Certification
Before becoming police officers, our readers attended the Academy. Depending on your seniority date, it was anywhere from a few months to over half-a-year. Hundreds of hours of range time, gym, law classes, paperwork, etc. Tedious, repetitive, occasionally dull and sometimes fun, but for the most part, necessary. The purpose wasn't only to teach, but to make you part of something larger - a shared experience on what would hopefully be a long journey. So what the heck is this?
- Hey SCC, did you cover the Masters of the Universe police certification? I don't recall see anything, but I might have missed it. He is a certified peace officer now and carrying a gun. He got his certification through the suburbs. Whats wrong, our Academy wasn't good enough? What a joke!!!
- SCC, Please tell me the posts about MASTERS getting certified as an LEO is un true! This goof WILL be the next Super if true. I know for a fact a former sgt in the academy on the range gave him private lessons to get the 40 hours of instruction after hours. Why is it tha he had to attend another LE Academy to get certified? How was this accomplished if he works a full time 40 hour work week? The gall of this guy is amazing.
- Hey SCC, I heard a rumor that Master's resume was being padded and recorded in E-Learning with an eye towards his assumption of the mantle of Superintendent. Have you heard anything along those lines?
We've heard a number of rumors along these lines. We've received e-mails stating that there has been a concerted push to falsify entire swaths of Training Records attached to the Chief of Staff. Instructors are being asked, "Don't you remember such-and-such a date when Masters sat in on your class?" When the instructors cannot specifically recall attendance, Training Cards are allegedly being falsified and then entered into the system under "Sworn" instead of "Civilian."
The audacity is staggering. The Chief of Staff was appointed to his spot by the mayor himself because J-Fed wouldn't answer the phone. Now Masters has his fingers and hands in everybody's business, all without serving a day in the Academy or on the street. And allegedly there are dozens, maybe tens of dozens of people involved in an effort to create an Academy record out of thin air certifying this Harvard lawyer with no background in law enforcement as having gone through something many of us waited years to attain. It can't be just so he can carry a gun, can it?
How long until they give the answers to the State test? Or is someone going to take this test for him the way Cecil Partee took the Bar Exam for another lawyer we all know?

Suburban guys are required to attend the Chicago Police Academy even if they are already sworn when the get hired here.
The CPD won't recognize any other certifications for regular P.O's and gives them no points for their experience or a shortened academy due to the fact the CPD feels their academy is much much tougher.
SO WHY IS IT AN EXEMPT CAN GO TO THE BURBS AND GET CERTIFIED???????

When I worked for a suburban agency, I got my 40-hour Illinois firearms certification through them.
In looking at the website, I don't believe they provide the entire state-mandated basic police training, however.
Nevertheless, you can't have the Chief of Staff (Masters) of one of the former finest police departments in the country training side-by-side with the great unwashed CPD recruits, can you now?

masters was certified as a law enforcement officer. But did anyone verify that he was certified outside of Chicago? The director of any academy in Illinois has authority to certify a person as a law enforcement officer. There are ways around everything. Why would masters go to another academy?

The reason, or one of the reasons Matt Tobias got dumped was because he refused to allow this certification. HE argued the "process". This is after the 023rd District "Masters with a gun" call.

It has become common for people who want to be police officers to attend a surburban police training program on the weekends with the hope of being hired by some agency. I have a family friend who did just such a thing in conjunction with Chicago Ridge. This person has not been hired as he has not taken the test, but works weekends as a paid temporary officer. Sometimes, these people have to pay for the training out of their own pocket. The program is at a junior college in DePage.
Any man that wants to carry a gun that bad must have "issues".

Hey 1:36am, we have a star and a shield, not a badge. Maybe you need a seventh month in the academy.
Every PO in Illinois must be certified with the Illinois Law Enforcement Training and Standards Board (ILETSB). There are several acadamies that offer the certification, but all attendees must be sent by a PD/Agency. All acadamies run for a minimum 400 hours...was Masters missing for 10 weeks to go attend some suburban academy, eg. College of DuPage, or Cook County at Triton?
His other option was to attend a Part-Time academy. In this part of the State, the PT academy is conducted by NEMRT. There are 2 versions of the PT academy...400 hours of classroom, two evenings a week and all day Saturday...or a newer online/classroom program. Classes are "attended" online, but there is still some hours required each month in a real bricks and mortar schoolhouse. All programs give the same State certification, although it will be noted as a Part-Time certification.
I'm not sure that the law allows for a full-time employee to work with a PT certificate, although the PT cert can be converted to a FT cert upon completion of an 80 hours course (this class may be available online now.)
Another option...a Chief of Dept may apply for a waiver of required basic police academy training for an Officer. That Chief must present documentation of previous training, etc to request this waiver. This is a common enough process...I know several instances of this happening, eg. a copper from Indiana who laterals over to an Illinois dept, or a retiring Fed (!!!) who takes a retirement gig with a small PD.
Have CPD training staff been building a "training file" for Masters and submitting it with a waiver?
Either way, ILETSB must have a file for Masters.
unbelieveable! I was a Illinois State Trooper prior to coming on this job. I was told that I would have to attend th e CPD academy. I had no problem with this because I didn't want any special treatment. I will have to say that the CPD academy is a joke compared to ISP academy. if this is true about masters, our union should file a complaint with the Illinois attorney general Lisa Madigan, she is the chief Law Enforcment officer for the state. I know what you are thinking< she a democrat and part of the machine. I really don't think she is that stupid, she knows if she is given the complaint and finds wrong doing she is obligated by law to take action. Her failure to take action can result in a federal indictment... as far as Masters being the next Sup, I will dismiss that right now, To all my hispanic readers, let it be known that the City of Chicago has not had a Hispanic superintendant since matt rodriguez( and he was only half mexican) so now is our time to come together and march for our right to be represented!!!!

You barely have the police department you deserve right now because the good men and women of the department are not allowed to do their jobs. ISP, CPD, South Suburban Police Academy are some of the choices when getting someone certified as a PO. The requirements can all be found through the Illinois Police Training and Standards board.
A minimum number of hours is required. Not sure how you can get around that one. Certification, as you all know, allows you to carry in all fifty states.
Someone took care of someone somehow, but was it legit? Who knows. This is SHITcago, ILLinois after all.
Here is the question to ask:
Has Masters ever arrested someone?
If he hasn't, then he ain't the police.
If he has and he wasn't supposed to, then there is a citizen shitbag out there into whose pockets some cash the city will insert.
Lots of cities use appointed heads for their depts. So why not here?

Jeff Chudwin is an incredible guy. He's in great shape, competitively shoots on a regular basis, and he's a former ASA.
A great package as a Police Chief. Active in the ITOA.
I could see Hamilton putting the squeeze on a long time professional acquaintance to get this done for Masters. I just hope that Chudwin was wise enough not to soil his name, his Agency (Olympia Fields PD) and his reputation to have had any part in this 'roundabout certification' for Masters.

Nothing new here. Years ago when the dept. needed a sworn polygraph examiner (unit 177); they just certified the existing guy to meet legal requirements and has never spent a day in patrol.
We all know the the State is as corrupt as the city. But only the State can certify a person as a peace officer. I think the State Inspector General should investigate on how all the requirements were bypassed so this goof can carry a gun.
What a mockery this department has become because of the masters' disaster. I feel very sorry for the good officers that have given their lives for what they believed was a legit law enforcement agency.
This is disgraceful and pathetic. It is a slap in the face to every sworn officer on this dept who attended the academy and sat in the classes and took tests, firearms training and physical training.
Why does city hall allow this? Can anyone off the street with any kind of degree say I want to be a Chicago cop and get "back door" certified? Why are they allowed to wear the uniform, ribbons, etc. Did they earn it? No. This is awful and once again, dumbing-down this dept.

Before coming to Chicago I worked for a suburban department and went through PTI. When hired by Chicago I was told my State certificate ment nothing, The City does not recognize those certificates. I had to be trained through Chicago academy. I heard they didn't even accept the Metro academy certificate's that were tought through Chicago's academy.

Off Topic. I don't know all of the details but GREAT WORK to the midnight crew (Pena and crew...)in 014 Monday. Shitbird broke into one of our owns vehicle and was apprehended. Charges approved. Thanks again to the police out there being visible and proactive. Your coworkers appreciate the effort!

This must be a first, ask any other suburban officer who joined the CPD. Even though they were state certified, the CPD REQUIRED them to go thru the full time, ling course CPD academy. If they have now changed this, did I, and many oother officers, miss the memo??

According to a recent court filing Alderman Carouthers found out developer Bonder had given a job to congressman Guiterez sister in law so Ald Carouthers danded his brother be given the job providing security for the real estate development. You know the brother who haserit promoted 3 times and given the job as HGS lt in Area2. An area that now has the lowest clearance rate in the city.
We used to have a great watch in 024 on 3rd watch. We'd heard that V.S. Was dumped from days because she was obnoxious,never worked the street,and S.P.A.R.'d anyone she could. For this guy to call himself a police officer of any type is a slap in the face to all members of law enforcement across the country! It diminishes and degrades the importance of what a police officer does and what one has to go through to become one. It's a complete and downright disgrace that these high paid administrator types feel the need for more power when the don't know the first thing about being the police and what it really means. If they did, they would know it has NOTHING TO DO WITH HAVING POWER AT ALL! It's about responsibility, dedication and pride. It's clowns like him that have killed what once was a honorable profession.
The banners that read "Chicago police Earned not given." is something to laugh at now. They have killed that phrase! It now should read, "Chicago Police, given not earned." SAD! The only person to blame for this is our great mayor Daley. He could have easily told these non-police administrator's that you will get a huge salary, but you will be wearing a suit and tie only.
As a former and proud second generation CPD copper, I am truly sickened about what has become of a once great dept. I moved on a few years ago and regret it everyday. Currently trying to get back thru re-hire but have been told that there will be no move on that front for awhile. Was on a LOA for a bit; but once again things are differnt for the "in" crowd. While I was told I had to resign, numerous "clouted" folks are still on LOA's. All that said, I worked hard and earned the right to wear the checker board. Once CPD, always CPD. Reading this post made me want to drive to 35th street and spit on the wanna be police puppet chief of staff's (MASTERS,MASTERS, MASTERS, MASTERS, MASTERS) shoes! How can he even think about walking around with a star that he didn't earn??? Any peace officer can call the Illinois POST and search a name to see if they are ceritified; it will stated name, cert number, and certifying agency. The lady that answers the phone was always quite nice the last time I had to do it. Hey MEDIA where are you on this one???????

Sorry, but I have to ask. Isn't it two percent of whatever my salary is today, then two percent of whatever my new salary is on July 1st, then a few percent of whatever my NEWEST salary is after that?
In other words, 15 1/4% is the total of these numbers, but isn't the real raise actually MORE, by the end of the contract?
Now that he is sworn, can he draw from our pension when he retires?

I have been on the job more than 42 years. I have to jump thru hoops to qualify and re-qualify etc. for me to carry a gun. This fucking whore of a polititian a few minutes of training to know which way to point a gun and new he is Qualified?

Absolutel not. Any person, and I pretty much mean any person can be appointed to an exempt position. Commander and above can be appointed at the discretion of the superintendent regardless of rank or civilian/sworn status.
Usually, District Commanders are pulled from the rank of Lt. or Captain. Many inside units have a Director which would be equivalent to the rank of commander. R&D is currently led by Director JOHNSTON. Masters is obviously a civilian with serious issues. MCCONNEL (sp) is a Director in Human Resources. The guy who is the ex-priest is like Deputy Sup or something like that.
Additionally the friend of the Mayor who was the Dep Chief of Central Control group had the Civil Service rank of Sergeant. The other friend of the Mayor Cronin, who I believe also retired as a Deputy Chief had the Civil Service rank of P.O. (Gang Specialist).
FUDGE. It's the worst I can say and not tip off the censors.

I am a suburban officer who attended CPD academy in '91. After graduating and being on the job a while, CPD called me and offered me a job. At that time I was told that I would have to go back through the academy all over again because CPD did not recognize my academy graduation because it was a metro class, not a CPD class. Sounds like a double standard if he got his CPD cert. by going through Silea.

Before coming to Chicago I worked for a suburban department and went through PTI. When hired by Chicago I was told my State certificate ment nothing, The City does not recognize those certificates. I had to be trained through Chicago academy. I heard they didn't even accept the Metro academy certificate's that were tought through Chicago's academy.

As a former and proud second generation CPD copper, I am truly sickened about what has become of a once great dept. I moved on a few years ago and regret it everyday. Currently trying to get back thru re-hire but have been told that there will be no move on that front for awhile. Was on a LOA for a bit; but once again things are differnt for the "in" crowd. While I was told I had to resign, numerous "clouted" folks are still on LOA's. All that said, I worked hard and earned the right to wear the checker board. Once CPD, always CPD. Reading this post made me want to drive to 35th street and spit on the wanna be police puppet chief of staff's (MASTERS,MASTERS, MASTERS, MASTERS, MASTERS) shoes! How can he even think about walking around with a star that he didn't earn??? Any peace officer can call the Illinois POST and search a name to see if they are ceritified; it will stated name, cert number, and certifying agency. The lady that answers the phone was always quite nice the last time I had to do it. Hey MEDIA where are you on this one???????

Detective is not a civil service rank (feel free to call Human Resources to verify that) - neither is canine handler, or ET. If this passes, thousands of our own guys will be screwed too. Another option...a Chief of Dept may apply for a waiver of required basic police academy training for an Officer. That Chief must present documentation of previous training, etc to request this waiver. This is a common enough process...I know several instances of this happening, eg. a copper from Indiana who laterals over to an Illinois dept, or a retiring Fed (!!!) who takes a retirement gig with a small PD.
Have CPD training staff been building a "training file" for Masters and submitting it with a waiver?
Either way, ILETSB must have a file for Masters.

I have been on the job more than 42 years. I have to jump thru hoops to qualify and re-qualify etc. for me to carry a gun. This fucking whore of a polititian a few minutes of training to know which way to point a gun and new he is Qualified?

unbelieveable! I was a Illinois State Trooper prior to coming on this job. I was told that I would have to attend th e CPD academy. I had no problem with this because I didn't want any special treatment. I will have to say that the CPD academy is a joke compared to ISP academy.

Ex-trooper, I have a question for you. You left the premier law enforcement agency in the state and came to CPD. You were lucky enough to be hired and on the street. Yet you slam this academy?
So riddle me this trooper. If a certified officer made a lateral move to ISP, what are the requirements? Does ISP offer an shortened training program or demand the 29 week full course in ISP academy? I know there is a 15 week version but it is never offered. Everyone, despite the background must complete 29 weeks of training. So who you fooling? If you do not like CPD then leave. Otherwise STFU and be grateful CPD hired you. And stop the latino bullshit.

Class had refresher at Academy and she was a no show.
Told some people that she had ct. and told a supervisor that she had a med procedure done.
Didnt go on med, didn't burn any time and was not in ct BUT of course was "covered" for the day!
The rest of us had to show up and be accounted for.
She will hurt someone some day because she does not know what she is doing!

Thank goodness for the hard working and capable FTO's at the academy that monitor this program. They realized and recognized a problem and did the right thing of course. As a FTO, I am proud to be part of this excellent program. Thank you. You took action. Earned not given.
So, does this mean the "Chief of Staff" will be rotating to seasonal deployment and working one weekend day a week like the rest of HQ? Or participating in Operation Protect Youth four weeks a year? He's certified, he's carrying a gun, and he workg in HQ...

I was at a party very recently and was talking to a D. C. He told me he has been told by higher ups that this department is only gonna get worse. This department is so fucked up right now it will be a long process to bring it back to the respectable department it once was. Daley and JFED absolutely must go.
Suburban guys are not required to attend the Chicago Police Academy.There are a few in the State PTI, State Police, Cook Co. The State of Ilinois is the agency that acredits Police Officers. That is why former Police Officers do no take the test. It is just a way for the city to recieve federal money for having a body in the academy. They could easily have a shortened academy for former POs.

If he really needed "eyes and ears" in the department, why not find a 25-30 year veteran who worked his or her way up as a real copper, detective, etc.? That appointment might have more credibility with the troops. Masters ostensibly is Richie's stooge, period.
BTW--this isn't a slam on civilians per se. History has shown more than a couple of, say, outstanding sheriffs or public safety directors with little or no law enforcement experience. What made they effective is that they knew their place and let real cops run their departments while they played the politics necessary to get the staff, gear, facilities, etc., needed to do the job. You'd never see that in Chicago, of course.

Remove TO's from the academy and who is left to teach a class? Be careful what you wish for. The only personnel that actually work 8 hours a day are TO's. Can you imagine all the sworn personnel hidden at the academy that actually might have to work? Not likely.
P.S. The Academy is the start of the problem with the new hires. The FTOs are the rest of the problem. Show me a PPO or guy with less than 2 years that has any initiative at all and doesn't whine about getting sued and I'll show you someone I would be proud to work with.

If you are blamming the FTO's then look at who is running the program. I was a former FTO and I never received any support from the academy. The academy can only teach the basic skills and FTO's must do the rest. Earned not given. Where is the FTO sergeant and his assistants? The problem in 24th district is blown way out of proportion. How many more of the current FTO's will leave before changes are made?

In regards to the post about going to work in area 4, with pleasure with the exceptions to 011 and 010, a/4 is a great place to work. Unless you tall to say someone from 014, with their stories you'd think it was englewood over there

Where will you find working cops to come to the academy? If they are old and uesless, why are they always assigned numerous projects and teaching classes? Let some working officers stand up and share the load. The academy is a equal opportunity workplace and everyone can participate. Unfortunately, there is a shortage of workers.
