Old and Busted - NYPD; New Hotness - LAPD

Instead of stealing ideas from New York, it seems like Brownie is looking west:

  • The Los Angeles Police Department in coming months will downsize its specialized units and stop responding in person to traffic collisions and other minor incidents as part of a broad reorganization aimed at preserving patrol and community engagement functions amid new fiscal constraints.

    Although specific figures weren't available Friday, the reshuffling will reduce the size of the vaunted but troubled Metropolitan Division, as well as cut the air support, robbery and homicide and gang and narcotics divisions. The department also will reduce desk hours at its stations, cut special deployments in popular areas such as Venice and Hollywood, and stop staffing teams that cover homelessness issues.

    A total of 234 officers will move back into patrol. Station desks will be manned only during weekday hours. Victims of misdemeanor hit-and-run crashes and collisions with minor injuries will be advised to file a report online.

It's far past time to get back to the nuts and bolts of policing. No more number-driven units, no more confiscated money (unaccountable 1505 cash) to fund other Units and toys, lose the fleet of unmarked cars given to all sorts of pin cushions and house mice.

In fact, here's a free idea for Brownie and crew:

  • Start enforcing Traffic Laws again

We see so many assholes on the road now, mostly due to reduced traffic over the COVID scare. They all think they're exempt from following the Rules of the Road. We've got car cameras, body cameras, POD cameras all over the place, so "racial profiling" will be a pointless accusation. Start filling traffic court with moving violators and tell Corp Counsel to pursue convictions, start taking cars and start taking back the streets.

The numbers game is what fucked up the department. It was what got bosses and POs merit promoted. However I doubt it will ever change. What should have happened a long time ago is close the station to the public from 6pm to 6am. and on weekends. There’s nothing urgent to be done and most reports can be done over the phone anyway. Save a lot of money and put cops on the streets. The suburbs are only open during day hours M-F

To enforce traffic you must:
Stop someone. They don't want to stop. Then what do you do?
If they do stop they are going to video you. We don't look good on video.
If they stop and video you AND don't have license or won't give it up, what are you going to do?

Why invite trouble?
Leave people / folks alone.

Who in their right mind would stop a car for traffic ? Put your self and partner in the trick bag if it goes sideways.
Who would stop for the Chicago police knowing that they can't persue for... anything.

I understand the need for ramping up traffic enforcement.
However, I cannot in good conscience advocate for more citizen contact 1) during the pandemic and 2) in these crazy times where citizen contact leads to beefs/getting stripped/fired/sued/imprisoned.

On the other hand, I can get down with not responding to everything.
CPD responds to some crazy number like 80% of all 911 calls.
Most other major agencies respond to about 30% of 911 calls from what I recall.

Just because someone calls 911 doesn’t mean that the police are needed.
I get the liability of not going, but we shouldn’t be responding to more than 50% of the nonsense calls in this city.

I drive down the Dan Ryan to go to Indiana for gas. It's like the ghetto 500 with motorcycles and cars driving probably in excess of 100 mph weaving in and out of traffic. The Ike isn't any better and forget about the city streets with people running red lights.

The argument that a white cop in Englewood will not see a white person for weeks,
and not have an opportunity to enforce any law on a white person, has been ignored

Really? You want to spend your time annoying the citizenry by giving them traffic tickets? If you really believe that's a winning strategy you have completely lost your mind. That will inevitably devolve back into speed traps and traffic ticket quotas and what little trust the average law-abiding citizen has in police will be gone completely.

Personally I don't understand why police respond to minor traffic accidents anyway. There really isn't a crime in many of them other than some trivial traffic infraction. Let the insurance companies fight it out amongst themselves over who is going to pay the damages. Should never have become a police matter in the first place.

Get the police out of revenue generation entirely.

Quick question: If the police in L.A. will no longer respond to traffic accidents, how are people supposed to get police reports for the insurance company? I’ve never been able to get my car fixed (paid by insurance) without a police report. And does this mean nobody gets a ticket for smashing into my car unless there are injuries?

To the commenter asking about getting a report number for insurance purposes and police no longer responding to minor traffic accidents:

I do believe the article says they can be reported online- and you would still get your report number for insurance purposes.
I would assume that you are also free to go to the police station and file your report at the desk.
The department is simply getting away from downing a car on a simple clerical job, when that same car can actually remain available to be responding to an in-progress/violent call or emergency. No need to take a first responder out of service for a traffic crash. It’s not as personal, I know. But all you really need is the number for insurance purposes.

Also- I noticed that they are closing their stations at times, and providing limited service hours.
I’m assuming they have secured stations like our suburbs do, with a secured waiting area that can’t access the desk. So that would never happen here.
Not to mention- we can’t close our stations because they also double as homeless hotels. Always a vacancy in 002 or 011.

Traffic crashes, even minor, are a pretty traumatic for most people. Even a small impact can traumatize occupants. So I’d send a car ASAP. It’s a god way to show the public we are out here working and make sure everyone is ok and cut them some paper they actually need and get them on their way.

If minor and they choose to drive into the station great. At least they got their money’s worth of police attention and we may have diffused a incident that could escalate. We all know how expensive these cars are and the repairs.

Then get a drink and or a and or a snack and hit the station for the report. I say it’s the best form of pr and interaction for the average citizen. These are the people who follow the rules, mostly, and pay for plate stickers and city stickers, the kind of average citizen we want on our side. So show up show some concern make sure no ones hurt and cut a report. Just my opinion.

Been preaching this for over a decade. But noooooo trafcic isnt "cool" .. not portrayed in the movies that I watched growing up that made me want to be the police.. as cool and BA... nope only drugs and guns!

As for going to traffic court and the judge let's them go.. so be it you will get them again next time AND not likely they will be on bound still from that last ticket... which now means an arrest.

Plus how is that different from arresting for dope, unless in large weight, which more then likely will be from traffic so knowing your traffic PC probably would come in handy

Not to mention most of the $hit heads don't have a DL or are suspended or revoked so bye bye to their car. Which now takes they ability to run guns drugs and do drive-bys.

Due to the above.. you more then likely will never be in traffic court but only at 26.

Driving is a privilege not a right
So no worries of violating their civil rights stopping a car for traffic.

No more number driven units? We currently have the biggest numbers driven unit in the history of the department with the Community Safety Team. They are trying desperately to get to 1000 bodies in the unit and Barz and his minion LTs are all

Red lights are now optional. If there ain't no camera there ain't no compliance. Seems to be an increase in robbery/burglary along the Edens and Kennedy. Apparently word on the street is if you make it to the ramp you're home free. Be a shame if someone set up a little checkpoint half way down the ramp at Harlem or Peterson/Caldwell about 4 AM. Best thing about putting it on the ramp is..........if you get a runner, chances are they'll become a roller as they tumble down the side of the ramp.

The few services we usually ever require, a traffic accident report, a report for a burglary or theft, times where we just want to feel we are getting some value for our tax dollar, maybe the only time we need a police officer, isn’t going to happen.
Hey I rarely see a marked unit up here in Lincoln Square. My cars that my taxes pay for, are sent where they are not wanted.
Fine, you want me to tough it out with little or no police, then lower my taxes.
I’m a retiree, I always carry when I so much as walk the dog. I’m okay. What about everybody else that respects the law, and needs the police ?

Get a police report online, call 311 or go to the station. Most traffic crashes end without tickets anyway, as police don’t often on biew the cause.

Accident reports are strictly for the convenience of the insurance companies. Cops are paper takers for them and tickets don't determine whether they pay or not. A ticket issued to a person means nothing especially when the other person doesn't show up for court and the ticket is DWP'd.

It's not worth it with this anti-police environment, the departments huge disregard for police morale/well-being and family life. Ontop of that you have the "fuck the police, doxing, and we will kill you, you picking on me cause im black, fuck you im recording yo ass" mentality from the unknown number of hoodtrash/domestic terrorists that make up offenders on the street you encounter. Sorry, I told my partner a long time ago, this city won't protect us, nor the department even if we are supercop/robocop and solve the crime ourselves for a slam dunk arrest, there will always be someone to sue you or complain about you for anything. Personally I do not think the state nor the city will get rid of traffic crashes, there's always a numbers mindset over here to "prevent" crime from Compstat I feel like, not a budget problem.

Definitely agree you can move coppers to the streets and get them out of the dirty stations save money more boots on the street! Open 0600 close 1800 makes sense! That also means all the drug addictions err homeless could find another place to stay, maybe Larry’s house or trust fund babies many mansions even though some have no toilet Due to his every blaming it on his wife we talk about a coward that’s a real pussy!!

The art of the chase, which a General Order says we ain’t allowed to do but encouraged by COPA so they can continue to yammer about reform, which Hashed Browns said was his #1 priority aside from his advocacy disciplinary measures pushed by Grootführer.

These eggheads once proposed they were going to come up with some sort of “traffic summons” where all the PD needed was to record a fleeing vehicles plate number. They were going to be screening calls at OEMC, which perhaps they do or simply let the phone ring for 10 minutes before answering and still low prioritize most calls. The usual 20 min response doubles and yet oemc still maintains a full house except for actual dispatchers. So much for the grand ideas, empty promises and repeat merit bumps.

Even the ANOV and Red Light camera tickets are tossed out by zip code. The only one paying is the one who stands to lose a day of work and a days pay for the city piling on of fines and fees.
Btw, city sent out a letter that they’re gonna start to collect water and garbage fees monthly (along with any applicable late fee). Perhaps they’ll come up with a method or plan to pre-charge for potential traffic and parking fines, sort of an escrow...based on zip code where they plop down these red light revenue generating devices.

Here’s a suggestion from a former cop turned lawyer. Since every time the police shoot someone now I see the offender had “mental health issues” and the community cries that they were looking for mental health assistance have in each district mental health rapid response teams. When a call comes in and someone legit asks for mental health assistance ask them if they’d like a police response or a mental health response. Regardless what they choose give a quick indemnity disclaimer that they hold the city harmless from a whatever comes next. That way there’s a record of whether it was a true “mental health” crisis or Typical ghetto crap. Tired of this garbage. Everything is “we just needed mental health assistance”.

Snapshots that will remain in my memory...

-a man covered in soot, boarding up his pizza business that had been looted and running to us to offer us a pizza;

-an older man driving through the crowd and police lines, we readied lethal force, then looked and saw his car windows shattered, blood streaming down his face, hands on his ears and he was screaming, we yelled “hold! He’s a victim”;

-the orthodox Jewish community out in force in front of their homes and temples to cheer us and thank us;

-young girls being pushed to the front of the mob by masked men (boys) to form a barrier between rioters and police;

-fighting inch by inch to drive rioters back to rescue officers and a bus driver trapped, pushing through smoke and explosions of burning police cars;

-A young pregnant woman screaming as 25 looters, running from us broke into her apartment and we extracted them;

-rescuing an American flag from rioters and folding it properly right behind the skirmish line;

-one of my partners getting taken down, rioters attempting to drag him into the crowd and some very senior Metro officers stepping in and effecting a rescue;

-so many more, not even scratching the surface, and not done yet...

The Battle of 3rd and Fairfax. 22 Metro Men and Women, later joined by 22 more, with two young patrol officers that somehow got lost and mixed in our line, pushing back and breaking a violent mob of several thousand over a 3 hour period. Cars and busses burning, pelted with rocks, bottles, bleach, urine, struck with metal bars, punched, kicked, spit on cursed, broken batons, threatened and maligned as a racist and Nazi as I stood shoulder to shoulder with a more diverse group of men and women then was represented by the mob. Not an inch given and taking back the street yard by yard. Wars are won in significant battles, and I believe that engagement broke the will of the violent rioters, at least for the moment. The main core of agitators realized that they cannot win. Since then the crowds in LA have been violent but only sporadically and the professional agitators have not been able to rally crowds to mass violence. Bottom line is when we show up they don’t want any. And well, looters will be looters. ..

It’s been an amazing, heartbreaking and motivating experience. But mostly motivating! The best time of my career. As always I’m honored to work with the bravest, best trained and most effective police officers in the world.

Good people of LA and America, speaking for my division, we will always support and defend “the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.", we will not bend our knees and, if allowed to do so by command staff and civilian authority, we will get your city back from the mobs whose wish is to divide us.

I got a good 1 4 u all, driving N/B on Caldwell doing the speed limit when all a sudden a car blows my me doing about 60, i figure this guy is nuts about 1 minutes later, NILES PD got this
guy stopped by the forest preserve entrance, i go about my business and return 15 minutes later 2 c car being towed, there is a god thank u.And thank u NILES PD!

I am not the police but I work all over Illinois. This post couldn’t be more on point! Last week I was on the West side & 5 times someone blew through the intersection on a dead red. I am not counting all the yellow speed up red light that would put the number over 17. I am talking 8-10 seconds after I got the green light these morons are flying through the intersection. However, I understand that some officers have the mindset of just working their calls for service & no “proactive” policing. I would be the same way. But these mitts are going to kill a family soon. Re; LAPD not responding to traffic accidents. They will respond if there are injuries and or city property involved.

i drive at night to wisc on 294 several times a month. its worse than the autobahn, large groups of chargers and challengers and bmws and audis weaving in and out well over 100. normals traffic is going 80 in 55 and these dudes are just flying by probably going 120-130. very few people have the training or tires for that kind of road racing. i would hazard a guess most of them are high on something. funny once you get in cheeseland they all slow down and do the limit, kenosha county does a lot of traffic and farther north wsp are ruthless. i agree traffic enforcement in illinois is a minefield for officers, sad for the normal people here, traffic cops were the only thing that slowed me down when i was young. tickets used to be a big thing, you were always guilty, fines and cost, insurance went up or got cancelled, and three strikes and you were suspended, and that was the end of your job and love life. but thats when life had rules, rules are racist and faschist, so now we live in a high speed reckless socialist utopia. i just dont know anymore, i have more questions than answers.

Restaurants are licensed...

Health dept in some way makes claims against the health and safety of these establishments...

So I'd guess at the very least, some licensing concerns for operating unsafe establishments based on operational imposed limitations and face covering

I don’t know other districts but 008 district 1st watch, officers are not allowed to make any misdemeanor arrest even for uuw. So, officers are not doing anything. One time a midnight Lt ordered a PO to write a to-from explaining why he made a misdemeanor arrest during the COVID. lol
