Something is Going On Here

  • One of David Brown’s first moves after being sworn in last week as Chicago’s new police superintendent aims to crack down on the department’s more than $130 million a year in overtime spending.

    A source said Brown made the decision during a meeting with top police brass.

    “Everyone in the room was surprised that was his move,” the source said. “He decided right then and there. A bold move.”

    The order, approved late Friday, requires officers to get approval from a supervisor with the rank of deputy chief or above for overtime they work after their regular shifts.
This was tried before with the Detectives and it backfired spectacularly. The clearance rates plummeted and the conviction rate bottomed out. While all this was going on, Overtime costs soared as the States Attorney had to subpoena almost triple the amount of detectives, especially in hot cases like murders where convictions are essential to keeping society safe.

You can't just hand off cases to other detectives coming in cold. Or rather, you can....if you don't want to solve killings and convict murderers.

So what happened? It's seems to be centered around 019 if the comments are any indication of a brewing scandal.

The schools increased its budget by just about the same money. I don’t get much OT but I can’t see doing much when it is time to get off if they want us all not to do overtime. This job is not a 9-5.

Even Beck from California realized we are not factory workers. (No offense to factory workers) We cannot clock out in the middle of a Domestic or Homicide investigation. We have a hard enough time dealing withe the Cook County public defenders, ooops, I mean states attorneys Office. No continuity in investigations will mean even more charges denied or CI'ed. Then again, maybe thats what Groot wants.

I love the fact that the cmdr has to be called any and every time that any OT is being worked. U got a late TVB on the way in... have to call and wake the cmdr. Got a late domestic.. call the cmdr for approval. Then, the cmdr is supposed to call the deputy chief for his approval. This is spectacular. I can’t wait for them to be woken up at all hours day and night with these calls. Serves them all right for not sticking up for us and what’s right. Is there not a single cmdr with balls anymore? Tell these people what needs to be said. Not a single chief, deputy chief? All just afraid to lose their spots so they all go along with these ridiculous orders. Sad.

This is all due to the moron Captain of 019 who runs his bike team of dozens of officers who basically ride around year round doing nothing, depleting the watches. The 19 Commander is pushed around by P.K. because he used to work for him in the past and is afraid to put him in his place. Commander doesn't have the cojones to stand up to him and say "enough is enough" and boot him outta 019 for good permanently. Just ask the last two lieutenants who left 019 to go to 020 and 024 who couldn't stand his ass. He has been a thorn in the side for EVERYONE the last few years and he is like a bad STD... you just can't shake him off. BTW why does 019 even have tact and gang teams?.... After all for the last 3 months they don't even exist _(or maybe invisible)_, not to mention the last couple years. Usually driving around in the past you'd see them on jobs or volunteering for jobs or assisting beat cars.... now they are non-existent. Hmmm... maybe they are "working" from home like the Caps community policing officers.

What are we doing now? Reopening the areas which were closed down. These guys always come in with “bold” moves that consistently fail.

However we have to admit some took way too much, caused us to be on the radar and this is the result. Just hoping the mayor has made her contribution to the pension fund as required because the Chicago Police Pension fund board cannot be reached due to the impending forensic audit that is finally going forward thanks to Ro. You can look at the Facebook page if you’d like and see how much money has been ripped off from us and how much money has not been put into the phone as required from the city hopefully some of them will be going to prison where they belong for ripping off the pension fund all these years.

We work to hard, we need to take advantage our down time and not chase that dollar. I know its hard because I do it too. The more you make the more you spend. So go ahead and cut overtime, and quit cancelling our days off then blame us for making the money.

Uncle Lightloafer better not try to act like a “drunken soldier” on Memorial Day weekend, the 4th of July, Labor Day, Bud Billikens, Pride Parade, or New Years Eve.
I’ve never complained because cancelled days off were just chalked up to coming with the territory of my assignment.
It tended to work out fairly in the end.

But if it’s not going to work out fairly for both sides, then fuck her. We don’t only do it on command when it’s convenient for the mayor.
Either we work OT or we don’t.

Got an idea to curb overtime. Cars in patrol stop taking calls 2 hours before the end of shift, They can use this time to catch up on paperwork, update the general orders etc. Also, this would allow them time to disinfect themselves and the cars ( If the city were ever to buy the proper equipment). No late jobs, not hot calls allowed.

There have always been scammers for overtime, who are we fooling and they usually ain’t working that hard when they’re scamming. However, the vast majority of us want to go home and go home on time, without our days off cancelled, etc. I’ve got no problem with OT being reigned in, but this DC approval isn’t going to work & it speaks just how little trust our mostly merit hack exempts have in their underlings to make a decision. My best guess is those with clout will have their OT approved- no clout...no OT for you, legit or not.

Speaking of the CAPS Officers working from home,was just wondering as a matter of procedure,is it the CAPS Sergeant who completes a separate A and A documenting that the Officers assigned to the CAPS office are actually present and prepared for duty or does that Supervisor simply inform the Watch Secretary who is physically present?

If the CPD is up to full staff, which I assume it is not, then $130,000,000 divided by 13,500 come out to about $9,500 per officer. I don't know the time and half rated of the average recipient of overtime, but it doesn't seem like a lot of over time to me.

My nephew, who is a lowly deputy sheriff out in California, tells me that due to difficulty of recruiting deputies they are understaffed which requires mandatory overtime. They work 12 hour shifts, so he tells me that he gets over $1,000 in OT per shift.

It sounds to me that CPD needs a larger OT budget.

I mentioned to him that CPD officers have to live in the city. He tells me that the reason they went to 12 hour shifts is so deputies can have a three day weekend every other week. That typically younger deputies commute a couple of hours each way from home because they want to live up in the "Gold Country" where they can buy a house with acreage and send the kids to good schools. They are organized in teams and each team is assigned a 12 passenger take-home van to be used for commuting. Those who choose to stay over night stay in a county owned motel. The county collects a small fee for the use of the van and the motel. The driver of the van receives compensation for driving.

I mentioned CPD and overtime. He told me that due to overtime (and I think higher base pay) typically the deputies make over $150,000 a year and some (like his uncle) made closer to $225,000. Due to overtime the highest paid county employee is a deputy. sheriff.

What do the politicians and sheriff think about these overtime rich kings and queens? They thank them for their willingness to help out where needed.

It amazes me that even though they treat you like shit, the men and women of the CPD are the only ones who go out there 24X7 and do their best to keep us safe.

If I were you I'd move to California....seems they still like cops out there.

We all have to admit that there is a TON of overtime waste in this department. I mean there is absolutely no reason to waste money everyday on the parks overtime. The old timers that do it do absolutely nothing at the parks. Extensions in the district for a few blue cards while the district is in a back log and overtime cars are held down on no jobs is a waste as well. The big problem tho lies with the specific o.t. abusers and scammers that get by with it day after day. Many of them (not all tho) are detectives who have the "photo array" and "victim interview" that can only be done conveniently an hour after their end of tour. Or the P.O.'s working in HQ getting o.t.?? How can that even be explained? We've all seen example after example. Court is a huge overtime scam where Det's and P.O.'s sit around for hours after having been excused by the A.S.A. Unfortunately this city is financially crushed after this pandemic. I just want to see the pensions funded and not lose anything in our contract. The city is going to look to make huge cuts, starting with overtime so everyone needs to prepare and start living within their means.

How about misuse of manpower , too many officers assigned to caps , tactical secretary , review , commanders front office , same with Unit commanders hiding sworn officers ?
22 tactical secretaries , that could man a 3rd watch with two man cars .
shot spot room , radio room assignments , could be filled with civilians or retirees on a part time salary .

When a district starts loosing veteran officers its always because of 1 or 2 white shirts start making their own rules. A lot of veteran officers are gonna get nice checks due to PK giving OT to his small few and not offering it up to veteran officers per the contract.

I think his dept cell should be in every dept issued phone in his Area. Let the officers call him personally at all hours to get approval. This is what the Sup wanted, right????

Maybe he just looked at the numbers and, being a management type, realized that the budget and hours are completely insane. Not just talking about the scammers. Sure, some OT is inevitable given what you do but it's pretty clear to me as an outsider that CPD leadership loves responding to its various epic strategic planning fails by shoveling OT hours. Maybe profitable for those eager to trade personal time for more money, but not an efficient, responsible, or honest way to do business.

To wit: your department is probably understaffed, but nothing's going to be done about it if they can magically produce a 2,000 cop surge on a regular basis by canceling weekends.

Some District Commanders are stating to approve OT; the lieutenant must notify the CAPTAIN.
THEN, the captain will notify the DISTRICT COMMANDER who will then notify the DEPUTY CHIEF.

NOW Captain P.K. in 019 states anytime he is notified to take action outside of his 16:00hr to 0001hr time frame between Tuesdays and Saturdays; he WILL put in for a minimum of 3 hours of OVERTIME per his Captain's Contract or he will file a grievance with the assistance of the union.

This scamming fuck is still going to make more overtime pay !!!

Overtime happens when incompetent upper city managers don’t manage.

Like COPA, is it necessary to have a $15 million annual budget or is it that they get to be in overtime mode to maintain relevance.

Manpower is just not utilized properly. Approved Budgets are being subject redistribution particularly police.
It’s always been mismanagement, and the raiding other people’s appropriations. The biggest is ours. City budget has to be submitted in Oct, right before Covid’s second coming.

We all know that alot of OT is useless time wasted but when specialized units want to do search warrants at the very end of thier tour and surveillance for hours past the tour is where the problem lays, then SWAT has a job during OT whichbis not thier fault but how can a PO who is assigned to the Command van vehicle team and his Sgt make over 225,000 last year and not even be working on SWAT jobs. Thanks JP and RB. And why do you 2 clowns need 3 take home cars.

There is an easy way to cut the OT but easy is too difficult for the command staff. T?he problem is with the court system. Cases go on and on for years. One continuance after another and the officers get paid for each court appearance. I am in court almost every day and I would say about 1% of my cases actually go to trial. I'm not talking about cases where they plead out, these are cases set for trial. I've had several cases last years and my longest misdameanor case, a DUI, lasted 8 years. Amazing. I got paid a handsome sum.

Also, I personally know many officers and detectives that stay signed into court all day they are there even when their case was continued after the first hour. I know guys at traffic court who check in, bring their back pack and hit downtown for hours afterward then check off around 2pm. Detectives who used to sit all day in the lunch room now sit all day in the library.

But again, the biggest problem is the cases that go on forever. I don't mind going to court every day and getting an continuance. My OT check every month is quite substantial.

I was a Detective in Area Two when they tried this years ago. They were actually pulling us off of Homicide scenes and sending out the next shift to take over. My partner and I never looked for nor abused the overtime system but worked it when required to the job effectively and efficiently. We all have different ways of taking notes (GPR's) etc. that may need some translation from the note taker to the person following up. When we were leaving after being taken off a case we would stop by the Sgt.'s office and tell him and his crew to not call us at home with questions about the case because we will not answer the phone. Needless to say the bullshit went away pretty quickly.

Don't forget the over 150 or so murder victims, the Red Line and bull shit Rona parties and the lock down of the Lake Front.

OK story thieves reach down and find your balls and follow up on some of these old leads that nobody thought important or just hide from the public. Can't wait for your sensational and breath-taking stories of corruption in Shit City.

It’s a whiny sergeant who didn’t have enough seniority to work OT on the weekends and a couple of POs who don’t like the old timers who did.
So they’re targeting the captain and two POs.
It’s BS.

I doubt you would know what actually happens in court or in the general life of a working policeman. I work until midnight but have to be in court at 9am on my day off. So I drive an hour there and an hour back home but you think 3 hours of pay is appropriate compensation.

Captain Kane made $29,539.03 in OT pay according to the city's Employee Overtime and Supplemental Earnings 2018 report.

Now I have no problem with making OT. Late arrest, court, DUIs, search warrants, etc....you know, stemming from actual police work.

But what does a Captain of police actually do to be making so much OT?!

Can someone enlighten me?

9:39 PM-To answer your legitimate question-Captain Kane utilizes the resources allocated to the 019th District as his personal toy box.He rides bicycles up and down Clark and Halsted Streets harassing business owners as a group of young impressionable Officers,who should be learning their craft on midnights or in a fast paced District,mindlessly follow him around and do his bidding to earn O.T and avoid said scary midnights and fast Districts.He roams around the shores of the Lakefront on a 4 wheeler when he gets bored.He takes a brand new marked Ford Explorer with In car Camera and all of the equipment for himself as a take home vehicle.He replaces said vehicle every few thousand miles as he grabs a new one that is supposed to be assigned as a Patrol Vehicle.His hours are officially 1600-0030 Tues-Sat.Every weekend he extends his tour to 0400 Hours at Time and a Half along with authorizing Overtime for his chosen few who do what he asks without question.Just a thumbnail.It does get worse.

1980V are the biggest culprits along with Captain Candy Kane. OT is determined by seniority not only for those bike trained. Ya’ll must be hurting now that the Cubs aren’t playing. Remember when you called us “primadonnas” and “it’s time to put on our big boy pants?” Karma sucks Paulie. Although I often wondered how Judy and Bill had time for “OT on the sheets” because she works more hours than the day is long.

Same crap he pulled as a lieutenant in TRU. He utilized the unknowing for his sweeps since more experienced-and working-policemen AND supervisors, walked the other way. Was never a ball of fire in any district he worked in and I defy you to identify anything remotely resembling real police work, or a real pinch, he ever did or made, anywhere, ever. But having his nose firmly planted in Rousell the Cowards ass certainly paid big dividends for him!

Well what I'm seeing here is the WORLD's worst PO, Det. over promoted Sgt., Lt. etc . . . officer in this department. 1%, . . .1% of your cases go to trial. You have to be the worst officer in this city or you a blatantly arresting people and will soon find yourself in court. Even if you said 5 to 10% I would still laugh at you.
Do us all a favor and pack your bags and leave!
