Not Guilty Plea

  • A not-guilty plea was entered in federal court by a former Chicago police commander charged with stealing Social Security funds in a scheme lasting more than 23 years.

    Federal prosecutors allege Kenneth Johnson bilked the Social Security Administration out of $363,064 from about June 1994 to November 2017.

    The 54-year-old Johnson entered the plea during his first appearance in U.S. District Court. The charges were filed in November.

    Details of the scheme were not revealed. It was not immediately determined if Johnson has legal representation.
Is this guy taking advise from indicted aldercreature Willie Cochran? The feds have 23 years of cashed checks. Even Crimesha Foxxx could win this one. And then there's this from last month's article:
  • Defendants charged by criminal information typically plead guilty.
Is he talking? Signs are pointing that way.

More than 2 sources which I’d trust with my first born have confirmed:

every merit pick with KJ’s John Handcock on it will be whistled-in shortly to the Grand Jury. Seems there were going rates for sergeant and detective promotions.

There’s also been a link discovered between KJ and the stud from 005 who was scamming all the coppers’ tax returns. Word on the skreet is that dude gave up KJ and several other Bossholes and that’s what got KJ on their radar.

I hope they fall like dominoes.

I don’t think this johnson is the sharpest, nor is he the only one to ever skim the SSA.
I wonder if the Fed is willing to go further and beyond and maybe expose the entire Command Staff, the County and the State.
A simple back check of who requested and who approved any Bereavement Leave and any Death Notices.
Then look into who didn’t notify the authorities of a death and why weren’t benefits terminated.
The involved parties may have been doing this for a lot of folks and the word spreads.

Guessing it starts with the County and the funeral home and on to the State.
But maybe the Fed did that already.

Lock them all up.

whereas I dont fully doubt your statement Sir, I do find it somewhat hard to swallow. KJ can only nominate people to the merit board right?.. is it not the merit board's final decision as to who receives a meritorious promotion? or was KJ kicking up?

also it is my general experience that coppers are god awful at keeping secrets. i trust my ex-wife more to keep a secret (so did KJ). if KJ was selling merit nominations I suspect that some loud mouth merit hack who benefited from an envelope in the top drawer of KJs desk would have run his mouth about this already.. or maybe one has? has anyone heard this from a merit hack somewhere?

That’s all well and fine as long as there is $365k in the trust. Then they can disavow all knowledge. When they start taking money from the account is when they get in trouble. I’d assume the indicted one was the executor of the estates which means he should know the source of all of her assets. And he did. Both of them did.

Isn't this the same goof that spazzed out on one of the roll calls and threatened them about taking time for not having a sacred beat tag on their squad cars? Glad he had his priorities straight while stealing social security from the government. These multiple merit Exempts and other Stupervisors can shove their beat tags up their collective asses.

I remember way back when I got on the job when a Commander was more akin to a business executive. Barely saw him. Usually came into his office about 4 hours a day and then was gone.

My current Commander is in the station about 10 hours a day. He drives around with a lackey, responding to calls like he is Spider-Man. Constantly calling Lieutenants about every crime that happens. Calls gang and tactical Sgts on their days off to get info about potential gang shooting retaliations. Checks and approves the sheets, even on his days off! Has been known to stake out the station lot, late at night, to see if 3rd watch is leaving early. Micro-manages the shot caller room. Cries to the Deputy that no one respects him. Reads this blog to see what people are writing about him.

And yet, this narcissistic Commander still actually fancies himself to be a powerful person. It doesn't seem like he has all that much power to me if he acts like such a groveling, insecure, bipolar moron that is constantly in a state of fear that the Deputy will berate him. Though I guess when you lay the pipe to one of your subordinates, one could maybe get light headed and delusional....believing that they are the dictator of a 3rd world country.

I shake my head in disbelief when I read comments on this blog, about calling out high ranking white shirts and telling them to lead by example. Asking them to get their hands dirty by locking up criminals with the troops. I don't want any of these morons near me, much less while I'm handling jobs on the street.
If any of you guys or gals need an Exempt to help lead you, then you shouldn't be a cop in the first place.

Today's current crop of Commanders can lead by example by staying in their office, sucking off the Alderman, and being grateful that they are getting paid a high salary to pretend to know what they are doing. Oh, and don't steal social security either. That would be a good start.

Lots of red flags that the department and federal government has or is overlooking:

The connection with the infamous 005th District tax scandal perpetrated by former CPD officer DW. Both worked in the 005th District or Area 2 during the early-mid 2000s.

The NOBLE cheating scam-both Kenneth and Kevin are members. How much of that bilked social security went to NOBLE and Eugene Williams for the lieutenant's exam?

Did any of the money from the Noble cheating scandal make its through Rev.Eugene.William's church on Chicago's southeast side?

Why was Kevin Johnson allowed to attend FOUR promotional schools- Northwestern, FBI, The Southern Police Institute and Boston Police School ( I'm not a boss, so I don't know the name- think it's the PERF school Lt. Fenner attended)when all other department members are restricted to ONE school? Any pay to play there?

What about those merit promotions-any pay to play there? Any south or west side aldermen lawyering up ? Nervousness perhaps ?

And what about the other serious criminal scandals the department is hiding regarding the Wonder Twins?

I've seen documents and paper work regarding their other follies , so yes, there's a lot of dirt on those two. A LOT.

Picture an asshat handing cash over then trying to go to the FEDs and say HEY i paid a bribe so i could enrich myself with a detective/Sergent promotion.

That’s all well and fine as long as there is $365k in the trust. Then they can disavow all knowledge. When they start taking money from the account is when they get in trouble. I’d assume the indicted one was the executor of the estates which means he should know the source of all of her assets. And he did. Both of them did.

He didn't steal that SS money, those were reparation payments. He was owed that. And just because a few coppers lent him some money and he happened to pay the favor back with a promotion or 2 doesn't mean he was selling the merit spots. This is all being blow out of proportion. A little misunderstanding involving 2 "brothers" that both miraculously earned and rose to commander rank and are now being torn down by the MAN. They must share super genes seeing that only a tiny fraction of those hired ever reach that rank and these two "brothers" both achieved it. Whoever got them there will make sure this goes away.

I wouldn’t doubt for one second that this guy and others are in a “pay for promotion” scam. Sounds like he was over his head in debt, not living within his means (even making Commander pay), and just plain greed. The social security scam was just the beginning in getting his dirty hands on $$$ that he wasn’t entitled to. The Feds know how to investigate financial / white collar crimes. A simple subpoena for bank records and credit reports will show you how much he spends and where he stashes and any money laundering follies. Follow the $$$$$$. If this guy and his brother can’t pass a promotional exam, you better believe they were too dumb to cover their tracks.

Many legit Cops with high exam scores that got shafted years ago gonna get back pay for years of job discrimination. Many retirees will be rich after the Class Action Lawsuits. Ok, while leaving the money intact and untouched minimizes Kenneth Johnson's criminal liability, a few more red flags are waved. Such as...
Were the laws regarding violation of social security benefits broken ? - yes

Did the executors and the family notify SS to stop the payments? -no

Were taxes paid on the ill gotten gains paid and reported? -probably not.

Why was the cash retained? as a golden parachute for the Johnson Brothers and possibly other family members? - possibly

Was a complaint initiated by Eddie's staff prior to demanding Kenneth J's resignation possible; yes. Doubtful, yes

Dis Kevin know about the long term misconduct? - yes

Should he have reported it to the Social security administration, the department and the federal authorities-yes

Should Kevin and Kenneth Johnson, along with certain family members and cohorts be charged accordingly? Yes

Unlawful possession of fraudulently or illegally obtained federal funds is a crime in of itself. Converting the funds for personal use a separate offense.

Speaking of stealing, a slew of officers are jumping ship now that they can’t steal overtime. The overtime pilot program is revealing a whole lot. Kind of difficult to steal time when everything must be justified. Pay close attention to the transfer orders.

Fuck your crime reduction bullshit, his indictment or charging has absolutely nothing to do with his or others job performance. He was stealing from the Gov't throughout his career, from blue shirt to white shirt.
