Panhandler Arrested Again

  • A man who has been arrested almost 180 times — and whose presence on the CTA's Green Line has instilled fear among riders whom he aggressively panhandles — has been arrested again.

    Clarence Ervin, 52, of the 900 block of North Waller Avenue in Chicago, was arrested Saturday in Oak Park and charged with battery, criminal trespass and obstructing identification — all misdemeanors — stemming from two recent incidents, according to Oak Park police Cmdr. Len Jorgensen.

    Ervin, whose numerous run-ins with the law were chronicled by the Tribune last week, was being held on $17,500 bail after a hearing at the Cook County courthouse in Maywood on the latest charges.
An amazing job by the Cook County courts and ASA's keeping repeat offenders behind bars where they can't harm citizens.

Last article the Chief asswipe, er, umm, Judge blamed us for always letting him go... guess everyone blames the Police now, even the Chief Judge.

(OT) Whoever that copper was in that explorer suv, that stopped that asshole on central ave about 1830 hours THANKS! That jag cut me off twice,was going at least 70 mph,looks like he was slapping his wife! anyway thanks1 God Bless all CPD officers, in my family we have many officers you guys really deserve a nice raise and a CONTRACT!

This panhandler's actions according to the article has literally scared people from using the CTA at that particular station. The whole matter of POLICING comes to mind. Lets take a block in the City of Chicago that is in a good neighborhood. I know, it's hard to find a good neighborhood now in the city. Anyway, the block has a bad apple living on the block. By that I mean YOU know there are DRUGS being sold out the house. In the day, the beat cop would go up to the trouble house on the block and tap the door with his night stick. If the person would open the door the beat cop would say nothing. The stick would do the policing if you know what I mean. Then all the people on the block would jump up and down with joy. The trouble is gone they would say. The police took care of the problem Hip,Hip,Hooray. Like I say, that was back in the day, when POLICING was done. Now days, the panhandler CAN get arrested 180 times or so and have no fear of scaring anyone at anytime. Hmmmmmmmmmm.

The initial problem is with the judges who do not have the guts to institutionalize this nutbag. A referral should be made to the State to have a commitment hearing. Of course, the shrinks hired by the state will probably think the guy is fine even though he has been arrested 180 times.

Oak Park tolerates its panhandlers and street people to the "no hassle" point where it becomes a safety issue for all Oak Park residents. Most are alcholics and/or drug addicts with criminal backgrounds. Their behavior can be intimidating and/or offensive. Oak Park's Main Library has many street people hanging out all day, discussing advantages of OP's superior food banks, soup kitchens, and shelter space. (Shelter organization even sought a podiatrist to serve clients.)

If this guy was arrested by OP police, then his behavior was so overtly illegal that there was no choice but to arrest him. Anyone else notice the number of street crimes occurring on Oak Park streets and El stations? Multi-cultural tolerance has morphed into acceptance of common incivility and thuggish behavior.

The Chief Judge suggested barring him from public transportation. Had he done his homework he would have known they tried that before.

It seems we cannot ban someone from PUBLIC TRANSPORTATION no matter what they do or how many times they do it. The Chicago Police have done their job. (Repeatedly)

as a south loop resident with several small children this topic hits home. i am so tired of being harassed and chased down the street by the same 5 or 6 "panhandlers" who really don't even ask anymore. they demand. if i see these guys out here everyday i'm sure the police must know they are here as well. i used to see the same two policeman in a plain car picking the worst of this group up on a regular basis but not for quite a while now. the police are gone but the bums have remained.

Well, lets not put all of the blame on the courts and the state's attorney. The arresting officers do not come to court on the majority of these cases, the victims do not come to court on the majority of these cases and the courts just shove the cases through the revolving door. Then when the person is arrested, the desk crew is in a hurry to I bond the person out, even if the arrestee does not have identification of any type. The prints clear and the person is out of the door with no intention of ever showing up for court. Rarely are warrants issued and even more rare are enforcement of warrants. It just seems that no one in the system takes this seriously. These minor crimes are prosecuted in rural areas and the suburban cops are not so quick to I bond for minor crimes and traffic. The entire procedure needs to be re-evaluated from the time of arrest to the court date.

2/9 12:45am You hit it dead nuts. That's the way it used to be. The bad guys feared the police back then. The neighbors banded together back then and reported crime with high expectations that the police were going to take care of the problem. A panhandler causing problems, scaring little kids and women?? Come on, are you kidding me. Back then he would have been arrested one time and after that if he didn't learn a lesson, would have flew off a building to be a reminder for all the other scum. There's a saying I've noticed in this site. It's you reap what you sow. How true. Policing ain't all about brutality, but it's showing these bad guys who is boss. From what I'm seeing the panhandler is the boss. Making a mockery of the very system that is to protect the innocent children and women of the city. It ain't gonna get any better any time soon either.

Now that people are standing around for 45mins waiting on their bus/train, he'll have a lot longer to harass them. Maybe a fed up rider will give him a couple of smacks to the head. Of course that rider will then have the book thrown at him in court for battering the poor homeless man.

I hate the democrats, especially Cook County Machine Democrats. I don't vote according to party, I do so according to the candidate. The republicans aren't any better then the democrats.Both are corrupt-think George Ryan.
Focus on candidates more and parties less. I'm voting for Hoffman because he's the first real mayoral threat to Daley-EVER!!! No republican can or will beat him, even though I would vote republican to unseat Daley. If Hoffman ran on the republican ticket I would actively support him, not the republican party.
The democratic slamming makes you look like a partisan shill. Think independently, vote independently.

OT- It has now snowed more than 8 inches in Chicago but in the IVORY TOWER OF 35TH they see this as an opportunity, because they can now say that reported crimes have decreased over 90% since this same time two days ago.hhahahahaha

Lets take this point by point. First, the Officers come to court if they are notified to appear. No notification, no appearance. Send a subpoena and we are happy to show. Don't blame the Police.
Second, the desk crew is required by the Police Dept to get them out the door ASAP because the Dept is afraid of lawsuits, hospital runs, and hangings. The CPD has no stones. Lets make the bad guy feel like he was locked up like it used to be. Don't blame the Police on the desk.
Third, our Officers constantly bring in warrant arrests. If one of these crumb bums has a warrant they will be locked up very quickly, as they have lots of contact with the Police and have their names run on a regular basis. Its the courts that let them go as well as the complaining witnesses who don't go to court. Don't blame the Police. We do our jobs and we usually do it well.

Good idea, just make sure you can justify it. I reccomend Fox Labs for civilian and off duty carry. 5.3 mil SHU at 2%. And it's not just the high SHU rating that makes it burn the worst, it's the fact that it's solvent based. The solvent used is most commonly used in brake cleaners, and cuts right through greasy shitheads skin oils.

One thing though, don't use the "cone" (fog) canister indoors, ESPECIALLY in enclosed spaces like public tranit. Might give someone an asthma attack or people will think it's some kind of terrorist attack once they start coughing and the mucus gets flowin.

or the new Fox green, the coloring stays on the bad guy for a good little while. I can see dem po-leeces cruising the block, and the witness says the guy with the green face did it. While we are on the topic of OC, lets not forget the new Pepper Blaster from Kimber.
I dont much care for Kimber pistols as they are hit and miss but the OC stuff seems to have great potential.LATHROP ONE you would love this stuff !

oh sure that and the bust down that has been locked up OVER 125 TIMES in CHA for trespassing and let go time and time and time and time again UNTIL the day came when he made the jump into the big time by attackin a desk officer in 019.Yeah im with ya...this Judiciary SUCKS HARD.
