Fucked Up Lieutenants Test

This is ridiculous. Someone just burned a $4 million dollar test. Here's how we heard it went down - someone closer to the investigation can fill in the finer points:
  • Part 2 of the exam consisted of an "Oral Board." Test takers were shown a short clip and then asked to respond to the clip within a set time limit. A dozen or so clips were shown with time to answer the scenarios between each clip
  • Some proctor misunderstood the directions and told test takers that they had to watch the entire series of video clips one after the other and then answer all the questions one after the other at the end of the entire run
  • Sergeants who protested were told they could either perform the test as administered (whether wrong or not) or they could leave the testing area and receive ZERO credit for Part 2 of the exam. Needless to say, they took the test, and we heard at least one lawsuit has been filed as of this evening.

    POLICE LIEUTENANT EXAMINATION ANNOUNCEMENT ***ASSESSMENT EXERCISE RE-TEST**


    Note: The re-test will consist of the same questions administered on Jan. 6,2007. For those taking the re-test on June 23, 2007, the evaluation of the oral portion of Assessment Exercise will be based on your June 23, 2007 performance; your Jan. 6, 2007 performance will not be evaluated. For those that choose not to re-test on June 23, 2007, the evaluation of the oral portion of the Assessment Exercise will be based on your Jan. 6, 2007 performance.
A re-test. Consisting of the EXACT same questions that were already given. Hell, if we had the questions 7 weeks in advance to every promotional test we've ever been eligible for, we'd be Captains at least a year ago.

How is this not going to be a HUGE federal lawsuit? How is it that Noelle Brennan, the Federal oversight person in charge of all manner of promotions and hiring NOT blasting the City and it's testing firm (was it Ernst & Young again?) First up, anyone who has any doubts whatsoever that they may have missed a certain question or two damn well better sign up for this "do-over." And anyone who thinks they might be able to "tweak" an answer or two for a few extra bonus points better do so.

This is a fuck up of monumental proportions. How anyone can even consider this anything resembling a legit test is beyond us. Does this feed into the rumors we heard a few years ago that the Department was seriously looking into making all Lieutenant promotions by "merit" and resumes like Captain promotions?

The mind boggles. Hello? Investigative media? $4 million dollars and who knows how many lawyers fees will be eaten up by this one. Anyone?

UPDATE: Who wants to bet on the possibility that there might be a copy of a certain DVD containing, oh let's just say, SEVEN scenarios, that somehow made it out of the control of the testing firm and is currently circulating amongst test takers? After all, this is Chicago.

agreed, scc; just when one would think that CPD testing couldn't get any more fu@@ed up, it gets more fu@@ed up; it confirms the suspicion that all rank testing, including "merit", is horses@@t and corrupted, politicallly speaking; and it seems like there is no one, other than maybe the federal monitor, or the U.S. Attorney, that would be able to step in and make a difference...

Wait – Sllll-ow down SSC . . .

The testing outfit proctors screwed up Part ll of the test (a total of 7 or 8 questions by the way) WHAT SHOULD THE CITY DO?? Throw out the entire test?? That would be a loss of perhaps a million to taxpayers. “Re-write” the 7 video taped questions? That would be would be a loss of perhaps a few hundred thousand.

It seems fair enough to me . . AND you would have to be an idiot to NOT take the test over again that you now know what to expect. Many municipalities around the country let prospective applicants know exactly what to expect on the test so it’s not an issue. Even though I know what the 7 questions are. . I still don’t know what the hell the correct answers would be because I don’t know what the test administrators are looking for. What I’m saying is I could knock up a few points on the 7 oral portion but I still don’t know what the hell to do to ace it.

I do not see a law-suit stemming from this because everyone is being given a chance to be on level ground. And believe me – I am not a fan of this horseshit of a city.

An older and now retired sergeant of mine told me that while taking his first sergeants exam, applicants filled out a piece of paper containing their personal information and affixed it to their test sheet with A PAPER CLIP! Now if that wasn't the most fucked up thing I ever heard of, nothing was.....that is, until I heard of this.

What do you expect in such a fucked up city? And unfortunately, this is for real.

If the oral portion is screwed up and has to be redone, so be it. But give new questions so everybody starts from the same place again. And fire the company the provided the proctors and make them pay for the re-test. To just use the same questions would be the same as striking the oral portion entirely as everybody has looked up the answers already. Unless, of course, they just want talking heads reading rehearsed scripts.

'Don't ask' immigration plan fails in County Board

A proposal that would have established a policy banning Cook County employees from inquiring into the immigration status of people they encounter failed Tuesday to win the support of the County Board.

The resolution died on a 7-7 vote with three board members voting "present."

County Board President Todd Stroger, who contends that he has the right to vote to break board ties but has yet to do so, did not vote on the matter.

Board members who voted against the resolution argued that it was simply a "feel good" measure that did not have the force of law. Others said it was confusing and they worried it would encourage illegal immigrants to use the county's overburdened health system.

"I'm more concerned about whether or not this will open up the doors for people to come into Cook County to get health care, which we cannot afford anymore," Commissioner Earlean Collins (D-Chicago) said.

Commissioner Roberto Maldonado (D-Chicago), the measure's sponsor, said he was disappointed that the proposal failed and called it a "fabrication of facts" that it would have led the county's health-care system to become overrun with patients.

"I'm not going to give up. I'm going to bring it back," said Maldonado, who had hoped to win passage on the same day a large immigrant-rights march and rally were held in Chicago.

This is absolute nonsense. Tell us where we finished on the last test before we decide if we want a do over. If you were lucky or skilled enough to finish high, maybe you would not want to do it again. You could know all that shit, get nervous or forget something that you included last time, and then you slide down the list. In addition, the test was designed to determine if you can think fast and make decisions under "pressure". If you already know the scenarios, where is the spontaneous thinking? What a fucking joke. Also, are we doing the complete second part again, or just the video portion? And how can they not tell us why this is happening. Admit that they screwed it up. They send out that fax with no explanation. It included a phone number to call....a "hotline" and hey guess what? It is the same message thats been on there for 2 months or longer. And heres a surprise-by the time that the notice came out, the PBPA office was closed, the answering service answered. Lets see, test maker screws up the test, no one at the company responds, union does not respond, no explanation from the city or the department. Just a big bowl of hey fuck you people. absofuckinglutely unbelievable.

Is there a commitee sitting someplace that looks for ways to completely screw up morale? As if it wasn't in the shitter already? This one takes the cake.

Consider this:

Now that everyone gets a second chance to take the oral exam which, per the lieutenant's exam guide, was designed to see how candidates "think on their feet," the distribution of test scores on the oral portion will be much more narrow. How can it not be? Everyone knows the "think on your feet" questions 7 weeks before the exam. Very few will blow it. Almost everyone will do well - even those who blew it the first time when it was a true "think on your feet" exercise.

Here's the rub - the Department never published how the written assessment exercise and oral assessment exercise will be weighted to arrive at a candidate's overall score. Now that the vast majority of candidates will perform well on the oral exam, a higher percentage of a candidate's overall score can be attributed to the oral portion. This will produce a candidate ranking vastly different from what it would have been based upon the original oral assessment scores. Thus, the Department can play with the relative weights of the written versus oral until the "desired" candidate rankings are achieved. Does this sound fair? You don't think the city would do this, do you?

Does anyone think the Department received and were unhappy with the rankings resulting from the January test scores and decided to manipulate the scoring process under the guise of making it fair for a few candidates that allegedly got screwed by incompetent proctors?

Disgruntled candidates should immediately call: Noelle Brennan, members of the media, and the Sergeant's Association. Demand that the union seek an injuction to stop the the June do-over, at least until the city provides a reason or some facts (there's a crazy notion) supporting their decision to effectively nullify the assessment value of the oral portion of the exam.

It's time for the union to step to the plate!!

People start talking that “someone” must have failed the exam b/c of the re-test. If someone has juice, they do not give a shit about the test score. Look at Keating - he never passed the Lt. test and he is a commander. Lubberman never passed any promotional exam, not even the FTO exam, and is on leave as a Deputy Chief and now runs the CTA. How many Lts were merit -- and before that a merit Sergeant. So the re-test has nothing to do with the fact that "someone" must have flunk, b/c that person will be a Lt. anyways.

This re-take is easier said than done. To answer the first oral question each candidate had respond based information from the written part of the exam. They would have to give each candidate their test answers to the written part so they can properly answer the first oral question. Or they have to eliminate that oral question. It's more fucked up they you think.

First up, we aren't housecats. We've never worked at 35th St or even 11th and State.

We give a damn about the City fucking up a simple promotional test that cost us and other taxpayers $4 million dollars. You don't think they're bringing back the Oral Boards for Detective or Sergeant at some point? This could very well be a practice run for such an event and it better concern everyone involved in any sort of promotional event.

And lastly, this is our blog. We write about what interests us. Or maybe you haven't noticed our commentary on sports, national politics, international events, etc. This belongs where we put it and judging by the comments, we have more than a few Sergeants, Lieutenants, Captains and exempts reading the board anyway.

The solution to the problem is easy. Since the testing company proctors made the mistake, they should refund a portion of their fees to the city. Then that portion of the test be thrown out. Of course if they did that, the illeterates and undereducated would sue because they would not get their percentage promotion.

You guys keep harping on merit promotions like Irish women at the the Church. Yet you totally ignore the percentage promotions- those promoted because of their race, ethnicity, or what ever. They stand to lose big time here. These types of tests were implmented to appease the so called minorities, not to bring fairness to the system.

The exam announsement said you have a choice to retake the test or you can keep your answers from the original test. If you retake the the test your original scores will not be graded.

I know for a fact that the tests were already graded. The city did not like the results.

Why would anybody believe that it takes four months to decide to retest. It's because the results are not what the city wants.

The testing company learned of the 'problems' with the oral portion on 06-JAN-07. Why did it take 4 months to decide to do it over? It would only be fair to let people know how they did so they could make an informed decision about the re-test. Let's say you got 30 out of 30 points the first time you took the test, now they want you to consult your crystal ball and decide to take the re-test. Now you score 25 out of 30 for whatever reason, you are now penalized because the testing company made a decision not to release the results.
I could go on but why bother.

Here is the problem: The city waited until they had the results back and the scores of all of the applicants before deciding that they would administer the re-test. THEY HAD THE SCORES!!!! They didn't have a week or a month's investigation (the enitire process, including the directions which were written and given to us in advance before the test and re-given at the test site in the room, and gone over by the proctor when the Sgt was supposed to read the directions with the proctor, was recorded. They had two tape players. One they started immediately and stayed on the entire time, from identification of the proctor through the directions, through the playback of the other recorder to make sure you were being recorded, to the scenario, to your answers, to the completion of the test. The entire thing was recorded. This investigation should have lasted a week at most and resulted in either a published statement stating, "If you can't read the directions and follow simple clear cut directions, we don't want you as a LT. or They should have immediately thrown out the second portion of the test and discussed a way to rectify the situation with the union, Management and Labor Affairs, and Legal affairs. As far as I know, NONE of them were contacted about this. They waited to get the scores and see where their people or the wanted demographic landed and then decided to do this idiotic thing. This is in no way fair. The bosses already had their after the test groups telling people openly what the city was looking for on test questions. This was supposed to be a spontanious think on your feet excercise so knowing the questions beforehand does not get the wanted result. This is city bullshit, plain and simple. The Meritorious Selection Process now supposedly has federal oversite, they agreed to settle lawsuits to the tune of 12 million so they can't beat the horse anymore. Now they have to find another way to fuck everyone. It wasn't enough to give the chosen people the answers to he first part, but now that those people fucked up the second part, they decide to give everybody another bite at the apple. Just throw out the entire test but give us our scores for my lawsuit....

Now, the oral portion will test a person's ability to memorize seven answers to known questions.
Why do the people who did well on the original oral portion have to be punished?

Actually the way that they are re-testing is the best (from a legal standpoint) way to handle the situation. If they did nothing the people who the proctors fucked would sue. If they gave different questions people would assume that chosen ones had the answers (or fucked up bad the first time around). This way is just a wash because everyone should get a 100% and no one can sue for them altering the testing format. All in all, another CPD test that will go down in scandalous infamy.

Who are we kidding? It's not about any "one" person not doing well on the oral portion! It's about what "groups" of persons who didn't do well on the oral portion! If the city is forced to use ALL of it's meritorious promotions to maintain "cultural diversity" in the rank of lieutenant, then they cant take care of the politically connected.
As a sergeant who felt that he did relatively well on the oral portion, I'm devastated. It kind of defies logic to give an exam that is supposed to test your ability to "think on your feet" when they are now giving people seven weeks to prepare their answer. I was in the first group of sergeants to take the oral portion on 06 Jan 07. My proctor seemed a little befuddled at first and I told her how I believed the test was supposed to work. She, to her credit, called one of her supervisors and verified the correct procedure. Perhaps the department should take that into consideration. If I'm a candidate for lieutenant, and I know what the testing process is supposed to entail, and God knows it was explained to us numerous times, then maybe I should have questioned the "20 something" year old proctor who held my career in his/her hands! If you didn't have the balls to say something there, then maybe you shouldn't be a lieutenant anyways!

My primary concern with this would be the timing of the announcement. If there was in fact an issue with the exam on 06 January, why did it take five months for them to correct it? It will be difficult for the city to defend this action if they received the results and then decided that they needed to offer the oral portion again. It gives the appearance, if not the reality, that the results did not look like what the city hoped they would. Again, if this was a known problem from the start, why wait so long to take steps to correct it? And second, an excellent point was raised earlier, that being that this portion was designed to determine how one would think on their feet in a situation. How accurate can that goal be if the questions are given ahead of time? Third and last, there were many complaints about the written, I estimate far more than complaints about the oral. Why is that portion not also being offered again? It is amazing that the city is trying to go through with this. I hope our union dues are not wasted and that the union at least puts forth an effort to stop this.

The only logical conclusion that one can reach is that the city did not like the results (clout/racial)of the test. Why else would they wait four months to correct an error they knew about on January 6th. They waited until the results were in and then reached into their hat of schemes and pulled this out in the hopes that when this dumbed down version of the test is graded, the results will be more to their liking. Why not tell us how many people had trouble with the tape recorders. What if they gave all of those people perfect scores on the oral portion. How much would that have changed the rankings?

The fair thing to do would be to retest the oral portion with new scenarios. If they don't want to do that, they should drop the oral portion entirely and base the list on the written portion.

The only fair way to do this is to dump the oral. They regularly dump questions on an exam; so this time it happens to be all the oral questions.

You know this exam has already been duplicated by Roberts or the other seminar company. You also know there will be "model" answers floating around by the time the exam is given in June.

Just about everyone will have the "correct" answer or at least the same answers. So what's the point. If we're all going to score with in the same ballpark, don't bother; just dump all the oral questions.

I really can't understand how 11:50:00am or anyone else can think this is fair. Either you leave it alone or dump the oral all together; that's fair.

SCC; maybe you can post the "model" answers if and when you get them. Or at least post the scenarios. If for no other reason than to show how stupid this is.

Now let's all go for Thai food.

On of the TV news reports stated his goals and one of them was, REFORM PENSIONS.

That does not mean to make sure that your retirements are secure and fully funded. He will try to raid the funds and or put in a two tiered system. This is so that the Democratic campaign contributors will be secure and fully funded.

Ron has never been in a position for very long but he can do a lot of damage to employees in a short time. Hope your union has more balls than ours, at least you can strike.

I know for a fact that the tests were already graded. The city did not like the results.

I've been out of town and just heard of this fiasco. Has the media reported on this at all?

First off, we're talking a $4 million dollar mistake. This alone should be cause for concern.

Second, I didn't put much effort into it anyway, still, a lot of people did and I don't blame those folks one bit for being enraged. The city's solution is just so insane, it's incredible.

So let me get this straight, someone who screwed up the oral, gets another shot at it, knowing what the questions will be? But someone who studied and feels confident he/she did well the first time, gets to wait to see how others do the second time around.

This is worse then the meritorious process.

Oh and one more question, no one is accountable for this? We get written up for wearing a tie instead of a turtle neck, but someone screws up a test and $4million dollars and it's forgotten?

How bout someone get an event number for a "test integrity mission".

orrrrr next time have two proctors in the room.

This is such a disgrace.

Maybe they could not get the answers to the right people for the second part, maybe the right people missed the flyers for the super secret study group, unlike the sgt's and dec's test. Where exempt ranks openly gave their people the right answers. By the way are the FED's looking at the now retired Commander Kobel for giving that study group on company property on company time, and having a high amount of people in that group make detective already.
Who cares about the Lt's this is Second City Cop right? Let those people fend for themselves.

The version of that story I heard was:

The P.O. was an excellent swimmer and was in excellent shape. He didn't have a "phone call" so kept getting passed over for consideration in the Marine unit.

They had to give him a reason why he didn't make it in, so a higher up in the department gave him the "official" reason. It seems that it was simply a case of the P.O. being "over qualified."

Sad, but true. A guy who is in condition to swim the English channel and could swim with the best olympians and keep up is deemed over qualified to be in the marine unit as a rescue swimmer.

Yesterday, I called the Sergeant's Association to inquire about what is being done to address the do-over exam. I was told that they are currently discussing our legal recourse with their attorneys. Also, the call-taker related that whatever action they intend to take should be posted on the Sergeant's Association website by Friday.

I hope this is true. Already there's clamor about dunping PB&PA if the ball is dropped on this one.

If you took this exam, please call our Union and apply pressure. If we let the City get away with this nonsense, who knows what it will try next.

I urge the Sergeant's Association to seek an injunction stopping the June re-test.

If a number of candidates experienced problems during the January Oral Assessment Exercise, then the City should investigate to verify these problems (our entire encounter w/ proctors was recorded on a second tape recorder) and provide a remedy narrowly tailored to remediate the affected candidates.

The scores of 650+ candidates that did not experience problems on the oral portion should not be affected by a remedy created to address the issues of less than 40 candidates.

Is there any doubt that something is rotten in the state of Denmark? We now call upon our union to protect the interests of its membership.

Dear City, Please throw out the results from the audio portion of part 2. If you must retest, please change the questions and stop dummying down the test for the people that did not pay for study groups or commit to taking time out of their lives to study. The only ones hurt by this are
people that put in a good effort. What a disappointment. This decision should have been made in the first week not four months later after the tests have been scored.
