Attack of the "Merit" Sergeant

It's bad enough the Department promotes the unqualified via a corrupt "merit" process where the only "merit" is being related via marriage to a former First Deputy.

But then to put the "merit" pick into a busy District to fuck with people doing an already difficult job is unforgivable.

And to have the "merit" pick be completely wrong in her actions is downright criminal:
  • Newly promoted Sgt. [SP] is now in 011, on 1st watch and what she is doing is trying to jam guys up that are doing traffic stops.

    During traffic stop if she sees that you have occupants out of the vehicle and searching the car she will step out of her car, turn her camera on and walk up to you. Then she says, while recording in the middle of you conducting the stop, in front of everyone: why do you have the occupants out of the vehicle and why are you searching the car? You have no right to do so. Claiming that what we are doing is illegal and against consent decree. Not knowing any facts what led to the stop and what led to the search in the first place. Then saying that she will have to get a CR pulled on the officers for violating the rules.

    This started happening within a 1st week of her being in 011. All of this can be verified as it was also recorded by officers BWC.
Someone might want to send Dana Stark's sister-in-law a copy of the Consent Decree. None of what she is claiming appears anywhere in the document. And also a Training Bulletin referencing Pennsylvania v Mimms and Maryland v Wilson where officers can legally order every single occupant out of the car.

Then midnights in 011 might want to look into a Hostile Work Environment EEOC complaint and name the Commander as condoning this behavior. After all, he asked for her to be assigned to 011 as a favor to Dana.

If the boss tells you to let them loose, and wants to get it on tape, let it be so and let them own the actions of the offender after that person kills an innocent child. You were simply following orders.

Unfucking believable! She has no clue about law and procedure. Police officers absolutely can order everyone out of the car. We learned this in the first few weeks in the academy. Apparently she didn’t and also never did any police work either. She has no business being a supervisor. Maybe her first concern should be officer safety and watching their backs. The bosses need to sit her down. What the heck happened to 011????

Get one on her for incompetence and failure to promote the goals and desires of the Department. The US Supreme Court held officers can get occupants out of the car for any reason or no reason, it is not a search or a seizure.

I would pull the case in LeixusNexus but its not worth the fee.

What is the problem here.Everything that she stated to the Officers is false so advise her on Body Worn Camera and all other cameras that she should obtain whatever CR number,or generate whatever SPAR that she believes is appropriate and inform her that it is not necessary to inform the Officers that she is doing so.The process will go forward and all of the Officers can answer the false claims and when presented with the allegations.Clarify during the Stop and subsequent field interviews that the Sergeant is creating an Officer Safety issue and any further discussion should be done with the Watch Lieutenant present in the District Station.

MERIT IS THE gROOT OF ALL EVIL!!! I would love of one of the brilliant minded scholars in the mayors office or in the consent decree to take a serious look at merit. They are smarter then all of us, so maybe they explain 2 things:
1.) How is it that relatives of gold stars (and mistresses) just happen to be so much more qualified then every other person in the department for a merit pick?
2.) How is that almost every scandal and/or major lawsuit in recent history has involved a merit pick?

I was looking at the CPD website on gun offenses. It's amazing the number of AGG UUWs that were preceded with rolling a stop sign/light or some other relatively-minor infraction. In non-Bizarro World, this is the broken windows thing. Bad guys breaking big laws usually can't be bothered with the small laws either. And then you have bags of shit like this, who are hot to protect the bad guys, at the expense of everyone else. I'm sorry to say, I think this is what the people of Chicago have asked for. I guess, let them have it.

Michigan Vs Long. As you can articulate why you believe there are weapons in the vehicle, you can do a pat down of the passenger compartment that is accessible to the occupants. The safety of the officers outweighs the mild inconvenience of the passengers. So tell her to go pound sand.

I bet you are. But working in the suburbs can also be a minor hell. I have had friends who were in the burbs and they did not have great conditions, and being so small they had no place to run or hide. Things change.Be safe out there as no place is safe these days.

I can say with a 100% degree of confidence, that nothing you do in 011 will ever make one slight bite of difference. You might get some slight degree of thrill and great personal satisfaction with taking some of these shitheads off of the street, but there will always be more to replace them. I came on the job in 1968 and spent most of my career on the West side . Now reading this blog and watching the news, I can also see that it is just as bad now as it was then, with one exception; we had better bosses back then. You have only aholes now, a holes that will not back you up even if you are doing a good job. These merit clowns will burn you if they can. The anxiety and stress is not worth it. Give these progressives what they want. Just answer the calls, call for a sergeant for every job and let them make the decision. Don's chase anyone, don't make traffic stops, don't enforce quality of life issues like drinking on the street or urinating on the street, don't ask to work tact. The days of pro active policing is dead. I live in the burbs now and you don't see much of this going on out here. The cops don't even patrol the street, they just answer their calls and make DUI and traffic stops at night on the major streets. They surely don't chase anyone and out here in palos the thugs break into cars nightly.

This is the watch Lt's duty to step up here and have some balls or guts whatever gender they may be and tell her to knock it off. If anyone then gives the Lt a hard time let the Lt. get a hostile work environment complaint due to the fact that the Lt was doing their job but was stymied because of the Sgt's clout. Two can play this stupid game. This should abosultely not be allowed no matter what district you work in. The PO's already have a tough enough job there to not have to even think about this kind of crap from a no-nothing sergeant. That being said the PO's still must be respectful of her rank and let the LT handle it.

Keep in mind, the Supreme Court decisions only give the broadest legal authority- authority which a department can, by policy, deny and discipline for. The driver can't sue you but you can still get screwed. Keep that in mind when you're pulling over shady cars and ordering everyone out hoping that someone will drop a baggie. She's one that never should've made it out of the academy. From day one she constantly got her whole class in trouble and made everyone else "pay" because of her sense of entitlement. She almost failed the range but blamed it on racist instructors.

In 015 she worked a school car from almost day one and got butt hurt when Babs dumped her from the school. You can count her years of actual street experience on one hand.

It's a damn shame that Cato wasted a merit pick on this clueless excuse for a police officer.

Don’t agree with her, but you left out an important part of the supreme courts decision, the last two words, reasonable suspicion. Isn’t that what she complaining about? Why are you stopping the car? Since the consent decree things have changed and are being looked at closer for the reason for the original stop.

Michigan v. Long, 463 U.S. 1032 (1983), was a decision by the United States Supreme Court that extended Terry v. Ohio, 392 U.S. 1 (1968) to allow searches of car compartments during a stop with reasonable suspicion.

Stopping cars because you want to might land you in some trouble. Recently a Deputy Sheriff curbed two male blacks for no apparent reason. When they asked why they were being stopped he replied because "I'm a police officer and I can do what I want." Video surfaced and shortly after he was fired. You might want to get with the times.

Sergeant First Class Oscar B. Ware was a Green Beret serving in Bosnia. There was a Navy SEAL assigned to Oscar's team. Why am I telling you this terrible tale? Because I saw Oscar a few years later, a newly minted Master Sergeant, "leading" a team in Iraq. Yep, the military has a merit system too. Even Oscar can't explain how he was promoted. You guys are not alone.

And to search the car of course you need a reason. Nothing in the comment you responded to said you don’t need a reason to stop or search the car. It said you don’t need a reason to get all occupants out. So I don’t really understand your response. Either you didn’t read the comment your responded to your you’re SGT Sharon price. Second mope found. Your reading comprehension is as bad as your understanding of proper sentence structure. Did he say “because I want to” referencing the reason for the stop? Or was it said in the context of why he had occupants out of the vehicle? Hint: it’s the second one. And they are very different things. Try picking up a book and reading it for once in your life.

Read the law above, the first sentence. It states in order to pull over a car you need reasonable suspicion. Only later it states a higher level of probable cause if you search a car. You must have missed the beginning

The 1977 sergeant exam was going for 5 grand. I know that was the offer given to me. The 1987 lieutenant exam was controlled by Ald. Beavers and I heard the price was high. This is all a travesty but I don't thinks things have changed much wit the BS merit system.

Interesting story. The promotions boards have an unofficial quota to enforce and promotions are based on education, awards etc. By, the way, I had a friend who served in Bosnia with the US State Department as a police advisor. He was in a mountain town and was unarmed. When I told him he was nuts to do this unarmed, he told me he was never in danger and did not need a sidearm. I still question that
