At the Academy this past week:
- I’ve never been so happy I took a job in the suburbs over Chicago. After we all got screamed at by one of your lieutenants to open a secured alarmed door at your academy we then were told shes going to be a captain and no one can talk to her because her husband is a deputy chief. I may be a “recruit” but Ive got enough time on to know a corrupt organization when I see it. I was embarrassed for CPD to hear a full uniform lieutenant screaming “I’m a mother fucking lieutenant of police open this goddam door” and then walk away when the alarm rings and instructors start running.
Who could this possibly be?
- “Mrs-Lie-tenant-Carter stepped on her over sized ego this week. She ordered recruit(s) to open the (alarmed) emergency doors. The recruits explained they could NOT by order of the Deputy Chief. Mrs-Lie-tenant-Carter opened her jacket & stated “I’m a f’kn Lt. of police, open the damn door”. So, they opened the door & the alarms went off!!
The recruit(s), when questioned re what had transpired explained the Lie-tenants statements and demands. They were asked to memorialized it in a To-From. Unbelievably, no truly unbelievably...when Chief BW gets the To-From she orders Captain Murphy to SPAR Carter. But of course, Murphy only counsels her. She was pulled outta class and made-a-fool-of (by BW).

Is it a codified requirement that the superintendent be a cop (or at least have a law enforcement background) or is it merely tradition?
While having a LEO in the top spot gives the street cops a warm fuzzy because “(s)he knows what it’s like in the trenches” wouldn’t it be better to have someone with a fucking clue on what it takes to run an organization of CPD’s size?
Special Ed may look pretty with all the fruit salad on his dress blues but, frankly, half the horses in the mounted patrol unit have better managerial skills.

The Commander immediately dispatched all the robbery dicks to aid the Victim Sergeant.. The good Sergeant stated she almost subdued the offender, but when video surveillance was recovered it could have not been the same robbery victim..why it showed a female running like hell.
When the yute was picked up a couple of days later, she was unavailable to view a line up.. Definitely Merit Command material....

Has a foia request been done on Ferguson's "investigation" into the cheating? If the rumors are true and emails clearly show that they cheated, how could he cover it up? The fact that those rumored to be involved in the upper ranks, retired quickly during the investigation, is also a compelling fact that adds credence to the probability that evidence exists, evidence that was ignored to spare Rahm additional embarrassment since his pick for superintendent was also involved.
Incompetency in Chicago is the way of life. I came from a suburban department before joining cpd. Suburban bosses might be anal sometimes, but hardly incompetent. Chicago bosses are the exact opposite. Both have their pros and cons. With that being said, nothing pisses me off more than being told to do something so idiotic by a boss who thinks they are smart. Most of these merit hacks couldn’t even pass a suburban entrance exam, but they are exempt members in Chicago...... go figures.

I remember last baseball season when E. Carter called the detail LT R.S. And told him to allow his wife to courtesy park on Shields for a White Sox game. The kicker, she wanted the front spot near the corner so she didn’t need to walk far into the stadium. Guess who moved his LT car from the front spot? True story!

We are a city in crisis, with laws being ignored by those whose job it is to protect all citizens (right, KIm?), drug dealing cartels operating open air markets, shooting and killing at the drop of a hat, unparented youth who can't read, write or do mathematics past the 5th grade level, but who are wearing $400 sneakers, carrying $1200 iPhones, running amok in downtown.
So, again I ask, what did you expect?
I was almost 30 when I trained at the academy. It was worse than going back to high school. I was there when the "spitball" class graduated. Immature instructors were constantly hitting on female recruits, and walking around like their shit didn't stink. Just like they train you, about integrity and honor and stuff, When I observed some recruits inappropriate and egregious acts in which discipline and honor didn't jive, I reported it. One of the people involved in the infractions had a relative who was heavy. He got a reprimand, and lost some pay. I went through the academy branded under a black cloud, and was told in private that "I was not a team player" by my homeroom instructor. Just before graduation (2nd or 3rd in my class), I learned that they did evaluations on everyone, prior to assignments, and mine was lower by 5 points and everyone else had the same score in my homeroom. Even those who eventually failed the State test and had to be let go.
Fact is: This department doesn't like whistle blowers who upset the "clouted" ride on a free donkey cart. I hope the recruit who did this escapes any secret punishment. I have had a fine career, and give thanks for what I have achieved on my own merit. Given the same hand, I would do it all over again. Fortunately, I learned about honor in the Military and not CPD. I believe you should never hang your head, if you have done the right thing.

There is no way that Captain Murphy, himself a beneficiary of clout will spar Lt Carter. The counseling forms will disappear and this episode will be buried. Heard this story too. Broads been an hour late every day and the Academy calls all the captains because the consent decree monitor made a surprise inspection that morning so she tried to shave 30 seconds off her late time.
This is a case where the department that keeps claiming they are changing has an opportunity to not promote this individual who obviously is a horrible choice as a leader. You can even trust her not to enter a door, yet we are supposed to trust her with our safety. NO WAY.
If she doesn't take time, that means it is ok for all the recruits to start using the side doors too!
SPAR is Summary Punishment. Its a form used for less serious transgressions that are punishable for only up to a 5 day suspension. Its a disciplinary document where an officer get discipline from supervisor counseling, a written reprimand or limited suspension time.

RECRUITS have no choice but to OBEY any and ALL commands. Otherwise they’re gone, sayonara. Academy exempts Pappaianou or Godsell would hand the recruit his walking papers at the end of the day had the door not been opened as ordered. No matter how stupid the order, recruits have no choice but to execute, execute, execute. Who would want to lose they’re job when you’re invested over $6,000. So don’t blame the recruits.
To all our follow new coppers at the academy, hang in there, it gets better. Treat this as a 9-5 and give no more. Your supervisors are in it for themselves... and there is no accountability from LT and up.

The nitwit Lt will simply say she was using the raw recruits to see how they follow orders, checking the building security system when the door was opened and the alarm sounded as it should. Further she would check their To-From reports for proper format, punctuation and spelling. Altogether a good teaching time well spent.

I don’t think a civilian running any police department is too intelligent. I mean, given Chicago politics, essentially, we have civilians running the department anyways in the mayor and other politicians. Look how well that’s worked out. Also, CPD will never fucking ever, see a good superintendent. Because the superintendent is appointed by the mayor, and the mayor wants a yes man at the helm. You’re never going to get a pro law and order, intelligent, well liked superintendent. Because if that happened, the community would be up in arms about why the pooleece is being so mean. So many minorities in jail. Which means a political headache for the mayor. It will just be a string of political goof balls, civilian or not, until we all retire and leave.

Yeah let me answer the question for you idiot yeah it is better to have someone who has come thru the trenches and knows what it's like to be a cop! What do you want some lawyer or politician or CEO running CPD no freaking way! This job would go to hell faster than it's already going! Say what you want about special ed he is qualified to run CPD! The Chicago Police Department administered a promotional exam for the position of Lieutenant. A Deputy Superintendent named Eugene Williams was the SME for the Department who worked with the company that constructed the test. Williams was given a copy of the final version of the test as part of his review process. Williams and Superintendent Eddie Johnson were also the head of National Organization for Black Law Enforcement (NOBLE), in Chicago. Williams, while in possession of the test held invite only private study sessions where primarily (not exclusively) African American members were invited. Those who attended achieved the top scores on the test, and have since been promoted to Lieutenant. All of those were previously promoted by the merit system becuase they could not pass the test. Many of them were assigned to the Internal Affairs Division. An investigation of the cheating conducted by a Sergeant at Internal Affairs was promptly closed. Of those promoted, there are those connected by marriage to the former 1st Deputy Superintendent and the current Superintendent, current Chiefs and Deputy Chiefs, NOBLE members, and African Americans. Those invited to the secret study group also included non-blacks close to Eddie Johnson. The new Area Central Deputy Chief Tirado and Commander of 012 Papaionnou. It appears on its face that high ranking black members of the Chicago Police Department conspired to assist connected sergeants in getting promoted by cheating, thereby discriminating against non-connected. The IG’s office closed an investigation into the cheating but never issued an available report to be viewed by those negatively affected. There was a not-sustained finding. In other words, not enough proof to prove or disprove the allegation. What methods did they use to investigate? The statistical improbability of the results of the top performers causes this phenomenon to be erroneous. It could not have happened without there being an unfair advantage for the cheaters; and a corresponding unfair disadvantage for those who were righteous in their preparation. They Cheated! There is at least one Sergeant who made a formal complaint, which facilitated the IAD and IG investigations. It appears that this criminal activity was covered up and swept under the rug; as is common in Chicago, the most corrupt city in the USA.

It sounds like she was outside the building at a location where the doors were locked, other than the main entrance. This forces all visitors to enter at a central location for enhanced security. She got the recruits' attention, who were inside the building. She could see them through the glass and they could hear her yelling and see her flashing her button. They follow her improper order by pushing down on the door handle, meant to allow an emergency exit only, and off go the alarms.

Academy exempts Pappaianou or Godsell would hand the recruit his walking papers at the end of the day had the door not been opened as ordered. No matter how stupid the order, recruits have no choice but to execute, execute, execute. Who would want to lose they’re job when you’re invested over $6,000. So don’t blame the recruits.
Dont get caught trying to use that BS its in rules and responsibilities that if you observe a crime, improper action, safety violation, even if a direct order (common sense) do not obey.. its like if you see a fellow officer or higher ranking member using excesdive force and they order to not say anything, duh!

But then again, I worked WITH my guys, they didn't work FOR me. Big difference. 5 years retired and I don't get any calls from other bosses, but I get monthly lunch invites from my old crew. What goes around comes around.

Did the Google search for SPAR. Found the document and I have never seen anything more convoluted. No wonder any of the higher ipso never get disciplined that can't figure out the SPAR form. By the time they finally get to end of examples they have forgotten why they were looking at doing a SPAR. This is what happens when you let lawyers run your organization. This form of dislike is not worth the time and aggravation in proceeding the complaint. Especially when the person will just fallback on his or her clot to make it all go away.

Fact is: This department doesn't like whistle blowers who upset the "clouted" ride on a free donkey cart. I hope the recruit who did this escapes any secret punishment. I have had a fine career, and give thanks for what I have achieved on my own merit. Given the same hand, I would do it all over again. Fortunately, I learned about honor in the Military and not CPD. I believe you should never hang your head, if you have done the right thing.
