HOW CAN THE CITY KEEP PROTECTING THIS GUY??? Former Commander Matthew's son, you may remember the father and son duo....the son( a self admitted gang member) was caught with a gun and fought with the 19th dist. police last year. Former Commander now Lt. Matthews stormed into the 19th Dist station with his other son who is a southside copper and ruffed up the desk crew. Well now the same son who got caught with the gun was caught trying to steal a car in 23rd dist. The officers said he was pulling on the car door handles of about 10 different cars until the police stopped him. They performed a field interview and a protective pat down revealed a set of squad car keys with the metal tag with the car number on it. The car # came back to a 10th Dist. squad car that belongs to the CAPS office. Guess who is the CAPS Lt. in the 10th Dist? Give up? Former Commander now LT. Matthews. He was dumped to 10th Dist and know body wanted to be the CAPS LT. so they gave it to him. Well Lt. Matthews pulled some strings and made some calls or asked for some favors and his son was released without charging( makes sense ... he never broke into the car) but you can charge him with theft of lost or mis laid property!! Now you are probably thinking ...well at least you get to file a CR# on LT. Matthews right? .............................NOT!! Nothing was done to his son or Lt. Matthews. His son got to go home and sleep in his own bed and Lt. Matthews simply received a phone call telling him to keep an eye on his car keys. UNBELIEVEABLE!!!!!! If that was any of us lowly P.O.'s we would have been screwed. Why do the bosses keep helping this moron and his gangster son.

Chicago Police Officer Arrested, Charged With Domestic Battery

CHICAGO -- A Chicago Police officer was arrested and charged with domestic battery Thursday in the Princeton Park neighborhood on the Far South Side, police said.
The female officer was arrested and stripped of her police powers after she was involved in a domestic dispute on the 200 block of West 92nd Street Thursday morning, according to police News Affairs Officer David Banks.
The officer works in the Operations Command Unit, said Banks, who did not have any further information about the officer.
She was charged with one count of domestic battery, Banks said.
Details of the incident and court information were unavailable, according to Banks

1. Why would a caps Lt. have keys to a squad car, when they don't have take home cars? Most dist's in the city do not even have a car assigned to the caps office. Now this guy's kid has the keys in his pocket... god forbid I should accidently go home with my squad car keys. I'm read the riot act and told to come back. Three sets of rules.
2. Why the fuck does a civillian get assigned a MARKED squad car for their role as a crossing guard supervisor????

Fast forward about 1-2 years and this angel of Lt. Matthews will probably have a gun, point it at the police, and he will be shot dead. On the way to 019 or 023 from 010, Lt. will pick up a few rent-a-reverends and claim that the big bad po-lices are racist too. Then the stand up Lt. and his stand up son will hire an attorney to sue the department and the police officers involved. I can almost guarantee that this will happen.
The Matthews story reminds me of that nitwit Chauncey Moore, who got pepper-sprayed outside of 022 because he mouthed off and refused to identify himself to 2 coppers who were just wondering why Moore was loitering in the district parking lot.

I thought tampering with an auto is no longer a charge. At the very least the keys should have been inventoried, and a CR should have been generated for failure to secure department property. The theft/lost mislaid only works if the Lt. states that the kid took the keys without his permission or knowledge. Many officers as a convenience make an extra set of keys for their assigned car. The plausible explaination is that the Lt. gave the keys to his son, and the squad car key was on the ring. This Lt. needs to at least account for his failure to secure our property.
Remember folks, our police department has to represent the demographics of the citizens of Chicago which includes hiring flea ridden dogs as the M family.
In an effort to continue the cycle of stupidity, the Lt. will be made a Capt and his son will be made a Sgt.
He should be like a certain Sgt. in a certain unit who takes his kid to work with him and even lets the kid do paper work.

The tampering with auto charge was declared unconstitutional years ago. The kid cooperated fully with a/o's and was polite.The kid did not tell anyone who his father was until the a/o's found out where the squad car was assigned. The decision not to charge was made before Lt. matthews was contacted and was made with the blessings of the a/o's. If the department got a cr number on every set of misplaced keys there would be no one left off suspension. All you second guessers better find some bigger coverup scandal somewhere else.

My buddy is a County Sheriff and he told me a story today about a case that was up in court. Two shit heads rob a kid on the northside and are locked up for it waiting for trial. Well the mother of one of those kids knows a f/2 police officer who works in 23rd dist. on days and has her write a letter of recommendation for the robber (m/1/17). The officer wrote a letter and started it off by using the 23rd Dist's address and her title and name and then went on to ask the judge to lower his bond and and how he lives on her BEAT and is such a good kid and his mom helps the community.....etc.... and signs it Chicago Police Officer @#$%#^@%$ and the Dist's address. Now I'm no rocket scientist but I don't think she can do this. 1st of all it affected the outcome of the case , which she knew nothing about, and she used the City of Chicago's name without asking a lawyer for the city if it was ok to do so. If anyone knows what else is wrong with this please add on....Oh Yeah to top it off the robbers dad showed up to court and tried to intimidate the witness and was locked up on the spot after he wrestled with the Sheriffs. The robber got off with supervision thanks to the fine letter the female P.O. wrote. Unbelieveable!!!!

I believe tampering with an Auto was found to be unconstitutional because it did not require mens rea or a guilty mind.
In other words you did not have to have criminal intent to commit said offense.
I believe it was ruled Unconstitutional and thus is no longer on the books.
Tamering only demanded that a person do an action without authority and did not require criminal intent, hence unconstitutional.

When he was initially detailed to 010, on a phone order, the only Lt spot open was 1st watch and that’s where he was going. However, about an hour later the phone rang again and Lt Mathews was then appointed as the day CAPS Lt. Lt Daly, who had the 2nd watch and the District bids, was the CAPS Lt. Daly was put back on the 2nd watch as Field Lt. Lt Hutchinson, who was the 2nd watch Field Lt, was put on the 3rd watch. Lt Stone, who was on the 3rd watch, was bounced to midnights.
Would I be out of line to add and point out that three white Lt’s assignments, shifts and lives were changed to accommodate a black Lt who had disgraced himself and his Rank? Lt Hutchinson, fed up with 37 yrs of bull shit, retired in February. This was not his plan. Meanwhile, Matthews is a CAPS ghost, nobody ever sees him.
The kid stole the keys from his father. The dummy didn't know it was a police car! the car was found in 010. He was no problem with the A/R's. Never said a word and denied being CPD or being family of CPD. A/R's had a CB # on the kid b4 they figured that he was the son of a gun. The

What happens when the kid gets pinched for something serious that the media does get ahold of? Do the PO's that had to just let him off now have to pay the price? In other words, let's say he has an Abbate attack somewhere on camera then they find out he has had lots of incidents before this that he was not arrested for, they will use the cops that let him go as scapegoats right?

A certain retired member, then the Commander of 22nd District DL, wrote a letter, on Department stationary, pimping for a DUI bartender. The bartender gave DL the lush free drinks at a place on Pulaski. What happened to ole DL, well he got dumped to the Traffic Section and eventually was promoted to Deputy Chief.
Oh what a glorious thing the CPD is.
This whole situation brings to light another problem with this Department. TAKE HOME CARS. I work in the building (27 years on the street – all of it in Patrol – I earned it for those of you with comments) and I can’t believe the number of take home cars in the 35th Street lot.
· It seems like every stool pigeon in IAD rides home on the City’s gas, they tell me even the Sergeant in charge of IAD records has one. Guess they may need a disciplinary record at 3 in morning. PS: these records are available on line.
· Every “Commanding Officer” gets a take home. Like the guy in MLAS. Probably an emergency grievance at 0200 hours needs to be handled.
· You wouldn’t believe how many 2 year wonders in Information Services have take home vehicles.
· Dana’s entire posse comes and goes in CPD vehicles.
I was under the impression, obviously the wrong one that your job had to be such that you are called out frequently on criminal investigations etc. to justify you having a take home. Boy was I wrong.
As a taxpayer this offends the shit out of me. Gas will soon be over $3.00 a gallon and rising. Why do these “special” folks get cars? Who the “f” is actually in charge of our vehicles? Who makes the decision as to who gets cars? WTF!!!!!
I sent a letter to the Inspector Generals Office on this issue. Probably won’t be addressed however, they’re probably out getting their take home cars gassed and washed.

Regarding the take home cars at 35th. You're right! It is unncessary, very few in IAD need a take home car. Some in IAD have been seen driving their kids in the cars. Don't worry, it's being addressed! Also, the Corp Counsels coppers have take home cars so they can drive their family around all day. The Clout cars for family use will end!
I got a CR for not responding fast enough to a job 6 years ago and this guys kid is trying door handles at 2 am with squad car keys on him and his dad(Lt.) only gets a phone call at 3 am. I would have gotten a CR and probably taken time for it yet he is once again taken care of.....what the F#@#!!! I thought the bosses were so scared now that they would do the right thing from now on or at least initiate a CR and let the proper authority figure out if it should be sustained or not. Here is the thing people are missing. Some of you think that we are mad because a BLACK kid was let go, well you are wrong. It doesn't matter what race he is. My partners kid got a DUI in 16 last year from a M/1 copper who was told repeatedly that the kids dad is a cop but no call was made and no special treatment was allowed by the P.O. I asked around and found out that this copper has a history of giving DUI's to Cop's family members and Firemen without blinking. Now this disturbs me because this same copper on two occasions was stopped in my district, once he was driving and once he was a passenger, and on both occasions used his badge to get out of trouble. To say thanks , this asshole locks up our kids and firemen...for the record, i found that 11 police family members and 3 firemen all got DUI's from this officer... Most refused to blow and of the 14 arrest only 3 were found guilty and lost their license. For the record I'm a M/4 and my wife is a F/1 so shove ur racist theories up ur ass, we are all blue.

To the poster who wanted everyone to remember the Capt. on duty when Matthews' kid was recently picked up, as well as the ADS (McNulty) who was called out. If any of you ever step on your pricks, you can only pray that McNulty is the ADS who responds. He is a man of unwavering common sense and discretion (two qualities that have been sadly lacking on this job for the past few years), and it would be a blessing to have someone of his caliber to be the next Supt., although it is very unlikely to happen. The job could do far worse, and from the way things are going, probably will.
To the poster who claims Matthews is a "ghost CAPS Lt.", walk into any District on any given day, and see how long it will take you to locate the CAPS Lt. They're ALL ghosts. Many of them are filling in at their District stations, and others, on Days, Afternoons, and Midnites. The Area Deputy Chiefs can move them around to fill any vacancy in their assigned area, and they do so without any hesitation. I got a CR for not responding fast enough to a job 6 years ago and this guys kid is trying door handles at 2 am with squad car keys on him and his dad(Lt.) only gets a phone call at 3 am. I would have gotten a CR and probably taken time for it yet he is once again taken care of.....what the F#@#!!! I thought the bosses were so scared now that they would do the right thing from now on or at least initiate a CR and let the proper authority figure out if it should be sustained or not. SOOOOOOOOOOO one sided this department is(yodaism).

The only reason white coppers try to make things about race sometimes, is because the black police make it about race all of the time a great example of this are Sgts VA and MO of 006 tact.
Clearly, "anonymous (10:25PM)," you have NO IDEA of the responsibilities of a Watch Commander. It's quite easy to assume they do so little when you've never sat in that chair.
Do yourself an educational favor:
Study very hard, and get promoted when the next Sgt. exam comes around. At least you'll begin to see that being a supervisor isn't as simple as you've made it out to be. Oh, and if you have some free time, you might want to travel out to 014 and have a sit down over there with a recently transferred Capt., who is scheduled to be demoted back to Lt. Or you can always make a call to Helen DeWitt.
Both of those people I've mentioned were all thought to be great bosses by most of those who worked for them; one scheduled to be sacked, and the other was.
There is nothing easy about wearing white on this job today. A major mess can hit any District at any time that can torpedo your career in a minute.
My favorite CAPS lieutenant works in 004. Lt. R.E. spends most of her time running her private businesses and looking out for her gang-banging relatives.
Why doesn't the 22nd District write tickets on her limo's that are parked illegally around her house?

A.Z in 011 is the best. I always enjoy getting handed over 5 heads to lock up for the next 6 hours of my tour, get done right on time to go home without a lunch, thanks to lock up who dont take prisoners till after 2200 hrs. that my friends brings up morale any time.

Sgt. MO of 006 tact a RACIST?? that is a load of bullshit. The man rarely says a word to anyone, and I've never heard him discuss anything that cuts across racial lines.
Can't comment about Sgt. VA of 006 tact, don't know the guy that well.
I've worked in 006 for a while. All of the watch commanders seem to be fair guys. But I've seen an occasional post here from a white guy or two complaining about working in 006, that Sgts. are harassing them. I'm white, I've been in 006 for a little over 5 years, and I've never had a problem with any boss there, from the DC on down. Maybe the one or two whiners who like to come here and post their backstabbing crap should transfer out, or stop slacking off. Usually, the people that complain the loudest do the least. Black, white, whatever, if you're a slacker, you can expect to hear some flack from a boss one day. Quit blaming others and look at what you AREN'T doing!!
Not one of you fucks knows what it means to be "the real police." Real police understand about taking care of family, no matter how stupid somebody's idiot kid or nephew is. Regarding the take home cars at 35th. You're right! It is unncessary, very few in IAD need a take home car. Some in IAD have been seen driving their kids in the cars. Don't worry, it's being addressed! Also, the Corp Counsels coppers have take home cars so they can drive their family around all day. The Clout cars for family use will end!

When that backstabber kirby was asked to respond to reasons why the take home cars in iad were necessary, she gave a bs response how they were needed for the "call out teams". Yeah, the call out teams-what, maybe 5 people are on that "team" at any given time. Plus they rotate. And please, they don't have that many "call outs" after hours to justify every white shirt getting one. And yes, earlier poster stated that he thought the supv in records had one too. she does. What a joke she is in general. Those prima donnas need to get behind the wheels of their own cars and burn up their own gas again to bring them back down to earth. All it does is deprive the investigators there from using a car to go out and do actual police work. The supervisors think they actually OWN these cars.
