Toke Up and Place Your Bets!

  • Illinois Gov. JB Pritzker unveiled his first annual budget proposal amid an estimated $3.2 billion deficit.

    The Democrat addressed a joint session of the General Assembly on Wednesday with his plans for state spending in the fiscal year that begins July 1.

    His administration this month estimated that without action, the state could be in a $3 billion hole in the spring of 2020.

    Pritzker campaigned on a progressive income tax and legalizing recreational marijuana. But the graduated income tax would have to be voted on and that couldn't happen until 2020.
Vice taxes only serve to (A) change behavior, (B) travel farther to get what they need cheaper or (C) create a black market for the product. Examples include
  • Shortshanks' water tax - suburban warehouse stores saw an explosion of business while city stores lost tons of money;
  • Prickwrinkle's soda tax - the associated loss of sales taxes for people shopping outside of Cook County led to a repeal of the tax;
  • Prickwrinkle's bullet tax - suburan Cook County sporting good stores saw such a drop off in ammo sales, they stopped carrying it at a dozen stores that we know of. Many people we know travel out of county (and out of state) to buy bulk ammo now
Sport betting might be a good thing, if done properly - and that means not by the government. But it better get done quickly, or it'll go the way of a Chicago casino, which is to say, "no where."

Please, oh please, no sports betting run by the government. Let me relate what happened recently. The Illinois Lottery got a new management company. Earlier last year, I could go to a store and buy lottery cards that would last all month. The state wanted new machines and software to make changing the games easier. So, in December, they outlawed multi draw games into the new year, because they would go with the new system on January 1. Every vendor had to go to class to learn the new machine and system. On the 1st, it wasn't ready, the new date of Jan. 22 was chosen. And until then, you could only buy for the week, all tickets ended on Saturday. On the 22nd, they still weren't ready, and you could only buy one draw at a time. New date was chosen, Feb. 18. On the 18th, they tried to go live. Everyone that went to class got a handout of instructions, and on it was an emergency hotline for problems. That 1-800 number was for Firestone tires. The old system also had a hotline number that was similar. When you called that, you got a recording that said "Due to the President's Day holiday, all offices are closed and will reopen Tuesday". I play so in the event I win,I can flee Chiraq, and leave Madiganistan forever.

Pritzker's speech focused too much on taxing more and not enough on cutting back spending AND reforming pensions.

Everything Pritzker pointed out as being "new revenues" were based on $100,000,000 here and $200,000,000 here for sports-betting and Weed sales. That's a drop in the bucket as far as trying to wipe out the debt. THAT does NOT take care of multi-Billion dollar deficits.

Funny how he did not mention the Mileage Tax? You'll see a LOT more cars in downtown high-rises with out-of-state plates on them, if that goes through.

Same concept as people going outside the city and county for soda and water due to insane taxing. The projected increases to revenues actually became huge losses.

More spending reforms need to be put in place.

Pensions should be taxed, if they are paid out-of-state.

Clear reasoning for this to happen. The region that is liable to pay the pension should be the region that the pension is recirculated in. If a pension is being spent outside of Illinois, then the state should withhold 20%.

ALL that money is being spent in a different regional economy and is helping that economy thrive while the state liable to generate revenues to cover that pension (Illinois) gets nothing out of it.

If nothing like this happens, they can still declare bankruptcy of the pension funds and those who think they are owed six-figure pensions will quickly find out how Bankruptcy Court works and gives you a nickel on the dollar.

ALL this goes back to unions demanding so much and Democrats promising more and more in exchange for their votes.

Well, now the numbers don't add up. Over-promised pensions bankrupted GM and other companies, you are now seeing it happen in the public sector.

Couldn't disagree with you more. The 20+ years we stay in the city/state; paying property taxes, water bills, sales taxes, income taxes, plastic bag tax, bottled water tax, soon to be mileage tax, license plate sticker fees, city sticker fees, tollway fees, shopping at local stores circulating cash within the local economy, not to mention being here specifically because we chose a career in the field of serving the local community. That is generosity enough on our part.

If after doing all of that, they try to penalize us for doing what most retirees aim to do (move to warmer, less expensive, less crime riddled areas) that would be the nail in the coffin for many. After 20+ years of this, we earn the right to kiss this city goodbye.

Even if both became law this morning, it would be a year before the framework was in place to start producing tax revenue. State fiscal year starts July 1. Very strange the lack of reaction from financial watchdogs.

Pension Holidays, poor returns on investments (DV Urban Realty etc.) and huge fees to manage fund are reasons for pension failure.

Cannot agree with that, been retired a few yeras, went to other states looked around, and everywhere was better like when you go on vacation it is always better than where you live, try living somewhere else for say 3-6 months to get a taste of that area. Personally know of at least 10 coppers that felt the way you do and they did exac\actly what you said they moved away, but now they all moved back in the area due to some of these factors:

1) Hard to start all over with friends
2) absence of transportation like transit,airports,trains
3) We have some of the best hospitals not just in the country but in the world many fly from all over to get care here.
4) The food choices
5) Family is here and no matter the higher cost reality is family is everything especially as we age

Have you been to a gathering of retired cops say at FOP meeting or event and notice all the retirees still living same neighborhood,same people that had your thought process?

Unlikely to pass the General Assembly or voters. Other than threats of taxing pensions, we won’t see any movement here.
Squeezing revenues from the tax base to spend on entitlements and bloat govmint is a time honored IL tradition.

What else is left to tax the shit out of?
Legalize and taxing the weed, but that doesn’t include low level cartel supplied dillers - whom even collect IL Entitlements.
Raising the taxes on the few left working, that’s no problem.
We don’t want jobs and manufacturing here, we want voters and housing filled with those who expect and demand free stuff.

Sure, taxes can cause evasion. But liquor taxes average about 20%, and since they're calculated on volume, not sales price, they're a higher percent of the cheap booze that moonshine competes against. And while moonshine is still a thing, it has a very small part of the alcohol market.

The other point of comparison is to consider cigarettes in New York City. Marlboros are reported at $14 in NYC, slightly below $5 in the cheapest states. So NYC is effectively taxing them about 200%, which may be somewhat self-defeating. Studies of discarded packs estimate that a little more than half of all NYC cigarettes are smuggled in from out of state (often sold on the street or in bodegas, but also mailed and brought in for personal use and for friends).

Now, marijuana still costs more than tobacco, so I'd expect that the point where you'd have half the people evading taxes is a lot lower than 200% of the pretax price. But a 20% tax ought to be doable, raising some revenue without much of the market remaining illegal. Providing, of course, that the licensing costs are minimal (why should it take more than $100 for an initial inspection and to be handed a rule book?) and the regulations clear and reasonable (e.g., security doors, secure cash handling, ID checks required).

Once you get the full brunt of all the new taxes coming your way those smart old timers will relocate to Wi or In close but not in state anymore. My advise is get out while your property values are good because once the Exodus begins values will fall. Surrounding states will see a rise in values so leave now and sell high and buy low.

they seem excessive but the total amount of Pensions over $100,000 doesn't really make all that much difference. Problem is that way too many promises were made to employee unions in exchange for votes for both parties but mostly for Democrats. It is just way too easy to retire at 50 or 55 and get a full pension for 30 years or sometimes more. The system was never designed around those kinds of numbers. Plus most of the pension plans were never funded back when people were accruing all these benefits. You can't really undo that problem even if you fixed the problem of excessively generous benefits.

Anonymous who mentioned taxing out-of-state pensions has a VALID POINT. The money is NOT recirculated into the regional economy that is liable to pay for it THAT is important.

To all those who have a "sense of entitlement" as strong as a welfare recipient - time to wake up and smell the Starbucks.

This state is BROKE and something has to change in payment of over-bloated pensions, double pensions (collecting from two or more funds) and all the gaming of the system to get higher pensions to where they are six-figure and above.

If pensions are paid out-of-state and they are above $90,000 - they need to be taxed.

You got paid more here because we always heard "it's the cost-of-living, we gotta get paid more."

Well, the cost-of-living is a double-edged sword. You move to a cheaper place - you can give some money back.

OR - get that state's pension equivalent for the same job. Take your pick. If you were a Sergeant here, you can get the equivalent of what a Sergeant would get in your new state.

"OH - THE COST OF LIVING is NOT a FACTOR!" Oh Yes it is. You used it to get more so the pension is based on Illinois, NOT Florida or Missouri or etc.

Well, wait until we go to Bankruptcy court to figure out what is left in the pensions. 20% off the top is a LOT better than settling for a nickel or dime on a dollar. Can't happen? It can.

ANY out-of-state pension over $80K-$90K should be taxed. And that should be retro to anyone who retired after 01/01/2014.

Keep voting us in! We WILL build back Chicago and Illinois!

Those police neighborhoods will soon become a thing of the past. Once you get the full brunt of all the new taxes coming your way those smart old timers will relocate to Wi or In close but not in state anymore. Their lives will become much less stress free and they will wonder why they didn't do it sooner. My advise is get out while your property values are good because once the Exodus begins values will fall. Surrounding states will see a rise in values so leave now and sell high and buy low.

Those police neighborhoods will NEVER become a thing of the past as long as police, fire and other city workers have to live in the city. Values will go up in those neighborhoods as there will be less areas to live in. How do you think home values got so high in Edison park, Wildwood, Norwood Park
People in Illinois are complaining about state income tax in Illinois should check the state income tax in Wisconsin. They have a higher stare income tax than Illinois and tax your pension. So before you start spouting moving to Wisconsin, do your honework

Ok... with this thinking, if I remain in Chicago after I retire, and then I want to take the grandkids to Disneyland...because I'm spending money out of state, the city should hold back 20% of my pension check ?? So... I guess no more fishing in Wisconsin for me, as I will be spending money in Wisconsin for bait and cheese....and the City should penalize/reduce my pension check for fishing out of state? GREAT LOGIC !!!

P.S. damn-it I guess I should not have put a deposit on that cruise from the Miami port in 2020....there goes 20% of my pension check again ????
