The FOP and the PBPA put out statements regarding a 600-page "amendment" put forth in Springfield earlier this week.

Here's what it entails (italicized comments are ours):
- Eliminates Qualified Immunity for police officers, making them personally liable in civil suits (fetality written into law)
- Eliminates Officer’s rights to Collectively Bargain, creating a “special
class” of public employee rights in Illinois that can only negotiate
over wages and benefits (welcome to slavery, Illinois style)
- No contractual language regarding discipline and discharge procedures for police officers (you have no Rights and no Garrity protections)
- Allows officers to be disciplined based on anonymous and unsubstantiated or unverifiable complaints (see above)
- Mandates that unverified complaints be kept with no time limit no removal and no limits on (statute of limitations? What's that?)
- Substantially increases both initial and ongoing training requirements
but does not provide any funding for increased costs and no assurances
that the courses will even be offered (welcome to another 100 hours a year of training, funneling billions of taxpayer dollars to connected training companies)
- Mandates the use of body cameras by all departments for every officer but does not include money to pay for cameras (unfunded mandates - typical democrat stealth tax raises)
- Withholds money from any city that does not comply with the requirements of the legislation (Remember when governors and mayors squealed like stuck pigs when Trump attempted to enforce compliance via purse strings?)
- Eliminates Cash Bail while enacting multiple benefits for people convicted of committing crimes (progressive wet dream)
- Removes prohibitions against obstructing police officers (whose streets? #blm. antifa. anarchists)
- Subjects officers to possible criminal charges of Official Misconduct, a class 3 felony, for trivial and incidental issues
Anywhere else, and we'd say, "Not a fucking chance." But this is corrupt Illinois. We never thought we'd see "Stay Fetal" enacted into law.

Having successfully broken the courts, prosecutors, and policing model in Cook County, this bill looks like it's coming after the places where those things continue to work somewhat.
Everyday brings a new low for law enforcement. This will be the final nail in the coffin. Not only will it put lives at risk in the communities but within every police department in Illinois. Sadly this type rhetoric is seemingly okay with citizens who don't truly understand the repercussions of which there will be many and some that will in due time bring the cities within illinois to its knees. Even more flight out of Illinois will occur thanks to this bill and eventually the naysayers will be proven right but it will be too late. If this bill becomes law, then I shudder to think of how many retirements and resignations will occur in the months to come. SCC - you forgot to mention that the annual ongoing training requirement, think Continuing Education like lawyers, doctors, nurses, etc are required to take annually as part of their certification process, will be on the officers time, not on department time. My suburban department already requires us to take 8 days (8 hours each) a year of Continuing education on our own time and is reimbursed by the Dept for 50% of the tuition cost if we pass and to a maximum amount of $500.
It’s coming, they aren’t going to be able to cover you on a shift while your sitting in a classroom somewhere, it’s going to be on your own time. Watch, they will let you take 8 hours of your own time off If it’s for training, not for personal reasons.

Medical coverage canceled! I was hoping someone from SCC would address the topic of dozens and dozens of officers losing their health benefits upon retirement. It’s either a backlog or just plain negligence by our Benefits Office that many of us are going several months with no insurance coverage upon retirement. Immediately after winning the election he did a few things , 1.) kicked out any field reps who had a working knowledge of the contract and brought in his Vision Team . The problem here is that far too many of them had zero knowledge of anything just like him . No transition period to get an understanding what was best . He also did not keep the State Lobbyist because he was gonna do the job . No update on any pending bills and took the legislation he received from him , put him in a box and that’s where they sit . We all have to ask ourselves, “what has he done for us so far?” That’s all that matters. What benefit or quality of life enhancement has he got for us? The fact is, nothing so far. ZERO. People will say “he sticks up for us” “he’s a fighter.” Well, that’s what the FOP is suppose to do. That’s not a perk. That’s normal. What has changed for the better? I, as many others have too much time on the job to sensibly retire now. All of our years put in would be in vain to leave prior to hopefully, God-willing, maxing out or obtaining health insurance. However, this bill is as terrible as it gets. My advice to members with 10 or less years is to seek other opportunities, even in other law enforcement agencies, and move away. Anyone accepting this job as of now should be disqualified for mental issues.

The Illinois G.A. has until January 13th to pass legislation before the next duly elected General Assembly takes office. Senate Amendment Number Two to House Bill 163 radically changes law enforcement, victim services, criminal proceedings and the protections of every law enforcement officer in the State, regardless of employment as a peace officer, deputy, trooper, university police officer, corrections officer, court security officer or other law enforcement.
Through 611 pages, HB 163 eliminates all protections from law enforcement officers. It eliminates officer's ability to pursue their job without civil liability, it eliminates the ability of officers to pursue collective bargaining agreements, it invalidates the constitutionally protected due process of officers and it substantially increases the costs for employers of law enforcement officers. Specifically, HB 163 does the following:
Eliminates Qualified Immunity for police officers, making them civilly liable to siren chasing trial lawyers
Eliminates Officer's rights to Collectively Bargain, creating a "special class" of public employee who does not have these rights in Illinois
Eliminates impartial arbitration over burdensome residency requirements
Allows for unrestricted and ungoverned disciplinary policies of law enforcement officers
Prohibits departments from taking advantage of cost saving federal surplus programs
Allows officers to be punished or fired based on anonymous and unsubstantiated or unverifiable complaints
Mandates that those unsubstantiated and unverified complaints be kept, to be used against officers, forever, with no destruction and no limits on how they can be utilized to inflict harm on officers
Substantially increases both initial and ongoing education requirements with no money to pay for the increased costs and no assurances that the courses will even be offered
Mandates the use of body cameras by all departments for every officer with no money to pay for the cost of those cameras
Defunds any department that does not comply 100% with the draconian requirements of the legislation
Eliminates funding for law enforcement agencies
Eliminates Cash Bail
Enacts multiple benefits for felons
Prohibits use of force in almost all situations, and makes officers criminally liable for virtually any use of force
Removes prohibitions against obstructing police officers
Charges officers with Official Misconduct, a class 3 felony, for trivial and incidental issues
