- A man accused of fatally shooting a man who was dating the mother of his child last week in University Village was released on bond several weeks earlier on charges of resisting an officer. Ed Rush, 24, now faces charges of first-degree murder in the death of 20-year-old Rayveon Hutchins, according to the Cook County state’s attorney’s office. In a bond hearing Tuesday, Rush was ordered held without bail.
Rush was allegedly seen on camera and by a witness approaching Hutchins in a parking lot by his car about 11:59 p.m. Nov. 22 in the 1200 block of South Throop Street and firing shots, prosecutors said in a bond proffer. Hutchins was hit in the head, hip and back, and was pronounced dead at the scene, prosecutors said.
At the time of the attack, Rush was on bond on a September 2019 charge of aggravated battery of a police office, according to records. He had been placed on electronic home monitoring, and records show he was out of his home during the shooting, prosecutors said.
This must be another of those non-existent "horrible incidents" that Chief Judge Timmy Evans says aren't happening. Has any reporter contacted Hutchins' mom to see if she's on board with that?

I said it before and I’ll say it again the only way this is going to change is if the families of these victims speak out and act like the “community” acts when an officer shoots their little angel’s. This woman had her entire life ahead of her. I can’t even imagine what her parents must be going through having their child ripped away from them by a savage animal who should be in a cage. Her parents should be doing a non stop media blitz and seeing what legal action if any or even who’s name they can drag through the mud who’s responsible for this animal being allowed to walk the streets.

I guess the UIC Circle campus area is still a dangerous area. Few weeks ago he took off on Blue Island, rammed one of their Sgt’s squads, almost hit a copper. He was finally picked up. Charged with several counts of Agg. Fleeing, Agg Assault with a Vehicle, CDP to their squad, etc. THE GUY GOT EM AND WAS SENT RIGHT BACK OUT ON THE STREET. The very notion of fight risk, the very thing they “don’t” want on EM and they put him right back out. What’s the point of our court system any more??
Tom Dart started a home call unit a few years back. Everytime you call off sick,they harass you at your home. He has over 50 brass and directors all making over 6 figures and only job function is to do home checks on officers. The system is so messed up multiple officers on leave, at family funerals, on paternity leave,IOD, are confused with sick call offs. Multiple officers have been harassed with calls at family funerals. Dart created this unit cause of mass call offs mostly created by low morale. The budget shows call offs have only gone down slightly despite him spending millions having this unit. The union flat out asked him why he monitors his officers better than the multiple felons missing from EM custody. If this was any other sheriff, he would be done after the first murder committed by someone under his custody. But the media doesnt report this which is insane. Dart is the most incompetent Sheriff in the history of law enforcement. He screws up everything he touches. You have lazy officers who would call in 3-4 days a week getting humdreds of thousands in back pay/reinstatement because Dart couldn't even put together a legal merit board.
How is this not front page news. When the Sheriff constantly loses these criminals how is this different than someone escaping the jail and committing a murder.
I pin this mostly on the Sheriff. Fart would cry years ago how crowded his jail was and constantly blamed Evans. Now he wants to blame everyone else for this mess after little tommy cried about too many scary inmates. Now he has about 30% of actually inmates other sheriffs had in house and the jail is more out of control than ever. Fart is like the guy batting under 150 on the baseball team and eeveryone is trying to figure out how hes still on the team. Loser
A friend of mine at jail said they have had like 30 people die there in last two years. When are the feds going to take over that mess.

In 2006, the sheriff budget was 385 million. In 2019, 630 million. During Darts disastrous tenure the Sheriffs office went from 7300 employees, to 5600. Dart has added several hundred administrative political positions and cut litterally thousands of officer positions. In the Deputy division, the last officer hired was 2006. Wouldn't it be nice to have 2000 more officers on the streets to reduce crime and locate these missing felons. Instead the Sheriff decided to destroy the department with political cronies hiring and blatant dereliction of his Duties.
Why aren't the families of these victims suing cook county? And this restriction of not being able to sue judges is corruption at its finest.

There was a sworn officer with cancer on disability for over a month the unit would come to her house everyday. It was more than a month before they communicated she was disability and not calling off sick. Really is almost impossible to describe how dysfunctional the sheriff's office is. There was an officer who failed drug test in 2002, was fired. He was on the time sheet for 15 years until sheriffs personnel realized he was gone. It was the running joke at our facility. We always joke it's a good thing the Sheriff is not too smart or he would be dangerous.

Dart is very much culpable in this but he’s far from alone.
This all started many years ago when Taxwinkle would constantly cry there’s too many “black and brown people” in jail.
Then when her puppet Kimmie got installed as S.A. she’s doing everything she can to keep “black and brown” people out of jail.
Timmy, clueless wonder, Evans also plays a part in it.
NOTHING will ever change unless they are held legally and civilly accountable for their actions!

In response it is understandable with the absenteeism problem. But the resources the sheriff utilizes on this is crazy. I called off with 780 sick hours they showed up at my house, refused to answer. They called me multiple times and came back a few hours later. It was two high ranking officers each assuming as the above post indicates making at least 50-60/hr using taxpayer subsidized unmarked vehicle. The last time calling off prior was three years ago. Thinking later they had two brass hunting me down, a non medical abuser by any stretch. Their primary job function that day was to look for ME, not the thousands missing on EM. Absolute insanity that should drive all taxpayers insane in my opinion. Retiring in next few years using up all my sick time, will get to know these guys well. Having surgery soon and will be burning my time, what I hear is this crack squad often confuses officer on disability with medical call-ins. It will probably be a month or two before they realize it because will not be communicating with them or getting door. It must be a rough job checking on a few officers, eating at hog wild half-off everyday on the taxpayer gravy train.

Dart was born with a silver spoon. He gets along with nobody in the department including his hand picked exempts. He treats people like trash, and almost all of his top picked brass have left. Everyone, hates him but he puts on this big phony nice guy act to the press and influential people. treats the little guy like the scum on his feet. Never acknowledges or says hello to officers.
