No idea why or when any of these become permanent, but the fun one appears to be Juan Rivera being moved from Commander of Area Four Detectives to Deputy Chief of Area Five. The acting Deputy Chief (and current Commander) of 025 was supposed to be a shoo-in for the Area Five vacancy and why not? He's been merit promoted his whole career and is married to the governor's sister or something. That means he's fully qualified. But the rumors of bad blood between the two continue to be at the forefront and could provide some entertainment in coming weeks as both will be operating out of the same building.

Avila stepped on his 'baton' because he went to pull a veteran M/2 gang-specialist sergeant out of A5, and planned on replacing him with an M/4 gang sergeant from 014. The M/2 sergeant works with the FBI Joint Task Force. The Feebs went to J-Fed and complained that they were losing a qualified and tested sergeant. The Feebs indicated that they'd pull the funding for the Task Force if the sergeant was yanked. So J-Fed made the call and tapped Rivera to come back; despite Avila's clout at CityHall.
At the same time, Avila wanted to dump two M/2 officers and replace them with M/4s on the same Task Force. While in mixed company, Avila made the statement that he was proudly committing "ethnic cleansing" in 025 - bringing all his folks with spanish surnames in from 014.
The bad blood between Rivera and Avila is due to Avila's trash-talking; Rivera is a class act and won't bash someone just to make himself look good.
Avila's been telling anyone who'll listen that it was "all Rivera's fault" for any uptick in crimes within 025's borders. (This coming from someone who worked 9 to 5, spent months ignoring his own guys in the district, and bragged that he was guaranteed the spot as A5 Chief because of his whack.)
When he was in 014, I'm told that he went from Sergeant to Lieutenant in 9 months! Yea, he's qualified alright.
The police, civilians and community groups are literally ecstatic that Juan Rivera is coming back to the Area.

Only a couple were good co-workers that turned out to be great bosses who take care of their troops. The rest, sloths who suck the on the city teats waiting for their next gift.

I posted a comment the other day about the "TIF" program and its use as a slush fund. Having too much time on my hand, I am e-mailing this information with a more detailed website you can look into. Althought the Group disbanned in Feb of 2007,due to funding, imagine that a watchdog group not recieving funding, its website is still available. The numbers used as Feb 1 2007 have increased to 140 "TIF" areas. Budget shortfalls of $400 million for 2009 will pale in comparison to future Budget shortfalls with the "TIF" program.
Also visit the Chicago Reader website and look into author Ben Joravsky. He has done much research on this out of control "TIF"/slush fund. You can find his articles in the archive section on the bottom left of the main page. Just type in TIF, they are listed under THE WORKS.

I hear Area 2 blew up on Friday night. Last count I heard was 6 persons shot and another person fatal from Altgelt Gardens. How come I didn't read about any of these shooting in the papers today? I know this for a fact. Chasen did NOT go to the press...they came after him when Burke jumped all over Peterson for taking the 5th regarding what really happened to Chasen! The press asked Chasen about it. He actually seems happy to be done with it all.

Revised “District of Columbia Personal Protection Act” Introduced
Thursday, July 31, 2008
This legislation (H.R. 6691) is necessary to enforce the U.S. Supreme Court’s decision in District of Columbia v. Heller, by repealing the District’s recently enacted unconstitutional restrictions on its residents’ right to keep and bear arms.
1. Repeal D.C. Ban on Semiautomatic Pistols
In Heller, the Court held that “Handguns are the most popular weapon chosen by Americans for self-defense in the home, and a complete prohibition of their use is invalid”. Semiautomatic pistols are the most commonly owned handguns in the United States (75 percent of the handguns sold in the past 20 years are semiautomatics), and are therefore “the most popular weapon chosen by Americans for self-defense in the home”. The new D.C. City Council ordinance continues the 30-year old ban on semiautomatic pistols, which clearly violates the Heller decision. This bill repeals D.C.’s ban on semiautomatic pistols in order to comply with Heller.
2. Restore Right of Self-Defense in the Home
In Heller, the Court held that “the requirement that any lawful firearm in the home be disassembled or bound by a trigger lock makes it impossible for citizens to use arms for the core lawful purpose of self-defense and is therefore unconstitutional.” The D.C. ordinance provides that trigger locks may only be removed and firearms made operable if there is an “immediate” threat of danger. Once a threat is “immediate”, however, there is no time to remove a trigger lock or assemble a firearm. This clearly violates the Heller decision. This bill repeals D.C.’s requirement that firearms be disassembled or secured with a trigger lock in the home.
3. Repeal Registration Requirement
The D.C. ordinance maintains an extremely burdensome registration process for handguns and ammunition, requiring: multiple visits to police headquarters; ballistics testing; passing a written test on D.C. gun laws; fingerprinting; and limiting registration to one handgun per 90 days. Each of these must be met before D.C. residents are allowed to legally own a handgun. This bill repeals the current D.C. registration system, which is unduly burdensome and serves as a vehicle for even more onerous restrictions.
4. Allow D.C. Residents to Purchase Handguns
Federal law prohibits the purchase of a handgun outside of a person’s state of residence. There are currently no firearms dealers in the District of Columbia, nor are there likely to be in the near future. Therefore, D.C. residents are allowed under the Heller decision to possess handguns, but are prohibited by federal law from purchasing handguns. This bill creates an exemption to the federal ban on interstate handgun sales by allowing D.C. residents to purchase handguns in Virginia and Maryland.

Just one thing...at one point Gov Blanco said something to the effect (and with a sarcastic tone, i might add) "if you refuse to evacuate, maybe you should write your social security number on your forehead with magic marker."
