A follow-up comment to yesterday's post about Lie-tenant Carter's bullshit:
- It should be noted that she was attempting to gain entry through the fire door because she was late for class. She was only in a hurry because she was given a heads up that a federal monitor was sitting in a class all day and was told to report immediately.
Late for class? Who's keeping track?
- Everyone in the class says she was only there half the time this past week. She must be very important or something.
For everyone keeping score at home:
- couldn't score in the top 1,000, so gifted a sergeant spot;
- part of the Gene Williams "study" group that had the test, so made first lie-tenant class;
- sent to Captain school, but can barely be bothered to show up and has to be called at home to show up because a Federal monitor is auditing the class for Consent Decree purposes.

OT: while on the topic of leadership, let’s talk about St. Jude. What a mess! Took an hour to get from King Dr & I-55 to my parking spot, which was on the sidewalk in front of the Field Museum. As I parked I can over hear a Sgt. directing traffic having a conversation with an acquaintance who was in a car. He essentially said they didn’t expect such a big turnout, must be cause it was such a nice day. He then admitted they didn’t have any place else to park cars and had to improvise. Meanwhile the lot south of 18th St. sat totally empty. If only there was a way to predict how the weather would be; especially on a year where we had four line of duty deaths.

K. Johnson, merit goof x3, given a Commanders spot by the present Superintendent, was stealing his dead moms social security checks for some 20 plus years. Leaves with a Cmdr pension. What’s going on with that ? Pension board ?
Maria P., caustic soap idiot, forces some middle school kids wandering the halls (while she was security) to eat some industrial soap as “punishment” & locking them in the girls washroom doing this dirty deed. This of course leads to civil rights lawsuits by the parents. This also was somehow ignored by everyone and she proceeded to get 3 merit promotions up to Dep. Chief. Wtf.
She also ignored the Merit General Order and although ineligible, submits a merit package for her friend M. Bulnes who then miraculously gets merit promoted to Lt. MP recuses herself during the merit interview because she was on the board. Everyone on that board should have refused to interview Bulnes, Suoerintendent Ed oks the promotion. All against their own written policy.
The ineptness continues, Bulbes is now promoted to Cmdr.

The “Peter Principle” (from 1969) says that, in a large organization, a person is promoted until they reach the point where they are no longer able to do the job, then they are stuck in that position because they aren’t competent enough to get a promotion, but the organization has no mechanism to “demote” them back to where they were competent.
I propose the “Chicago Principle”: police officers are promoted through ordinary processes until they reach the point where the demands of the job exceed their abilities. THEN certain people - those with connections (“clout”) - are given “merit” promotions until they reach the point where they can’t even COMPREHEND the requirements of their job..
And then one of the resulting “hyper-incompetent” candidates is chosen to be Superintendent.

Back when Mrs. Carter was the admin Sgt. At A2 it was obvious how clouted up she was and how she had the same attitude. She would continually arrive late for her tour, her office was littered with a dozen pair of shoes, her then boyfriend who was assigned to narcotics as a Sgt. Would show up, put his feet on her desk and essentially loiter. It got so bad that then commander Green had to tell Eric that "This is a place of business, get your feet off the desk". They are quite the pair. As a patrolman Eric showed up to 004, day 1 he was assigned to tact where his most significant arrest was a 1 bagger. It was clear he was marking time until his juice gave him chevrons. Sadia in the mean while was never the police and this showed time and again when she would fail to show the slightest aptitude about her job let alone respect the people who had to work around her. Totally classless.
I was shocked by her salary amount; truly fraud made large, to have unqualified stupid people earning way way more money than legitimate master-degree private-sector folks who graduated from real universities and work HARD for their salaries. This is what passes as good governance? As a taxpayer I'm appalled, just appalled, and can't wait to get out of this shit-hole.

Also, who’s monitoring their comings and goings and how many hours they are working for these high salaries they receive? This department needs an overhaul starting at the top. Get on it.

She didn’t even wait for father Brandt to read off the names of the officers who were killed last year. The families of the officers sat there waiting for the names to be read as she decided she had been there long enough and left. What kind of mayor shows no reproduction for the fallen officers and their families. This was horrible to see and let’s me know how she truest feels about the police.

Off topic, A 24 year veteran of the Biloxi Police Department was shot and killed Sunday night in the city’s public safety building parking lot, which is the main headquarters for the BPD. Officer Robert McKeithen was planning to retire next year. The suspect, a black male, is still at large. At least Mississippi still has the death penalty.

1st Watch is tough enough, unless she is on 1st Watch all by her lonesome somewhere, but if not, please keep her wherever she is currently assigned.
The lie-tenants will be the "infections" that keep on creating instances of this type long after the higher rank conspirators are gone. Some instances will become widely known, such as the alarmed fire door instance, while others will be less known, but nonetheless, all will be negatively impactful on the troops and the department as a whole. It is like a computer virus set to activate here and there on many unspecific dates in the future. You just never know when it will rear its ugly heads.

Merit promotions in the Chicago Police Department have gotten so bad, they remind me of the narcotic, open air markets on the west side. Open and Notorious. Merit promotions guarantee the recipient, 1. A higher salary, and almost always, 2. A nice district assignment, 3. An eventual spot into a unit, and 4. Another merit promotion! Reward upon reward upon reward! How much is enough?!
The Lieutenant merit promotion almost always guarantees another merit promotion to Captain, Commander and depending on how connected the asshole is, a choice assignment. Wash, rinse, repeat. Earned not given. Steal, steal, steal.
Unfortunately, the job has been lost for awhile since Eddie took over and let his friends run wild. "This is our turn now!" is what Eddie was heard saying numerous times.

The simplest response to the on-going problems can be summed up with this analysis. People use to join CPD to become police, now people join just to have a job. No heart or conscious for many who wear the blue. I wanted to be the police. I was the police. I have nothing but good memories of the job. The job took care of my family. This is what merit promotions and not firing individuals breeds.

I was at St Jude Sunday and I stayed for the inter faith services and after Supt Eddie Johnson said a few words the St jude league priest got up to speak at which time Lori Lightfoot stood up and walked off the stage. She didn’t even wait for father Brandt to read off the names of the officers who were killed last year. The families of the officers sat there waiting for the names to be read as she decided she had been there long enough and left. What kind of mayor shows no reproduction for the fallen officers and their families. This was horrible to see and let’s me know how she truest feels about the police.

What kind of Mayor you ask? One that’s not in office yet who has neophyte schedulers and advance people who don’t ask the right questions and screwed up setting the departure time based on the program.

Absolutely. It is just a job. Law enforcement is a dying profession as it is. If your treating it as more then a job I have to ask what world are you living in

Saadia Strikes Again.
Why did Saadia Carter have a P.O. call Area South Violent Crimes yesterday to try and get confidential information about a sensitive case? P.O. was told to go pound sand. Not the first time Saadia put a P.O. up to doing her dirty work. The Dept should be looking at her for media leaks on confidential/sensitive cases.
