Evidently, the 007 CAPS Office is having a giveaway event:
- 4th watch team in 007 brought in a few heads and a heap of bagged proceeds from a train yard robbery. The swag is inventoried as bags filled with "miscellaneous" items, pots, pans, clothing, etc... and placed in bulk storage.Bulk storage is relatively underutilized these days, so the illustrious CAPS uses it to store their garbage. Think Christmas trees and party hats. So the World's Best Sergeant/Aunt sees these bags of proceeds and her natural assumption was that somebody made a donation to CAPS. The proceeds are distributed accordingly ("given" away) until a 4th watch supervisor starts asking around about his missing inventories.Because the etracks list bags filled with miscellaneous items and the contents aren't itemized (because honestly, that would be an insane amount of work) good old CAPS sergeant brings the bags back filled with random used garbage she collected from god-knows-where.
Because everyone knows that items in Bulk Storage in Heat-Sealed Department bags with RD numbers and inventory slips attached are just there for the taking!
The sad part is that the railroad probably won't claim the items, because in the case of boxcar thefts, the insurance company writes off contents of the entire trailer, and the ignorant (entitled?) behavior of the CAPS sergeant will be overlooked, excused, and covered-up.

Shame on the A/Os for not inventorying evidence properly. Shame on the desk sergeant who approved the inventories containing "miscellaneous items" as evidence. What has happened to this department? 20 years ago, desk sergeants would not have allowed that.
You say it's an insane amount of work to do it right? It's called doing your job the right way and not taking shortcuts, it's called being a professional and not being lazy. It's also an insane amount of overtime to do it right. Something that supervisors who were never the police often do not understand as they rush you to finish the paperwork. Fighting crime the right way always costs time and money. If you don't have the time and don't want the money, stick to writing parkers and movers. Get your three hours at T/C every month. Leave police work to the professionals. If you are going to put someone in jail and deny them their freedom of movement, at least do a good job of it.
Oh, and the personnel who took what wasn't theirs need to remember that saying: if it's not yours, don't touch it.

Overlooked, excused, and covered-up is the name of the game at IAD. They’re all birds of the same feather, literally and figuratively.
If the boxes didn't fit into the giant inventory bags, then extra copies of the inventory slips should have been printed out and taped on each side of the boxes to make it clear it was inventoried property. That's what we used to do with large items that didn't fit into any of the bags. It doesn't matter if the items won't be claimed. If you take inventoried items that don't belong to you, that's stealing and you're a thief.

It is a shame when a po or sgt doesn't take the time to do their job right the first time. So what if takes a little longer to complete the paperwork for an arrest. All these officers who take short cuts and supervisors not calling them on it and being part of the problem. no matter how small of a detail, it could be a detail that could tank a case or a career. Yes its a pain to do inventories, but your typing into a computer not an old inventory book (that took forever especially if somebody had the book doing their inventories.) And yes someone mention professionalism, these new kids of the internet generation want to breeze through the paperwork.

I wish you were my supervisor when I worked OT to write reports and inventory items. This job cpuld take many hours to inventory porperly. Sounds like a job for a retiree like me.
