- I wish I could make this stuff up but I can’t... as we know Sadiia Carter is the Lieutenant at the JISC. At some point a few months ago, one of her Sgt’s brought his new new puppy to work. The idiot Mrs-Lie-Tenant-Carter asks this Sgt why he brought his dog to work?! The Sgt knowing she’s not only a liar but an I-D-I-O-T tells her...”it’s my service dog, I have a PTSD card!” The idiot-Lie-Tenant-Carter is so dimwitted that she says “ok, I gotch’you, no problem”. The f’n puppy proceeds to shit all over the JISC for the next 3-4 months.
So, while in Captain’s training (where she’s late everyday) this idiot asks OLA how she should handle a scenario like the one above...they can’t believe what they are hearing (from a “f’n Lt. of police”).
OLA proceed to explain that we do not allow officers (or Sgt’s) service dogs for PTSD. She looks befuddled and can’t seem to grasp what she’s being told!!! She finally (after months & looking like a fool in Captains training) asks this Sgt where’s his PTSD card...he tells her that she’s insensitive & he’ll discontinue bringing his service dog if that will make her happy (lol). That he (the Sgt.) doesn’t want to discuss it any further because it’s agitating his PTSD.
Remember kids...earned, not given.
We're surprised no one tried to sell her a time share.....or a bridge.

Someone yesterday pointed out we are longer a law enforcement agency but yet a ATM of public funds and I couldn't agree more. The merit system and buddy picks have infiltrated this dept so bad that it's finally starting to collapse under the weight of it's own bullshit. These people ARE NOT cops yet pose to be and someone end up in the upper ranks. This job is dead.

You got it right. The LT should definitely pull a number for having that fool make a fool out of her. Sure the LT was gullible and maybe should have looked into service dogs being used by on duty members. Just because a LT either isn’t knowledgeable or not willing to get that knowledge doesn’t make it right for a subordinate to lie to get what he/she wants.

You have that right. When I got on 23 years ago a Sgt. said to me. Some people take this job to be the police, and some take it to play the police. You have to decide which one you want to be. Sadly the upper echelon is nothing but Play Police.

Just an FYI, the zoom capability on the camera affixed to the helicopter is amazing. Second, the camera on the chopper records. If they have legit sales on camera which is recording it would actually be valuable in court. Kinda like if you see sales recorded on POD camera.. take some lessons in court youngster. You can easily and clearly see people’s faces with that camera even up at 7000 feet with no problem. You didn’t know that? Just like you tactical warrior, they also have a job. I know that you get a bag of dope a day and think that you are the real deal but you’re not.. a blind guy could make a dope arrest in 011... so take it easy.

Everyone has always dumped on the JISC since it opened. The plain fact is, that it does not need to exist. The JISC was an answer to a question that No one had asked. Since Federal money keeps it open, I imagine it will stay open forever. Someday, CPD will send the manpower back to the areas, and close up shop. It is a manpower drain, and a failure.
That being said, 80 percent of the bosses in the JISC have been some of the worst CPD has to offer. It seems the JISC always gets the bosses who have a phone call, but cant seem to make it to the rest of the detective division. There ARE and or were, some good bosses, and people there. But the city upon opening it, turned it into a dumping ground for undesirables. That's a formula that always takes generations to fix.
When it opened they were Shang Hai'ing detective to fill the ranks. Police officers came to get out of patrol. Not knowing what to expect. At least that practice has stopped. FOP did nothing to help btw... Most of the Sgt's and recent LT's, are playing "Game of Thrones" in their own little fiefdom. Quite simply, a small macrocosm of CPD culture.
Carter fits right in there. A take home car, a corner office, papers to shuffle, and how many people can her incompetence really hurt there? Manpower is quite decimated. Morale is low there, but it is everywhere. JISC has had a suicide or two that could have been prevented IMHO. I hope there is no more of that.
In Summary, the JISC is just another inside CPD unit where people are doing their time until they can retire. Not exactly a utopia, but a port in a long storm. Boss holes will come and go there. Lie Tennant Carter is only a temporary albatross around the neck of the JISC.
I keep waiting for CPD to wake up and realize what a horrible mistake they made when the opened up that can of worms. It will take some political will to close it. Let us hope it comes to a natural death soon.

The police department always has been political and clout has always controlled most things. But, even with the City Hall intervention, many people were promoted without clout. That includes, detectives ( this was always by test score only), sergeants and lieutenants and many captains. The gold stars were always controlled by City Hall. Since the early 90's under Daley the kid, things got progressively worse.He brought in an outside agency to supervise promotion exams, but did not like the outcome because of the lack of minorities on the list. So, in came the "merit" promotions. I know of two cases in which black quota sergeants came back from a leave of absence because they were running their security business, to make " merit" lieutenant. Neither of them even bothered to take the exam, but were rated qualified for lieutenant. They even got back seniority and pay. Both of them were subsequently appointed captains. That opened the door for what is occurring today, where most of the leaders of the department were appointed up through the ranks. There is a captain in 010 who was a merit sergeant, merit lieutenant and a merit captain and never left the 010 district. Until this system is changed and politics taken out of the department, nothing will ever change for the better.

That's tricky because I don't think federally you're allowed to ask why do you need a service dog or "show me your papers." You're only allowed to ask what functions the dog performs. I don't know if a service dog vest is required. That's probably why a lot of people get away with various types of "comfort" animals on planes. If you can't ask who is going to tell?
The Lt.is obviously dimwitted. But this Sgt is a real jagoff. Who in their right mind would do that to his work place and Co workers. I get that the Lt is the point of the story,but if I worked there my real issue would be with the Sgt.

They always get event numbers for homeland security checks....Such as checking on the intake cribs; then its off to Ohare to refuel, and the tour is over....Do a UH on a PCAD sometime.

Was on the job a long time and never saw anyone stay in the same District upon being promoted to all three ranks. It just doesn't happen....especially in the Sgt rank.

Was on the job a long time and never saw anyone stay in the same District upon being promoted to all three ranks. It just doesn't happen....especially in the Sgt rank.
