- The coronavirus, or COVID-19, is going to strain America’s biggest cities financially, and Chicago is likely to feel the most pain.
S&P Global Ratings looked at 10 of the biggest cities in America — Boston, Chicago, Houston, Los Angeles, Miami, New York, Philadelphia, Phoenix, San Francisco, Seattle — and weighed various factors like each city’s cash balance, their reliance on property, sales, and income taxes, intergovernmental revenues, and pension obligations, among others.
The authors found that while all 10 cities “enjoy proactive management teams,” COVID-19 will put immense pressure on them to “respond quickly and adequately.”
One of the cities facing immense pressure is Chicago.
Groot, more than any other mayor, needs the economic engines of the city, county and region to get moving as soon as possible. That means allowing small businesses to start re-opening and working up to light/medium industries, service-type jobs, schools, etc, and finally the convention, entertainment, and tourist businesses.
Two warm days and a lot of bodies stacked up, due partly to people unable to cope with the sudden isolation. People need outlets. Socially distant and masked-up if necessary. But with spring around the corner and Chicago sick of hunkering inside all winter, better to have positive outlets instead of restrictive ones that you can't police your way out of.

Everything that needed to be paid for came out of that General Fund.
Then Daley started TIF's. Yet all the bills that needed to be paid for still came out of the Genera Fund.
TIF's were supposed to support the infrastructure of the City. Roads, bridges, schools, library's etc.
Then Daley decided to reward his private corporate friends and started giving them Tif funds instead of making them pay for their own buildings, land, etc.
Then Daley started all kinds of new fee's to shore up the General Fund, towing, ticketing, raising sticker fees, impounding, etc etc etc.
Now we have most of the city's in TIF areas with those taxes for 20yrs or more going into that TIF rather than the General Fund.
The City still has the same bills to pay but no revenue source to pay them.
But there are Billions of tax dollars to give away to corporate friends sitting in the TIF Fund
The City is no where near broke if you add in all those TIF funds.

It is past time to furlough most government employees as they are not essential. They will still get unemployment and the extra $600 a week from the feds and will do slightly less work sleeping in all week as opposed to going into their offices. That would cut a big chunk out of the city expenses.

This financial crisis will bankrupt most municipal pensions and create long-term inflation in most store bought goods. Someone will have to pay for all of the money printing. Anyone know exactly how much $$ is sitting in TF funds?
Years ago, before tif's, taxes and fees collected went into the General Fund.
Everything that needed to be paid for came out of that General Fund.
Then Daley started TIF's. Yet all the bills that needed to be paid for still came out of the Genera Fund.
TIF's were supposed to support the infrastructure of the City. Roads, bridges, schools, library's etc.
Then Daley decided to reward his private corporate friends and started giving them Tif funds instead of making them pay for their own buildings, land, etc.
Then Daley started all kinds of new fee's to shore up the General Fund, towing, ticketing, raising sticker fees, impounding, etc etc etc.
Now we have most of the city's in TIF areas with those taxes for 20yrs or more going into that TIF rather than the General Fund.
The City still has the same bills to pay but no revenue source to pay them.
But there are Billions of tax dollars to give away to corporate friends sitting in the TIF Fund
The City is no where near broke if you add in all those TIF funds.

You are correct the TIF funds are a big scam to steal for the politicians, but believe it or not Short Shanks didn't create the TIF funds, it was actually harold Washington that created the TIF funds, but Daley did manage to manipulate them to make him and his family filthy Rich.
To the tool that said he would agree to pay because we have no choice. You are so wrong you have a choice in fact several choices, STOP VOTING FOR ANY DEMOCRAT. The other and preferred choice is to the city and state in your rearview mirror. One is immediate relief and the other will take a little time to fully implement. This November is the single most important election in all our lives. The actual survival of the country is at stake. What are you going to do in November! That will decide your future but most importantly your children's and grandchildrens future. Be very careful how you vote.

OT. Looks like the 012th district 3rd watch sgts are playing favorites again with the overtime. Giving certain people more days then others. All while one sgt is making a killing off it. Makes you wonder different rules for different people

You keep posting about this, it's quite simple. The OT is seniority based, if you were passed over then file a grievance. If nobody is filling grievances then we have to wonder why, and why you keep complaining about it.

City Stopped paying tuition reimbursement. That needs to be looked into as well Due to the Coronavirus. Guess that the emergency fund mayor talked about.
Just to dispel a rumor, overtime is not seniority based. Read your contract there is no mention in there about overtime. File all the greivances you want they never get past the filing stage since ot is not contractual.

The way things are going right now. the city will claim its broke due to the pandemic, and we the police will be screwed out of retro and probably have to take a pay cut for good of the city. This just sucks seeing the teachers cps was able to get a better deal than the police and to add to the injury they are getting paid to stay home during the pandemic, while we the police have to work with no contract, no equipment, no protection, no man power to keep the city safe. Not to mention the other things we have to put our life on hold to help support the city of Chicago.
I usually don't comment on the blog but I have to say the union has fallen asleep at the wheel during this entire pandemic as far as officer well being is concerned. Not to mention I remember Graham campaigning on not waiting two years negotiating expired police contracts. Seems like the union is always 10 steps behind.

The union is useless, might as well have Sgt. Schultz on loop saying "I see nothing, I know nothing". They care about as much as the merit hacks, the Groot and the 50 thieves. It would be nice if they would have the balls to at least address the many comments on their being so bloody useless during this pandemic. But they drafted that letter, finally. It was hardly enough, not full of fire like it should have been. And that was it? As soft as you know what. No wonder people don't bother to vote. Really sad and disgusting, I don't know how they can sleep at night.
Sorry, you are wrong.. overtime, at extension of your tour is not based on seniority..it can be anyone they want or using "rocks, papers and scissors "..so file that grievance..
There is a limit to saving lives...there is a point where we have to open things up no matter if 100,000 people die a year..what would happen if we did this for one year or more..you cannot shut down 75% of the economy long term without financial disaster...
What happens when unemployment runs out, you will have tens of millions without jobs and on the street...businesses will never reopen etc...we cannot thank the whole USA and 300 million people for a small fraction...

Going to get ugly regarding our contract. We need to get out in the public eye about working without a contract and our needs NOW. Nurses did it and got everything they wanted , now is the time to get it out there. Why waste a prime opportunity for media coverage. Do it just like the Democrats do it.

While Chicago is facing tremendous pressure to get the economy running again, the people in charge, Larry and Governor Flounder, seem hell-bent on staying the full throttle charge onto the economic crash. They are unable to face certain facts.
1: It is a flu. No matter what, people are going to die from it.
2: Crashing the economy is not going to save vast numbers of lives.
3: This flu gives no indication that it is anywhere near as deadly as it is being reported as. Most of the deaths are elderly ailing people.
4: There will be lives lost and destroyed by their economic actions.
5: This NOT Ebola or Bubonic plague.
6: While they are suffering no ill economic effects, like layoffs, their policies are ruining people's financial lives. Many may spend years digging out.

Ha. Thay will never file bankruptcy. They dont want the feds poking around in the books and TIF. Eventually, for their own self preservation, they will have to make good on what they owe. It is either that, or federal prison, or worse, the Benito Mussolini treatment.
Someone asked me who I WOULD vote for when the mayoral election was held. Being a commuter to the city from Indiana I don't have a vote. I said Lightfoot. Not because she was best qualified, I felt she would hasten the end sooner than all the rest. Chicago as it is, needs to end. Then, and only then, can it get better...
