Great. More meritorious supervisors to fuck things up. I was a fan of some of my old Captains that ran the watch when I got hired, but let's face it, most of those Captains were pleasant to deal with because they were clouted up, making big bucks, and were half in the bag at work. They wouldn't have survived in this era of accountability. Now, the jagoff Captains that I dealt with would be even worse if they were around now putting the squeeze on coppers for numbers. At least back then I didn't have to worry about a body cam, ISRs, tazer, GPS, narcan, and all the other crap this department keeps hindering me with much to my annoyance.
Please tell me all the XOs are back on the watch instead of playing wannabe commanders.

There absolutely should be a captain on each watch. It’s ridiculous having a watch run by 3 Lts all of the same rank, all with different ideas and ways the watch should be run. There is nobody to be the tie breaker. There needs to be one person in charge that out ranks the rest that can make a final decision. I hate the way things are being run now. Bringing back captains to the watch will bring back some stability.
Is this just a rumor? Or has the dept said they’re going to make 44 captains? Would be a great step in the right direction. Nobody knows who’s in charge anymore.

Ah yes, Captains. Or, as a retired Lt friend of mine likes to call them, "lucky lieutenants."
Here is a little prediction... when they put out the list, every merit-promoted, minority and female lieutenant eligible for promotion will be made captain. Moreover, the vast majority of captain picks will come not from lieutenants already doing the job in Patrol, but from units and inside spots.
Meanwhile, the first two pages of lieutenants on the Jaspersoft seniority list, those who actually received all their promotions via test score, will remain where they are now, stuck as field lieutenants in Patrol with no hope of advancement.

Bullshit.....What we need in competent supervisors.....in LA Captians run the district and LT's run the three watches (yeah I know this isn't LA) This is a money grab to ensure clout promotions remain robust! The LT you don't like will be the Capt. that you don't like with more power and more pension!
Those two bars on the shoulders will be too heavy for many of our dainty lieutenants.

Recently retired so it doesn’t affect me one bit, but I agree that a Captain belongs running each watch.
There needs to be a defined “leader” and I use that term loosely, although I was fortunate enough to have great captains throughout my career who’d actually look out for his crew.
Having retired as a watch Sgt, the animosity there was between the Lt’s was entertaining!

Back in the day watch captains were very elusive. I remember seeing him once around Christmas. Usually the field lieutenant or desk sergeant handled everything. As time went on and they faded off into the sunset things still got done. So why the urgency to bring them back. I guess it’s amazing to see what a person will do to save their captains pension. where are there 3 Lt.s on a watch?
We used to be promoted by interviewing with District Commander of Districts we were willing to go to. The District Commander was responsible for choosing the 3 watch captains who they wanted, no questions asked, as long as they were a LT for a min of 3 years. That’s why Capts were made a Senior Executive Service tank instead of exempt or career service.
That’s what we need, more supervisors who are completely disconnected and flat out afraid to work the street getting more money draining draining the pension fund even more. The WOLT / XO system worked just fine, in fact it was better. The Commander could always make the WOLT the field Lieutenant if he / she was not on board. Now the watch is stuck with a connected captain running the watch into the ground and when the Commander is on furlough the three captains can try to see who is in charge and will find out that the tac Lieutenant is. Can’t wait to see what this crop of 44 Captains looks like. Will the Lieutenants get paid to act up when the captain is off?

I did have a Lt. fuck with me once for personal reasons and the other two lieutenants told him to fuck off and leave me alone. You already have a tie breaker. The 1 Captain and the Commander. If there is a problem on the watch and in-fighting, it should have been addressed by the Commander or Captain. This Lt. is in charge, if you don't like it, tough shit. Do what he says because he is speaking for the Commander. Then any messing around is handled by them with the wayward Lt. Been happening for years..

So what happens when the usual WOL is off and the fill in Lt wants to do things differently for his 2 days. Can the usual WOL scold him for not following his plan? Is he supposed to go run and cry to the captain or cmdr all the time about it? They’re the same rank and even tho one might be designated at the WOL, another Lt is not going to take orders from another Lt. So there becomes infighting and dissent and the watch becomes unstable because you have different visions of how things should be run. With one person of higher rank in charge, it solves all those issues. In the same sense, It would even be better to just have one Lt per watch than to actually have 3 b/c then that one has the say in how it’s run.
Many years ago had a burb copper ride along. I introduced him to the Capt.and Lt., who were sitting in the W/C office. Afterwards he asked me "How does it work with a Capt and Lt here?" I told him, "The Capt. decides what they are going to watch on TV and the Lt. changes the channel, and is responsible for getting a beat car to get the Capt. his free cigs."
