- Police brutality scandals will continue to haunt Chicago until city officials create an independent civilian agency to investigate allegations of abuse, community activists and civil rights lawyers said Thursday.
The call for more civilian oversight of police has been sounded before. But advocates said recent high-profile cases— including an off-duty officer's videotaped beating of a bartender—show that action is long overdue.

- Gun team bar beating
- Brother of bar beating
- SOS
Civilian oversight would have stopped each of these exactly how? The first three incidents we list we're OFF DUTY incidents. Yes, we've read the Rules and Regulations that state an officer's personal life shall be above reproach, but let's be for real. If we had a dime for every single time we heard about certain "reverends," politicians, bosses, and community activists personal lives that were (shall we say) "reproachable," we'd be rich.
And the SOS scandal? Civilians have what sort of investigative skills to stop this scandal? What powers to wiretap phones or make deals with felons to wear wires or any other of dozens of methods used to legally gather evidence to build a case against allegedly crooked cops? Can you say none - no powers whatsoever?
So this is just a bunch of political operatives trying to make hay (and headlines) over something they cannot control. We already have forms of civilian control in the guise of OPS and an "independent" Police Board (appointed by the mayor of all people!) An additional layer of bureaucracy would do nothing except (A) provide jobs for various storefront reverends with axes to grind and (B) give the illusion of real change while in reality accomplishing nothing.

I once went to a meeting with the "Rev". Ira Acree. The CAPS organizer asked me to go with him. When I walked into the church, the organizer introduced me to him. He shook my hand. During the entire meeting the "Rev". would not look at me nor respond to any question or statement I had. I left the meeting wondering what the hell I was doing there. I knew right then and there that the "Rev". was obviously an anti-Police liberal puke who would love to see the Police crucified. BTW, his "church" is located at 1254 N Waller.
Our beloved Mayor is on the news "welcoming the support of these outside agencies."
The minute we get a "civilian review board" with "reverands" on it is the day I, and many PO's I know, stop being aggressive.
It's 19P from then on!
The real scandel and the one Phil and his cronies ought to be fired for is that for 4 years they did nothing to stop the SOS plague. They knew about it and they ignored it. Finnigan alone has been sued 10 times since 2003 in Federal Court. One can only guess how many CR's he received. They all have a common theme, home invasion, uninventoried property, missing money and drugs and the list goes on. . .
This complacency and willful blindness all the way up the chain is what we should all be screaming about, its damaged us all.
You accomplished a great deal by becoming a police officer - a fine and noble profession. Don't let this kind of moronic family/father/son affect your pride in your work or your profession.
Bring in the Feds! Let them take control of that crooked Chicago Dept. or have the county police take over.
I arrested a poolice commander's son 20 years ago in 024. Before I even completed my arrest report the Captain asked to see me. He started talking complete bullshit about nonsense to take my attention away from the desk Sgt. walking my prisoner now uncuffed out of the interview room and to the front door of 024 before he bid the son of a son of a bitch a fond farewell.
All my paperwork was confiscated and destroyed by the heroes then in power in 024.

The shit with former Cmdr. now Lt. Matthews kid is nothing new boys and girls. This crap has been going on for a long time here.
Deputy Chiefs also get special treatment. Terry Hillard had to go to a neighboring town to get a certain drunken Deputy Chief out without charging after he got caught drunk driving. He slinked into treatment and no charges were filed. The former Deputy Chief is still on the job in a high ranking spot.

Sgt's and above shoud follow the rules well above the level they expect any PO to adhere to.
This Department is a joke, with very few exceptions.

Yeaaaaaa and da Friggen Mayor can appoint the positions so Police friendly people so that way when you get a CR put on you or an allegation there will be a real investigation and you can prove you were doing your job and it will be non founded like the SOS Officers. I find it totally amazing how you are accused tried and convicted before a trial and how the troops rally around each other and fall in line with the civilians before investigating isn’t that the word ? I stopped being aggresive long ago! just collect a check enjoy my family and do as little as possible, go to my jobs take my sweet time doing paperwork properly and that is it! Chase a traffic offender? Sorry can't do it risk my life, get in an accident no! the dept wants you to do nothing why not comply? what is the incentive to rush full of piss and vinegar? no promotion unless your clouted! Special unit like?
How could any police officer get any kind of a fair review from this crowd of obvious police haters. Just as they do not trust the OPS I have no faith in them. Pity anybody who comes before this crowd if it comes to pass. They have already assumed that all the cases OPS unfounded were really bonified. They can not believe that any one would beef on the Police out of revenge.

Let them bring on a CRB. It would be useless. We would winn even more grievances with or with out FOP's useless help, the lawsuits against the cuty by affected POs would pile up- there are Federal and State Labor laws, contrary to what the FOP tells you, and eventually the Department or the City would run afoul of them. They are serious infractions.
The other point is that if it is a civilian review board- not employed by the Department, but a seperate city agency you actually have more rights- you are not beholden to answer anything. They can only recomend actions to the Department. The Department has to decide whether their action is warrantable, legal, or with in the bounds of the contract. This could be better than OPS.

I'm not sure what exactly happened regarding the incident on the northside. I'm sure that outside of the the officers handling the arrest, and the watch commander on duty, many of you don't either. Most of you are probably speculating, or making comments based on rumors (a department culture).
Anyhow, I have had the pleasure of working for the Lt. He IS the police, and always made officer's working under his command feel important, like they are supposed to feel. He was the working police boss, and I was sorry to hear that he was demoted. He was an experienced, good boss for the young working police in the Big Nickel.
Hopefully, after all is said and done, he will be returned to the street in a supervisory position (watch commander or commander)where the future of the department can benefit from his attention to the average joe, blueshirt copper. God bless you Lt, and know that those of us that have worked for you are praying for you as well.
