At a time when Mayor Daley has laid off 431 city employees and forced those still on the payroll to take unpaid days off, $61.3 million has slipped through the city's fingers in the last 19 months alone.

Why is this done during the Month of September when Police Week is in May??

9/17/2009 10:05:00 PM

The CPMF switched it from May to September 18th (2006; 2007; 2008) because 09/18/1854 is the anniversary of the death of Casper Lauer, who had been recognized beginning in 1990 as the first officer to die in the line of duty. The switch from May to 09/18 was meant to be a not so subtle message from Cline et al to those who were advancing the case of Constable James Quinn to f--- off . This was their stance despite the fact that Quinn was killed nine months before Lauer. (This year the candle light vigil was on Sept. 17th only because the 18th fell on a Friday.)

Cline and his supporters were married to the narrative that Lauer was the first LODD and no amount of evidence that the Quinn people could unearth would move them to change their minds. They made up lies about Quinn painting him to be something that had never been alleged back when he was killed. They also retaliated against anyone who stood against them.

Last night, all debate as to who is the first fallen officer was removed, when the line of duty death of Constable James Quinn, EOW: 05-Dec-1853, was finally officially recognized by the CPMF as the city's first. Interestingly, Quinn was initially determined to be a LODD in 1853 by the Committee on Police of the Common (city) Council and then again by the Committee on the Judiciary (a 3 man legal team for the Common Council) in 1854. In Nov. of 2008 the CPD Awards Committee upheld those 19th century findings verifying that Quinn was in fact a LODD.

It is now high time to end the petty squabbling, personal vendettas and not so subtle messages of having the candle light on Sept 18th by switching it back to the month of May as it was in the beginning.

Shame on anyone who wasn't there. I have never been to a police event that was so empty. I know some had to work but seriously where was everyone else? Beautiful ceremony. Except for the Supt saying Here-e-os (like cheerios) instead of heros. Someone secretary should be fired. The mayor was embarrassing. He kept saying SoldierS field and working himself into a frothing matter about defending our nation and country. He should have someone write his speech and STICK TO IT. Lot's of giggles during his speech even though it was a serious event. Perhaps he was at Gioco before the event and had too many cocktails.

To everyone that wasn't there that doesn't have a good excuse... SHAME ON YOU. It's not about supporting the Supt., the Mayor, or any other boss. It's about our falled brothers and sisters who deserve to be remembered.

Really sad since we have more PO's show up in Washington.

Geez, I rode my bike over there to go pay my respects. And I got shunted all over the place, told I had to walk my bike around the back side of the memorial, away from the gathering, and then told that no, I couldn't lock my bike to this or that fence.

So I stayed and listened a minute, said a short prayer for the safety of our men and women in blue, and rode on.

Not very hospitable to the general public.

Please sir or madam, do not give your hard earned money to Daley or Cline. Money is pissed away daily by Daley and, until there is a public accounting of the funds donated to the Chicago Police Memorial Fund (CPMF)that show the yearly amount paid to Cline, please do not donate to the CPMF. Please consider donating the 1K directly to the fund for the newly born son of killed in the line of duty Police Officer Alex Valadez of the 007th District.

Officer Valadez's son was born on 09 September 2009, months after his Father was killed in the 007th District. Hopefully, his birthdate of 09/09/09 will prove to be an omen of a life to be filled with good fortune. His Dad had to have a hand in the date the little guy arrived on this planet.

Cline has never voluntarily published a balance sheet for the CPMF and only disseminated one for 2006 because of being forced. In that document, Cline was shown to have earned 30K for the last 3 months of 2006, which is when he took over full time. That computes to 120K per year, but we will never know for sure until a full year accounting is published.

Please send your 1K to the fund for Alex's son instead of putting the 1K in the personal pocket of Cline. Please.

Got a letter today from James Molloy, Chairman of the Chicago Police Memorial Foundation (CPMF) Retiree Committee. The letter included a day late invitation to last night's candlelight vigil and a request for more money in support of the Mission Beyond The Memorial.

Although the letter proudly touts that 540K has been given to the families of Chicago Police Officers, there still was no published balance sheet or financial report showing the amount paid to Phil Cline as the Executive Director of the foundation.

Plus, this letter causes another question that would be answered by a published balance sheet or financial report. Is James Molloy now getting a salary from the foundation, also?

Cline and Molloy, please prove me wrong, but if you two are fleecing the foundation for a salary above and beyond your bloated gold braid pensions, you should be run out of town! Tell me I am wrong and let it be the truth. Please!

Molloy (retired)is one of many members that are called "ambassadors."
Both active and retired members can volunteer to assist. Among other things, on Candle Light Vigil nite they come in and are assigned to the Gold Star families as they arrive at a reception center at Soldier Field prior to the ceremony. At this time these "ambassadors" stay with, converse, answer questions and escort etc. the Gold Star families and/or donors prior to the ceremony. There is no pay involved... all voluntary. Active members assigned to uniform appear in uniform. (all ranks) Civilian dress and retirees wear business attire (suits) on this date.
Molloy, an unpaid volunteer himself, handles the "retired" ambassadors notifications/involvement etc.
I can't address what, if any, $$ Cline gets for his involvement but if I had to guess I would imagine any expenses (travel from Fla to Chicago) for example are covered by the CORPORATE donors for sure.
Again, ALL money donated through payroll deduction and from the CPD goes directly to the CPD recipients. 100%.
No CPD donations are used for any operating/maintenance, mailing etc. expenses)
And last I heard the amount given to date to the CPD is 'app.' $630,000 (a bit more than the last published amount.)
And to the member that suggested giving directly to the Valadez family... I have no problem with that but also keep in mind that OUR Memorial foundation will also pay the entire grammar and high school tuition of little (baby) Alex with the 100 club picking up the college tuition. In addition, Santa will visit and bring gifts EVERY Christmas until Alex is through with school including college as long as he's living with mom. There's also a large up-front cash award given mom and baby to assist them in their time of need, from YOU the Memorial (CPD) donors.
For reasons stated, I proudly donate $$ (payroll deduction) to take care of our own.
May God Bless them all.
All Gave Some As Some Gave All.

It seems that the CPD Memorial Foundation and POMCC were both looking to get donations at the same time.

Is it true that the guy who worked p/t on a strictly commission basis told potential donators that the Gold Star and POMCC parks were one in the same?

Makes me wonder if thats the reason why the police memorial park is empty in Lyons.

And to the civilian who posted: yes, this department is anti-community.

Man I am tired of hearing people try to justify this stuff. ALL the donation should go to the families, hell corporate donations are huge, so it all should go to administrative expenses? This whole charity is a sham. It COULD be good and serve a good cause but it is tainted and we will never know the truth.

I agree that giving the money directly to the family ourselves isn't a bad idea either. I do it and will continue to.

Wonderful words, and thank you for trying to clear the air, but until there is a published financial statement, showing the funds received and the funds disseminated and to who, including salary or salaries, I will honor my fallen in a way that does not include the CPMF.

Bottom line, I do not trust Cline, and never will. I have seen him in action, up close, very close, and I do not mean playing Santa for the CPMF.

The notion that Cline has somehow taken the legal and moral high ground because he claims he draws his six figure CPMF salary exclusively from donations provided by Corporate sponsors is laughable on its face.

The buffoons who advance this argument -- which attempts to cloak his unscrupulous actions in legitimacy -- take the rest of us for fools.

They want you to be OK with his taking from Corporations and make a big deal out of saying he takes not a penny from individual police officer donations.

So does this mean that when he was the Superintendent in 2004, 2005 and 2006 and was actively soliciting corporate sponsors like Motorola (the folks who supply CPD communications systems) that he wasn't really just feathering his own nest for his future "retirement" spot at the CPMF?

Do you think he had any conflict of interest in soliciting corporations like Motorola etc., in '04, '05, '06 and 2007 for donations to the CPMF, knowing full well what his long term vision and plan was to be become the Executive Director of the CPMF?? enabling him to draw a six figure salary from these very same corporate funds?

Never be fooled by the fools who try to justify and soften Cline's ends by saying it comes from Corporate sponsors only. It's a fricken joke!

What is truly parasitic and pathetic is that he manipulates people at their most vulnerable time of their lives... when a family member is killed in the line of duty....He comforts them with the one hand and dips the other in the till when they aren't capable of seeing what is really going on... shameless!

Do not be blinded by emotion. There should be an accounting for every dollar sent to the CPMF, regardless of how warm and fuzzy they make you feel.

If the fund receives $10 dollars and the families are given $6 dollars of it, but the other $4 dollars goes out the back door to who-knows-where-nobody-knows or to Cline's pocket, something is wrong. Very wrong.

However, nobody really knows the story because there is no published financial statement. Why not? Seriously, why not?

There is no good reason on God's green earth for the books to be hidden in the dark. Let the sun shine on those books. The CPM Foundation wants our money over and over and over again, that's fine, they can keep asking, but until they tell us where it is going, count me out!

To the person that writes the same bullshit about Cline in every post related to the CPDMF...enough already.

We get it, you don't like the man, but why would you try to hurt an organization that does so much for Chicago Police families? The CPDMF is a legit 501c3 so everything has to be above board. They have paid out well over $600k to CPD families in need...especially, in the area of education for the kids of fallen and catastrophically injured coppers.

First, you encouraged people to cancel their payroll contributions. When you found out that payroll contributions were segregated and could only be used for the families, you attacked Cline for being paid through corporate donations. What are you going to say when his salary is publised and it's not six figures as you claim you f-ing goof? Do you really expect the man to work for zero because I'm sure you would be willing to work the hours he does for no pay, right? And bring in the $ because of who he is. I know you'd be willing to step up for zero salary? Big f-ing talk from someone typing from their parent's basement.

You're a f-ing hypocrite. Is that you posting Rick B?

As for how the money is paid out and where is the $600k figure coming from...do the math dipshit. We've lost four officers in the past year. That alone is $200k in payouts.

Go find another project Rick. Nobody cares about the way you've twisted history to make youself look good. Now what are you going to do with your sad life, jagoff?

Go spread your hate someplace else.

Excuse me Gold Star Member, no disrespect but um, I posted about the outside sales guy who "may" have said that about the donations while the POMCC was trying to collection donations. I heard about ti years later when I questioned "why" there is an empty park in Lyons and um, the Gold Star Park was built.

Ironically, the park in Lyons will also include all our fallen CPD.

This may be a coincidence however I personally emailed the then Supt. at the time, Phil Cline, about this matter and did not hear back from him. After I did email him however surprisingly someone was harassing the person who did tell me going as far as her department having her file out some document stating she didn't work for me. I have been runnign my police memorial forum sicne 1999 and so this is quite the timing.

I never told anyone to cancel their donations yet...

ANYONE, LET ALONE OUR OFFICERS, HAVE A DAM RIGHT TO QUESTION ANYTHING ABOUT WHERE, HOW, WHAT, ETC THE DONATIONS ARE GOING, HOW MUCH ANYONE IS GETTING PAID AND YES, THEY TOO HAVE SHOULD A VOICE ABOUT THE DIRECTION ITS GOING, IF ITS SUCCESSFUL, ETC.

There should also be financial statement listing EVERYTHING.

Thank you.

Hey jagbag, if you think those posts all came from the same person, you are a dope. More than one person knows how Cline zigs, zags, avoids and operates.

Plus, you words are a prime example of the old adage, "When you cannot argue the facts and you cannot argue the law, attack the character of the witness."

Just answer one question. It is a simple request. And there is no need to write hundreds of words trying to attack us and defend the indefensible. Just answer one question.

What is your objection to the CPMF publishing a financial statement listing EVERYTHING?

Please tell us, otherwise, shut up.

No, I don't think it's one person, but a small handful that attack every post about the CPDMF.

Can one get any lower than to write something negative about the Vigil where 500+ names of the fallen are read and remembered? Obviously, you know zero about brotherhood.

If you took the time to read my response you'd see that the CPDMF is a 501c3 charity. Dig a little deeper than going to some bullshit free guidestar website. No secrets for a legit charity. I don't think there is a conspiracy here.

Please don't preach to me either. You and those like you have published nothing but hearsay. You have no facts yet you continue to print the same old bullshit as if it were the truth. Until you can write something without speculating please shut the fuck up yourself. Just because you and a few no minds can't find the answers on a free website doesn't mean they don't exist elsewhere.

When you do find the true answers what will you say about this organization then? What negativity can you spew about giving more than $600k to CPD families? Either you're not a copper or you'll never get it.

Same to you Mr. Cook County Memorial. Don't give us your he said/she said crap. Everyone knows that any Cook County project is fucked from the beginning. Point the finger at your POMCC committee.
