Compliance Stop in Iowa

These types of stops are exactly what they want to outlaw in Illinois:

  • Newly released bodycam footage reveals the arrest of a fugitive who had been on the run for 30 years by the West Des Moines Police.

    KCCI first brought you this story earlier this month. Officers stopped George Hartleroad on June 26 for not having a rear reflector on his bicycle. Hartleroad is heard giving the officers a fake name and a fake social security number.

Thirty years on the run for rape, caught for a bicycle reflector violation.

Amazing.

Remember, the OKC bomber was caught for a license plate violation. Little things like that are routinely ignored by criminals because the other laws they're breaking are so big by comparison. Why would they bother putting a sticker on a plate, using a turn signal, wearing a seatbelt when they're already coming from a burglary, looking for someone to rob, are carrying a gun?

It isn't racial profiling - it's recognizing criminal behavior that the legislature has deemed to be unlawful.

Had high hopes for Snelling but hes just another fool. He came right back with cancelling days off just like Brownie. What are his accomplishments so far? Changing our uniforms? A few years back, two officers in 004 did the same thing. A minor bicycle riding violation revealed a fugitive for rape from almost 1,000 miles away.

So in this case his fishing expedition worked out and he found something good. But hey, if you pull everybody over and question them you’ll find ALL the criminals so what the hell, let’s do it! Everybody should be willing to be stopped and questioned on a regular basis. If you’ve got nothing to hide you should have no problem with that right? Don’t all the freedom loving, big government hating, folks here agree?

Whoa wait a minute, isn’t that what the city of Chicago? The so-called alderman are trying to stop? They are trying to stop police from doing traffic, violations, and things of that nature! How many good arrests have been generated from as a traffic stop? How many felons have been put in jail? This goes back to Rudy, Giuliani, and the broken windows theory in New York, which worked out phenomenally. The thing we are not doing here. Crime is through the roof, but then again in any democratic controlled area city County it’s totally lawless!

I'm glad that fugitive was caught...I do think it was the providence of G-d that brought him to justice...there is likely more to this story.

The first thing I do is tear off the reflectors when I buy a new bicycle...They make my mountain bike seem less serious, and I don't like seeing broken reflectors and bits end up as trash on the trails when I go out.

That being said...in my entire career, I would never have stopped a bicyclist for a missing reflector. I wonder how many fugitives passed me by while I was sitting in a park under a shade tree eating a sandwich, and working out a crossword puzzle.

Try bring in an arrest sometime using PC like that...you'll get laughed out of the station. I would hate to be the copper that had to use deadly force, and that was the only PC I had. At least give me some reasonable suspicion too...

Back in the 1980's the Florida Highway Patrol pulled over speeders, people with expired tags, changing lanes without signalling and so on(and still do). Two guys would be in the car...often with neither one having a driver's license. When questioned, they would have vastly different stories on where they came from or where they were going. The Troopers would call in a K-9 and what do you know, there would be a 100 pounds of pot or 100 kilos of coke in the trunk. While this does not occur as often as it did in the 1980's it still does occur.

some smaller towns/villages/communities require their police to do these minor stops due to a lack of actual felonies occurring. a lot of times those cops do not have a union or fop so they can be fired at will

I'm not sure you are or were ever the police. You don't know if you used "pretext" properly? Watch the video. Officer said he stops people with such minor violations to help the citizen fix that problem so they don't get hit by a car. Then he does a name check and let's then go. It's similar to an ANOV (or used to be), you can write an ANOV and not arrest if you can verify their identity. This officer had no intention of writing a ticket but as soon as it became clear the offender was providing a phony name, the real police keep asking questions because the person is lying and they are lying because they don't want to go back to jail because they are criminals.

How would you want that officer to handle that situation if it was your daughter, wife, sister, girlfriend or neighbor who was the victim of the rape 30 years ago?

That officer did a great job.

How about looking at it from a real policemans perspective. Maybe he had great instincts about this POS he stopped and was just making sure he had a legal basis (no matter how minor it was) for justifying the stop. Think like a cop instead of a whining lib.

The solution to this is simple and is found within the problem:

1. Pre-textual/probable cause traffic stops which do not produce: reasonable suspicion, (which would then lead to actions that confirm said reasonable suspicion), result in officer descretion of verbal warning, no citation, no ticketing, no resulting fining, just a pleasant conversation, reaffirming the practical purpose of said stops. Yes, in these times of wantonly blatant violences committed with impunity, all of these technical rules are rendered piddly ass other than for this purpose.

2. The quoted commenter plays the karen/greta game of exageration to the maximum. Not everyone is going to be stopped, though many ones observed to be not in compliance with piddly rules will be, yet, for those not found to be worthy of police actions, aka, merely not in compliance, said verbal warning will suffice to crank back the exageration karenizing.

3. Whatever else applies here, Murphy's Law is always active.

4. The comment quoting Ayn Rand provides the crux of the problem, re our fuck brained lawmakers.

5. For any who lament about the perceived result of this strategy being wanton, widespread disregard for vehicular violations, the insurance industry provides the default inducement to said compliances, which are naturally civil, not criminal, no matter what the idiots making laws proclaim. 1 verbal warning, 2nd repeat paper warning, with notice provided to insurer. Ditto to lender if vehicle not wholely owned.

Life in a red town is it pretty uneventful. We have fewer laws because people are……gasp…….law abiding. When I visit a blue city I am amazed at the utter lawlessness. How soon you forget. It is a shock to my system now. I absolutely prefer living among the law abiding. No sirens, no assholes.

I am upset that police are not making traffic stops & the animals/idiots on phones etc. but coming from a cop family I know that after getting kicked (figuratively) in the nuts they will protect their nuts. While I hate it I understand how especially in Chicago the officers are not doing anything proactive. W/ copa, aldermen & mayor not to mention da revunds I get it. Officers protect yourselves. In Iowa, the cops are proactive. The state pays for the Sheriff’s officers & other departments are all given overtime & they “rat pack” an entire county looking for vehicles not insured, lane changes W/O a signal any little thing. Not all tickets but everything is still checked. Even if you’re the police, they still run you. I’m not the police but even I know that most big arrests start W/ small things & in Iowa specifically they use that option

This is very true, you cannot even find two coppers that are dressed alike! That is why many of them that left this department to go to other states are begging to get back on this job, because when they went somewhere else they found out they had accountability. They actually had to wear a clean uniform, and it had a look like a uniform. That plus they found out that their medical time was severely restricted to maybe five days plus they did not get a long vacation and all the easy money that they make so there is still quite a few begging to get back on the grass was greener boys and girls.

Excessively tinted windows? Just go to the parking lot where the coppers park in the districts. You will see examples of that you will see examples of no city stickers you’ll see so many examples of expired plates. They don’t enforce the law because they do not obey the law look around.

In Iowa, the cops are proactive. 1st, refer to the comment posted quoting Ayn Rand.

2nd, if, indeed, there are fewer laws where you reside, then it follows that abiding by those fewer laws is less daunting then abiding by those abundant laws where you visit.

3rd, this lawlessness which amazes you is not the result of an abundance of laws, but a result of the impeding of law enforcements of those few laws most needful of being enforced, plus the maleficence of those obligated to prosecute same.

Research shows that small numbers of dangerous offenders commit a prolific percentage of lesser crimes in between violent attacks, not that I have to tell you that. An Atlanta detective I knew called such behavior "day jobs for rapists." Stealing lawn mowers or bikes was one popular time-passer in Atlanta. Sex offenders in particular continually commit minor offenses that give them that little bump of transgression. My rapist ran into a condo where four adult men were watching tv, grabbed a clock radio, and ran back out the door. Naked. Being German, the men actually reported the crime and gave a useful description. Lots of peepers and flashers and guys committing frottage on women in subways are serious sex offenders with DNA in the database. Good luck getting them behind bars if you can't investigate these "minor" crimes. And good on that cop.

Speaking of laughter, the Palatine police detectives laughed at their fellow detective who inventoried some food from the Brown's Chicken Massacre. This happened years before DNA testing was available. Years later, that food was DNA tested and helped prosecute the two murderers who killed 7 people in one effed up horrendous evening. That detective got the last laugh. Real police work there.
