Political Football Punted

  • Chicago Police Supt. Garry McCarthy Friday announced plans to reduce or eliminate city-funded security for city officials, including for powerful Ald. Ed Burke.

“After completing a review, it has been determined that the officials who have security paid for by the city require less or no protection,” McCarthy said in a written statement released Friday afternoon. “Most of the police officers will go back on the street at a savings of $650,000 to the taxpayers.”

Now can we get around to reducing the actual aldercreatures?

Now, Messrs. Emanuel and McCarthy, about that detail for Shortshanks, including the 2 cars he has at his disposal.....he's pulling down enough $$$$$$$ where he can pay for his own damn bodyguards and his own damn cars/insurance/upkeep/etc. Give it back to the city.

So they all keep the free cars and free manservants and free city gas and free butlers/gofers. WHY?????

Now we can watch all of these body guards retire so they can collet a second check in retirement, which will obviously mean NONE of them will return to patrol.

Way to go, Rahm. You just made it worse!

WRT: reducing the aldercreatures..

The ward re-mapping is on the table.

Map the wards to the districts. Cutting the number of aldercreatures to 25.

Shut down the ward offices and move the creatures to a cubicle inside the stations.

1.) That will give the creatures security.

2.) That will help the aldercreartures reach out to their communities better.

3.) The city will save on leases, electric, heat, water, sewer, garbage removal, telephones, computer networks..etc.

Hell it may even be worth wild to assign a car to pick them up in the morning and drop them off at night saving all that money should the mayor feel generous!

How about all your numbers crunchers? I have seen one of you compstat meetings, you expect the commanders to have all the answers with no help, but you have a whole unit pulling your information.
If you know where the problem areas are in their districts, TELL THEM. They can stop wasting time crunching numbers and attempt to take care of the problem. When you have a meeting with them next month, then they better have answers.

ABSOLUTELY CORRECT. Huge waste of time, requiring a full time number cruncher for the commanders office. There is no one place to get all the numbers, since everything is broken up into CABOODLE<, (which doesn't work half the time) DATA WAREHOUSE (which is not up to the minute) and crystal reports . We are having to look at each piece of activity and figure out if it is in the designated "area" and weed out all other activity. Total waste of time. I wonder which idiot at 35th thought this one up.

Anonymous you raised a perfectly
good ssolution by suggesting cutting the alderpersons to 25 and
giving them an office in the local
police station and furnish them a
pick-up and drop-off by a patrol
car, saving money on every aspect,
but it will never happen because it
makes sense and is doable. But it is food for thought although some of the southside and westside wards
might find problems with it, especially the reverends.

Aldermen buy the building for their office in their own name, are allowed to pay for it with city expense account dollars, then rent out office space in 'their' property and keep the rent, then when out of office keep renting or sell the property and are allowed to keep the money. BIGGEST SCAM EVER! How the press never caught wind of this is beyond me.

Anonymous CITY COUNCIL SIZE said...

Periodically, posters have raised the issue of downsizing Chicago's 50 member City Council.

The following population totals for the nation's six most populous cities is based on the most recent 2010 U.S. Census. The number of city council members for each respective city is in parentheses.

First, Chicago, the nation's 3rd largest city: 2,695,598 (50 City Council members/aldermen, each representing only 53,912 people).

Now the other five most populous cities by rank, population and (number of city council members):

1. New York City.. 8,175,133 (51)
2. Los Angeles..... 3,792,621 (15)

4. Houston......... 2,099,451 (11)
5. Philadelphia.... 1,526,006 (17)
6. Phoenix......... 1,445,632 (9)

Excluding Chicago, the five largest U.S. cities have an aggregate population of 17,038,843 and are represented by a total of 103 city council members, each representing an average population of 165,426.

Using extrapolation, if the number of Chicago wards/aldermen were consistent with the average of these five cities, we would have no more than seventeen (17) alderman/wards.

[2,695,598 Chicagoans divided by 165,426 equals only 16.29 wards/aldermen.]

Tried to post this on the Sun-Times Comments but had tech difficulties. It may be just that it is too long.

Security Specialists or Schutzstaffel

Doesn't the Sun-Times or any other news media do any real investigative reporting any more. Chicago politicians never give up anything even when they're in an orange jump suit and housed in Club Fed. Remember Dan Rostenkowski collected his Congressional pension while imprisoned after cheating government employees out of their Social Security benefits they earned.

While here is what is happening with this scam. Go to the city's website, www.cityofchicago.org and look up the job search for code of 9185 "Security Specialist". Here the city wants to hire RETIRED Chicago Police officers who can pass a P.O.W.E.R. test every year.

Here is part of what job cod 9185 entails:

"ESSENTIAL DUTIES
• Provides close personal protection to elected officials, visiting dignitaries and other public officials to protect their personal welfare.

•Establishes a protective cordon at special events and functions and visually screens people to provide security in public places.

•Observes unusual or abnormal situations and provides the appropriate level of response for the protection of individuals (i.e. elected or public officials, visiting dignitaries, etc) attending special functions or public events.

•Accompanies and travels with individuals to and from home, work sites and other locations to provide security and close personal protection against any potential physical threats.

•Drives a vehicle to transport individuals to and from various locations including home, work office, meetings and speaking engagement."

Every Alderman will want one, or two. They will probably have to be available on a phone call like a cab with well maintained unmarked city vehicles while the street cops drive junks.

There is no pay scale mentioned on this job description, Chicago Police Security Specialists are paid the equivalent to a Sergeant of Police, plus certain expenses.

So the politicians will stop using current CPD officers and use taxpayer funds to create a Praetorian Guard or Shultzstaffel. This will probably expand well beyond Richie Daley and Ed Burke, while the rest of the city suffers because the city just has not been hiring police to protect the rest of us.

We need to put a fire under these aldermen to hire police to protect the rest of us.

I agree with 11:02 AM regarding the size of the Chicago City Council.

The population of New York City (8,175,133) is over three times larger than Chicago (2,695,598). Yet NYC has only 51 city council members compared to Chicago's 50 aldercreatures.

Chicago should have no more than seventeen (17) wards/alderman.

8,175,133 divided by 51 = 160,297

2,695,598 divided by 17 = 158,565

SEVENTEEN - SEVENTEEN - SEVENTEEN WARDS.

You right, office. It has been like this for years. They could eliminate another person from every commanders front office if they shared info, but it's always, NO you can't peek at my paper, but you better have exactly the same numbers I do, and I won't tell you which database I'm getting my info from either.
Not to mention, there are some crystal reports databases that your PC# just plain doesn't work with. You CAN'T access the data. And don't think the dept. statisticians are infallible either. Several years ago our district manager noticed a discrepancy in the percentages, but couldn't figure it out. I told her what the problem was and after insisting on their accuracy for a while, the department finally decided they were wrong and we were right.

IIRC, it is not as simple as issuing them a tan card. I think an entity that wants to issue tan cards has to be registered as a private detective agency or security contractor first.

Since they can carry on their retired status anyway, what would be the point of going thru all that?

Can they be designated special police by the superintendant? Would that even be helpful?

In any case, as employees of the city the city has the same amount of liability for their actions as it does for any other city employee.

The interesting factor is that they will no longer have an LE powers at all, and things they could easily have done previously, some legal, and some just accepted, will no longer be available to them.

And no longer being LE, there may be places they can't legally crary that they previously could.

Just to clarify what the midget has done.
Let's just use a hypothetical nimber of 100 police officers working as body guards for the like os King Richie, Lord Burke, Neeley, Alaverez, Phlager, Jackson, and whoever else out there that we missed that are too important to run their own errands. So you take away the gophers and theoretically this returns 100 officers to patrol right. Wrong, they created a security specialist position and told everyone on the existing details that if they wanted to continue being a gopher fill out the security specialist application and they would need to retire. So about 75% of these gophers took the deal and will now be paid the same plus their pension. Biggest losers:
Patrol get's virtually no one.
Taxpayers are on the hook againg paying for their salaries.
Get this fucking straignt you sawed off idiot, WE THE TAXPAYERS OF THE CITY OF CHICAGO ARE NOT PAYING FOR ERRAND BOYS FOR THESE ASSHOLES ANYMORE. SECURITY SPECIALIST, POLICE WHATEVER YOU WANT TO CALL THEM THEIR BEING PAID FOR BY THE TAXPAYERS AND WERE DONE PAYING FOR THESE ASSHOLES.

To the poster who thinks that a tan card is not needed because an retired officer has a HR218 card, you are wrong. If you are retired and carry with your HR218 card and you use your weapon, everything is on you. The city can refuse to imdemify you for your actions . When your employer issues you a tan card or as you meentioned, make you a special police officer, they now sanction your actions when carrying. I do contrac work for a number of private and govt. agencies and this issue has come up many times. You must seperate your private life from your work life, completely, in order to shield yourself from law suits. Or, a jury could hold you liable from your own wallet. I have a HR218 card and a tan card and a FOID card.be wise, be knowledgeable and protect yourself. Don't think you know everthing!!

I wouldnt be so quick to make this observation. A detective or a evididence techician is a D2 no matter where they work in the department. These former bodyguards could make the same arguement if the FOP backs them up with a grievance. When Jane Byrnes bodyguards were demoted by Washington, they all filed grievances and got thousands of dollars in a settlement for loss of pay and loss of OT pay.
