Out of Control ATV

At least a dozen people, maybe more, get blindsided by this 4-wheeler. And it also shows how the cops were woefully undermanned that they couldn't maintain the barricades once the parade units had passed. Again, this could have been much worse than it ended up being. Luck played too big a role in this event.

This is the kind of event that highlights the poor planning, lack of management skills and lack of training, and common sense that seems to be pervasive among the City of Chicago's top police brass, especially car 49(Georgas). Rumor has it that although other bosses realize his arrogance and "Everything will be done my way" attitude continues to place officers and civilians in harms way, and cost the city money, they don't confront him due to a belief that he is on the fast track to the Superintendent's position and they may end up working for him one day soon. It's a dam shame!

I blame the Man/Men in charge! This accident was a direct result of thier lack of proper planning! I'm pretty sure that none of the Gold Stars will be held responsible or accountable though! Sure the officer driving the PAPV could probably have benifitted from additional training, but the bottom line is those PAPV's should have never been put in that type of situation, and proper use of the Mounted Unit could have caused the incident to have been avoided.

"Incident teams" were told to get helmets etc. in the districts in preparation of being deployed downtown but we were never deployed. By that time it was already out of control downtown and we would have had a difficult time getting close anyway.

If there is anyone in need of dumping this is a good excuse to hang around someone's neck. As usual, not enough police and no boss with a good plan.

K.S. from patrol division(Dugan's office) is the one that got hit. Shes in Mercy with head,neck,shoulder, leg injuries.Check to see if the female on the atv is trained to drive it. She ran over her leg.Another good plan by the bosses. Hope she's ok and is not seriously injured.Great lawsuit though. Good luck KS

What genioius boss made the call for the atv's to be in that crowd to begin with. The way the video looks, the crowd was being attacked. Thankfully the officer was not seriously hurt because of the poor planning/decisions. Was this decided before? That the atv's be in the crowd so forcefully ? Or was it yet another last minute bad decision. Regardless , thank you to the boss who embarassed CPD nationally-just what the department needed. They should create a video game of that scene. The bosses would have no problem busting out the name of someone from patrol if they did something wrong so give up the name of the boss/bosses who decided this. Was it a district level decision? I hope these bosses realize they f'd up big time but I am sure it is not thte first and definitely not the last.

I've watched these PAPV Police action at SSIP and BB. Both times, the are ripping down the parade route without care for ANYONE'S safety. They do not belong there, period. Great for the lake front, and tickets, but nothing else. As to the claims of a lack of planning, boys, if the estimates are correct, that's a lot of people to police. Finally, had that ATV hit me, I'd be off til Christmas. The copper hit laid there like she was dead with thousands descending on her. What was her injury.

If you've ever ridden a CPD papv, you know that they are uncontrollable pieces of s@!&. Many officers have had one vehicle crashes on them due to poor maintenance. Our vehicles are sub par. I've even seen the frames break on our bicycles, and we all know about the cars and suvs....

at least a few citizens stopped to check on the officer and offer assistance---- most people still like the police although you hear the "chicago's finest" phrase less these days.... hopefully the officer is ok... when you look at the mass of people who were down there it is a miracle that nobody was seriously injured....

I saw a bunch of officers in civilian being "trained" on the ATV on the sidewalk in front of 19. Basically one guy telling the others this is the gas this is the brake good luck. The whole thing looked like a joke.
It looks like the P.O. on the ATV panicked and hit the gas instead of the brake. Without a doubt the cause is lack of training.

Kinda like putting P.O's that have worked the desk for 20+ years on hte streat.

Watch the video douchebag! It wasn't the shape of the injured officer that hurt her. She was hit from behind and totally unaware. That "Saint" lost control of her vehicle and the video proof could end up costing the City millions. I bet Loevy and Loevy got hardons watching this.

Having spent way too much time on a PAPV I can safely say there is no reason they should be deployed in crowded areas. They are a pain in the ass at Taste of Chicago, and pretty much wherever they use them when there's alot of foot traffic. The knuckleheads who ordered their deployment should be held accountable, but we know that won't happen.

Said it before and I'll say it again. Car 49 (Stevie Georgas)gets put in charge on things like this and proceeds to screw them up, stops the motorcade in route and this move allows the crowd to swarm the buses containing the Hawks. Not only endangering them but the officers that are trying to hold the crowd back. Helo is "advising" to keep moving the motorcade but Stevie has to have it his way and the results are evident on the video; with the CPD losing control. I can't imagine what the scenario would've been like with a Bull's crowd but I believe that Stevie would've been crying in the corner sucking his thumb and trying to blame someone else. An arrogant self promoting ego-maniac with no sense of loyalty to anyone but himself and anyone (Orozco and Masters for now) that can potentially help his career. Wise up Jody and move this guy out to where he can't get anyone hurt. There has got to be a strictly admin position that he can fill where he can't do any damage we know he hass some juice but why are we being put in harms way because of his incompetence?

Does anybody really think any amount of our present day police numbers could handle this crowd if it decided to get ugly? I see alot of complaints, but does anybody really have an answer as to what can be done? I can't think of a thing. It's a relatively calm crowd, no real lawbreakers, just let them run and try to grab the maniacs before they let loose.

If you watch the video, the papv hit several people BEFORE it struck the officer. It appears her line of vision was obscured by other pedestrians thus making it impossible for her to avoid being struck. How STUPID to try to lay blame on her for this accident!

The video does have the perception (at least my perception) that the officer operating the ATV intentionally drove the ATV into the pedestrians.

I don't care if the PAPV driver had a car. You don't drive in a crowd or street with people on it. I see it was an older PAPV with one light. Those don't have the loud car type horns that newer ones have. People tend to stop and turn and change direction. Can't risk it.

Car 490, 3rd Watch would be more appropriate. Big laughs to be had if he has to come from the N/W side. That's at least a two hour hike during afternoon rush.

Are there any level-headed and competent Gold Stars left? Most likely not and no good Captain or Lieutenant worth the ink on their paper (they're very few) wants to have anything to do with the exempt circus and are doing everything they can to make it to retirement in one piece.

am huge supporter of CPD from CPD family. am female.

was on sidelines in uncrowded 12th district on day of parade close to it's inception- Washington/Sangammon.

was empathetic toward CPD Officers on duty standing in middle of street during extreme heat.

just as parade began to pass by, was shocked at how several female CPDs on ATVs suddenly sped carelessly forward very close to curb.

they ignored/charged head on into area occupied by pedestrians only 1-2 steps off curb.

if you happened to be standing there, good luck!

you could have been hit if not for happenstance of seeing ATVs speeding towards you and jumping step or two back onto curb/safely out of their way.

I recall at time this seemed maniacal/willful/harassing and completely out of character of typically careful, protective regard of CPD toward public.

numerous squads had already passed by. they hadn't veered their vehicles directly into path of Chicago citizens.

there were no barricades warning citizens not to take 1-2 steps off curb.

none.

there was no tape warning citizens not to step off curb.

and it's not like citizens were in middle of street or chasing after buses.

but, all of sudden, there were ATV's that came out of nowhere, commandeered at what I considered to be too high rate of speed, considering likelihood that numerous pedestrians were standing just off curb to get better view/photos of their beloved Blackhawk team.

check street cameras, if there are any tapes, at Washington/Sangammon which may back this up.

came as no surprise to me to see CNN video, SCC, which demonstrates similar lack of consideration for outcome of charging directly at pedestrians.

am sorry to document this, but it is truth.

and am very, very sorry to hear just such possible misguided demonstation of force caused one of our CPD Officers to be mowed down and seriously injured.

unless charging Officer's ATV failed, it appears to me to be same careless and willful intent I personally experienced, and saw numerous folks jump out of way of only moments earlier.

sad.

and certainly not representative of typically tactful, cautious, respectful actions normally demonstrated toward citizens of Chicago by Chicago Police Department Officers.

made me wonder, if not mechanical failure, what the heck was going on in that Officer's head as she charged?

don't you guys understand, in order to run an organization of any size you have to have hands on experience, There are only a handful of exempts that have that sense. Say what you want about Radke, Sullivan , Maurer, but they knew from experience how to control the crowds, all of them had years on the job, but not one of our exempts will take any advice from anyone, even our young and restless LTs. out there are cluelss, then factor in Sgts. who don't want to be there, you bring out people from admin spots and they have a hundred and one excuses on why they don't do the job, from hwy, I haven't been on the street in ages to I'm the deputys secretary, we are a disgrace as o whole department and I'm ashamed to even say that, but they should bring back our reitred bosses as consultants since the big payroll goofs ain't got a clue. As for fights, etc., I don't care what city the event/parade is taking place in. There is always some jackoff to start shit.

Someone mentioned the Mounted Patrol in a post in this thread; they are a very deterrent. It's a shame Philly no longer has theirs. They have to borrow them from the PA State Police. The corrupt bastards on the Third Floor at the Roundhouse couldn't make sure the mounted patrol stayed for the safety of the citizens (and the officers themselves), but the scum bastards all get take home cars and every other perk you can imagine.

So you see, it isn't just Chicago that's corrupt. The Good 'Ole Boys are in every major city fucking the little person over.

Again, I hope the officer is ok.

Congrats once again on taking Lord Stanley. It was a great series - one I enjoyed immensely.

Are there any level-headed and competent Gold Stars left? Most likely not and no good Captain or Lieutenant worth the ink on their paper (they're very few) wants to have anything to do with the exempt circus and are doing everything they can to make it to retirement in one piece.

It is well known that any major city police dept can solve murders and robberies. New York, L.A., Philadelphia. etc... they all do a pretty good job at it.

What made our police dept the envy of the country (and England) was how we could move a couple of hundred thousand people out of the Loop, 3rd of July, sports event, concert at Soldier Field with ease and no pain. Remember 9-11 how the Loop was cleared out.

I worked in Headquarters during the Hillard and Cline regimes, depts from all over the world would travel to Chicago to see how we could move large crowds, they wanted to know our secrets. Our secrets were people like Frank Radke, Fran McCarthy, Eddie Lanuti, and a few others who have long since retired. We don't have anyone with those skills anymore. Anyone who was mentored in those skills and could handle large crowds - like the Hawks parade - were dumped by Jody when he got here. We have no one. Say what you want about what an asshole Jimmy Carroll was, but he could have handled the Hawks rally.


Now, in just 2 short years, no other big city police depts bother to come to Chicago to see how we move people out of the Loop or from a major event. We're a joke to other big cities.

You couldn't be more wrong, you cool-aid drinking moron. We don't move people better than anyone else in the world because of speaches by bosses demanding bravery and honor or meetings of exempts.

No, here in Chicago people used to be afraid of the baton and the boot followed up by a quick thrust of the fist and whirlybird toss to the ground if you were foolish enough to disregard a command from a uniformed Chicago Police Officer. I give you the '68 and '06DNC or Bulls riots as examples of our handy work.

Unofortunately those days are gone forever due to castration by the likes of Daley, Weis and Duggan. I used to be proud to be a Chicago Police Officer, but now I don't tell anyone what I do to save face.

Good luck Chicago, you're going to need it when the last of the Heroes are gone.

Brother, you hit the nail on the head. Our once-proud Dept. has sunk lower than anyone could have predicted. But you can't put all the blame for this on Weis. Daley likes dummies under him who are easily manipulated; Weis was a good choice to fill that void. Combine that with placing Masters, the ultimate brown noser for Shortshanks, as the second in command, and you have a recipe for disaster, such as what we're all living with now under the current regime. It will take an entire decade to get this Dept. squared away again. First step to move in that direction is with the election of a new Mayor next year.

You'll see Streaming Video over the next couple of weeks covering "Diversity-Transgender" and "Transgender Traffic Stop", but NOT ONE WORD on actual officer survival topics such as weapon retention or even crowd control (except maybe that dumb echelon left/right-"Assemble" video).

Don't laugh; "Police All-Purpose Vehicle."

They took standard ATV's, replaced the tires, added a horn, lights & turn signals and had them certified as "automobiles"; hence the car plates and not motorcyle plates-no special license required to operate them! The modifications essentially doubled the cost of the things, as well as making them fairly unstable and likely to tip over backwards.

They require a lot of practice to master (Master? Masters? Is the CR Number still going??)

If I remember correctly the accelerator on this particular PAPV is operated by the right hand thumb. One quick thrust of the thumb and that PAPV will shoot from right under you. That officer panicked, gave too much acceleration,forgot to release the accelerator, and apply the hand and foot brakes. The officer was probably not trained or had enough training to be operating that vehicle, less in that large crowd.
