What's This?

  • The Department and the FOP have come to terms regarding a Department Procured Outside Employment Program that is scheduled to begin in July 2010. The program will be open to all members below the rank of sergeant regardless of unit or title code.

    Those members that are interested in participating in this program must complete an e-Learning module that will be available on the e-Learning site in the near future. Members will sign up for a three month period. Members will be notified of opportunities that are available during this time period via CPD email. Members must possess a valid CPD email address in order to participate in this program.

    Members may also receive emergency communications regarding assignment by phone. It is imperative that members ensure that the phone number listed with the Department is the phone number that they wish to be contacted at. Members may change their contact number to a cell phone number by completing Personnel Change Notice (CPD 11.611). Simply check the Change Phone Number box and supply the old and new phone numbers in the body of the form.
Is this similar to that out-of-state program we always hear about where if someone needs a "police presence" at a business, event or other function, they can hire off-duty cops through the FOP? Boston or Philly or one of those east coast cities? It's been proposed here before, but never enacted because of one reason or another. Someone want to explain?

If I'm not mistaken this is part of our proposed cortract. I'm glad they are doing it but I would like to see what qualifications the businesses must meet to request a PO and I would also like to know if we will be able to comunicate on the zone we are working in if we need assistance.

Many east cost departments already do this. The cops make some extra easy money and provide the extra police precense especially now being so short in man power and of course the city gets a nice cut from it $$$$$$$$

I had recently talked to someone and was informed that this was in the works. I was told that they will create a senority list and once you are called you go to the bottom and not called again until your name rises to the top. They did not say how much the pay would be, however, they did say that we would be covered by the contract in regards to IOD and injury. Should be interesting to see if this is true.!

They've been doing this in the south for years. The businesses go through the dept to get security and PO's use City vehicle. Company pays PO and city for use of vehicle.

I heard on the radio a while back that NYC has a program that if a security guard is required to carry a weapon, then they have to be hired through NYPD. The pay is also counted towards their pensions. That is why they say some of the police have higher pension.

Now we know that CPD would never do anything to help raise your pensions unless they were getting a bigger cut than you get.

I don't know how relveant this is, but it's just a though.

Cleveland allows Officers to work in Uniform @ Liquor Establishments, as do many other agencies. Remember if you want to know where CPD is currently in regards to other Departments, look back 20 years. It's 2010 & we're still handwriting reports.

They will only out-price us. In LA they have this program. They charge a business about $ 70 an hour.

Some will pay but most will hire rent a cops. A failed policy in LA makes perfect sense to the FOP and CPD management.

Unless you are desperate for cash I'd recommend you avoid these, you could get stuck in mayhem for an ungrateful city/department. Let it burn.

The city is trying to create the illusion of proper staffing/manpower. The fact it has come to this will someday lead to criminal indictments of those that have squandered,misappropriated the budgeted funds. Unfortunately it will take a week or two of major violent rioting to get peoples attention. Have an emergency plan for your family and have sufficient firepower to defend your own homes, as it stands now the Dept can't respond.

Beware! This is the foot in the door to privatizing Public Safety.

If they do away with the entrance exam, what's stopping them from finding a way to invoke "home rule" and saying there is no real need for CPD officers to be state certified?

The Crime King has no problem circumventing law, contractual agreements, procedure and protocol to suit his whim. Note the end-around they tried to pull trying to implement a two tier pension.

We have been hearing that a lot over at Mouthbreather Central...I mean the Department of Revenue.

Part of it stems from past year complaints about how difficult it is to get the old stickers off the windshields.

And the rest probably is because they used cheap sh.it glue.

Something needs to be done about the scheduling. 15+yrs to get anything? Then you got some/same people getting tons of days (4-5 days a period). I think the revolving list would be a good idea to spread the wealth. If you have that much time then you should still end up with more than 2 days, while giving others the chance to get a little. 2 days of ot (or 24 hrs since they are not all time/half) is good enough for anybody.

I know... I know....get some time on the job kid

I know my dad wasn't the only guy who taught his kids to live within their means. You know how he paid our tuition? He didn't have a boat, or snowmobiles and he didn't drive a new car every two or three years. He didn't go to vegas and I never saw him gamble away a single dollar.

Yeah, he worked side jobs galore BUT he NEVER spent more money than he made in his regular take home pay. Every dollar he made on the side was extra and not to be counted on...it could end any day.

To do any differently is just plain stupid and inexcusable. It also plays right into shortshank's hands as you now must whore yourself out to avoid foreclosure, repossession etc...So if you want to work this nonsense to bail out dugan and the dept for their failure to hire and promote all I can say is -

Once an officer retires he or she is no longer part of the bargaining unit, they are not covered under the contract. You would need to join the retired guys union for that.

I thought the main idea of retirement is to not go to work any more. And to get a pension check for not going to work. There is always the local big box store and how are you at saying "Would you like fries with that?"

I for one plan on being way to busy to take any work and besides, police or security work is the last thing in the world I would do once I leave the employ of the city.

Listen KID: when we, the now 15, 17, 19 year vets had your time on the job, 2,4, 5 years, the rest of the DEPT HAD 25+ YEARS! At that time, we were one of the oldest Departments in the country!

So, in summary, sit down, shut up, and wait it out... just like everone else that went before you did!

If they do away with the entrance exam, what's stopping them from finding a way to invoke "home rule" and saying there is no real need for CPD officers to be state certified?

CPD personnel/human resources privatized the background investigation for new police hires some time ago. former sup,TH, security firm handles the investigations. No more test for the job, just an application.

hello puerto rican fest from wed thru sunday--- pulling bodies out of the districts to work this event and leaving the districts with a skeleton crew--- if nothing happens things will be ok but if something steps off, look out... it's very unsettling feeling like a gambling chip on a casino table, because our safety is being gambled right now.....

To all the FNG'S out there. The issue of special employment being based on seniority is a contract issue. Since the contract has passed this time around, the issue is dead until the next contract talks. And since we now have a 5 year contract that won't expire till June 2012 , that means that you have to sit and watch while I get all the O.T. you don't qualify for for the next 2 years!

And since I had to bide my time until I put enough time in to get special, you DO NOT have my sympathy.

I agree with a lot of posters. Too ambiguous right now to be beneficial.
- will you be indemnified if a civil suit results from this employment?
- will it go toward pension?
- is the wage equal to my time and a half rate?
- who will supervise and how do they get assigned/picked?
- will I have a radio, car, taser, etc?
You see? Too many questions. Enjoy your time off and wait for a time and a half gig when they have to start canceling days off. That's a lot better.

Despite all the OT initiatives I have given up, even with 5 years on, I get nothing. 2 or 3 years on I didn't expect anything, but now, I kind of did. Guess I was wrong...

Coming up on ten years, wow. You mean to say that you were thoughtless enough to come on this job without clout or seniority! Damn! I'd be pissed off too! No seniority, how damn unfair is that? File a grievance or a lawsuit!

I too was dumb enough to get hired with no seniority. Poor me. In the early years I caught all those lousy details and had to work shit watches in shit districts and never even got a summer furlough! Can you imagine that? No summer furlough! Unfair!

And there were NO special employment programs at time and a half. The only special employment was CTA at straight time and the movie unit, if you knew someone.

And there was no recourse, no beefing, no crying, no grievance if I didn't get CTA special employment or no movies to work!

And what's more, there was no blog to bitch on and no fucking internet! Now doesn't that just suck?

When I was foolish enough to complain some gruff old timer told me to shut the fuck up and get some seniority. Can you believe that old guy with 30 years on talking to me with a year and a half on like that? Hah!

Well, he was right, I shut the fuck up, took outside side jobs and did whatever I could until the day came, like yesterday, when I got all the time and a half special employment I need, which is only two days a month.

And I didn't get that seniority by crying or through a lawsuit (which is how some got it) but rather I got seniority the same was I got this grey hair:

I fucking earned it!

Now shut the fuck up and get some seniority!

You young fucks have it better than anyone with over 20 years on ever had it and still you bitch and whine. I worked 6 days on and two off for years and rotated shifts every 28 days because that is the way it was. Now you only have to work 4 damn days before 2 days off.

It's a day at a time, put in your time, keep your mouth shut and just work and you will be a better person for doing it and some day you can laugh at whatever nonsense complaint some young guy is moaning about in the year 2030.

Its not just the 2 year wonders not getting any OT. Its also people with 13-15 years not getting shit! I guess that's not as much time as you, dinosaur, but I think that should be enough time to get something. I guess I'll just keep crying while you keep working to pay off your 2nd and 3rd mortgage.

As one previous poster related, be glad this isn't 15 to 20 years ago when you couldn't even sniff o/t!

People with 20+ years closing out 1st & 3rd watch special employment on a regular basis and those guys were the "kids"!

Too many young officers who want it right now. Too many young officers with less than 5 years saying they're tired of chasing the radio. Everybody is tired of chasing the radio dammit!

Put your time in! You too will have a star and some bars on your sleeve if you endure like everyone before you did.

Yeah, I have 24 years on and those damn old timers with 25 years make more than me! And they are acing me out on getting days at O'Hare! Damn injustice of it all!
I thought that by time I had 25 years on that I would have gone ahead at double speed at least, you know, two for one, and get things as if I had 35 years on, damn it, enough is enough.

And if I take that well deserved promotion to sergeant that surely must be in my future then they will expect me to go to the bottom of the sergeant's seniority list! hell with that! I will sue!

Do they actually think that some sergeant with two years on as a sergeant and dark brown hair will have seniority on ME? And me with 24 years on, (175 years in dog years) and gray hair will be BEHIND that young sergeant? Oh no, this seniority shit has to stop or else I will hold my breath till I turn purple!

Why is all that seniority wasted on those old guys? It just isn't fair! I have a family and ex-wife to support and also a gambling habit and mistress and a secret love child and the IRS is after me.

It just isn't right that I can't make it to O'Hare on a bid, not right at all.

If you want to earn extra money and can't get the lucrative special employment days then you do it the old fashioned way: you work 1st or 3rd watch, make arrests and beat them in court.

I know numerous officers with over 25 years on who beats the city to death on making arrests, overtime and court.

You didn't think the city was crime and DUI driver-free, did you? There is a gushing river of crime and impaired drivers out there just waiting to be snatched up.

Learn how to do felony cases and learn the ins and outs of 26th St at California Ave.

You can easily make an extra two grand a month by arresting people and going to court. Make it work to your advantage and you will see how easy it is. Then, when you get enough time on the job you can get the easier special employment assignments.

That is what this job is about, you know, arresting people and going to court. God knows there is no shortage of people doing bad things begging to be caught.

about time! travel to any major city in this country and you will find all many citys that are only able to hire off duty officers exp..boston, milwaukee...we have the second largest city and i have to beg to work in the ghetto once a month...its a fuckin joke.. we have cubs, soxs, bears, all united center events all events in downtown and they give the contracts to connected security firms, i just dont understand...any other place the police do it for the overtime, and the city would get a percentage from the sports organiziation as well
