What is the Matrix?

  • Just as insurance companies predict the likelihood of heart attacks, car crashes and house fires, more than a dozen police departments in the suburbs and at Chicago area universities are using a similar type of forecasting on job applicants.

The aim is to screen out candidates likely to use excessive force, abuse drugs, improperly fire a weapon or have other problems.

The statistics-based psychological evaluation system was developed by Matrix Inc. in the mid-1990s in Louisiana.

But guess who isn't using it?
  • The City of Chicago, which pays out millions of dollars a year as a result of lawsuits against police officers, doesn't use the system. Matrix approached the city in 2008, but Tracey Ladner, human resources director for the Chicago Police Department, said the department uses a more "traditional" psychological evaluation. Matrix did not submit a bid in time, she said.
And that "traditional" approach, how is that working out for you there Tracey? One has to wonder what scandals might have been averted using a program like this instead of "clout" and phone calls for hiring purposes alone.

You know what would be interesting? Having "merit" picks and command staff take this Matrix evaluation just to see where they'd land in the great scheme of things. And then maybe Shortshanks could sit for a test, too.

Sounds like the movie "Minority Report" punish someone by denying them a job for something they "may do"

A properly interpreted MMPI can do the same thing and is proven.

Its going to get worse. In order to please Jesse Jackass and the other "reverends", the city of Chicago is considering throwing out the entrance exam so that more minorities will be qualified to become police officers. Nevermind that the current entrance exam could be passed by your average non-CPS third grader. At the end of the day it will be a huge waste of money and training since all officers are required to pass the state exam at the end of training in the academy. You can't dumb down or eliminate that exam no matter how many race cards you have in your hand. Good luck Chicago! Any good officer with an ounce of self preservation isn't going to risk their safety or career for a city that is eager to throw them under some West side reverend's Cadillac. Here's your report...have a nice day.

in a law enforcemnt confrence a couple years ago i was talking about this "matrix" with several suburban chiefs and they said this test was dead on. and when ignored (because of politics and refrences or lateral transfers etc.) it was also an accurate prediction of the officer...police departments that use this say its a good profiling tool

why would we need it though? im starting to think we run the polar opposite test/ standard in our system

That's the same Ladner that is pushing to remove the hiring exam. It's all about getting minorities on the job. What she is too clueless to understand is that it will open up thousands of patronage jobs to Daley. The only way to get hired will be through the Daley machine and its minions. "Meritorious" promotions were supposed to open up the minority promotions and instead they are all about juice. Tracey ain't too bright.

Sorry SCC,Wrong on the inference.

If you use the Matrix or MMPI (which is what CPD use's), this is simply a system to gage thoughts based on behavior.

Recruits are like sheep, about 2% of these recruits are skewed. There are methods that can be used to curb your response. Example: have you ever wanted to kill your self, have you ever stolen, have you ever step on a animal and crushed it...

If people answer yes than there gone.....

The condition's that cause men and women to go rogue is based on lack of employee behavior observance and molding recruits. Part sound leadership and behavioral observation.

The Matrix can not and will not identify dormant deviant behavior.

We have to minimize the potential of this DORMANT behavior from rearing it's ugly head.

No test will ever identify dysfunctional members of our society. All we can to is mitigate.

Here's one good reason. The libtards made sure of this.

In 1974 the Federal Court for the Northern District of Illinois
undertook to tell the Chicago Police Department who they could hire,
what gender and race and in what proportions. They also dictated
promotion percentages based solely upon race and gender. In 1974,
before Federal Court meddling, the homicide clear up rate was close to
90%. In 1982 Chicago undertook to require the registration of all guns
and the banning of handguns. Since that time, we have had more
homicides per year than some entire countries. Today, more people are
murdered on the streets of Chicago than troops are killed in Iraq or
Afghanistan.

The last two decades have seen the Department require more and more
college education as a prerequisite for hiring and promotion. So called
"community policing" or CAPS was financially supplemented by the federal
government and embraced by the city. The "Old guard" on the police
department was summarily discharged by the current police superintendent
and replaced with supervisors representing a rainbow of colors and
sexual preferences. People that knew how to solve crimes retired and
left or were forced out. Their skills were no longer respected,
admired, honored or required.

Fault also lies with the police union. Under union contract, do
nothings and dogs flourished. They figured that if they did nothing,
they couldn't get in trouble and therefore could not be touched.
Survival under the contract gave seniority and perks. Supervisors had
nothing to hang over their heads and thus nothing to encourage them to
work or produce. The do nothing was paid the same as a worker.
Semi-annual efficiency reports came to mean nothing and were dropped.

Today the homicide clear up rate in Chicago hovers around 35%. Assaults
both armed and unarmed against uniformed police officers has
skyrocketed. Under the effect of federal court direction and control of
the Chicago Police Department, you are safer in Baghdad than you would
be walking in whole sections of Chicago.

Progress??

Solved homicides in Cook Co. drop to 36%

About 12 years ago there was talk of using a computer program to track current members of the department for signs of changes in work habits, behaviour, etc.
It was to have monitored by the Department and the FOP.

There was such a shit-storm of protest (even before the idea was fully examined and discussed) that it was very quickly dropped.

How predictive are these programs? Do they really predict future behaviour?

And if the City were to use one of these programs and it indicated possible future problems, they would be sued if they didn't hire on that basis alone. And if they did hire and there were problems down the road, the liability would skyrocket.

I see them creating more problems than they solve.

Because the insurance agents/carriers that are doing the bombardment pay FOP for that privilege.

They know that an offer that comes through a trusted organization will receive a little more credence than one that does not. The sad part is that mostly such offers are for insurance that is much more costly than your regular insurance agent can get for you.

You aren't. The lodge approved one accident policy offer and one life insurance offer. You call that bombarded?

The accident insurance is better than the Combined many of us have been buying for years, that is what it was compared to, Combined Insurance.

And yes, if you can qualify for normal term life insurance from a big company you very likely will get better rates. But some people just want to sign on the line and get insurance, and many people cannot get any life insurance due to medical disqualification. This is for them, no questions asked, and also for age. Not for everyone but definitely for many.

In the 1990's, I worked on the side as a coin dealer at various Chicagoland flea markets during the summer (anyone who regularly frequented the flea markets back then probably knows who am). I'd buy and sell gold and silver bullion, etc. Got pulled over in Naperville for a rolling stop, on my back seat was a digital bullion scale and what are called 'flips' which are little clear plastic holders that are standard for protecting coins. The lady copper saw them, must've figured I was dealing in drugs, went into hysterics, drew her gun, laid me out on the ground and put me in cuffs... Another copper arrived, immediately realized what was up and promptly corrected the situation. He and I had a real good laugh about the whole thing, she didn't find it very amusing. Oh well. The guy copper wound up being a decent customer of mine for years until he retired.

Yer comment made me think of that story...

Congratulations to the ball-less wonders Weis, Dugan, Gulliford, et al, for ignoring the naked bike riders in 013 and 014 last night-and, no, neither Cameron Diaz, nor Cindy Craword were amongst the riders. Apparently our impotent gold stars found it politically expedient to look the other way while hundreds of sexual defectives ignored both traffic and criminal laws. There are still enough decent people left who don't appreciate their kids watching some morbidly obese Obamanite peddaling his Stingray bike with his schwantz flopping around like a cod fish on a pier. At least one determined copper fed these bust-outs misinformation on the location of a certain park in 012 used to muster! Hey Dugan, you want us to be warriors? Then try being a policeman yourself and draft a response to stop the unlawful practice of the critical mass goofs, and the naked bike riders. Come on Dan, show us your balls.

We no longer have the rule of law; we have 'suggestions'.

I worked that 'event' last year and was disgusted that we were PROHIBITED from taking police action.

So, if I decide to ride my bike, naked, through my neighborhood one night, that's perfectly okay, right????

We are now the politically correct police.

"Political correctness is a doctrine, fostered by a delusional, illogical minority and rabidly promoted by an unscrupulous mainstream media, which holds forth the proposition that it is entirely possible to pick up a turd by the clean end."

Traditional approach huh? Like as in fucking political. And what the fuck happened to "personnel" we have been calling it "human resources" for over a year now, WTF. What are we now? A big corporation, that we needed to chage the name to Human Resources. I wonder who's nephew, niece or auntie got the bid on changing all of the signage and letterhead over to reflect that change.

I can attest that the entire psychologial process of this department is a sham. I was stripped last year for a domestic, that ended up going nowhere, but I was placed on "psych" medical. I was "ordered" to go see the shrink, and take a test. Hmmm...guess what? He said I failed and needed counseling. 6 months later I go back and take the EXACT same test, answer the EXACT same way, and "poof" magically I passed. How do I know that I answered the same. Because I copied the scantron answers from the first test, and marked the same ones on the follow up. This department and this city if nothing but the largest cesspool of corruption ever amassed.

Good night Gracie!

There is no longer a sworn police commander in charge of personnel/human resources. It is a civilian/political hack/suckhole.

You will long for the days of Powers and Wood.

God forgive me for using a library computer. I was a serial killer but I've returned to my church totally reformed. Am I eligible to become a Chicago police officer?

No but you could be mayor or alderman.

Have things gotten that bad? Really? Brad Woods?

He's selling condos now. He should have been doing that his whole life. That's the crowd that put us on this road. Never forget that.

Like criminals and gangsters haven't are aren't presently on the job now? This goes back a dozen or so years, but there was a murder in 003. Seems the GD's executed a guy. Comes out that a couple CPD POs, a copper from Phoenix IL PD and a few more were involved. They called in the state, county and whomever to investigate. What they learned was that not only the GDs, but the Stones and some others (although this investigation centered on the GDs) began to designate some of their shorties. They were not to get involved in dope, or any of the usual gang activities and thus not get arrested. They would eventually get onto the CPD and work from the inside. They had a list of hard core GDs working in 007, 003, 002 and 006. The FOP backed the gangbanger PoPos saying "they emphathized, but as members of the FOP until they were accused or it was proven they did something there was nothing the CPD could do to them. In spite of the fact that it became known some of the named officers either participated in shootings, interfered with on-going investigations, or just plain f***ed with the Stones. Nothing was ever done with these officers, or this list. It was covered up and buried.

These kind of tests screen out the worst of the worst, but don't really do much about the merely bad.

The reason they are popular is because they shift responsibility off the backs of the city and onto a private company.

Ehh... yeah. Like taking THAT test was any more difficult than tying your shoes, seeing as how the instructors nonchalantly encourage cheating by repeatedly mentioning "no cheating" while they then proceed to leave the room and close the door for the entire test.
No thanks.... we have enough of those already who COULD pass the tests the way they were.

6/13/2010 04:18:00 PM

The test is given by the state not academy instructors. If the test was sooooo easy, why is the failure rate around 10% across the state? You sound like your panties are in a bunch. Leave that basement apt and get some fresh air.

6/13/2010 07:38:00 PM

I have to agree with the first poster. State test was a joke, answers were given and the academy instructors did leave the room. Unless things changed in the last 20 years the test was easy. If 10% fail that's pretty sad!!!

6/13/2010 10:23:00 PM

I took the state exam a few years ago and we had numerous study groups to pass the test. It was not that easy unless you studied and prepared. I am not sure what happened twenty years ago but in the last few years recruits spent time preparing for the state exam. I do not recall academy instructors giving the test. We had two reps from Springfield in the room with 80 recruits. Times have changed, old timer.
