Nepotism Continues
This story is familiar to most readers of the blog:
A legend has circulated for several years in the halls of Chicago Police Headquarters about the origins of one of the Chicago Police Department’s worst kept secrets, the lieutenant exam cheating scandal. Readers may recall a Freedom of Information Act (FOIA) revealed former Chief Eugene Williams had acquired a complete copy of the most recent lieutenant promotional examination and was alleged to have shared the test with a group of higher-ups' friends, wives and girlfriends. Legend has it that prior to the test being given, then-First Deputy Superintendent Al Wysinger approached then-Superintendent Garry McCarthy sometime in 2013 to ask that his wife, then a sergeant, be promoted "meritoriously" to lieutenant.
In theory, the "meritorious" promotional process is ostensibly a way for outstanding officers who score poorly on a given promotional exam to nonetheless be promoted due to their stellar work. In practice, however, it is often abused to promote friends and family of the connected. According to lore, McCarthy turned down the idea of a promotion for the wife of his First Deputy cold, saying that when a First Deputy has the honor of serving in such a high position, he should know nepotism-based promotions are off the table. It is widely believed McCarthy’s refusal to grant the promotion to Mrs. Wysinger may have provided the impetus for the promotional exam scandal.
As it turns out, Al Wysinger's wife didn't need the merit bump once the results of the test (conveniently acquired by friend, former Deputy Chief Superintendent Eugene Williams) were returned. After scoring well below the threshold for promotion on the previous test, Wysinger’s wife miraculously achieved the highest score on the exam in a class numbering in the hundreds. What a coincidence.
The Contrarian then goes on to explain how the latest First Deputy has promoted his wife (a lieutenant exam cheater) to Captain last week (and dumping a captain who wrote her up for misbehavior at the Academy):

Merit is just a convenient way to promote a friend, family, spouse or side piece. Then these pompous people begin to really think they are smart because of their stolen rank. Look what we have steering the ship today, get out if you can. It will only get worse.

She used to come into the 005 SDSC room with her made up LT of SDSC spot. She would demand that her SDSC team in the room would call out drinkers, curfews and other anov-able crimes on the radio for officers on the street to answer as if they didn’t have their hands full already with actual police calls for service. The tact teams refused and she basically told one tact Sgt that he/she WILL COMPLY or else. She was a big time hater. Then she would say things to female officers regarding their appearance and then she would have her hair in a pony tail down to her ass. She’s a horrible person. Most undeserving. She thinks she is hot shit. Funny thing is, once she left 005, that Lt of SDSC spot went away and the wol took over that position as well.
That’s what I call DIVERSITY in the ranks!!! All the Commanders made last week were black!! If anyone has more than 20 years you’ll remember that years ago there always had to be a person of color in the promotion list because it just didn’t look good and lacked diversity. Now look!!

Why did the lieutenant test cheating scandal occur?
Years ago, a bunch of guys from an 011th District tact team cheated on a sergeant’s exam. On the team were Matt Cline (now Commander), Devine, Cronin (disgraced sexual harasser), O’Shea (Deputy Chief), Gallagher and others. Cline was provided answers to the test by his father who was the Superintendent, and the team members cheated. The likelihood of this occurring previous to that incident, by other people who have had friends acting as Subject Matter Expert is certain.
Moving on to the current lieutenant scandal, at that time, the head SME was Deputy Superintendent Gene Williams, head of NOBLE and Eddie Johnson the # 2 man at NOBLE, now the disgraced Superintendent. Gene, in a breach of professional ethics that is indeed criminal as fraud, took a copy of the test, held a study session as a NOBLE initiative and passed out the test to those he invited. Gene rationalized the criminal activity by referencing the Cline tact team cheating. In essence, his belief that because it has happened in the past, it was justified for him to do it. Further, his rationalization included his belief that by cheating he was reversing previous racism manifested through police promotions, a leveling of the field so-to-speak.
The corresponding IG investigation was a hack job. The now fired and disgraced slob Superintendent was directly involved. His wife, Nakia Fenner was one of the main cheaters, along with Wysingers wife, Mrs. Carter (now Capt.), Chris Pap ( now commander of 019), Tirado (now a Chief), and a few others. Cheating Gene thought he was being smart by slightly diversifying the group with the cooperation of his guy, the slob Eddie Johnson.
Who Suffers?
Those who suffer are all of the other members who have taken the test and had to compete with those who cheated. Cheated with the help of those making policy and supposedly leading the department. Secondarily, the citizens suffer because all those department members negatively affected will do less and people will be murdered. Because it becomes very difficult to do any police work for a bunch of cheating scumbags, one of which is now the #2 man ( 1st Deputy Eric Carter)
Allowing the current cheating to go unpunished will cause the practice of cheating to continue and rot-the-gut of the Police Department from within. This failure will cause more people to die due to a lack of activity born from frustration over corruption.
The Solution?
City mayors are supposed to stand up and lead by facing adversity head on. Make the tough decision and fire all the cheaters, including the 1st Deputy. Then go back and investigate the 011th District tact team cheats and fire them too. Unless and until you make this right, correct the wrong and institute changes to ensure this never occurs again, the Chicago Police Department is going to remain forever broken. Prove that you are not just another spineless crook leading a bunch of other crooks. You alone have the power to fix the broken police department or leave it broken. What will you do? Have the courage to make the corrections no matter the consequences. Do it!
Merit sergeant wasn't enough, cheating to make lieutenant wasn't enough either..... ghost payrolling isn't enough either. This is how people like her feed their ego. It's not about the money, it's about stroking her ego. The dumbest lieutenant to ever be in 005. What a joke. And they wonder why this department sucks and people are bailing.
Remember, Lori Lightfoot made Eugene Williams one of her three recommendations to Rahm for Superintendent, when Rahm appointed her to lead that search committee.

I've been retired for 22 going on 23 yrs. Got out early and glad I did. I thought things were messed up during my years with promotions that were done for political or family reasons or the ones just bought with the right amount of cash to the right person but compared to what's going on now those were amateur hour days. Here is a "sign of the times". I know an Electrician in San Francisco. He was hired by a PG&E (California power company) CEOs recently. The PG&E executive was very concerned that his dear old Mother would not have power during the "brown-outs" that California is experiencing so he bought Mom a "stand by power" system for her house. He also purchased one for his house, and several of his fellow PG&E wanted them too. My buddy changed his successful residential electrical business into a generator install service and he is very busy. Anyone with money and a brain is buying them up. They will need them, very soon.
The moron voters in California will not back down on their ridiculous push for "Green Energy". They vote for it because the media tells them that green energy is good. It is nothing but a fantastic lie. It has failed, it will continue to fail, and prices will only climb higher. As it is, they are buying power from other states and still can't meet demand. The politicians in California cannot back down and accept the fact that windmills and solar farms are a bad joke. They will stick by their "green guns" until the entire system fails. They have to. They don't care how many people will be affected by power outages, they won't be affected at all. They have their own, carbon based power systems at home and a peasant to put fuel in it to keep it running. I'll bet you that Gavin Newsome has a really, really nice "stand by" system in all of his homes.

If any Dept member should be continually tested and licensed, it should be the supervisors, Lt and above. One and Done isn’t cutting it. I’ve heard that they’ve been known to even sign in and duck after first break during mandatory InService training.
Any Merit process should include pre-rank peer review and include lengthy, credible on-street community experience and accomplishments. Even if there were a nameless merit nominee review, its so corrupt that buzz words (notify WC) would make it into the process for good measure.
We’ve all known some dedicated, determined by the book CB number chasers and major room traffic court junkies get passed over all the time. Bad test takers are a dime a dozen, good test takers are a nickel a dozen.

Okay, cheating, being related to the right person, and being a lover of a higher up and getting promoted is no surprise. Nothing changes, nothing ever will. Look at the desk positions for example. Young healthy policewoman and men working inside with weekends off. While limping veteran officers are answering calls. And what is done? Absolutely nothing. Incompetent merit bosses, what is done? Nothing. Just accept it or move on to a real career in the private sector where these clowns wouldn’t make it, that’s y they work here. I’m gonna sell Mercedes when I retire next year. Saadia did NOT score in the 5 of the Lt's exam. I was in her promotional class and it was the 3rd class of promotions off the test. She did score in the top 100 but not the top 5. Just so you know.
Yeah.......she passed the Lt's test legit. What a fucking joke this dept is. Has she ever actually done any police work? An arrest? An inventory? Box 1 or box 2 ever? Ever gone to a probable cause hearing?

The sin of this is no one in the media really cares and these clowns actually think that they deserve these promotions and are qualified . The real fault lies with the Inspector General who sold his soul to cover up what, to so many people, was obvious. If this is not stopped now, look for a whole lot more of it in the future. Rigging promotional examinations has been going on for decades, but with this phony merit system and using " subject matter experts" who end up with copies of the test, no need to really cheat by paying your aldermen or congressman which was the old way.
If this department wants any type of change, begin with promotional exams being fair. Highest scores get promoted. Of course, you will get the skinny jeans backwards hat guy on here to comment that he deserves to be promoted because of how good of a cowboy he is... But we need to promote based off of score. Doctors, nurses, mechanics, pilots, lawyers etc... all get their titles based on taking tests and scoring well. Having almost 10 years on the job, the best supervisors I have came across were those that have been promoted on their own.

Murphy didn't get dumped for disciplining Carter's wife, he only did that because he was told to. He wouldnt have the drive to do that on his own,let along do anything that might piss off an exempt he wants to use. Murphy got moved for being Murphy, plain and simple. He was overpromoted at patrolman, but is hooked up with Cline since the days he learned his grandfather died on duty. He's been riding that mantra since he was a PPO, and used it to slip and slid through his career. He probably only got moved so he can get promoted out of Patrol instead of his usual administrative position. Nice guy, but a do-nothing guy that never could handle real policework. Good luck 004.

Why did the lieutenant test cheating scandal occur?
Years ago, a bunch of guys from an 011th District tact team cheated on a sergeant’s exam. On the team were Matt Cline (now Commander), Devine, Cronin (disgraced sexual harasser), O’Shea (Deputy Chief), Gallagher and others. Cline was provided answers to the test by his father who was the Superintendent, and the team members cheated. The likelihood of this occurring previous to that incident, by other people who have had friends acting as Subject Matter Expert is certain.

I love the way you spell out the cheating goings on in the CPD. You have the straight dope. So simple that a burgeoning reporter could pick this up where you left off. Legitimate question here. Is it possible to administer any kind of promotion test in the CPD without it falling into corruption? (i.e. copies of answers getting in the wrong hands) Might be a topic for a whole new thread.

If you are looking to vacation, we have been open for months. Our governor is great and he instituted rules for counties that wanted to lock down because of the Chinese plague. He made it so difficult to close down things Miami-Dade finally gave up and we are all back to normal.
You all are having some hard times in Illinois and the main reason why I left was everything was so corrupt in Illinois and Madigan was a mini-dictator and I saw no end in sight with the high taxes and incompetence. I've been meeting more and more people from Illinois lately so with the increased migration south, they will be looking for new police officers soon. Merry Christmas to our proud police officers of Illinois.
Democrats are just terrible leaders and so corrupt. Back in the 90s, the Democratic party were the party of the middle class and the Republicans were the rich. Now the Democrats support the 1% of society and want big government and control. They want to be told what to do and when. Once Socialism and the "Great Reset" get going, you will have your socialism and you are not going to like it. This election will spawn a V for Vendetta crowd that will be going all fight club on them, Project Mayhem, and hackers around the world will be creating chaos against these leaders. The job used to be a great job and if you liked action and chasing the bad guys it was the place to be, no doubt. But, it is ruined forever and most of the bad things started under Richie. Now? No one in their right mind should take the job. Besides, many suburban departments pay better and their is no residency. However, I had a lot of friends on surburban departments and they always complained about the politics and if the chief does not like you there is no place to hide.

Cheating has been going on for decades. The players have changed, the game has not. Some of the cheaters in the past absolutely still did police work- it’s just gotten more pathetic now. Yes, Matt Cline definitely one of the past cheats. It was always a joke how scoring well on police tests must be genetic. If I recall, back then those tests: detective, sergeant, lieutenant miraculously always occurred just about the time little Matt was eligible to take them. He didn’t even finish his training rotation as a detective before he got promoted to sergeant (conveniently he did his RBT & HGS training escaping before doing lowly SVU training). You can thank the whole rotten system on anyone who cheated. I don’t care what their skin color is or what their nighttime occupation is.

Baby cheat didn't come on the job until 1998. He was on Staples tact team in 011 when he got the actual test with answers from big daddy cheat. Detective and Sergeant test. Both tests were given around the same time. Of course in 2002 he made detective and they promoted sergeants right after that 2003. Another cheat named Salemme merit promoted baby cheat to Lieutenant after big daddy cheat was forced out. Daddy Fatty called the former L.A. CPD temp superintendent who snuck baby Matt in as a commander.
Don't justify this punk ass who is exactly like his father. This punk was drunk in a car with his buddies and his best friend died. What does he do? Sues his dead friends estate. Daddy taught him that. Fatty sues everyone he can.
The point is Matt is not smart enough to do any of this on his own. Fatty couldn't have his son embarrass him and be "just a p.o.". FU Clines.
