No Confidence
It must be something in the Chicago Police Department command structure, because this seems to be the common thread:
- Inside police headquarters, cops sent a message: We have “no confidence” in Chief Frank Limon or his assistant chiefs. Meanwhile, protesters outside the building also expressed no confidence—in the entire department.
Cops sent their message in a 246 to 21 vote Thursday at police headquarters at 1 Union Ave. The results were announced just after 7:30 p.m. by union president Sgt. Lou Cavaliere.
By an overwhelming majority, they took a non-binding vote of “no confidence” in the Chicago trio at the top of the department, Chief Limon and Assistant Chiefs Thomas Wheeler and Tobin Hensgen. The balloting took place at 1 Union Ave. between 6:30 a.m. and 7 p.m.

This guy did more patting himself on the back when he was with CPD than did any investigation at IAD or Training at the Academy.
I think he part of the initial CAPS implementaion at the Academy in the early 90's.
Is that the same Hensgen that used to work in 016 as a P.O.?
I dunno. I look at those pictures and all I see are a bunch of young goofy kids who feel that they have to protest at whatever the cause of the day is. A guy that stands up and says no rifles for the po po is no friend of mine nor should he be a friend of yours. I never supported Limon when he was here but in this case, I say go Frank. And Tommy, I knew him decades ago. He wouldn't hurt a fly.
Worked with Tom Wheeler as a PO in 018. Great guy. Smart, respectful, personable, laid back, professional. Don't know his skills as a Chief of Dics. I believe he did most of his career here in Neighborhood Relations/CAPS.
Worked with Toby Hensgen as a PO in 015. He had just returned to the CPD after a failed attempt at starting his own business. Also a good guy. Smart, helpful, focused, and VERY computer literate.
Never heard a good word about Limon... multi-merit promotee owing everything to LAPA, MAPA, HDO or SOME Hispanic group or other. The term "dumb as a box of rocks" comes to mind!
He did fill out his staff of 4 Asst. Chiefs (at $100,00+ a year), with absolute political correctness, however... A female, a hispanic, an African American and a white guy... Impressive!

It seems supervisor's today are worried about getting the event #'s in and if the camera in the car works. Other then that they are afraid or can't make a decision.

Some say Frank Limon was a good guy, but I will relate one story. I was in 012 at the time and Frank Limon came to roll call. I sat there as he began to talk about anyone who wanted to go to OCD just needed to send a resume. At this point those with time on the job had that feeling you get when someone you've arrested starts beeefing that you put a case on him for slappin his bitches. Anyway Frank Limon must have sensed the BS he was soap-boxing wasn't impressing any blue shirt. At this Frank Limon picked up the DIBS and looked for a PPO to pick on. When he found one he immediately zeroed in for the kill. " Officer do you know what this is ?" Of course he had no clue why he was being fucked with. And the DISTRICT COMMANDER SODINI AND CAPT stood there gloating that another blue shirt was put into his place and the master minds who lead belonged at the top. Well this didn't sit well with us and I did the best to up hold fine tradition of " PATROLMEN ". I interjected and answered the question, and asked if I qualified for OCD. Frank Limon then fled with his 2 year on the job driver.
JFLED was not the first and he will not be last person to hold a position of leadership that has zero people skills. Frank Limon we don't miss you!

Toby Hensgen is a patrolman whose claim to fame is that he got into Mensa. Couldn't pass more than the non-legit police agent's exam, but became Limon's deputy chief. Most of Limon's problems there were caused by Hensgen. Duh!
Wheeler was not too bad of a boss though.
Not clear what happened with Team Limon, but Frank was all about accountability and making POs do what they're getting oaid to do. My guess is Hensgen is clueless as a manager and it went south from there.
Limon was notorious as someone who could not make a decision on his own, but he was always connected like so many others from the LAPA crew. And they always did a good job of hiding them, Limon was hidden at the Academy doing some kind of video nonsense. I can still recall taking some video that we had confiscated and asking him to transfer it to DVD, at the time we were both Sgts. He told me he was worried that it might have "personal things" on it, and had to have my promise that it was "clean". How can a moron like this be exempt in Chicago? Like I am going to take something that isn't evidence and have the Dept. print it out.
Frank was an idiot here so change of scenery isn't helping his intellect or lack there of.....
If not for affirmative action the likes of Frank Limon & others may have been able to get a job pumping gas at one of the fueling locations, or Burger King.

First of all, it is Jennifer Beals, a Chicago gal, not Jessica Biel as the Supe in the show.
Secondly; Back in the late 50s, there was a TV show called "M Squad" (you can catch it on MeToo TV at times) which was set in Chicago. Things went well until there was an episode where a copper took a bribe (which wasn't unknown in those days--they used to have "We Curb & Collect" instead of "We Serve & Protect" on the squad cars) Old Man Daley had such a fit, he pulled the City's permission to film and set the show in Chicago. It was that way for well over 15 years for TV (Bob Newhart had the first show set here back in the early 70s) and movies didn't see much filming until '76 when John Wayne convinced the old man to let him film part of "Brannigan" here.
It is also part of the reason our uniform gets bastardized in some movies and tv shows and not in others. The city sets a copyright fee to use our uniforms, cars, props, etc unless they feel the producer is playing ball (or paid the right person off) Which is why "The Blues Brothers" and The Fugitive" are true to form and "Code of Silence" and other films which make us look us (coppers) look bad or corrupt have us in generic, shit uniforms. Like in "Primal Fear" and "The Negotiator"
I'll give "Chicago Code" a chance, from what I have seen, they at least have the uniforms and cars right.
New Haven, Connecticut is a major shithole of a town and the home of Yale University.
Limon and his Ex CPD staff are famous in those parts for treating the University Police like shit, including locking out two command level officers from Yale PD,out of a stratigery session because they went and took a leak before the meeting and he had the door locked.
It took a call from the Univ President to Limon's boss (the City Manager) to get them back into the meeting which was for the mutual benefit of both depts.
The one poster is correct, our former bosses are famous all over the country for fucking things up when they take Chiefs jobs elsewhere.
I can only hope that the Fled can't get another job in LE, either private or public-but that won't happen, he has a good PR person who spins him out pretty well.
read the article,sounds like limon was very visibly leaving for chicago all the time. People questioned his commitment. Hentsgen is smart, well read, but that doesn't mean much in this job. Limon and eb really hurt the reputation of our department. Twenty years ago a supervisor could get a good gig with another jurisdiction with a cpd pedigree.

Limon sucked as a boss in CPD, just like his lap dogs Roti and Wysinger. All these guys care about are themselves, so save your B.S. that they are all good guys!

The blame is two-fold.
First, shame on these cities for not vetting these idiots. Resumes lie and all they do is self-promote their nonsense. NEVER hire a white shirt from Chicago. 98% are political hacks who couldn't make their way out of a paper bag.
Second, shame on these idiots who think they can hoodwink non-Chicagoans..their merit promotions and back-up (LAPA, etc.) is what got their Chicago spots, not brains.
The rifles in question were purchased by the previous chief on his way out. They've been locked in storage since Limon took over. He won't turn them over to the cops without devising some protocol, which he hasn't been able to draft, though it has been almost a year. That's just the tip of the iceburg.
This tobin Hensgen guy was a patrolem a few years ago. I worked a beat car with him a few times no more than 6-7 years ago. So he retired and then got re-hired as a boss by Limon? No wonder they are pissed. The Chicago stench and stink has made them sick over there. Don't blame them.
Limon is a good man with good ideas who chose the wrong people. Toby? Never supervised anybody doing anything? WTF? Limon went in cold with the wrong crew, and they couldn't cover him. Limon's street cred could have convinced anyone to follow, if presented reasonably.
Limon is a good man, a good boss, who trusted the wrong people. Plain and simple. We'd be singing love songs if he came back here.
