gang or criminal related data and where were they sending data from and who were they addressing the data to. Better get an attorney or at least call FOP and know your rights. It may be too late once you are called down for questioning. It’s too late to delete anything from your computer or email and well the copier has its hard drive. Good luck— 🍀

First of all no matter who wins for mayor, if the contract does not move forward soon there will be an arbitration filing by the fop. No matter what all the negative folks say, they are on their game of at negotiations sessions. The group that represents us has a lot of good hard working coppers who have very good skills in giving the city side the breakdown of whats really up!! So even if the new mayor says give then zero and taker their protections, no arbitrator will concur. The arbitrator compares departments in cities that are large as we are. So conspiracy theories can be laid to rest here guys/gals!!
This job has been a good one for me and probably most of us. It will continue to be just that with alterations to the way we have to operate thats all. I am an old bull but I do see the writing on the hate the police wall so i act accordingly! Be safe and Happy New Year All!! Put the cameras in the squad cars, best idea ever. Then citizens can listen to the dispatcher all night looking for cars they don't have to send on priority jobs. They can listen to all the jobs pending being broadcast on the zone in a rap every day. Listen to cars calling for back up and nobody coming up because everybody is tied up. No beat integrity, no chance to do anything proactive or follow up on something. Just show the public what it's like to work here, like a ping pong ball at a ping pong tournament.
