Residency is very unattractive Its also causing freshly trained recruits to bail for outside agencies. The city would be smart to eliminate residency or make it for only the first 5-10 years. Or pay a very large COLA for forced residency. Something has to change. No other agencies require residency and they get applicants from all over. Residency is antiquated and crippling for a strong police department.

The smart people and the people who are not politically correct know exactly what to do to stem the bloodshed. It has to be two prong; long term solutions and short term solutions. But, that would put a kink in the liberal black narrative of Preckwinkle and Foxx and Evans and Dart and who knows, maybe Lightfoot herself. Only time will tell. I am retired, but if I was a working cop I would do nothing until this matter shakes out and we see how the administration acts. If criminals are IN jail they cannot shoot anyone! Duh! How many of this week end's shooters have been loose on reduced (or no) bail, E.M., or just let loose because the ASA didn't want to be a meanie? Suppression works! It works better than medical models, restorative justice or community activists trying to interrupt the cycle of violence and retribution. Plain, basic truth: if criminals are IN jail they cannot shoot anyone!
Mayor, citizen and taxpayer here. I have not heard or seen anything that has made me believe that this summer will be any better than last. It is time to bring in the National Guard to help the police take back our city. Normal folks cannot enjoy their neighborhoods or homes let alone go anywhere else in the city. We elected you with the hope you would get a handle on crime. So far, it’s the same old same old. Bad guys are winning and are not afraid of you or your police command.
Bring in the Guard to help patrol the neighborhoods so police can concentrate on the war zones and let police do their jobs. Maybe a curfew should be enacted. Unless you’re working, there’s no reason to be running the streets all night. And these wildings with the kids need to be stopped immediately. Start arresting all of them and significantly fining the parents of minors. Yes, you won’t be popular with some people, but you’ll be a hero with the hard working law abiding citizens and visitors. You’re going to have to be tough and we have not seen that. There is no fear or consequences so things will continue basically unchecked.
It is also not lost on us citizens that Kim Foxx, Tom Dart, Tim Evans and Toni Preckwinkle are a big part of the problem. Time to launch them from their jobs. None of them are your friends and have only made things worse. You need to push for more federal help with prosecutions because you’ll only hear crickets from them. In fact, a federal blitz would be welcome.

When I came on the job in the early 70s and you responded to a call like shots fired you still had to make out an unfounded case report that you responded to the scene you could not find any complainant, witnesses or evidence for it to be unfounded. Then the Department got away from the unfounded reports and you just coded them out. A brilliant move to kill crime!!! Although there are false reports of crimes called in there are calls where the victim/complainant, witness or offender left the scene. Sometimes it could be out of safety reasons and sometimes they would show up elsewhere. Over the years the Department made it easier for some lazy police officers to blow off crime. I've seen instances of shots fired calls where some officers arrive and speak with a witness who says they saw the offender firing a gun or you find expended shells all over the ground. Then the officer puts out a description on the radio but still codes out the job without making out some paper. Now how does that work? They are just helping the city keeping the crime stats down. How much crime has been blown off over the years?
I love how the press says 1200 extra officers.
First, its 1200 extra shifts
divide by 3 days and 3 shifts , that is 133 officers per shift,
then divide by 23 districts
it equals just about 6 officers!
Now lets deduct the supervisors and the house mouse types that refuse to leave the station, so maybe 3 or 4 officers are left.

What happened? At about 1:35am there was a shooting. Then at around 6am there was another shooting. They're not limited to one a day at any given location. Hello summertime!

A woman has died after a domestic violence incident that prompted Joliet police to fatally shoot a man Monday in the southwest suburb.
Joliet officers were called about 4:10 a.m. for reports of a domestic battery in progress in the 1200 block of Justice Lake Drive in Joliet, according to a statement from the Will County sheriff’s office.
Officers arrived to see smoke and flames coming from the house and forced entry after hearing a “commotion” from inside, according to Will County Sheriff’s Office Lt. Dan Troike, who serves as commander of the Will-Grundy Major Crimes Task Force.
Once inside, the officers saw the man holding a woman hostage, Troike said. He shot at the officers and one officer shot him.
The man was dead at the scene, Troike said. The woman, who was the victim in the initial domestic battery call, was taken to Silver Cross Hospital in Joliet, where she was pronounced dead.

You’re kidding right? Go spend a warm weekend night in 011 of 015. You can hear loud reports ringing off all night, shot spotter constantly calling in shots. No casings, no damaged property? And you want to make a report? For something that potentially could’ve been fireworks? There’s not enough coppers in those districts (and I know, they’re fucking flooded with them) to sit down and do a report for every single time they hear loud reports or every time the guy in the shot spotter room reports shots. Shot spotter indeed can lie, sometimes it’s fireworks. It happens a lot. Regardless, You show up, no one is hit, no damage anywhere, no evidence a gun was even fired. so what is this case report for? I visited a couple of countries earlier this year where poverty is pretty much a way of life. Physician salaries average the equivalent of $150-$200 per month. People with advanced degrees can’t get good paying jobs in their fields, so they wait tables instead. These are civilized people with pride who will work hard to make an honest living in order to make ends meet. They’re not looking for handouts and don’t rob and steal in order to fulfill their lifestyle. Sure, crime exists, but it’s a far cry from what we see in Chicago and other large cities in the states. Why? Because they’ve been raised by responsible adults, repesct others and aren’t entitled pieces of shit who glorify gangstas, violence and material bullshit.

Umm... yes we did, and we still do. Stop and frisk is perfectly legal as long as you do it right. You can't just stop and frisk people for no reason, and you never could. I hope neither of you are the police, but I suspect you both are. If you can't be bothered to learn the simplest of things that apply to being the police, what the fuck are you doing on the job? I know the academy isn't actually teaching anyone anything nowadays, but your lack of knowledge is astounding. The ISR is for documenting "stops," and the "pat down conducted" part refers to a "frisk."
Mayor Lightfoot is not or ever has been a member of the Democratic Socialists of America, really its not fair to spread that on the blog. Her diatribe about disinvestment on the West and South sides was so pointless since she has zero plan for investment. Both of the last two Mayors tried various retail development schemes based on tax breaks and in the case of Target they pulled out as some as the agreement expired, reason being there is not enough money for a customer base in many communities including for full service food stores.
Her idea of increasing the detective force to increase the murder clearance rate makes sense, but it requires not just more bodies but realistic case loads and really the development of community based intelligence. The community members are staying out of the informer role because they have no protection from gangs and drug crews over the long run, in some cases their own family members are the likely shooters. How many times a year do family members come to the cops and say my son is a convicted criminal on probation and he has a gun come and get him? Pretty rare really.
Lightfoot by the way does not live either in those communities, she is in Logan square for years. It took years, and years for the higher income members of that community to buy out most of the gang banger homes. She knows the truth of the situation.
So Lil Lori wants to neuter the albermen by reducing their perks.

The recent succession of retirements is a ripple effect from the building boom three and four decades ago when the city hired additional police officers and firefighters to match the growing population.

Since 2016, the Police Department has hired 79 new officers as a result of retirements or resignations, Police Chief Robert Marshall said. The department is authorized for 169 sworn officers.
In the last five years, the Fire Department has hired 50 to 70 new firefighters, Fire Chief Mark Puknaitis said. The department has 193 full-time firefighter positions.
While the city’s Police and Fire Commission maintains a list of candidates to fill the spots when an employee retires, Marshall said it can take months before a candidate goes from the list to working the streets as a police officer.
New police recruits go through 14 weeks of police academy followed by 20 weeks of field training. “That’s assuming everything goes well,” Marshall said.
He estimates on average it takes 10 months before a recruit is ready to ride solo in the city, which means the latest batch of officers won’t be hitting the streets for several more months.
The Police Department overall is getting younger as some officers retire and are replaced by new hires. Marshall said in the past year alone, his department has seen 20 retirements, 14 sworn officers and six civilians. In recent years, five of the eight commanders were replaced as well as a deputy chief.
Marshall said staffing in his department equates to 1.1 officers for every 1,000 residents. Comparable benchmark cities have 1.4 officers per 1,000 people.
“Just to get to 1.4, I’d have to add 204 more sworn officers,” Marshall said.
Marshall said hiring new officers is constant at this time and the turnover should be complete in five years.
Puknaitis said the turnover of fire retirees should be finished in three to five years.
Once that happens, staffing levels should remain stable for another 20 years until the retirement cycle begins again, he said.
In the meantime, the department expects to hire 15 to 20 personnel over the next two years. About 30 firefighters have enough service time to retire or have reached the age to retire, Puknaitis said.
The department has filled the vacated retiree positions, the chief said, adding “we’re currently only short one person.”
Before being considered by the Board of Fire and Police Commissioners, an applicant must take a written exam, provide a valid paramedic license and show proof of a valid Candidate Physical Ability Test, or CPAT, card with ladder certification.
Because Naperville is recognized as a high-caliber and destination department, Puknaitis said the Board of Fire and Police Commissioners does not have trouble maintaining a list of candidates.
The chief said firefighters may start out in other cities with the hope of getting a job in Naperville.
“When we hire people, they stay until they retire. We don’t lose people,” Puknaitis said.
That helps the Fire Department remain fairly stable too, he said.
A $1.3 million federal grant is helping pay for the city’s fire recruitment efforts.
