Predictive Analysis
This story has been on NewsRadio 780 on and off all day, but we can only find a short print version on the Channel 7 website. It's almost like they don't want us to dismantle the entire story, seeing as how it's so much bullshit.
- Chicago police Supt. Jody Weis talked Sunday about a new technique the department is using to fight crime.
It's called Predictive Analytics. Data on crimes is combined with human intelligence to zero-in on places where crime is most likely to occur. That helps the department decide where to put its resources.
Predictive Analysis was launched at the end of April, and Weis says the department is already seeing positive results.
This is a joke. We remember visiting a couple stations, seeing the maps and color coded push pins for burglaries, robberies, etc. This is nothing more than a computerized version of 1960's "technology." We can't find the actual WBBM story, but J-Fled tells some whoppers in his interview. He claims the Department is already seeing "results" because murders dropped from 57 in July 2009 to 43 this past month.
Did anyone check with Tommy Skilling? We had the wettest July in over 50 years! Weekends were washed out across the board and J-Fled is crediting "predictive analysis?" Hahahaha. He might as well claim the McDonald v Chicago decision made July safer. It's probably nearly as true.
And the maps - did everyone see the pretty maps? Blue and gold and purple and all sorts of territories marked out to predict where conflicts might arise. How about this? You see where two rival gangs of "people" and "folks" run up against each other? Watch for shootings around there. That'll be a million dollars please.
And here's another free one - we'll make another stab at where violence is going to erupt. How about "anywhere the police aren't at." The Sun Times and other outlets run with this "short 2,200 officer" line every week lately whenever the shootings are up. Then J-Fled holds a series of press conferences telling everyone things aren't as bad as they were 15 or 20 years ago because Shortshanks is worried that something like 60% of people perceive crime as being a real problem and Shanks still tosses J-Fled to the wolves. The bottom line is still the same:

Two, three, even six cars down per night. Backlogs of jobs that are three, four, sometimes seven hours old. Daley begging for federal money to pay overtime costs instead of hiring and training officers. Tens of thousands spent on cameras no one is watching. No detectives to actually follow up on cases. Incompetent court officers who couldn't try their way out of a paper bag making deals for the lowest misdemeanor charge their boss can run on in a few years time.

hahah what a total joke!! We are using that same model out here at LAPD....they call it the "forecast" and if you patrol the forecast for x number of minutes you will decrease crime by whatever % they come up with this week!!! What a joke!!!
With all the cameras and with the new predictive policing model, crime should be down %50!!! hahah
For this weekend and up to 2200hours on today's date:
fourty four (44) shooting incidents with fifty seven (57) people shot.
One incident in 022 with six (6) people shot- one dead.
A few other shootings with multiple victims all over the city but mostly on the South Side.
This entire city is operated as if it was thw 1890's... wouldn't surprise me if Abe Lincoln was being utilized from his grave to make key decisions here.

I predict that we'll use the same, worn-out strategies that we've used for years; fill the areas with lots of cops, be an army of occupation and then go to the next "problem area", all the while gutting the few remaining decent areas of their taxpayer-funded police contingent.
Oh sure, we'll do lots of P.R., have outdoor roll calls, maybe the usual dog and pony show and the media wonks will eat it right up.

According to a news report from WGN, the shooting at Ada park could have been prevented. The residents say they told police, that based on Facebook posting from known gang members, there was going to be trouble at the park. I guess info from Facebook isn't included in Weis' "Predictive Analysis".
Besides, the police department is stretched to its limits!!!! What we need is a prediction on when the city is going to hire more officers!

How about this:
I predict since 73% of total city crimes which includes index and non index crimes will remain in Area 1 and Area 2 Districts indefinitely. Why? Because look at the previous. Incidents and locations of occurrences city wide and you will see where you need coverage.
It's smart to predict crime but you need Coverage, Police, MANPOWER!!!
All that is doing is creating another way of taking more personnel from the streets to work on this!!!
Have the ones already involved and detailed to analyze do this. Some are actually good at it!!

Predictive analysis is a great tool but please be aware that with shortage of manpower the greatest effect of all will be on the responding officers.
The predictive analysis for law enforcement is still work in progress. All you are doing is teaching a computer program how to spit out predictions of future locations of crime. The only thing is the variables you plug in and the accuracy of this data..
With a situation like us in Chicago with the shortage of manpower, you can also predict that more police wi be assaulted, injured and killed when using this model. You need backup, quick response fir apprehension and proactively stop crime. What's so ironic is the city and our management fails to realize that no computer model will be effective while the MORAL and Manpower are down.
I say if you are told you need to stay and patrol specific area you should:
- not work 99
- ensure other cars in district know where you are
- go home safe.
The model has plenty of errors with the predictions of IUCR codes and many many variables to deal with. It's nice to have a university do a plan of such for guidance but I wouldn't say such model should be the sole tool to use.

Let's dissect these two sentences...
1) If the CPD is going to rely on "human intelligence", they are engaging in yet another lesson in futility if the 5 Year-On-The-Job Wonder Kids in the Policy Group are the origin of said intelligence. These puds have almost non-existent street time combined, and have proven time and time again that they have NOTHING to offer of any substance when it comes to the goings on in the life of your average beat copper in a fast district. Clouted, poseur ass-kissers, the whole lot of them.
2) We don't have adequate resources to put ANYWHERE, let alone some "hotspot of the week" as determined by some fucking hard drive and software for which the City paid 100X too much. As stated umpteen times before, we need beat cars manned. "Specialized" units need their herds thinned. Same goes for TRU and MSF. These two pet projects should have their ranks cut in (minimum) half and sent to supplement the severely undermanned districts.
And here goes my prediction...
absolutely NOTHING will change for a damn good while. The people have spoken as to what kind of police department they wanted. Well, guess what? You've got it! Now live with the consequences, you stupid motherfuckers.

INCOMETENT COURT OFFICERS … YOU HIT THE NAIL ON THE HEAD … I had a gun case last week where the offender had not only a gun but a BULLET PROOF VEST.
The State’s Attorney did not include the complaint for the vest in the original indictment, even though he was charged with it in the arrest report. Subsequently that charge never made it to the grand jury!
I don’t know if this was possible at the trial, but the State’s Attorney then refused to amend the complaint to recognize that he was also charged with having a bullet proof vest. Even though he was charged with it and the vest was inventoried!
Ok. Enough is enough. Supt you cannot be serious with this stuff! Recycling strategies by re-wording them is not a strategy. Don't let your staff fool you and put you in front of a camera with that BS. At this point it seems no-one is earning their money at CPD except the grunts (PO's). You HAVE to start with basics- bring your ranks up to staff then (and only then) can you start to address the problems. It is truly irritating to continually get emails and CO book notices that say, "send a car here" or "send 4 people there" like we can pull these people out of our asses. WE DON'T HAVE THE BODIES. I would have loved to be able to "prevent homicides and agg batts" by "locking down those areas" that have chronic crime problems, but again I would have had to have more than 2 POs on a beat to lock it down with. If it takes down-sizing the Command ranks to get more POs on the street then damn, let's do it and not keep talking about it. Time for action from somebody! NOW.

Do you mean, "Do I have ANYBODY that can ride on this job???" and Ms. Kelly may as well live in a garbage can and have green fur, because she is ALWAYS a grouch! Sometimes a few of these civilian dispatchers need to be reminded that they are here for us, not us for them. In faster districts, the police and dispatchers usually work well as a team, zone 1 always seems that it is us against them. Don't we have enough to worry about on the streets as it is? Zone 1 is not the busiest place in the world, but, bad things can happen anywhere.

Don't let your staff fool you and put you in front of a camera with that BS. At this point it seems no-one is earning their money at CPD except the grunts (PO's). You HAVE to start with basics- bring your ranks up to staff then (and only then) can you start to address the problems. It is truly irritating to continually get emails and CO book notices that say, "send a car here" or "send 4 people there" like we can pull these people out of our asses. WE DON'T HAVE THE BODIES. I would have loved to be able to "prevent homicides and agg batts" by "locking down those areas" that have chronic crime problems, but again I would have had to have more than 2 POs on a beat to lock it down with. If it takes down-sizing the Command ranks to get more POs on the street then damn, let's do it and not keep talking about it. Time for action from somebody! NOW.

Who is the leader of this goofy group? That would be B. Goldstein, a 4 year wonder who has never made a felony arrest. He is some former ivy league guy who jled loves like a son. He may even be the love child of jled and masters. But all the commanders have to cow tow to his moronic requests. On the daily deployment locations, the busiest and hottest places are listed, and who has to cover them, district resources, MSF, TRU, Gangs, etc. Well these locations, for the most part, aren't that busy. BUT if you look all around them they sure are, I guess these non police wonders fail to realize that the criminal mastermind will just move to where the police aren't. And guess what, they move into someone else's territory and a shooting occurs. So in actuality this group is creating crime,nice job boys.
I predict we'll be better at policing when we a) get some more cops, and b) are allowed to do actual police work.

What difference does this predictive analysis make if units like TRU and MSF go into districts and drive around never get out of their cars or put their hands on people?

It's been a while since I've seen you and I'm sure there have been some major events to bring you to this decision. It's a shame, because I know how much you loved this job and how good you were at it. You caught a lot of shit about your limited time on the job, but it was usually from people who had twice the time and did a quarter the work. I've always had a great time working with you and although I understand your decision and the amount of soul searching you went through to arrive at it, I think you are wrong on one thing.
I think that when the time was right you would have made the rank and been either a great Det. or Sgt. It would have been with a dept that is reeling from gross mismanagement and all the other problems caused by these carpet-baggers, but like working in Iraq, it would be rebuilding a dept.
We'll keep you in our prayers and hope for the best for you.

Male Hispanic shooting at two male blacks who ran away -- "victims cannot be found, 19-P." More "shots fired, large group fighting with knives" at Belden and McVicker, minutes later.
Another 19-P, no victims found.
Add up all these actual "shooting incidents," and it's probably hundreds per night.
...and Weis is playing with the "free backpack of school supplies" the City gave him, trying out the different markers and chalk and stuff...

You are right, it is hard to get into 025 but the last time they announced openings, we had only four openings. In reality, we are really short.
And like all the other districts, first watch gets fucked. Really fucked. People get assigned to first watch, but they bid out via hardships, go on another tact team, mobile strike force, go on IOD, hit the medical, etc....
The problem is the CPD responds to over 95% of the calls whereas other large cites filter through the BS calls and sent police out on something like 75% of the 911 calls.
Along with not using ANOVs- instead of physical arrest would save millions of dollars along with thousands in man hours. Such as Shoplifting, drinking - and on and on.

Had a chance to see a copy of yesterday's deployment areas laying around the desk. Since I used to work in 002 to a glance at the spots in the district. Saw that one was browning to 36th st/rhodes to vincennes. For one there is no 36th st between rhodes/vincennes and second since the buildings were demolished isn't that just a vacant lot. Good job jfled.
