Taser Malfunctions?
Trust the City and Department to not maintain equipment up to manufacturers' specs:
- Tasers only work reliably if you use fresh LPM in them monthly. Do not trust a battery more than 60 days old... PERIOD!!!
Taser brand LPMs no longer come with Surefire cells in them... they have since switched to cheap china made junk and are NOT RELIABLE!!!
Someone brought in a fluke multimeter and tested everyone's x26p a while back and found that over 1/2 of them had LPMs that were below spec and 45days old.
Axon sent all new LPMs, 1:5 of those were below spec as well.

002 has had quite a few discharge while in the holster due to worn cartridges and/or getting wet. Seems like a city wide issue.

Who approved the purchase contract?
What was the under the table incentive?
R&D?
Who reviewed the entire process?
Faulty equipment?
No one to blame, no one owes up to it.

Batons require NO batteries whatsoever!
Does Procurement Contract between CPD and Taser specify quality Surefire batteries? Does Taser Technical Manual specify certain preferred or recommend batteries?
Same thing with Duty Ammo: Do NOT leave same rounds in magazines or chambered for months and months! Change ammo and change ALL batteries (Taser and Flashligjt) periodically
When the taser is used and doesn't work, good chance for someone to wind up dead.

And stats by "an APM Reports investigation finds that officers in some big cities rated Tasers as unreliable up to 40 percent of the time, and in three large departments, newer models were less effective than older ones. In 258 cases over three years, a Taser failed to subdue someone who was then shot and killed by police. Over the years, Axon has claimed that Tasers are between 80 and 97 percent effective at subduing a suspect in the field. But a year-long investigation by APM Reports shows that police rate Tasers as considerably less effective. Data from some of the largest police departments in the nation reveals that officers rate their Tasers as effective as little as 55 percent of the time, or just a little better than a coin flip". A taser needs to be spark tested every day or so. If it goes to long without a spark test then there’s a very high likelihood of it malfunctioning when you really need it. Not sure if people are doing proper testing each time they sign out a taser, but if they’re not then that will pretty much guarantee a malfunction

This has been the standard in this department for years with electronics.That POS Jonathan Lewin always wanted to impress the brass with his budget control. He was in charge of all the electronics so he would buy new radios but stockpile them and not release them to case troops, he never bought the extended warranty Radios, PDT's so they would sit in bins at 31st and Sacremento while an entire crew had no parts to fix them. This creep even had the valls to outfit the brand new Command van with new but way outdated computers, TV's and cameras just to look good with the costs. But he got his ballsbusted when the new command van couldn't hook up to the downtown camera system, then tried to tell the Chief that the crew on the Command van didn't know how to operate the truck until the Sergeant in charge of the command van crew threatened him with bodily harm for lying. He went around Lewin and got it fixed. I hope lewin is not still in charge of anything but shovelling dog crap.

And Axion will tell the clueless bosses running the taser program that the meter readings do not matter. Those in charge will ponder it a bit and side with Axion as they have zero knowledge regarding the devices.

When Tasers were first issued they worked very well. Now it is about a 60% success rate. the Taser used in Kenosha on Jacob Blake didn't work either. It is either weak batteries or they were tuned down due to death lawsuits.

A Fluke meter only tells you the voltage , not the battery's ability to produce current under a load. You actually need a meter to test the battery's ability to support a load, much the same way a car's battery is tested at a auto parts store or a garage to see if it has the current necessary to crank the starter and engine over. I would bet the company that provided the taser's could tell you exactly what battery tester you need to use to do this. With any tech gear you should always use a new battery in my opinion. It might be expensive but what is your life worth?
Pretty much most economic lithium cells come from China. Unless the idiots at Purchasing bought out the last of the oldest of Tasers that used Ni-Cd batteries...because of such a great deal.
We went through this with the new radios 15 years ago.
Lithium cells have a long self life, a dud every few thousand could happen. Cellphone, iPads, even power tool Li batteries don’t last forever either. Fluke or multimeter can test static voltage, but take the instance that a car battery can show 12 volts, but under load when you only get 5 volts of cranking efficiency, not enough to start an engine. Li cells discharge completely when low, juicing drops out rather than delivering a low volt zap-a-rooney. There’s plenty of science involved.

The Dept of COPA ($16 mil annual budget) expects/compels you revert back to “de-escalating” when a defective taser fails.
$2 (adjusted for inflation), the city went on the cheap.
Audit the invoices before they go missing.
Document your District taser and it’s battery supply and a video of a Fluke or multimeter test might be able to expose some shady corruption deal and save a job, past, present or future.

I leave that shit in my locker. Never needed it, never even had a moment where I wished I needed it. The 50% of the time they work, they super effective. The other 50%, well, ask the guy who stabbed the Sgt.

My personal experience with batteries is that the market is flooded with Chinese counterfeits. Some are marked with well known brand names. Some aren't. But all of them try to get your attention with cheap prices. Some fail a test with a meter right out of the box. Others work, but don't have the capacity the label claims. Some recharge just fine. But others won't recharge at all, or else fail after only a few.
IMO, if a cheap Chinese junk camera battery fails, it's an inconvenience. But because a Taser battery is a vital part of life support equipment it needs to be treated as such. Buy only from approved sources who are contractually obligated to ensure the batteries meet the necessary standards. Then follow up with rigorous testing, updating historical data for each unit (Did this one go for a swim? Run over by a car?), and periodic replacement.
Just remember that a Taser is a tool. It is not a tool that you wish to stake your life on. When I was in the job, we carried the X-26. I have seen all kinds of malfunctions, usually with the cartridge, though prior to every shift I removed the cartridge and tested the taser. I replaced the cartridge every 2 weeks, more often when it received a blow, or for some reason was exposed to water more than normal. I never took a Taser on duty that show a battery at 60% or less. Use them to make your life easier and safer so that you do not have to have physical contact with an arrestee, but never if they had a weapon and it was a lethal force situation, because they malfunction. It was also against our policy to use less than lethal force in a lethal force situation. Be safe, make sure you go home at the end of the shift.
Offender approached you yelling , clenched fist . Use taser , baton , mace or all three ASAP .
Offender has any type of deadly weapon , cancel his ticket .
One further point. An average person can travel 21 feet in one second. If you allow someone with a knife to get that close, you are going to get cut at the least, stabbed at the worse. Shoot them in the head, don't try to tase them.
On the subject of older ammo....Winchester Black Talon 115gr, purchased 2007 or so - I discharged a full magazine of “social ammo” a month ago by mistake, ran flawlessly thru the XD9 and was 15/ 15 in the 10-ring. I did reload w/ whatever Federal is current 124gr +p.
Technology is not a valid substitute for control. As noted above, the batons don’t run out of batteries.
The 2 times I’ve deployed the Taser somewhat recently. Both times the Taser was completely worthless and we ended up going hands on anyway. Don’t over rely on that thing working when it really counts.

The radio batteries are the same.... supposed to only use approved Motorola batteries....yet.... ISD/OEMC has been purchasing “refurb” batteries that are unreliable for years...if your battery doesn’t have the Motorola logo (M in a circle) on the back or on the label refuse to accept it.
Terry Hilliard same guy with the incredible six-figure pension is involved with the Taser project, also he just helped a weed firm that he is involved with Land a huge business license with the city of Chicago the most corrupt city in Chicago in the country and we can see why it goes on and on and on unabated! Now who is he paying off?
Sounds like the TASER is just another technology pile of money that the city wasted.
They buy the toys but don't bother with spending money on upkeep. So equipment that could be useful becomes useless.

I’ll bet any money that the city let any service contract either expire or never had one in the first place. As others have said before, the city would never defund the police, because that would mean having to open the books. As much money as they’ve spent on necessary/unnecessary overtime this summer, I’ll also go out on a limb and say that funds the city says are appropriated for the police gets shifted to other places anyways. I’d even guess that every year there is police budget surplus that ends up in an end of year slush fund for the annual graft Christmas or for bullshit connected “contracts” that never take place.
