TASER use up - who cares?
So now we have a tool at our disposal that cuts down on a bit of the bloodletting and still the media isn't happy?
Chicago Police officers have nearly quadrupled their use of Tasers since the department equipped every beat car with the electric-shock weapons earlier this year, according to new figures released by the Independent Police Review Authority.
The agency, which reviews complaints of police misconduct, tracks every use of a Taser. In the second quarter of 2010, the devices were discharged 285 times by Chicago cops -- up from 74 in the first quarter of 2010 and 39 in the fourth quarter of 2009. Only a few of those Taser discharges resulted in an allegation of police misconduct, the police oversight agency noted.

On CLTV they immediately followed up the story of Fioretti demanding 1,000 more officers with this story. Coincidence? After all, more officers would only equal more use of tasers right?
watch for loevy inc. or terry ekl to jump on this and file a class action lawsuit against the cpd and individual officers--- their was a reason that a lot of sgt's wouldn't respond to taser requests on the zone---- if you are in a command with 200 officers and maybe 5 percent of the officers are responsible for 90 percent of taser incidents, watch for ipra to be taking a real close look at you--- you better fill out that trr by the numbers and be able to justify why you zapped somebody--- all you fire eaters out there, the department will stick it up your ass when it appeases the public when you catch a bad beef--- and possum head will be digging a 6 foot hole to throw you in....

Most officers weren't trained on the taser until the end of the first qtr of 2010. Of course the number of taser incidents is increasing. The number of officers now trained and carrying them is increasing. What a stupid article.
taser is a great tool and they need to realize this. injuries on duty go down. shot suspects go down. etc. and it does not damage the offender.
I too was disappointed in this article on taser usage by Frank Main. Why didn't he talk about how resistance and battery to Police Officers has risen greatly?
Like you said, SCC, it's a tool that keeps us from having to use deadly force. How many times does the electronic media put some asshole on a soundbite who cries about how "the Police coulda just shot him in the leg, they didn't have to kill him!" We just can't win for losing in Shitcago, I guess. Forever unappreciated and demoralized in Shitcago. Hopefully the public gets the message as to why this dept has shut down, and will remain so for the forseeable future.

Day counts towards your retirement, and there's nothing that says the whole thing's gotta be in a wrapper in ninety seconds. Sometimes that can escalate a situation to where force has to be used. Do a little calm (and watchful) listening where appropriate. Maybe he'll put the paint roller down and come with, and be wondering "What the hell did I DO?" in the lockup the next morning after whatever it was wears off some and his girlfriend comes to bond him out...
Just some thoughts. Every situation's different. Rule 1 - everyone goes home safe.
If things go OK, that might include the guy causing the problem, too -- back at work Monday morning with his hangover pounding, worrying about that court date...but still bringing a check home, maybe there's a chance to hold everything together. Not such a bad thing...

This is really ridiculous journalism. Isn't it perfectly logical that if the numbers of tazers being carried goes way up then most likely the incidents of use will also go up? Yet somehow this is groundbreaking and newsworthy?
Id say about 20 of those taser incidents happedned at v live 2047 n milwaukee in 014. Can anyone explain how the place is still open? The residents around there hate it and there are numerous calls for service/arrests there every night they're open.
11 yrs of fighting these animals only to be named in CR's and lawsuits. I will never waste my energy again as long as the yellow animal zapper will do the fighting for me.
The media just doesn't get it. Please please please allow them a ride-along in 007, 011, or 015 for a night so they can truly understand what we deal with. Just one night is all it would take, to realize the element.

I think caning people is a much better idea. A caning is something you won't soon forget. Canes are much cheaper than tasers.
As is standard, the sniveling left offers up open-ended complaints but no solutions.
Ask them what alternatives they would suggest to the TASER? Very recently, in this blog, there was a discussion about the old police blackjacks and flat saps. I certainly remember coppers carrying those. A bit of googling tells us that they were forbidden here in Chicago because of a lone incident where some loser got knocked out with one, fell down and busted open his mellon... yet we can safely say that countless many officers had their lives saved because of them and I bet if you were to take a poll of police officers on the street and asked them if they would like to be able to use those effective tools again, 100% would say yes.
So, to those who complain about TASERS as a compliance device, I propose a solution for you. Allow police officers to carry leather saps and blackjacks again, because that was what they used before TASERS were around, and if I had a choice between getting zapped by a TASER or getting thwhacked with 12 ounces of cylindrical lead attached to a coil spring, wrapped in leather, gimme the damn shock every time.
These morons don't even realize that the taser is the kinder, gentler alternative. It must be nice, there in LaLa Land.
yea 004th dist roll call few weeks back. A Lt. fill in from 35th stated that complaints from mentally ill people were up,saying that police were too ruff with these people. Taser use is up because Taser distribution is up. They just gave Tasers to all members of patrol within the past year, previously only Sgt's and FTO's had them.
Of course their use would be up, newly deployed device. We never had them before. What dunce thought that story up?
I will not be carrying a Taser unless directly ordered. That way I won't be tempted to draw the Taser when the pistol is the weapon of choice.

did they mention in the article that the city hasn't paid for service on the existing tasers? And when they down for repair, they are down for good, no replacements. And that each district is issued 21 tasers and when the supply runs out that's it? all because the city refuses to pay to keep the dept in working equipment..dont get me started ..LIFM
I carried a Texas slapjack for years and loved it. Better than the stick, maglite and much better than the asp. It was an old timer's partner. I quit carrying it because I don't want to be Bill Cozzi's cellmate.

What was surprising about this article was that Ald. Beale apparently is in support of POs using Tasers.
The problems with saps, blackjacks, and even Mag-Lites is that POs to often aim for the head when they should go for joints, collarbone, or solar plexus. I've seen too many cops get hit with these weapons when the subject moves. Give me a Taser and legal backing any day.

i really dont see much here to get all worked up about. its like when you went ape shit over the reporter saying the guys who robbed him ran by a duncan donuts. its barley a story and if nothing else, it shows that all the tasings are leading to very very few complaints. i think you would be surprised at how many actual taxpaying citizens are cool with us tasing who ever we want when the need is there
How about asking the Loevy and Loveys out there to ride along with us and see what we are dealing with. Of course they won't but ask them why not and their opinion on what we should improve on to reduce lawsuits. They have all the answers but they would never ride or give any suggestions because they would loose business

The situations where a taser is likely to be used are very dynamic. Sounds to me as you haven't delt with many of these situations.

"Complaints from the mentally ill are up" - it is beyond ridiculous to think that's some blanket police issue. There is little to no nexus between the operating philosophies of policework and the various social consequences surrounding mental illness in a free society.
Ironically enough, when we shuttered the state hospitals and mental institutions in the late 70's and early 80's, it was the same leftist idiots crying foul that wound up taking this entire group of people and shifting them right into the criminal class, since we no longer had a medical option left to deal with them.
I am tremendously sympathetic to the mentally ill and the families who must suffer alongside them, however, there is just no 'excuse' for the intensely anti-social and usually dangerous behaviors that often occur, even if they are manifested as a result of a legitimate mental illness.
When we decided to throw the baby out with the bathwater and close the state hospitals, we created this problem and as a result, we must understand that police aren't social workers or ward nurses. They're there to maintain order and if someone with a mental illness is having an 'event' that is contrary to social order, they will be dealt with by police in the police way.
Yet another issue you can lay square on the doorstep of the American left, who, with 'the best of intentions' in tow, completely fucked the severely mentally ill in this country and rendered them into the criminal class when they forced the closure of the state institutions because of very isolated examples of abuse or failings (or, Geraldo's hyped up report on them).
The next time you have to tase Stevie Schitzophrenic and his mother files a complaint, tell her to thank the left, since they're the ones who insisted he be 'free' rather than in a hospital receiving proper treatment, which he for damn sure won't be getting now, in jail.

Police officers did not have them before, so now that there are more tazers being issued their will be more reports of tazers being used. Its simple math.
REMEMBER THAT ONE OF OUR OWN (OFFICER FRANCIS 019) WAS MURDER WITH HIS OWN WEAPON BY A HIGH RISK PERSON. do NOT let your guard down, become familiar with the "use of force model" and use all the tools as needed to control anyone. Never let those POS ride-along. You'll just be leading them to more clients. Remember what happend to the officer's who lead the tow trunk driver's to clients. They will watch everything you do and say to the future clients.

Actually, it's about money. Those hospitals run by the state for mentals couldn't stay open because no one wanted to fund them. And they won't re-open unless the public agrees to taxes to re-open them, and we all know that no politician who wishes to be re-elected will ever request a tax increase for a 'public' endeavor
(people will just assume it's part of a welfare for 'those people' deal, and will vote against it overwhelmingly).

No, I'm just musing that there's a valuable art of verbal persuasion too, and it shouldn't be forgotten, cast aside just because there's a new gadget that works faster. Slowly, slowly catchee monkey.

Some of the best I have seen on the street never raise their voice. It's astonishing how much this can (sometimes) quiet people down so that they can hear the officer. Sometimes it is possible to go into a domestic and just...stand there, until everyone has stopped yelling and is staring at you, wondering what's next.
Like I said, A. physical safety comes first and B. every situation is different. That said, if things can be defused with verbal skills, so much the better. Seems like everyone's in a hurry today, and they forget some of the old ways.
Hell, I knew one guy'd suddenly start doing an imitation of a blind man, pretending to be tapping around with a cane. It was explosive, something about it just really pushed your button. He'd have everyone in the place laughing. Hard to fight the police when you're laughing...you hadda see it, I guess.
It's August, the Dog Days for sure, and the heat and humidity are on their way back. You know what that means...keep the Taser handy, just in case the joke don't go over.

Now THERE was a last-ditch, close-in weapon that'd deliver a hell of a blow in an elevator, hallway, etc. where there wasn't much room to swing. Etiquette was to whack the guy with the flat side of the sap and put him down; if he really pissed you off, a slash with the seam would do some real damage; we're talking many stitches here...but on him, not you.

Oh, yeah, the old detox on Kenmore Avenue south of Bryn Mawr was bad enough with just street alcoholics; then they opened the gates mid-70s as I recall, and all of a sudden you had wild, bearded characters on skateboards coming down the middle of the street, waving a brick and screaming obscenities. People waving scissors, etc.
..and in the middle of it all some sweet, harmless old lady -- let out as well to try to make her way among these animals -- is trying to give me a can of peas. Enough to make you cry.
I remember years ago in the old 10th district some guy came in selling 5 cell flashlights. They were D cell and the lights were made from a very light metal.
Well, as would happen, there was a 10-1 that night and at check off there were many badly bent flashlights.
Some of the best I have seen on the street never raise their voice. It's astonishing how much this can (sometimes) quiet people down so that they can hear the officer. Sometimes it is possible to go into a domestic and just...stand there, until everyone has stopped yelling and is staring at you, wondering what's next.

Oh, yeah, this is one of those times when you take one look and skip "Ask" and "Tell," and go right to "Make." Has to be stopped before someone innocent gets hurt, people did not pay for this s__t when they got on.
I have seen six-seven-eight coppers trying to control some mental and not having an easy time either, trying to get him down on the sidewalk and cuffed, guy smashed out a plate glass restaurant window on Wabash.
You don't want a brawl like that on the bus, too close quarters to everyone's holstered gun and either the nut or some 200-pound copper lands in someone's lap, or some passenger's nose gets broken by a backswing or a flying elbow, and you can't use pepper spray. That Taser is tailor-made for a situation like this.

The dept should switch from the current OC to a good brand like Fox Labs (2% 5,300,000 SHU) or an OC/CS blend.
