Do Not Get Caught Doing This

We've all heard the stories. Here's what you risk:
  • Steven R. Cordes wanted to help his girlfriend keep tabs on who her teenage daughter was dating and hanging out with.

    So Cordes — director of a Kane County emergency dispatch agency — searched confidential police databases and did criminal background checks on a boyfriend and other friends.

    But the searches were unauthorized — and illegal. On Thursday the 44-year-old Lake in the Hills man on Thursday was sentenced to six months in jail and placed on 30 months probation after he pleaded guilty to official misconduct for running the searches between 2006 and 2008 while he ran Quadcomm, a 911 dispatch center.
As everything is traceable to individual log-on ID's and keylogger programs are running in the backgrounds of most Department computers, there really aren't any excuses to get caught doing anything that doesn't have a police purpose. Just don't.

What's the deal? I've never seen anything in writing or even heard of a problem with this. I can understand doing it for a person who is not the police, but to run your kids boyfriend. What's this world coming to. Techically you are conduting a police investigation. Prove otherwise.

Any person including a cop can get the same infromation from the various court clerks! It's a PUBLIC RECORD.

You have a right to the information, just don't use departmental resources for your hunt.

You can even do a statewide name check through the state police. Their website will show you how.

If you can't deal with this yourself, get a PI pal to do it for you.

Accessing LEADS for a non-police purpose ( checking up on boyfriends is hard to justify as a "police purpose" )is illegal. Not only that, but I know of at least one CPD officer who was charged with Federal wire fraud charges for running a name for his buddy who turned out to be a dope dealer.

The problem is, since so many people abuse the privilege, many don't even realize that it is against the Law. But it is.

Wonder how many people in the Department with Department issued Lexis Nexus type accounts have run background checks on their renters?

Probably a good time to emphasize also that you should be careful with your passwords, like not writing them down on a sticky under a keyboard (hear that Commander, have someone remove it for you:) don't make them obvious to someone who can guess, like bluevette1 if you have a blue Corvette, and watch for people looking over your shoulder to get your PW.

Almost 20 yrs on and I never heard this was illegal. I know you can't run backround checks for people who are not the police.

It's funny when I hear people in the public sector talk about HIPA (SP?) violations when we deal with peoples info everyday and I don't even know what that means.

Do the janitors follow any protocol because I've never seen anything shredded and how many reports and rap sheets go into the garbage?

There have been several suburban and down State LEOs' convicted of running unathuerized CQHs' and as well as criminal convictions lost their jobs for doing so. Several did so for P.I.s', one(County,not Crook County) owned a P.I. company and sold the info. to clients.
In general the rule is only authorized searches for C-C-C, Cops, Courts & Corrections.

I am not playing devil's advocate here but...what if you suspect your daughter's boyfriend is selling dope out of your apartment that they rentto them.? Are you in violation doing a check on something like that? Where is the line? That car in the alley all the time? The neighbor's car with all the traffic in and out? We are on 24 hours. There was a deputy in Florida who ran a check on his friend's ex-girlfriend and gave the friend her new address. A few days later, the ex and her new boyfriend were attacked. He was shot and killed, the ex had acid thrown in her face and was permanently blinded. The feds charged them with conspiracy because they couldn't prove the murder/attack. The "friend" got 20 years, the deputy got 8 years, even though there was no proof that the deputy know what his buddy was going to do with the info.

Using LEADS for personal purposes is a Class A misdemeanor, bad enough, but you could be held responsible for whatever that info is used for as well.

use of any dept computer for personal/private investigation(s) on state database LEADS will subject user to criminal charges & of course job/pension loss at the least. This is covered in Leads training and general orders and Illinois statutes. Back in the day users paid no mind because you did not have to be logged in with your personal ID #, so no real accountability. Today anyone with an ax to grind can hang you out to dry for CLEAR or PDT misuse? Be very careful the delete button does not erase hard drive archives.

--When you log onto DWH it says for official police business only and are trained in LEADS you are informed that this is to be used for police purposes only.

On the other hand, if you get info from a reliable source about a person committing crimes, drug related or otherwise, is it not your sworn duty to follow it up somehow? where is the line drawn? we have a nation , a County, and a city and its Suburbs running out of contropl with crime, and police officers get criticized if they don't so anything, and ignore it. so how about some fairness and common sense? Yes, some do abuse info. sources for stupid shit, but legit checks on crimminal activities should be followed up on. God Bless Texas, and god Bless the USA

JPUD's next victims will be the lowly P.O.s and maybe even their sergeant who took the missing person report for that girl who was now supposedly, "abducted."

JPUD on the news, as usual, admitted all the blame on the department and assured the press that the officers will be dealt with harshly and accordingly. Of course, JPUD wasn't there and has no idea if any evidence of a break-in were visible to the patrolmen taking the report.

Instead of apologizing and putting the blame on a bunch of overworked, underpaid P.O.s why doesn't JPUD for once stand up and tell the media how it really is???

He could have easily said, the police who responded couldn't determine if it was a bonafide incident because you people call the police for everything and its getting harder to figure out when it is really a police matter. If the majority of Chicago citizens disciplined their kids properly then there wouldnt be the need for all these missing person reports for teenage runaways, mad at mommy and daddy. I wonder if this girl had been reported missing before? My guess is momma used up her share of police resources and time in the past reporting bogus missing incidents.

Anyway just another example of JPUD trying to fuck the working guy at any chance he can.

Twenty years ago I ran a wanted offender on the desk computer. The FED's were hunting this guy for some kind of official coruption. Three months later I was called to meet two LEO's on the street. They turned out to be two Junior G Men wanting to know why I had run this guy.
Side bar: ALL current CPD computers have key loggers installed on them. I ran an anti-virus program on one and it poped-up. Deleted it, and it was back the next day. Re-installs automatically.

This guy got too comfortable running all the names he wanted for the girlfriend and wound up getting burned. Simple solution is don't run plates or people for your friends unless you have a good explanation for why you did it. And by good explanation I mean something that a boss would have to agree with.
LEADS policy is clear, follow the three C's...Cops-Courts-Corrections... and you will be fine.
For the folks talking about the car parked down the block for a few days, nothing wrong with running the plate as long as you don't give anyone else the information who doesn't fall under the three C's.
I'm a cop now, but having been a dispatcher I can tell you that even if your department doesn't have the software to track what plates and people you run, the state does. I have done inquiries to the state before and all you have to do is specify the plate or name and the time frame and they will send you back a list of what department and terminal ran it during that time frame.
Use your heads boys and girls!!!

With apologies to someone who makes this geezer look young (you got ten years on me), I must take issue with some of that.

A *good* dispatcher is gold. Unfortunately, today's crop is highly variable and too bureaucratized.

A good dispatcher who knows how to mine databases can find out a lot of helpful information that can save your hind end, such as prior calls, weapons, parole status, etc. A good dispatcher with address to the street address telephone directory can sometimes get information about what's going down before you get there by simply calling people in the neighborhood of the call.

A good dispatcher has to be able to think like a cop -- and often better than a cop.

I know that wasn't OLD*6970's main issue but I started as a dispatcher when computers were pretty new and figured out how to maximize their use to help the guys on the road. When I got on the road this inside knowledge was often helpful.

Flip side: today's robotic dispatching sucks. Yes, it has a few good points but computers and call takers are less reliable and much slower than in the old days.

A call could be dispatched quicker in the 1930's than today. Enough said.

Just so you know about running plates, there is a search that can be done to determine if someone's plates were run as well as a name check. I was working a child abduction case once and ISP ran a search to see if the abductor's plates had been run. They could tell us everytime they'd been run in the past year (which is all they were asked for) and who had run them.

It is a violation of federal law for a police officer to access certain data bases for his personal use and that includes running daughter's boyfriends. You can also be subject to a civil suit for violation of privacy.Just do not do it. A PI can get much of the same information, but they have to pay for it. Never use these data bases for anyone at anytime unless it is your assignment. You could be indicted ( see Acosta) and you could lose yur job.

I climbed on top of it, stepped over a six foot fence meant to keep me "the greatest White Sox fan in the world" out, bribed a private security guard a sawbuck to let me fill the back seat of my squad with those famous white painted bricks from the old stadium, took a quick side trip home (out of the district) to empty said back seat, then begifted my joyous family at Yuletime with the greatest gifts ever. Don't you wish you did?

I'm in the Burb's and talk here was that this guy was carrying his girlfriend on the insurance roles as an employee so she could get free insurance.There may be some validity to the rumor since the article I saw indicated that he had to pay restitution.

Lets ask the guys from 016.Thats all thet do ,they would know.I heard that a supercop from 016 stopped a guy from pulaski and madison,with burglary tools at about 145 in the morning.Let the guy go after the guy said he was on parole for burglary.Next day 3 thefts from vehicles within a 2 block span of where the guy was stopped.Good job guys,u work 3 miniutes from your house and dont even protect the homefront.Y you r making the same as a west or south side cop is unbelievable.Jfed if your reading this ,this is how u save money.Pay cuts 4 guys in the slow districts unless you have over 18 years.1 baggers,drug paraph,gambling ,and all the other nonsense a ticket for 100.00 now your saving money on guys who live off one baggers (no court date)and you make $100.00 a pop for all the nonsense arrests.Guys assigned to deskand lockup should be on a lowe pay scale.Their life is rarely in danger and they dont break a sweat.
