Slow Pace of Government

Why are the aldercreatures surprised?

  • The Chicago Police Department has yet to launch a new study on whether officers are efficiently and effectively deployed across the city to stop crime and respond to calls for help, even though the Chicago City Council ordered the study to begin more than two months ago, officials told WTTW News.

    Ald. Matt Martin (47th Ward), who authored the ordinance passed by the City Council on Feb. 21 that gave CPD officials 90 days to hire an outside organization to study how officers are deployed, where they are assigned to work and whether that makes sense, said he was frustrated the work had not yet begun.

    “I don’t understand what the hold up is,” Martin told WTTW News. “This is years, if not decades, overdue.”

We have our suspicions as to what part of the hold-up is:

  • Johnson and the City Council must “right size the footprint of the police department” by deciding which functions sworn officers should be responsible for, what non-sworn members of the department should tackle and which should be handled by another city department or agency, Witzburg said.

    “You can’t figure out how many officers you need and where they should be deployed before you decide what you should do,” Witzburg said.

Well let's see....schools finally are getting rid of CPD, so that's a few bodies. However:

  • front offices are stuffed to bursting with redundant staffing and made up spots;
  • units are overstaffed with administrative house mice;
  • SDSC rooms are crowded;
  • HQ is little more than a harem for bosses girlfriends to the point using the parking lot ofr official business is impossible;
  • "straight line supervision" where one captain reports to one commander, and one commander reports to one deputy chief, and all of these "bosses" have their own staff of three-to-a-dozen bodies;
  • POW's at Callback for cases that should have been adjudicated years ago;

And don't even get us started on Coneheads detail of an entire (small) District worth of manpower.

There was an effort eight years ago or so where some "efficiency experts" ran an audit in the Districts to determine exactly this....and we never saw a single report from these people who were paid (we think) millions. 

And the Booz-Allen Report still exists as a single copy in the Harold Washington Library (available for perusal and photocopying), but you cannot check it out, that was supposed to address many of these issues about three decades ago. That report is why we got rid of captains back in the 90s.

I’ll save them the $, a third of department works inside and does almost nothing. A third works inside and moves all the paper we need to function, and it’s a lot. And the last third you’ll see in an unmarked or marked car answering jobs 24/7 365 days a year.

And it’s non stop. Not complaining just giving an accurate description of what goes down. Many jobs are far worse many are far better.

And as far as the canceled days off and occasional long hours, it’s what we do and what we signed up for. We all knew it’s not a 9-5 job when you catch the 5:15 train back to the wife and kids.

It’s a lot of death destruction and chaos and we just hope we make it to the end to enjoy a pension and remember all the fun we had and the people we worked with along the way.

Now go get me a few blue cards.

Has there been any grand success in the mental health civilian response unit, any unpublished fails. The concept is newsworthy almost every 3 month in discussion only. Just wondering if it is working and relieving officer’s of the responsibilities? Let me know if ya got any thing, just curious.

I remember captains still in the districts in the 2006-2010 range and maybe a few years after that. There’s still captains out there as inspectors now. To what degree did the department get rid of them in the 90’s?

I’d rather have sworn doing most inside job mostly due to lack of trust for civilians;; however, the problem is when those positions are over saturated. Places that should have 3 people now have 6 due to harem/bro inflation. But even so, if answering calls is a priority the first spot should be tac. Maybe in other districts it’s different but our tac team does non stop traffic stops looking for the elusive gun arrest to go home early with. They leave robbery jobs on the board to pull over a no front plate car. Answer calls first. Saturate hotspot places second. Enforce traffic third.

Too many people who have no idea of policing trying to mold the CPD into what they think it should be. Plus the court order, and unqualified pilot Conehead putting the plane (City) into a tailspin and nosedive as soon as he took the controls!

Dismantle CAPS, that several dozen per district. Have the WOL or DSS do their own work, no need for a non bid watch secretary at three per district. Same goes for tact secretaries. Eliminate desk relief and outsource to retired CPD, the non CPD civilian’s are useless, and of course clean out headquarters. There are a district worth of officers who have been hiding for decades.

There's a lot of POs hiding inside because there's a lot of supervisors hiding inside as well.

Expect the beat cars to be mostly 99 as a lot of officers will be detailed to Bikes and other crowd control functions.
The desks, sdsc, caps, dcos, and other hiding spots will be packed as cancelled RDOs will only put more scared mice inside.

I have been retired for some time, but before I left I did see that in many districts there are officers " detailed to a unit at HQ ( I believe 540 ?). These officers were serving as drivers and bodyguards for connected people but never actually assigned to a special unit. I was in the Organized Crime unit and some of these detailed offices were using the unmarked cars. Time to stop all of this nonsense, time to kick out all of the desk dollies and girlfriends. Will that ever happen? I seriously doubt it as this has been discussed for decades.

In case you haven’t noticed, the civilians that were “not trustworthy” are becoming police officers in today’s age.
With the watering down of today’s department your sensitive information isn’t even secure in the hands of other officers.

They have this report but the Connected don't want it released because it says to man the beat cars first, stop the practice of using armed secretaries, end the use of dollies in made-up inside spots, reduce phone-call spots, allow light duty or injured, ambulatory officers to work those inside, desk-job positions that require access to sensitive law-enforcement-only information, and hire civilians for other positions. At one time, it was believed that only sworn could answer 911 calls and dispatch cars. Now it's all civilians. There are lots of positions within CPD that can be civilianized. This is why that report won't be released.

I remember a Sun Times photo of a Youth Division Sergeant sleeping on his desk when he was supposed to be the designated city wide midnight commander of the Youth Division. Newer cell phones should make it easier to document the hijinks of such respected bosses. Sounds like fun.

If you think Chicago is bad, look at Oak Park Police. Similar review was conduct last year by an independent consultant. Worst rated dept in the nation. They have 35 officers left to police the whole city. Mandatory overtime has been in place since last year. 35 officers. That’s it!

You don't want civilians working in our stations and HQ. It's bad enough with the "cleaning ladies" working the stations. All the equipment they've stolen, plus info they've gleaned off the walls in the tact. office for their "friends."

You know who they will hire, right? You want them to be able to have your personal info?

Honestly, they should just staff the CPD to reflect what Crimesha and the clowns in States Attorney office will actually prosecute. So what do we need, maybe a dozen cops deployed across the city to arrest any soft drink throwers and then the 150 on Mayor Conehead’s detail. Let round it up to 200 cops on the street (mostly guarding the Mayor’s block and any A&W Root Beer locations). I think the time to try this out is the week of the DNC.

Put all officers back in the districts for a week except Human Resources and erps. From there have the commanders choose the top 10 people for there unit. 3 will return because they run the operation and 7 will be hacks.

Have the inside people as limited duty NOW answering phones at missing persons, news affairs, and headquarters units.

No because they only respond to select calls of their choosing and I believe Mon-Friday second watch hours. And as we all know that is not the reality of policing and the type of mental health incidents/crisis we deal with on a daily basis. They are taking the lowest of low risk calls so they can say the program is a success without any uses of force in responding to any mental health crisis

You sound like someone trying to hang onto whatever made up spot you have. Any position where you have to explain what you do and the importance of it means it’s an unnecessary role. In all honesty, I would rather have contracted civilians handling my paperwork rather than my work colleagues. I’ve been in the same district for ten years and there’s been little to no issues with the cleaners. We have issues with beat cars being down everyday, having to hurry up any arrest or paperwork to get back on the street because there’s a daily backlog.
Meanwhile, I go to headquarters about every other month and cannot find a parking spot after 0900. No ceremony, no details doing roll call… just a normal day. Building is packed full of law enforcement officers with less than 4 years on, yet talk about how they put their time in as a PO and it was time to find a spot off the street. I know many of them. Absolute hacks. Justifying their spot til their blue in the face to let everyone know how important their made up spot is.
Someone with balls needs to make a move and get these fake cops back on the streets. To date, not one boss has the balls to use common sense and put these clowns to actual police work. You signed up to be a cop. Grow some balls and start taking jobs from dispatch.

The department should pay a stipend to those officers who work the street. Any officer working inside should be paid much $1500 less each month. It's infuriating looking at all these lazy scaredy cats on desk jobs. There needs to be penalty for desk jobs, and an incentive for street cops.

Same for 1st watch officers and any time a. Officer is scheduled outside of their normal shift like court time. But nobody cares. It will never be done because the people who make decisions would never vote against their own interest. 1st watch should get a 3-5% shift differential. Duty availability is not shift differential since 2nd and third watch get it too. Union will never go for this because union doesn’t work 1st watch. Union doesn’t work the street either. In fact, they’re not even cops anymore.

Every current and potential captain has Donald J O'Neill, ex CPD Commander of Human Resources, and current Director of Labor relations for the City corporation counsel for that. He was a captain in the 90s, and the president of the Chicago Police Captain's unit when he made a deal with the Daley administration to change the rank of Captain from career service to Senior executive Service, which meant that they could dump you back to lieutenant with cause, like they did Marc Buslik. Every captain that signed on to the agreement got a $10,000 "stipend" . O'Neill was dirty then, and he's dirtier now.

Good luck trying to dump the officers out of callback. Outside of the circumstances that got them there, callback is a sweet assignment and a great unit. If it wasn't a dump/punishment, an officer wouldn't be able to get into callback unless they had at least twenty five years on. Over half of the officers in callback will not leave unless you drag them out kicking and screaming. Some of the officers being detailed out are already making phone calls to go back.
