Airport the Next TRU/MSF?

A lengthy, but interesting read:
  • There has been a rumor that has been floating around about Department of Aviation Police taking over Law Enforcement duties at both of this Cities airports.

    DOA are sworn and certified by the Illinois Law Enforcement Training and Standards board, but do we want this encroachment on our duties? This could be the first steps in the privatization of the rest of the Police Department, remember not to long ago, they said they were gonna put more officers on the streets by giving traffic duties to this newly created Traffic Management Authority? Look how well that worked when they usurped that power from us. Streets have never been more clogged and they finally realized that it was a waste of money and laid off all of the full timers.

    If they are looking to save money, why the hell is there Aviation Police in the first place? They man critical checkpoints at the airports unarmed, they don't make arrests (CPD does) they have no facility to detain prisoners, so what in essence do they actually do? The Chicago Guys out there generate reports (missing/lost/theft/etc) make arrests at TSA checkpoints for weapons violations etc, enforce parking and traffic, yet Aviation PD does none of that. Between both airports there are approx 150 people or so on top of 300+ APD officers so where could the cut be made? Create a whole new department that will cost more money or just keep it the way it is?

We've heard a variations on this theme already. Not privatization, but under Rahm, the Department of Aviation will finally arm its officers (all of whom are Illinois certified law enforcement officers and who were unarmed only at the behest of Shortshanks) and then the Airport Unit is phased out with the CPD officers returning to who-knows-where.

Anyone hearing whispers in the halls of power?

Personally, I think it would be a good idea. I've travelled extensively around the country this summer, and I'm amazed to see that only in Chicago are the Airport Police an unarmed force, in heaviest travel market in the entire country. Never made sense to me, to spend all that money training these people (not to mention uniforms, vehicles, command staff, etc.) and keeping them unarmed, making them pretty much useless in the kinds of situations that could likely arise in the airports here. I think it's a good move.

Eliminate empty-holster "Aviation Police." Put them all through the Academy. The ones that come out will be Chicago policemen with guns to help protect the airports.

We need coppers, not 450 people with instructions to call 911 if they see anything.

Rumor only... I heard a rumor that the Department does not want to allow any 5th period furloughs next year due to the G8 Summit being held in May. Also, as the rumor goes, the FOP agrees with the Departments decision. Any confirmation info on this rumor...

This is the one and only time i agree with removing cpd. Cpd at the airport are mainly clout babies or ready to retire lazy butts. I once was aviation pd and while there are several goofs that better not carry a gun there are plenty of officers with a heart and take protecting the airport seriously. Cpd does as much as they can to avoid making arrests and taking reports at ohare. I worked at ohare on 9-11-2001 and the task of evacuating and securing the airport went to doa police. Cpd has no airfield duties and only doa can enforce airfield side regulations. Cpd out of ohare wont be noticed.

The Airports are Chicago. Owned by the city and regulated by FAA. Just like the projects CHA cops were there for window dressing and CPD did all the work. Granted, CHA cops were armed and made arrests, but when Joe called the Police, he sure didnt want CHA to show up.
I think the disbanding of citywide patrol Units was a mistake. But giving the airport away? ridiculous.
I would think that Rahm has more sense than that.

O.T. - I just read the column in the FOP news letter submitted by 3rd VP Dan Gorman. The article was articulate and had some good tongue in cheek about cease fire. I don't know Gorman personally, but he had a great reputation from his days in 011 which was proven in his hands on handling of the two police involved shootings whick occured a couple weeks back in area 4.

My point is not to sing Gormans praises but to use him as an example of what seems to be lacking in the FOP leadership.

Shields seemed to be very affective in his role as pension trustee while slinging mud at politicians and a system he had no chance of changing. Now that he has a position of leadership where he can direct the membership and begin to cultivate the frustration we all feel towards the job, he continues to pick fights and wave his fists at "the system" while showing no signs following the plans he campaigned on.

I voted for Shields and his team, but so far guys like Gorman are the only ones who seem to get the point that their first and last order of business is to protect police officers. Not getting ranting sound bytes.

I used to work for the DOA police. they re in charge of access control of the outter perimeter and patrol the air side of the airport. most of those officers are good to go, a lot of retired CPD and prior military, although its probably a not a good idea to give a few of them guns. truth is if they did arm them they would probably have to let quite a few go. but if it did happen there would be no need for the clout heavy airport unit.

Just watched it. So what does the stupid, liberal media do? After listening to the 911 tapes about blacks attacking whites, they show a former member of a group called the white power movement so white people look like the bad guys. Typical.

DOA hired officers that have very minimial qualifications to do the job. Clout and political sponsorship was the primary qualification for a job with DOA. After the academy. what training have they received? 10 weeks in a academy is barely enough just to wear the uniform. If you only knew the real truth about DOA. It is a good idea on paper but who will run the agency?

This blanket statement I strongly disagree with because I used to work there. What is true is that they have a lot (not all) of supervisors that are clueless and imcompetent, just like a lot of ours.

They're a UNIT. I think we all know the general sentiment on this board is ALL UNITS are useless. Unless you're a blueshirt, pushing a beatcar, in a district, you're a complete waste of CPD time and money. If you're tac persnonel, desk personnel or god forbid, office personnel, you're deemed even more useless. Remember people, babydaddy domestics, parkers and movers are the truest measure the REAL police. Now, if you'll excuse me, I gotta get another event # for a community concern.

2 Things, 1: SEIU has created this rumor because they know that hte end of the Airport police is near, they just lost a bunch of it's members when they got rid of them real useful TMA's (sarcasm) so they are worried that they are going to lose 200+ more members. 2: Can't happen, if it did, it would cost 100 times more. Airports are classified I-IV, both of Chicago's airports are Class I airports. Under Federal guidelines, there has to be a full service police force to secure the airports. Meaning, detective divisions, K9, lock up (female and male), and all the other fun stuff that goes with an actual police department. If they did that, they would have to purchase more vehicles ($$), hire and promote people ($$), create new boss spots for more politically connected people ($$), create a lock up fingerprint machine etc ($$), create a K9 unit ($$) (them dogs are expensive and so are the cars), the list can go on and on. Oh yes, and they would have to do this at both airports. They cost would be astronomical. Won't happen. If anything Aviation Police will be disbanded.

The Airport and Mass Transit have traditionally been retirement spots. THAT needs to change.

Chicago is arguably the second biggest terrorist target in the United States. Should we protect our two biggest targets with guys that are too old, or too unmotivated to protect our City?

This isn't a manpower need. This is common sense. Get some younger blood in those terrorist targets.

As usual, the uneducated opinion prevails and still sounds logical to the unwashed masses. DOA kids are unarmed because the AIRLINES dictate who they want as their police, not Emanuel. The airlines are the ones who pay those salaries, not taxpayers. The airlines know what kind of failed cpd applicants show up at DOA and they want no part of them causing more problems.

The only way DOA will ever be allowed to "act" like police while working is if the airlines strike some deal with the city that makes it too attractive to give up having actual police working the airport.

The only way I see it happening is if the city picks up the tab rather than profiting off their "admin" fees collected from the airlines.

It's the choice of putting 50 cops mostly into instant retirement and the city loses their skim fees to make some point of alleging to put more "cops on throe beat" while the airlines get the cpd retard rejects running around with guns and no knowledge of the law and how to enforce it, or the city keeps their skim fees, the airlines keep police they can trust and nothing changes.

Only other option is to federalize the job and the entire country pays for airport police.

That's the ONLY option that could materialize.

The Aviation Special Police employees fall into one of three categories: (1) People who were unable to join the Chicago Police Department due to various issues including; criminal background, lack of requisite education, inability to pass the physical fitness exam, inability to pass the psychological exam, and for an existing medical condition;
(2) Retired CPD officers who were required to leave CPD due to their age. CPD officers must retire at age 63. There are some Aviation police that are 70 years plus!! In addition, some CPD retirees found themselves in a financial mess due to their inability to either keep their goldmembers out of hillbilly waitresses or their money out of poker machines, or a combination of both. The aviation police was a perfect match. A check for doing absolutely nothing and the ability to tell war stories to a bunch of morons whom they mentor was a perfect fit;
(3) Rounding up the group are the political hacks. They exist in every area of city government, but in this instance they get to wears a uniform and act like they have some sense of authority. This is the most dangerous of the three due to their general sense of entitlement and f--- you attitude.

plenty of retirees past two months listed in fop newsletter--- plenty more after nov 15 and some considering doing it because it may be gone next year if the contract changes ( 55 and out)--- the city has no money to hire anyone so the bodies will have to come from somewhere to keep the districts staffed at an adequate level--- a previous poster on another thread said 016 used to have 345 in it's command 5 years ago and is now down to 200--- if true that is shocking--- If I were dave mcnaughton I would be screaming my head off at those compstat meetings--- the worse they can do to you is put you back down to lt somewhere-- at least you would know that you stuck up for the men and women of your command as well as the citizens of 016....

Most of the DOA officers couldn't write a case report if thier lives depended on it. For years they were never sent to qualify with thier weapons and thier certification as "sworn peace officers" should be in question. Under Mauer they were trying to sneak them into ranges to qualify them. There is a need for an armed presence at the airport but the current DOA officers are not the solution.

A few may have clout, but for the most part they got on that department by themselves. Know a few very well. Speaking of clout, CPD has its share of clout babies. They either get promoted or work at the airports. I said before the only ones who think this should not be done are those working the airports and worried about having to go on the street and be the police.

You're either the airport police or you aren't the Airport Police. Arm em and let em police the Airport and it's Property, which is larger than many Suburbs anyway. Put CPD back in districts policing the Taxpaying Citizens, where they belong anyway.

They would just bid out when they get a chance. The problem is idoit bosses with no balls, from the top down. 4 of the 6 retirements this year was because of the bosses. The city opens bids for the first time in 6 months and there is an exodus. At least 10 officers put in par forms with 5 making the bid. With one to 003 and one to 015. Can you imagine if they had opened a few more spots in good districts. Its not a rosey picture in 016th district. Talk to someone there before you are stuck for a long year. Openings coming soon.

The Airport Unit was always the most sought after,nicest spot that SHOULD be there for the guys who did their time. I immediately was disgusted by anyone I knew that got themselves sent there. Hopefully the Airport Police will be armed and a nice retirement spot again for those who have done their time in this circus, not pansys afraid of the street or swallowing their way there..

I don't work @ the airport but we should fight to keep those spots for CPD. It's one less place that pre-retirement we can all go to, if we choose. The last year or two on this job, I would like to go somewhere nice. Seems all of those spots are drying up before our eyes (unless you are a political hack). FOP start earning your money and fight for every Damn decent spot we have left!

That talk is all about two days old by now.

In the meantime, the fires burn.

You can bet there was a policeman with an armor vest and 9mm pistol visible on-camera right behind him.

London's Metropolitan Police put 18,000 officers on the street last night - and admit that "they can't cope." That's not surprising; it looks to me as though their clubs and police dogs have been taken away, in deference to the cameras of the world press. I don't even think they have pepper spray.

In desperation, people in one Birmingham neighborhood banded together to protect their homes and businesses --- armed if at all only with sticks and "'tools" as the press put it -- and the madmen simply rammed a car through their line. One young man was killed, many others badly injured.

Cameron -- "We will not allow any silly concern over human rights to stop the publication of the photographs of the rioters we have taken."

The word "hopeless" comes unavoidably to mind.

This is about what you can expect here in Cameraville if there's trouble -- after all, Daley's culture of surveillance is built upon the British model.

You can study the results in the laboratory of London right now, as the smoke drifts over the city...

A far cry from 1968's "Shoot to kill arsonists and shoot to maim looters."

London is going to have some great burned-out business streets for their Olympics...I imagine they will put in landscaping and so forth.

listen, the majority of sworn police officers working at the airports are do nothing dog asses, they get to work plenty of off duty crap and make good money, but ask them to do some police work, or make an arrest and they stammer, cry and will think of a thousand ways to get out of it, they get tons of free bees and to listen to them talk, they are worked harder then any other copper in the city, they sit at those Kiosks and read papers and get truly pissed off when some poor traveler asks a question, and the sergeants out there do nothing to correct this shit, and no I am not jealous and want to work out there. It is what it is, there is a ton of crime out there, baggage theft, car break-ins etc. and maybe once in a while the
Tac teams will do something.

This is no joke. The 050 unit is being moved out of their HQ to building 800 which is the same as the driving school. DOA is already in that building. It's to small to handle both units with what's all ready there. Also the DOA guys have been getting re qualified with their weapons the last couple of months. They may end like the old park dist police and just come over. They all went to the same academy we did, and were hired by the same city....

U are right. I see it 1st hand everyday.The midnight watch looks like Sen. Moreno had half of humboldt pk. hired.And they would have to be retrained since they haven t had to do any kind of arrests EVER..

The Chicago Aviation Police was formed years ago by lots of unqualified, political hacks. Most of these are now gone and you have a group of young officers who stay a few years then go on to other departments due to the poor treatment and lack of morale and training. The other part of the force are retired CPD officers, many of them work part time. If this department was treated properly, it could become something, however the people who oversee this are political hacks who do not know how many millions in funds they have lost thru mismanagment.
It would take 6 mo to a years to turn this department around, if the Cmmsr whould leave is alone, but she can't, so its all screwed up.
She even grants waivers to hire people who live out of the city!
Also, she is working with the union (SEIU ) to downgrade this department to a public safety deparment. This way they can downgrade them to a lower security guard pay grade at the next contrasct talks. A public safety department would be at the same level as the hospital security departments.
Needless to say, these people have already cost the city and taxpayers millions in lost funds due to stupidity.

If Exempts or W/Cs deny you comp time you earned and you really need a day off just go AWOP. Sure its a SPAR and you will for sure get another day off (this one without pay, but you can make it up). Just be careful that you don't do it for 3 consecutive days or you can get terminated. The department brass will shit in their pants if people start putting in TD, its denied and people just stop showing up. YOu might actually win a grievance if they try to fuck with you since their basis for denial most times is not justified and they have to give you 72 hours notice according to the contract. Know your rights and when they push, you can push back a little.

I kinda need a week off. I was thinking since the department is threatening no-pay status for those of us wh haven't filled out our ethics statements maybe I'll take a week off. I can afford no pay status for a week or two and just work a couple of side jobs. Sure they will probably strip you too but I have started to figure out this department needs bodies a lot more then we need them. Forcing people to not come to work may hurt the pocketbook but it really hurts a department that is facing severe manpower shortages and rampant crime on a daily basis.

The Aviation Special Police employees fall into one of three categories: (1) People who were unable to join the Chicago Police Department due to various issues including; criminal background, lack of requisite education, inability to pass the physical fitness exam, inability to pass the psychological exam, and for an existing medical condition;
(2) Retired CPD officers who were required to leave CPD due to their age. CPD officers must retire at age 63. There are some Aviation police that are 70 years plus!! In addition, some CPD retirees found themselves in a financial mess due to their inability to either keep their goldmembers out of hillbilly waitresses or their money out of poker machines, or a combination of both. The aviation police was a perfect match. A check for doing absolutely nothing and the ability to tell war stories to a bunch of morons whom they mentor was a perfect fit;
(3) Rounding up the group are the political hacks. They exist in every area of city government, but in this instance they get to wears a uniform and act like they have some sense of authority. This is the most dangerous of the three due to their general sense of entitlement and f--- you attitude.

"This was partly poor tactics, but it was also a function of a deeper malaise – a model of passive policing that has failed and must now be abandoned.

"The Met’s acting head denied his commanders were ordered to “watch and wait”, rather than intervene, but it looked as if they had concerns that overrode the maintenance of order. Self-handicapping rules against baton rounds and tear gas were justified because their use would be seen as an “escalation” – a symbolic break with precedent, signalling that authorities had lost control. Why the symbolism of such weapons would be more troubling than footage of flaming buildings remains a mystery.

"At a deeper level, however, the culprit is an out of date philosophy of reactive policing. Back in the 1970s many US forces, including the New York Police Department, abandoned beat policing and took to the car. The policy proved to be a disaster and has now been abandoned in almost every big American city. In the UK, however, beginning in the 1990s, the Met went in the opposite direction, seizing on closed-circuit television as the primary tool of law enforcement.

"This seemed like a modern and glamorous new world of monitoring trouble spots with cameras and racing to crime scenes in cars. But among other problems it created a vacuum of authority in public space. Add in other cultural and legal factors and this vacuum can quickly be filled by violent young people with no respect for adults or the law."

Just so you know, aviation police (APD) can make arrests. In fact, they have the same police powers as CPD. O'Hare is a class X airport not Class I. No City taxpayer money is used to fund the APD payroll, pension or equipment. It is paid for through an airline enterprise fund. APD is expanding its in-service training program to meet the needs of its personnel.

APD & CPD overlap in some duties but have many different assignments. CPD numbers should be reduced, not eliminated. Send some officers back to districts. APD should be armed and take up some of CPD's assignments.

It's not DOA that handles trafffic accidents on the secure side, it's not DOA that handles criminal cases on the secure side, it's not DOA that handles "smoke in the cockpit" calls every day on the runways, it's CFD and CPD. The only "regulations" DOA are allowed to enforce are "blowing a stop sign" on the backfield....WOW, of which CPD are fully authorized to perform but couldn't care less because they've had enough of "playing police" in their career that they don't have to inflict their petty desires to try and "burn" a "traffic violator".

DOA dogs do nothing more than man "checkpoints" and walk around wishing they could have passed the simple tests to get on Chicago or any other nearby police department.

In the 2 years I worked O'Hare, there were several occasions where CPD was given a job to handle somewhere in the terminals and DOA dorks were monitoring CPD frequencies without authorization and were observed driving like maniacs through the terminal lanes in order to attempt to arrive at the scene of a disturbance BEFORE the actual POLICE arrived, only to stand 20 feet back and do nothing because they have no authority to do anything other than ask for an ID at a checkpoint.

Listen up reject, you and your ilk are the same type of people that can only get as close to being a cop as "part timers" and "civilian defense".

There's a reason you aren't Chicago police or any other "police". It's because you fail every application test you take for whatever reasons (such as mental issues) and no reasonable police agency will hire you.

You wanna play tough guy?

Go try getting a job at Cook County Jail. At least you'd get to hang around actual criminals for a change, at least the ones the POLICE have already apprehended and charged.

How about we just absorb DOA police and keep them at their posts. Send them through our academy for a quick course. More contributions to our pension system and they can all start out at Step 1 on salary schedule and seniority. That way we already have the qualified, security cleared people in place. save money by disbanding the DOA Police. Why have 2 Departments and redundancy???

I heard this also, and also one of the Lt.s out there at the time was a convicted felon and that is why none of them culd carry a gun.

When Midway was going to be sold, the first thing the corp. that was buying Midway said was that the DOA officers would have to go.

Look for the city to drop all the DOA police back to security guard status,(save money) and move all the CPD police to 016 on paper (add more police to 016) and keep them where they are at (detailed out). This was basically what was done with City Hall police, shipped to 1 and sent back at foot patrols at City Hall. Smoke and mirrors my friends smoke and mirrors.

When the airport police were fist formed, back in the early 90's, they went through the same program as CPD recruits, with some minor modifications to suit the different assignment. This included firearms qualifications They were state certified, and they were unarmed at the direction of their first boss, a former Deputy Superintendent from CPD, probably because what was what the Mayor wanted. There was never a rational argument for them to not be armed, and the airlines had nothing to do with it.

This is no joke. The 050 unit is being moved out of their HQ to building 800 which is the same as the driving school. DOA is already in that building. It's to small to handle both units with what's all ready there. Also the DOA guys have been getting re qualified with their weapons the last couple of months. They may end like the old park dist police and just come over. They all went to the same academy we did, and were hired by the same city....

Working the traffic section on a dignitary detail, I saw all the cpd cops were out on foot on their posts, DOA was reading papers or books in their car. What's up with that?

The Airports are Chicago. Owned by the city and regulated by FAA. Just like the projects CHA cops were there for window dressing and CPD did all the work. Granted, CHA cops were armed and made arrests, but when Joe called the Police, he sure didnt want CHA to show up.
I think the disbanding of citywide patrol Units was a mistake. But giving the airport away? ridiculous.
I would think that Rahm has more sense than that.

They go through the Metro Class with the Suburban PO's. Aviation Police supervisors are have gone through all the NIMS training that our Lt.'s and above have to attend. They are trained in airport rules and regulations once they get to the airports after the academy. Those who went through the academy learned almost everything CPD does except for a few non essential courses. They have to pass all the tests written, physical and firearm. Then they have to pass the State Certification. Have they received the entire training we did as CPD? No. Have they received the training necessary to be Police Officer, Yes they have. How much training does CPD put out there for most after the academy. Slim to none. Unless it is for SWAT training or heavy weapons, what else is there besides TARA, which is useless or streaming videos. Big deal.

In 86/87 Leroy O'Sheilds was invited to speak duing one of my Crim. Justice classes at then, Loop college. He had some idea about starting his own police dept at the airport and encouraged everyone in the class to apply. Long after I applied...(14 months to be exact Nov.1988) I ended up being one of the First 50 Hired "Off the Street" to go to the Chicago Police Academy Metro Program to become State Certified... to work for DOA. Somehow I ended up being the only white guy in my Academy Class..(The HRI, P. Mosse, called me her "Token White") They always talked about the advent of carrying weapons. I left in 91 for CPD...To this day they still don't carry... People that don't work their claim that you need Clout... I never saw it in my short 3 yrs there... And if I had Clout, I could think of 100 better places I'd rather be... It's funny to think now, but working at O'Hare might have helped me get on CPD 20 years ago because when the cpd invest. asked where I worked. His eyes opened a little wider when I said DOA... He was probably thinking the same... "He Must Know Someone"...

Would they need refreshers on case report and arrest report writing along with writing ANOV's but that's about it. you must be another disgruntled cop assigned to the Airport. So what you're saying is Suburban cops who went through our Metro class are undertrained. Give it a rest. When you are sent back to the street, you can just stay down on a 15 minute job for a few hours. If you forgot how to do paper after being a lazy ass dog, you can call and FTO. They might be able to help you.

If you have all this police authority to make arrests then why don't you take the reports and make the arrest for a weapon or narcotic violation at the checkpoint. How about dealing with some of the undesierables that make there way to the airport, make an accident report. I'll tell you why. They took your ticket books away. Thats how much your trusted with police powers.. You would not know how to make an arrest. You get very excited when you see a vehicle with expired plates,so excited in fact you call the CPD to come and write the ticket. The ONLY reason you have the word police in name is that Maurer didn't want to be known as manager of a security outfit, and pleaded with Mayor Daley for the name change.

Really want to thank the men and women in 014. Especially 1422. My girlfriend lives by the McDonalds, and last weekend, the Kings were flashing and yelling, harassing everybody that walked by. We could hear all this from our window as we were trying to relax and watch a movie.
So I called in a complaint, and within about 3 minutes, a tact and 2 patrol cars were on sight, putting the shitheads on the hood and dispersing them. I want to say thank you for allowing us to have a night of peace.

If you guys ever, ever, feel like you do all this with no thanks, or it's in vain, remember that there are citizens out there who appreciate you more than you'll ever know.

I hear firsthand some of the shit you have to deal with on this beat, and for you guys to keep coming back full force and keep these loser gangbangers in line, makes me proud to me a family member of CPD.

Keep fighting the good fight, and remember that you are the real police, and you give us productive citizens piece of mind, you allow us to feel safe, even as these thugs think they can run wild, you are there to remind them that they can't do whatever they want, the CPD will always be there to keep them in check.

Please keep doing what you are doing. When they push, keep pushing back harder, just like you do. God Bless The CPD.

The transit police in New York were absorbed into NYPD a long time ago. Port Authority Police Is a government entity between New York and New Jersey and is not part of NYPD.

The new threshhold for totalling P/O's on the Medical Roll, Furlough, and Elective Time Off has been set at 20% of allocated strength. And the best part is no documentation in the C/O book, just a script passed along by Top (Br)ass to D/C's telling the knee-padders to cite "changes in manpower needs city-wide."

Of course Management has discretion over how police resources are set through-out the city, but only THREE elective days off per watch per day?

Management might want to think about allocating more resources to the Medical Section.

Here we go again with this bashing of the CHA police. I was a CHA cop for five years before I left for another police department. This notion of the Chicago PD handling everything in the projects makes me laugh. With the exception of the public housing units, seeing district beat cars in the projects was very very rare. However they would respond to calls for help by CHAPD units. Furthermore many former CHA cops are presently employed by the Chicago Police Department. I love these Chicago cops who run their mouths. I'm sure these are complete ZEROS who have never done an ounce of police work. And for the rest of my Chicago PD brethren "B-Safe"

Traffic Management Authority are or were not certified police officers. As you said, DOA are certified Police Officers. And they are no different from any other Police Officers in the State of Illinois as they have to qualify on the range once a year. And you have a few with more experience at policing the streets than most others because some have retired but are still in good shape. Still others have extensive military backgrounds. Their area of responsibility is simply different. It is true they are unarmed. But they do enforce traffic laws despite this. You may see them making traffic stops and writing tickets on north Mannheim road. In fact, I know some CPD officers that work their entire shift unarmed on the street. The fact that the DOA does not have detention facilities is not an indication that they are not the police either. There are several Departments that do not have detention facilities. For instance, the University of Chicago Police does not although they police Hyde Park. They turn their arrest over to CPD for processing as does the DOA. Railroad Police as well as Airport Police have different responsibilities. There are over 127 Police Departments in Cook County alone not to mention the other counties in this state. Thank you. The one voice of reason. Every Police Department has duties. How true. Very true that some of their duties are different than ours. But they are there because there are areas that their personal duties are needed. As you said and we should all agree, some departments duties are different, but no less important. Too bad so many posters think that our duties are the only ones that matter. There are safety and security issues all over this country that requires the expertise we don't have. Are these other departments expendable. No they are not. Are their jurisdictional duties less dangerous, Not by far. Look at the Metra Police Officer who was killed not too long ago. He gave his life as many of our own have. Should we disband UIC police. Should we disband University of Chicago Police. Should we disband Metropolitan Reclamation District Police. No they are all Departments that work their jurisdictions and work together with Chicago Police. The same can be said for Aviation Police. Instead of insults, we as police officers, who know the dangers of the job should push for them to be given the equipment to do their jobs and let them do it. We work with many different departments hand in hand. Why can't we do it with this department. It is not an issue of who is better or worse. They have some shit assignments sitting in booths with access to the airfields. Booths that are 100 degrees in the summer and frezzing in the winter. Would you want to be doing that for 8 straight hours. But it is their job and they do it unarmed. Would any CPD PO in their right mind do it. All I can say is give them a chance and work with them if the change occurs. We know our jobs as they do. As every different department knows their duties and jobs. Its just disgusting at all the juvenile remarks that are posted. We are all adults and supposedly professionals. Maybe insted of acting like children you should act as responsible adults. Many talk about some of the APD officers and them not being professional. Well all I can say is look into our own department. We have enough fuck ups to keep our commenting busy. We give professional courtesy and back up any other Police department. Why is this so much different. I know for a fact APD and CPD work together at Midway. I don't know about O'Hare. But we should be backing the necessary changes needed for APD than pumping out our chests that we are the supermen of all Police Departments.

Most of the DOA officers couldn't write a case report if thier lives depended on it. For years they were never sent to qualify with thier weapons and thier certification as "sworn peace officers" should be in question. Under Mauer they were trying to sneak them into ranges to qualify them. There is a need for an armed presence at the airport but the current DOA officers are not the solution.

As a Detective I can honestly say many CPD officers can't write a case report that is worth wiping your ass with. Then there are the reports that are so fucked up, you get the offender and because of the GOCR, charges aren't approved because the case report is so fucked up. As far as weapons qualifications, for the last 5 years APD has qualified every year at the CPD Area ranges. Again, when I go for my yearly qualifications, I see CPD personnel that shouldn't be allowed to carry a slingshot, much less a gun. Some people should not throw stones when they live in a glass house.

But these juvenile posters are the same ones when a PO is calling for an assist or needs a backup on an In-Progress call, they are driving in the opposite direction as you are going to assist. The only reason the airline employees are pissed off is because they are cited by APD for breaking the airport regulations. I'm CPD but I know quite a few APD officers. The airline employees break the rules constantly that can cause security breeches. As far as these airline employees, they are just pissed off that when they fuck up they don't get a pass.

Ok, indulge a little history about the Aviation PD. Back when Leroy O'Shields was fighting to keep his reputation as the stupidest district commander ever to have been dumped as the Deputy Commissoner of Aviation Security, he returned to CPD and left the Department of Aviation Security section with the largest component of felons ever assigned to any city department, and that may well included streets and sanitation. Most of these aviation security employees came on board during the Harold Washington administration. Most of those hired were never subjected to criminal background checks, drug screening or psychological profiling. Those that were considered for enrollment in the police academy that had "questionable" histories had already worked passed their probationary employment periods and since the city hadn't dotted their I's and crossed their t's, the corp counsel would not be able to fire them if their performance evaluations had indicated they were adequately performing their jobs as security officers.

So what to do? Expand the police academy program and offer the law enforcement position to the Aviation Security Guards. The hitch would be they would have to reapply for the Security Officer position and go through background checks and drug screening and psych profiling.

When they applied for the new position, background checks revealed their criminal histories and many were dismissed. When existing employees were enrolled in the academy, the airports had to maintain staffing with certified LEO's since that was the direction the program was going. So where do you come up with law enforcement staffing when half your existing employees are going to the police academy for 3 months? The airports operate 24/7, so where do you come up with staffing.

All this bullshit about clout babies and the rest is just that. Nearly 180,000 passengers travel through O'Hare everyday, the idea of firearms is raised from time to time, but the fact of the matter is there hasn't been an incident which would have justified the use of deadly force in more than 10 years, so arming is not much of an issue.

When the Aviation police program got started, most of the CPD assigned to the 50 unit had to have about 27 years on the job. In dollars and cents, most were at the top of the pay scale for patrolman. Aviation police officers would start at less than half that. Figure it out, its dollars and cents.

Talk about Dept. of Aviation: Well there is one retired guy out there who got fired from the dept. for stealing from Max's Beef up on Western Ave in the 2oth District, he was caught, locked up and then beat the case due to some suspicious ruling from a circuit court judge and walked, He then became a bartender at the infamous Gianotti's in Norridge and wanted to be a gangster and made man, well he got the job back and was returned to the 20th district and worked the same beat where he stole. Then they made him the district traffic car and big rumours were that he was swinging with the tow truck drivers and biody shops, finally he retired and went to drive a limo, then he got hired by the DOA. This creep is still walking around proud, and i would not trust him around an empty pop can let alone around anything of value at O'Hare. Anyone with time would remember D>D. who thought he was an outfit guy.

I work at the airport. The CPD unit at ohare is worthless. They work harder at getting out of work then if they would actually just write a report or make an arrest. During the flood recently, I only saw APD officers doing something. I guess CPD was doing a good job of hiding.APD are all state certified police officers. They either go thru CPD or CCSPD acadamies. They also qualify every year with a weapon.
Most of the time when there is a call for service APD is the first on scene.

Actually, we here at the UCPD have not one but TWO detention/holding cells in our magnificent UCPD headquarters located on So. Drexel. But you will
never find any of our arrestees in either holding
cell at any time. Know why? Because two of our
higher ranking idiot exempts (both former CPD,
but we hold no malice towards CPD or its leadership there), 1st Deputy Chief DOTY and his inbred
son, Commander OWENS, have decided that we
should never bring an arrestee into our headquarters. Ever. Even if we're in a position where we have a violent offender in custody,
we can't bring that man/woman/juvenile into
our facility. Doty simply will not allow it, and
Owens is Doty's personal playback machine.
We've been told by Doty for a little more than
2 years now that our U of C Legal Dept. was in
negotiations with the City to allow us access to
do our case and arrest reports on your CLEAR
system, as you have done for years. It still hasn't
happened. Our traffic program has been a mess,
put together in a completely incoherent fashion
by Owens. Few of us still are able to write tickets and/or conduct traffic accident investigations even
today, because of half-assed training. And even those of us who are trained in traffic are not allowed
to conduct DUI investigations or arrests. Of course,
CPD officers don't wish to take over those kinds of arrests from other officers (and I don't blame them), so it is likely that a lot of potential DUI drivers are catching a pass as they drive through Hyde Park.
We are short literally dozens of patrol officers here at the UCPD, but our recruit classes at the CPD Academy remain small. We rarely end up with the same number of officers who start out at the Academy hired by the UCPD. Usually one or two
bail before completion of the Academy training, scooped up by other Depts. The ones who complete training and begin working at the UCPD as patrolmen rarely stay here after 18 months, disgusted at the heavy handedness of Doty and
Lynch. Robberies have risen here on campus, and
yet we're lucky of we have 3 patrol cars on the street on any given shift.

PLAIN and SIMPLE. Just because they went through an academy, and shot a gun at a range, does NOT make them the police. Most of them never:
Confronted a man with a gun,
Handled a crime scene,a domestic, a man shot, a man stabbed, etc.
Chased an armed man down an alley,
Searched a strange building in the dark,etc. PLAIN and SIMPLE. They are NOT the police.

KEEP CPD AT THE AIRPORTS.


It would be a major mistake to remove them.

O'Hare airport is:
1)a major terrorist target,
2)one of the largest international airports in the world,
3)a major hub for the 2 largest airlines in the country,
4)and the number 1 source of income for Chicago.
Removing an experienced police dept. from O'Hare and Midway would be ludicrous, ridiculous, and makes no sense.
Replacing CPD with DOA which is made up of retirees and individuals who can not pass other law enforcment agency's requirements would be mind boggling.

If someone is unable to perform the normal duties of a police officer on a permanent basis due to age or just general infirmity, perhaps it is time for that individual to retire or to take disability. It is sad, but someone who can never return to his actual responsibilities is taking a spot that could be going to someone who can do the job.

Wow, 189 comments. Look, this is about job security not who does a better job. I think CPD and APD compliment one another very well. But ay the end of the day CPD is never threatened with layoffs, part-timers, and privatization. But since when CPD has become transportation police? I do know Metra and Amtrak has transportation police, but thats it. Sorry CPD, you guys are not a transportation police agency; APD is. Its just that simple. Please allow your brother (or stepbrother) whichever you perfer in blue APD to have their jobs, and you guys can have your jobs serving and protecting the residents of the city of chicago. In the event CPD is convienced they want to be APD, then by all means, apply for the position like your retired brotheren have. They are receiving a pension, medical benefits, and a salary from the city of Chicago. Aint life grand for CPD, while APD struggle to get a contract. Com'on Man.

I know why you haven't seen them. Your hiding in retirement at the airport. Most desk people have probably done more in one year on the street than you did in your whole career. What kills me are all the negative comments about so called clout with DOA, and the incapability to be the real police at o'hare. The guys you are all referring to are the lazy do nothing humps that make up more than half the workforce with DOA. Do you know who they are? None other than retired CPD!!! These bums are not only getting their pensions, a deferred comp check and also a nice salary with DOA. All they do is complain everyday and make things difficult on alot of the younger guys who solely have that job to depend on. More double dipping do nothings. It's o'hare airport which means Aviation police stays. The do nothings with cpd, get back on the street where you belong and do some actual work.
