"At Issue" BS
J-Fed and Craig Delamore bandied a whole bunch of BS about yesterday on WBBM's "At Issue" program. Most amusing was the portion where Delamore pointed out that since the Heller decision came down from the US Supreme Court, Washington DC has experienced a 25% reduction in it's homicide numbers. That's not even with concealed carry - that's just being allowed to have a gun in your home.
J-Fed hemmed and hawed and tried to claim it was a combination of circumstances like trends and "smarter" policing, anything to distract from the fact that the only significant change in circumstances was citizens being restored their rights via the Supreme Court.
Then there was the entire segment about the Lopez demotion. J-Fed is running with the story that this was a "voluntary" change after careful consideration and meetings with Lopez about 025 being the only district in the city to experience an increase in crime statistics. Seeing as how Lopez started an alternate police organization to challenge the status quo and was making political waves since his previous demotion, one would have to be blind not to see the storm clouds in the making. And we suppose being told you would be traveling an extra 20 miles a day to and from work, on midnights, using your own gas and car might have an impact on your "voluntary" decision. This is Shortshanks' Chicago after all.
Someone want to find Lopez and get his side of the story? Or is there some future patronage spot in his future to keep him quiet? And if so, where does that leave everyone else whose name is on those flyers posted around the stations? Are they casualties of war or what?

If Bob Lopez is the kind of guy that I believe he is, he will not leave his supporter hanging.

J.P. Weis is now a listed as a defendant in at least 17 (seventeen) Cook county civil lawsuits.God knows how many federal lawsuits or lawsuits pending. He must be the most sued officer in the history of the Chicago Police Department.

So it did not deal with what we call concealed carry in any way ... and the McDOnald case does deal with concealed carry? Or does it just deal with guns in the home ?

Its a map of the timeline since 1986 where states began recognizing and issuing conceal carry permits to its citizens.
As you can see over time, more and more states adopted a "shall issue" stance on Right-to-carry. Surprisingly, even the most disgustingly liberal states have somehow passed RTC legislation.

Heller struck down the restrictions on citizens owning guns in their own homes in Federal jurisdictions. McDonald looks to extend the same protections to the rest of the United States.
It has NOTHING to do with Concealed Carry. It has NOTHING to do with "shall issue" permits. It has NOTHING to do with "open carry." It merely affirms the right that you may own a handgun in your home.

If anyone is wondering why 025 was the only district to post an increase in crime? Well maybe because us P.O.'s are fucking tired of being under the microscope from bosses, internal affairs, the independent police review authority, the feds, etc... so all we do is answer our pdt.
About two months ago there was a big fight at Grand and Major and one of the offender's jumped on one of our officers, well that was too much to take and we did what we had to do. There was taser deployments, oc discharges and some ass whooping (all was justified and none went overboard). Yet the offenders and their families made allegations and all of a sudden IPRA, internal affairs, etc... are showing up and some of the p.o.'s on scene may be under the chopping block.
And on a related topic: why was Cmdr Green passed over
for consideration of promotion to Deputy Chief of Area 5? He's been a cmdr in that area for longer than either Escalante OR Zavala.
I hope this new batch of promotees squired you a bunch of Latino votes for next year, Shortshanks, because it will definitely cost you a ton of Black ones.

A STRONG ruling in our favor that recognizes PERSONAL LIBERTY and the right to self-defense paves the way to RTC.
A favorable ruling in the case empowers the law-abiding citizen and tells the "state" or city of chicago that they cannot interfere with basic rights. If recognized the right will be excercized IN THE HOME. How satisfied will you be then? Should right to self-defense only be allowed to be practiced at home? Out in the street we're potential victims?

Alderman are allowed provisions. I am glad coppers are allowed to carry weapons off-duty, and as a citizen i know i'm safer because of it.

Joe Citizen cannot register a gun in Chicago. Therefore, owning a gun in Chicago is a crime. McDonald's case is to open up gun registration to law abiding citizens. It has nothing to do with having a gun on your person or in your car.
Actually Daley can make a lot of money from this. He can raise the gun registration fees, charge for background checks and charge a fee for civilian firearms qualification. He could require a CFOID, Chicago Firearms Owner ID.
While I believe Lopez has allot of dirt on the way the Police Department Upper Echelon on everyday businees he will not be a whistle blower.The orginization he helped get started was to advocate Hispanics getting degrees, conduct training, and studying to take and pass promotional exams. To provide the depatment a list of qualified officers when the meritorious packs are being accepted and say here is all our qualified guys, then ask why werent they considered for promotion.

Actually it is a bit less simple. Both Washington's and Chicago's laws, if totally enforced, would effectively ban handgun ownership by citizens of either place. SOCUS ruled that the Washington ban violated the Second Ammendment because the ban was in place through the Federal Government. Now the Court is going to rule whether or not the ammendment applies to the states as well. Nearly every other right enumerated in the Bill of Rights has been held to apply to the states through the 14th Ammendment, Due Process Clause. It is pretty likely, based on precedent and the tone of the Justices during the recent hearing that this will result in overturning Chicago's ordinance. Unfortunately the Court has surprised people in the past.
And on a related topic: why was Cmdr Green passed over
for consideration of promotion to Deputy Chief of Area 5? He's been a cmdr in that area for longer than either Escalante OR Zavala.
I hope this new batch of promotees squired you a bunch of Latino votes for next year, Shortshanks, because it will definitely cost you a ton of Black ones.

Due to his various CRs and suits he was transferred and put in charge of the "One Man Unit" AKA Field Monitoring.
I would agree with you that he is a nice guy to most people, but he would not be the guy that I would put forward for promotion. Look around you may be able to find more qualified black commanders to promote. Just do not ask me who. I would not know..

Is J-Fed the problem -- or is he a very large sympton of a much larger problem? Apart from the politics, is the department too antiquated and too bureaucratic that the primary mission has been lost in the static?
Yes, it's time for a new command staff but without some major changes it'll be like putting a $400 suit on an alkie.
First, let's cut the bloated command staff and rewrite rules and policies to place most decision-making at the district level. Empower district commanders and then make them fully accountable. Each district should be like a suburban PD, say Evanston.
The job of the central administration is to get work done through others and that means offering support -- proper facilities, proper equipment, proper training, proper staffing, etc. Area wide and city wide matters can be handled by specialized units but the primary responsibility is at the street level.
The central administration needs good data and in real time. Crime trends need prompt analysis and prompt response.
Relations with officers must change. The message must be clear and consistent: If you're right, we'll back you; if you're wrong, we'll burn you and if it's in-between and you acted in good faith, we'll support you the best we can.
Every brass hat should be required to spend at least one day a month riding squad -- minimum -- and not as a supervisor but as an observer to learn. The Ohio State Highway Patrol has done this for decades. In Washington, D.C., all brass is required to spend time on the the road.
Every policy, rule and regulation is up for grabs. Does it serve a purpose? Does it make sense? Is it a waste of time?
Guys, there is a real world outside of Shitcago and thousands of police departments seem to be able to do the job reasonably well. Even if J-Fed croaked tomorrow and Shortshanks went to a federal prison, it would still be an overly bureaucratic, inefficient, understaffed and underfunded department.
Of course, if J-Fed quit and Shortshanks was making license plates, it would be like the Cubs winning the world series!

The high crime rate in the black community, the axing of black exempts and other high ranking officials,the high taxes fees and poor governmental services has already caused Daley a big loss of black votes despite the black reverneds support.Thousands of fliers and emails about Daley's disservice to,and contempt for,the minority communities are going to circulate before and during election time.
Daley, don't count on any support from those lame duck black police organizations, reverneds, or county hacks. Don't try to field a third party black to draw votes
from Hoffman, Lopez or even a Republican, you're through.
I bet they get Lopez to say he left voluntarily only if he gets something in return that makes at least Commanders pay. How about another CPD position? Let me think about it.......
I am totally offended by the fact that he was grilled at an Accountability Meeting by the Chief of Staff, Mike Masters. That is enough to humiliate this whole department. In the history of CPD, no sworn Chicago Police Exempt member (who ALL have at least 20 years plus of POLICE experience) has ever had to endure that Bullshit!!!! The past Chief of Staff’s were all police, and you never saw them step outside the guided bounds just to prove you have power and you can fuck with them. It is no secret that Lopez does not respect Mike Masters as do ALL of the Exempt members. They only deal with him because of the power the Superintendent has given him. But with power comes expectations of respect and professionalism, both of which Mike Masters has NO clue regarding.
Who would volunteer to return to Lieutenant after 30 plus years of service after a humiliating meeting? Are you serious? Is this going back to the days when cline first created doc meetings and that drunken tony commander ran the meetings with the microphone ripping cmdrs apart for not adding the method code? Those were ridiculous, but at least the exempt were policemen and didn't feel humiliated for themselves but for tony. And nobody got dumped for it.

Abolutely. And officers, you are adults. You are not guaranteed a half day on "your Friday." Just because you say you don't know how to do something, doesn't mean you will never have to do it. Learn how or ask somebody to show you. Sometimes you end up with job that runs into overtime and you cannot just leave. You must finish it. You do not get a medal for everything. If nobody wants to work with you, it might just be you. It's not some grand plot of the person who makes the sheets out to deprive you of companionship. If you want to go through your career as a liar please get really good at it. Some of you should be embarassed by the stories you tell. Your co-workers do not want to hear the very personal dramatic details of your life. You are at work. So are they. Leave that crap at home.

I would also like to add that our fellow co-workers should act like adults and be responsible to each other. If you made a mistake then admit it and no one will fault you- because we all made our share of mistakes and will continue to do so, we humans are not perfect. But don't mess up and then blame it on someone else. Once you do that, then all of your co-workers will lose respect for you.
