Groot's Survey

Groot wants your opinion before she gives her State of the City address this week.

Here's a link to it.

Did you notice what is featured prominently in almost half of the questions?
  • Question #3 - Police Services
  • Question #4 - Police Budget - reduce, remain the same, increase
  • Question #6 - divide an imaginary $1000 budget among services - #1 slot? Police
Online surveys don't mean much. You can answer it many times from different computers, lie about your zip code, demographics, etc. If you know anything about surveys, you can slant the numbers by phrasing or posing question in a certain manner.

By placing the "police" question at the top of almost half the questions, does anyone else get the impression that the Department is going to be front-and-center of Groot's budget address? Kind of like the rumors we posted last week?

Lol, I worked for CPD from 2007 to 2013 before leaving to do Cisco systems instead... gee wiz... they could had got a sophomore student with HTML5 background to straighten out the survey. It’s all fucked up. I did like how the survey did not allow for lowering or eliminating of any type of tax.

What is never mentioned in that survey, which shows 'budget' numbers, is how much of that money is reimbursed by the feds or state. I certainly hope 'click-it-or-ticket" and other such initiatives do not show up as overtime paid in that budget she shows, because that is state tax money, not city $$$.

Lightfoot is going to address the City about the financial crisis we are in when she just spent $220,000.00 remodeling her office ( Sun Times article 22 Aug 19) performed by Facilities Management and Kenny Bros. Construction (lowest bidder-ha,ha, ha!!!!!!). Emanuel had the office upgraded in 2011 (Chicago Tribune 5 Dec 11 article). I can remember working in those old 1930s WPA police stations for 30 years until they started building the new stations around 2000. The firefighters had it just as bad. And she is going to give a speech on how we need raise taxes while she upgrades her office with TIF funds. She is fiscally irresponsible, and a hypocrite but has the nerve to address the taxpayers with her bullshit. This is disgusting. And yes it is so obvious on the motive for this survey.

I imagine the mayor will make deep cuts in the police budget and try to strangle the cops financially. I am not sure how that will play out in the long run, as crime starts to mount and pressure starts to build to do something. Chicago is heading toward bankruptcy, most likely within a few years. The real test will be the socialist led Chicago Teachers Union and their demands for large raises and more benefits. The teacher's union delegation raised money under the banner of the union and was featured on the official union twitter account. The union passed a resolution to support the communist who heads Venezuela. The union head, Jesse Sharkey is of the International Socialist Organization. Chicago is in deep trouble and is sinking fast, now that it is headed by a know nothing mayor with leftist viewpoints and no management skills.

So the next survey questions should be: Why does the Mayor of such a war-torn city (where mass shootings occur regularly), where there are already 1803 persons already shot so far this year, with 329 people dead, most of whom are people OF color, BY people of color, want to negate her police force further?
Is her hatred of the police so consuming that she would seek to harm more people, in more neighborhoods, in this quest for what? Vengeance? Total chaos? Anarchy?
Are she and her staff so out of touch with the reality of a city that has become so crime ridden and violent that one can not walk alone after
dark? Can't ride the Els? Can't shop down town due to mobs of "youths" pushing, running, yelling, beating, robbing clueless tourists and the people who work there?

Dammit. I tried going to the survey to see any results to date and it wouldn't let me. A Screen popped up the message that I already voted, which I did when that thing was first available. I used 60632 as 'my' zip code. Given that my M-I-L still lived in beautiful Brighton Park until 'fairly recently', why not.

I split that $1,000 dollar 'budget' up with $700 for Police, $200 for Fire / Paramedics, and the last $100 dollars broken down to $10 dollars each for some other categories, but ZERO DOLLARS going to useless feel-good bullshit that's wasted on 'the community'.

Oh, and in the comment section at the end, I suggested a new area she should consider for Taxation -- it's an untaxed Gold Mine of money -- what Democrats would call a 'Loophole'/s: a High-Rise 'Nice View' tax. The higher up you live the more you should be taxed for the great view of the City, the Skyline, and the Lake. Granted, the higher the floor you live on, your Condo's price goes up so the Real Estate Tax somewhat gets into this but that still doesn't account for the breath-taking view of living on the 30th or 40th floor compared to the 3rd or 5th floor. This Tax could also be worked out for the Hi-Rise Apartment Buildings too, like where Jussie Smollett 'lives'.

This isn't exactly a new Idea, I read that out West where folks have a 'Cabin' (better than some single-family homes) sitting on a mountainside that a 'Nice View Tax'(not actual name) was enacted. This was probably in some democrat controlled state or county. After all, everyone knows the damn Democrats would Tax God himself if they could find a way to do it.

They have been working on the budget WAYYY before this survey was sent. The questions are horrible, do not allow budget cuts, etc. Also, to state right before the budget reveal that there is a job freeze says it all. MASSIVE increases. The job freeze should have been in effect for a long time. Chicago is full of waste and patronage jobs. Streets and San should be privatized.

It's clear she's trying to shine a light on the fact that police make up a large part of the city's budget. She then distinguishes the School budget. I know for a fact that property taxes go at least in part to the schools. Where the button to click 'reduce the schools budget?' I didn't see that one.

Sure the schools' budget is not paid from the city's budget. But the revenue streams (taxes) are intermingled with police fire, school, etc.

That's like splitting a family's budget into two budgets, splitting the husband's income between those two budgets, and then asking the family's opinion only about one of the two budgets.

Lay it ALL on the table frog eyes.

The CPD budget will see cuts, somewhere. It won’t be because of survey results.
Overtime always been an easy place to start, expect the return of handover cases at the Area and Units.
Courts are empty, maybe they’ll find a way to decriminalize even more colonial laws.
Scaling back exempt spots or replaced with civilians already on the General Budget.
Unless consent degrees CAPS might be overhauled, depending on gubmint grants/sanctuary funding cuts.

Wages and benefits won’t be affected by budget cuts, unless there’s a GrootFoot bought an arbiter to chop Duty Aval and Uniforms. Also less OT opportunity through initiatives by altering manpower allotments and sneak in some last minute adjustments.
Pensions depend on active membership, no hires means less coming in and even less City is picking up and then even fewer D2a & D3 salaries for a while.

One more thing about the survey...
The City has been using the IP Address to verify all the communications.
For instance the 3-1-1 Service Requests, they know where the calls/household are made from.
They know how to manipulate and shitcan multiple calls better than the antiquated OEMC geolocation.

But this is not even addressed by Groot because there is a separate budget for CPS (and not part of the City's budget). Granted. I get the logic. But, from a homeowner's point of view it's part of the picture.

to beat a dead horse, as stated in a previous post:

So what 7% of property taxes in CHicago goes to county - so 93% (or thereabouts) goes to the city.


Let's say, for argument's sake that 80% of your property taxes goes to the city. Now your paying $10k per year for taxes, so $8k of that goes to the city.


Groot is ignoring this (I get is, she doesn't control property tax). But it's a big deal and I am far more concerned with this tax than any other (cigarette, city sales tax, parking garage tax).



In 2000 the teachers pension fund was 100% funded. Let's keep this in mind. Who fucked this all up? the City fuckied this all up, that's who. Fuck you Groot, you asked for this burden of being mayor.

Groot should start selling off assets. Navy Pier should fetch a nice sum. Put the city back in the black for about 7 months. Then they can sell off Midway. Good for another year and a half or so. Im sure they can find other stuff to sell. With any luck the pension will be solvent till I die. I just turned 55 and left, the rest of you can go to hell. Im just thinking like Daly and Rham and every other FOP fucker who allowed the city not to pay into the pension. I am Cisco guy who commented earlier, all these errors steams from what is called “Cascading Style Sheets” or CSS... since code can be inserted to read what browser you are using, and how large of a screen is, or if you are using a mobile device; which would reflect the lay out of the survey. Very simple stuff. Takes about 10 minutes to fix this whole survey for a computer science student at university.

I follow CPD news due to family connections and so far Groot seems more fucked up than homemade soap. I'm not a cop but a firefighter and I stand with my brothers and sisters in blue.

LEO's have the toughest job in America and it's getting harder every day because of idiots like Groot, De Barfo and Garcetti pandering to the lowest forms of humanity. The once great city with "Broad Shoulders" was full of hard working and innovative immigrants. Now it's a sanctuary for illegals and welfare queens.

I got out of the LA shitshow six years ago and honest-to-God, it's the best move of my life. You CPD cops can do the same. If you need to stay in the Chicagoland area for family, look to the suburban PD's for employment. You'll generally find better equipment, better management and, as you already know, an astoundingly better political environment.

Stay safe out there. The shitbirds aren't worth getting fired over.

Look here pal. Read the State Court Decision. Can Not be Diminished.

They can Eliminate Pension for new hires and go 401k/SSI/457. But I believe that to get the Unions to sign off on it, the Contributions would have to match the Private Sector...which varies between $1 for $1 up to $3 for $1 (Employre matches or surpassses Employee contributions). When I was at LaSalle Bank, it was a $2 from the Bank for every $1 I put in.

Or to put it another way....

If they start a 401k program, the City will be required to give all current employees in the Pension plan the Option to remove their $$$ from the Muni Fund and Throw it into the 401k and the 457. And since it isn't a remove due to quit/fire, all the matching funds the city has dumped into your pension (theoretical monies at the moment, to be sure) would have to come out and go into 401K and 457.

And to further the point, if I drop 45k of my Pension $$$ into the Cities Brand New 401k program, at a 1 to 1 match ration, I now have 90k in the 401k. Which I can pull instantly and dump into my 457 and pay no taxes on until retirement. And at the Blended 2% plus a few high risk stocks I have for my 457....in 20 years my 457 will be at about 750k. Plus 20 years of a 401k and SSI after 65.

Can you imagine 25000 vested City Employees doing that?

Per today’s front page story in the tribune, sterling bay to get 1.3 billion dollars from tiff fund for Lincoln yards project.
That would have been a nice raise for all city workers. Instead we are supposed to make up the one billion dollar plus shortfall in the planned budget.... who are the idiots here?

Am I the only Mouthbreather here that knows how to do an FOIA? Sheesh. Write it up. They got 7 days without a request for an Extension.

Department of Finance is the Agency. Do it Jan 1st, 2019 to June 30th, 2019. All incoming revenue generated and Collected by the City and all outbound expenditures by the City to vendors, settlements, refunds, etc...

Chicago wants to build a new police fire academy, why? Lets waste more tax payers money. There was no need to remodel the office, and we don't need a new police fire academy.

100 percent correct about that. Just your contributions wouldn’t do anything. Pension is good because for every dollar we contribute, the city is supposed to contribute two dollars. I did say “supposed”. City won’t go to a 401K because then they would have to put the two to one every payday and that’s not going to happen. Without that a 401K would be a disaster for us

Heard Lightgroot offered the teachers a 16% pay increase over the next four years. But, they want more! I don't have any fucking kids!! And, the majority of the taxpayers funding the schools live on the north side and send their kids to private school!!

In 13 years with the OEMC and the DOR/DOF I have probably filed, on average, 3 or 4 FOIAs to various City Departments on a variety of topics.

To Date, I've only ever had 1 denied.

The standard used to be a raise based on inflation/cost of living. 4% a year?? The city and state are broke. The difference between public and private sector? If more money is needed, just take it from the taxpayer. Crook politicians robbed the state and left.....teachers union didn't get the message and still demand their "fair share." Of nothing...

Puts 2 to 1 into our pension every year but were told 20 yrs ago that 2 for 1 is not enough...it should be 3 or 4 to 1..so when the city says that they put the correct amount into our pensions technically they are right...but the percent they agreed to.is not enough

You don’t seem to understand the whole pension system and are wrong. Contributions by the city fluctuate by current situations in the pension income. Below is an excerpt from a Forbes article on why the police pension along with the other 3 city pensions are failing

But by far the largest contributor to the plans’ worsening funded status is that the city is not contributing even the minimal amount necessary to “tread water.” For years and years the city has failed to contribute the “Actuarially Determined Contribution” which is based on a determination of the amount needed to pay off the underfunding over a 30 year period. But the actuarial reports provide a second number: the degree to which contributions failed to meet even the minimum standard of the new plan accruals and accumulated interest for the year.
