Safety "Drill"

Right before a weekend where cops are going to twelve-hour shifts?

We're sensing some subterfuge here:

• The city of Chicago was planning to conduct a public safety drill Thursday evening in the downtown area, officials said, as crews installed barricades at multiple intersections. Office of Emergency Management and Communications officials said the drill would take place between 6 p.m. and 9 p.m. in Chicago's "Central Business District."
  
  While city officials said access to the area would not be restricted, they noted that there would be some traffic disruptions during the drill. The perimeters for the drill include: Division Street on the north, 18th Street on the south, Clark Street on the west and Lake Shore Drive on the east.

Any bets on if the barricades are kept nearby for the weekend as intelligence is developed as to a "spontaneous" march or regularly scheduled looting?

• Chicago Ald. Brian Hopkins of the 2nd Ward on Wednesday called the changes "preparations put into place that take time," noting that Jersey wall barriers were "moving around at strategic locations" and that decorative flower pots were being used as barricades, placed on curb lanes and sidewalks that could "easily be moved if we have to block a street."
  
  "There’s some tactical tools we’d like to use; we’re doing as much as we can in advance," Hopkins said. Barriers were placed at several locations, including along Michigan Avenue and on Walton. Oak Street was also converted into a one-way street, turning it into an east-to-west thoroughfare.

"....east-to-west...." In other words, away from Michigan Avenue and the Merchants who read Groot the riot act the other week.

Any reports of other "Jersey Barriers" being stockpiled in sensitive Business Districts?
