Turned into a mass shouting match between bosses...Desk sgt refusing to approve "unconstitutional " arrests, Commander ordering him to! Huge cluster! What kind of moron would order his Tact teams to sweep corners and bring twenty arrests into an already infected police facility during a pandemic, endangering officers, their co-workers and thereby every officers' family after all was said and done....for an offense Crimesha has no intention of prosecuting? We made some calls, sent out a few e-mails, ran some search inquiries and were able to determine:
- The Tact sergeants objected strenuously to this mission; so did the Tact lieutenant for a short time, but "Befehl ist Befehl" as the saying goes;
- no warnings to disperse were ever issued; the non-social distance offenders were simply removed en masse from the corners; other wagons were borrowed from nearby Districts to transport the bodies;
- when officers refused to put their names to the arrest reports, one of the Tact sergeants stepped up and put his name in Box One of at least six arrest reports to protect his people. That was a stand-up move;
- cooler (and smarter) heads prevailed when Commander HUD-fucker ordered the Lock-up and Desk to keep all prisoners for twelve-hours minimum regardless of fingerprints and name-checks clearing the proper processes. Everyone was I-Bonded according to the actual Law and not what Spencer attempted to violate.
- the next day, Tact officers refused to sweep the corners by demanding the proper safety equipment be issued. Spencer retaliated by cancelling all Tact overtime initiatives.
The other day at a Groot's press conference, a reporter actually asked her what was going on over on the west side. She denied all knowledge of the arrests and claimed that police had done this on their own. The reporter then dropped the obvious follow-up questions in case Groot got angry. That alone should tell everyone exactly where the blame is going to land - and exactly who is going to be left holding this particular bag of shit.

This may be another civil rights violation. For the purposes of issuing a bond, I believe the general orders state that once the arrestee is eligible to be issued an I-bond (prints clear, no warrants) the bond will be issued without delay. It does not say the watch commander has the discretion to either issue a bond immediately or keep the arrestee in the lockup for up to 12 hours.
And with electronic fingerprinting, lawyers can all see exactly what time the arrestee was printed and what time the prints came back. What explanation can a W/C give for keeping an arrestee in the lockup for 8,9,10 hours AFTER the arrestee’s prints clear? Because the arrestee was acting like a jagoff??

In addition, all District/Tactical/Saturation/Gang teams will increase/enforce "Public Safety Concern" Dispersals from two persons and above. We are not allowing any groups to congregate regardless of social distancing. Tactical/Saturation/Gang teams should still utilize narcotic and gang loitering dispersals when observed in such areas.

From experience, you never fill out asset papers, they just order you to pay what the jury says too. You can either lump sum it, or negotiate a payment plan. But I've never heard of LT or above being hit punitive, but the largest punitve/compensatory payouts I've seen/heard, actually have hit sgt s, if that makes you feel better. For something like this, a public way unlawful arrest liable suit, the sliding puntive scale is around 1,000-15,000 for POs & 5,000 to 25,000 for sgt s, but if the jury gets out of hand a 100,000 hit can happen. Usually they'll equalize your rank with that whammy of a verdict. That's not counting the city payout, but if the city somehow dumped you off the lawsuit during pre-trial, or the jury only finds you liable now you are on the hook for attorney fees, now that can be one million and beyond, but they negotiate with you if you lose the appeal to about 300,000 if your lucky. These young tact & 06 officers really don't know what's on the line yet. Theyll get the experience no matter how tight they think there paper is, or "the bosses have their back". & this is the course for what the city considers a BS frivolous lawsuit. I say, wait til all these guys get sued. That's a speed bump to new guys chasing people getting that feeling. Well, after the verdict in the plaintiffs favor.

Bosses never put unlawful orders in writing. They only verbalize it. That gives them complete removal from the civil lawsuits. They don’t fear any internal investigation because of their connections. However, it really wouldn’t matter anyway because the individual officers that arrested the persons are the ones that will get grilled at the depositions or trial. The boss is not on scene so ITS ON YOU! Learn from history Learn from older guys that have had this happen to them. Good luck.

Where’s the written documentation that it was a direct order? Where’s the proof? Was the commander even on scene? Did he point the individuals out to you to arrest? This sounds very very unethical among other things. “Officers are offered financial compensation to do things that may be unlawful?” “Possibly have financial compensation withheld?” Hopefully this is not true. Doesn’t the city have an entire legal department with a multi million dollar budget? Doesn’t the CPD have a huge legal department? Are they paying attention? Hopefully this is a joke.

It does not say the watch commander has the discretion to either issue a bond immediately or keep the arrestee in the lockup for up to 12 hours.

years go in 007, we had a commander who gave all sorts of illegal orders and covered for illegal bars and clubs that were operating. When you asked him to put that order in writing, he did back down on most occasions. When he continued with his improper and unethical orders, we just wrote that in a to-from to the area deputy chief and the commander and turned it in to the front office and kept a copy. He soon stopped his BS. But, I can tell you that many of the commanders band together in a certain way. They might not agree or order such improper orders, but they will note you name and they do not want anyone working for them who exhibits a backbone.

Bosses are never punished or even held accountable. The only one that will lose everything are the POs and Sgt’s that made the arrests. Sorry but that’s how it works. It’s the CPD way. 2 years from now they’ll all be saying “why did I do that?” as their wages are garnished.

Disperse them again and videotape them not following the order. Then after not listening to the orders lock them up. You have video evidence that the orders have not been followed. The officers will get sued anyway but at least you'll have a leg to stand on. What was done here is just asinine!!!! Well.... I work six hours a day and it works for my family and have never been denied a day off. That’s why I have 19 years on and still work “on a team or unit” as you say. until it changes I will stay there until I retire. Straight day team. Yeah, I’m on a team, no I don’t tell cool stories.. I just have half a brain, lock people up every now and then and I go home after I’m done with the arrest. Sometimes 2 hours sometimes 6 hours. P.S. I don’t condone wearing skinny jeans. Enjoy your 9 for 9, I’ll be at home chillin.
